Section 3. The State shall defend:

(1) The right of spouses to found a family in accordance with their religious convictions and the demands of responsible parenthood;

(2) The right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development;

(3) The right of the family to a family living wage and income;

- this section considers families whose income hardly provides for their basic daily needs.

- a family is entitled to have a decent home , sufficient food, adequate clothing and medical care.

- also it should have the financial capacity to send the children to school (atleast up to HS) and it should have the financial capacity to save for emergencies.

- One of the most direct ways of promoting the family’s welfare is to ensure that all children are provided with the opportunity of getting lifelong edu.

(4) The right of families or family associations to participate in the planning and implementation of policies and programs that affect them

- This is consistent with the constitutional policy that guarantees the right of the people & people’s org to participate “ at all levels of social, political & economic decision making” in matters affecting the various sectors they represent.
