The Hillcrest Residents Association is your local neighborhood group that is committed to ensuring Hillcrest continues to meet the needs of our residents. The HRA board holds an annual meeting every year on the second Monday of March and continues to meet monthly on the second Monday of every month at 6:00 PM at Our Lady Holy Souls Catholic church. Residents are encouraged to come to the annual meeting and are invited to attend all others. You can join the HRA in a couple ways. First, this newsletter contains a section you can fill out and send in to us. Second, for your convenience we have added credit and debit card capabilities to our website. Visit us at the Hillcrest Residents Association website, www.HillcrestResidents.org to join. The website also offers you the opportunity to update your contact information such as phone numbers and preferred email addresses.

Dear Hillcrest Neighbors: It is hard to believe that six years ago, I became a member of the Board of the Hillcrest Residents Association, and it is equally hard to believe that my time on the board is coming to an end. What has it been like to serve for two terms on the Board? It has been a wonderful experience. I’ve attended dozens and dozens of meetings, from regular monthly Board meetings to Little Rock City Director meetings, and to various planning meetings and other special meetings. For every meeting, I have probably helped to plant a tree, or hang a Christmas wreath, or sell a t-shirt, or flip a pancake (actually, the pancakes must outnumber all other events combined). These events have been priceless opportunities for me to meet many of you, and more generally, to serve what is surely the best neighborhood in Little Rock. But none of this would have happened without the support of my fellow board members, those who helped me when I was starting out, and those who will remain when my second term concludes. I want to especially thank Scott Smith and Hank Bates, who preceded me as president, and Marcell Jones who preceded and followed as Treasurer. I want to thank all other past and present officers and all my fellow Board members. It has been a pleasure serving with you. And finally, I want to recognize and to applaud the many good things that the HRA does. Probably first and foremost, we act as a forum for discussion for residential and commercial developments that affect our neighborhood, and we do our best to guide that development in prudent and reasonable direction. We also serve as a clearinghouse for information on other neighborhood matters, ranging from graffiti and crime, on the one hand, to outstanding community events such as Harvestfest, the Fourth of July Parade and the Promenade Christmas Tree lighting on the other. And we do so much in-between (the HRA sponsors a network of Mutt Mitts, publish a quarterly newsletter, support many other neighborhood activities, and last but not least, we host an annual pancake breakfast on the morning of Harvestfest). And although I am sad that my time on the Board is drawing to a close, it is with great optimism that I look forward to the years ahead. I have every confidence in the strengths and talents of the continuing Board members and every reason to believe that the new talent that will soon be joining the Board will meet or exceed all expectations. And beyond the HRA, I see only good things in store for the future of Hillcrest. When you have over a hundred years of solid history upon which to build, and strong neighbors from one end to the other, how could it be any other way? Best Wishes Glenn Borkowski

Once again on December 2nd, with the help of generous contributions from many Hillcrest businesses, and the essential elements provided by Delta Trust & Bank, the Hillcrest Merchants Association scored another victory with the Holiday Tree Lighting Ceremony at the Alsopp Park Promenade. Merchant contributions go to support holiday decorations in Hillcrest, as well as a variety of activities to help make the holiday season in Hillcrest memorable for everyone. The reward is the smiles on all the young faces at the Tree Lighting. Plans are underway for an upgrade to the Hillcrest “business district” holiday decorations this year.

My term on the HRA board is up and this will be my last newsletter. It has been my pleasure and honor to represent the residents of Hillcrest in this capacity. It appears that the city's stance on parking in front yards has changed: no more waiting period, citation will be issued on offense. Hopefully this change will preserve the "street appeal" of our houses. Remember, this "offense", as well as parking on sidewalks, is primarily complaint-driven. If we don't call, they won't come and enforce the ordinances. We should really appreciate the fact that we have sidewalks, most neighborhoods in the city do not. If we don't take care of them, they will crumble and be taken over by advantageous bermuda or crab grass. As a collective set of enforcers, we can keep our utility poles relatively free from general solicitations for various businesses, most of which are not located here. Please remove your yard sale signs after the sale! Same with lost/found pets. Signing off now, Tim Eubanks

Whenever an HRA Board Member fulfills three complete two-year terms on the Board, a donation is made in their name to a project of their choice. Last Spring, LeAnn Robertson and Hank Bates each completed three full terms on the HRA Board, and designated that the donation by the Board for their service be given to the Pulaski Heights Elementary Student Garden project. The HRA, Pulaski Heights Elementary, and Hillcrest thank them for their kind contributions

In the last year, the HRA has increased the number of Mutt Mitt stations by six. Here is a list of ALL the current locations to keep in mind when walking your dog, along with those volunteers who keep them stocked. Location/Volunteers

This will be the 12th Picassos held, and again this year, a fun celebration of the arts is planned. This event will feature both local and statewide artists from many different mediums, including paintings, lithographs, pottery

and jewelry. The art will be available for purchase through both silent and live auctions.

Proceeds go towards helping Pulaski Heights Elementary further enhance the art programs for the students at our school.
