ship lunch conducted
by the Career Executive Ser-
vice Board on February 11,
2010 at the Bulwagan ng
Diwang Pilipino of Develop-
ment Bank of the Philippines
(DBP) Head Office. With the
theme “Strengthening Part-
nerships for Achieving Ex-
ecutive Excellence”, the fel-
lowship lunch featured the
current HR trends and emphasized the HR’s role in ex-
ecutive development. The activity was sponsored by
DBP Chairperson Patricia Sto. Tomas.
The guest-of-honor, Mr. Jimmy M. Isidro, current Presi-
dent of the People Management Association of the Phil-
ippines (PMAP), spoke on “Trends in Strategic Human
Resource Transformation”. He discussed the 4 roles of
HR and their importance in a changing environment. He
emphasized the HR’s evolving role from being an admin-
istrative expert, an employee champion, and a change
agent to a strategic partner that plays a pivotal role of
aligning HR activities to achieving organizational and
national development goals. He then underscored the

PMAP’s initiatives, with the theme “Investing in People
for National Development, Panahon ng Pagbabago sa
Pagbabago ng Panahon.”
The youngish Isidro easily made rapport with the
youthful crowd of HR personnel from different offices.
Some of the learnings are the three key trends in HR
transformation, use of technology to perform transac-
tional HR functions, and companies that are into the
current trends. Mr. Isidro also talked about the
Deloitte—the next generation HR service delivery
model; he also talked about the Investors in People
(IiP)—the international quality standard focused on
people and business performance. The IiP membership
benefits and practitioners were discussed.
A forum on how information technology (IT) can
be harnessed for key reforms to promote good
governance kicked off this year’s slate of themes
lined up for the CIRCLE Forum. More than 200 execu-
tives attended the January 29 forum.
Entitled “Make I.T. Happen!: Leadership and Technol-
ogy in a Networked World”, the forum focused on
how two vital agencies have used and are using IT to
modernize their systems and processes.

CESB pays tribute to three Board Members
P resident Gloria Macapagal-
Arroyo recently appointed for
a term of six years three new
members of the Career Executive
Service Board. They are Deputy
Executive Secretary Susana D. Var-
gas, Presidential Assistant for Infra-
structure Proceso T. Domingo, both
from the Office of the President,
and Regional Director Angelito M.
Twaño of the Department of Public
Works and Highways, Region VIII.
They replaced outgoing Vice Chair
Maria Paz W. Foronda, Special
Assistant to the chairman of the
Board of Trustees of the Govern-
ment Service Insurance System,
Board Member Elmor D. Juridico,
former CESB Executive Director and
Board Member Rolando L. Metin,
former Undersecretary of the
Department of Environment and
Natural Resources.
Their appointment letters were
issued by the Office of the President
on 27 January.
Prior to their appointment, the
President also appointed as member
of the Board, Director Susan M.
Solo of the Presidential Manage-
ment Staff vice Ana Maria A.
Cadena.
The new Board Members will be
joining CESB Chair Bernardo P.
Abesamis, Civil Service Commis-
sion (CSC) Chair Francisco T.
Duque III, Development Academy
of the Philippines (DAP) President
Antonio D. Kalaw, Jr. and Board
Member Jairus D. Paguntalan in the
Board.
The CESB is the policymaking body
of the CES. It is composed of eight
members: the CSC Chairman and
DAP President as ex-officio mem-
bers, and six others appointed by
the President for a term of six years.
The new Board Members are
expected to bring new ideas and
perspectives in the deliberations of
the Board.

T he CESB Secretariat paid tribute to three outgoing Board Members
through a simple yet poignant despedida on 9 February 2010. Vice
Chair Maria Paz W. Foronda, Board Member Elmor D. Juridico and
Member Rolando L. Metin bows out as acting members of the Board with
the appointment of three new Board Members.
Guests include CESB Chair Barnardo P. Abesamis, CSC Chair Francisco T.
Duque III, other Board Members and incoming Board Member Angelito
Twaño.
In her remarks, Executive Director Allones expressed her sincerest apprecia-
tion for the contributions of the outgoing Board Members in the CES. She
read a passage from the Bible which essentially says that there is a time for
every thing. Part of the passage reads: “For everything there is a season, a
time for every activity under heaven.” She said that they are always welcome
to take part in future CESB activities.

Foronda thanked her colleagues in
the Board and the Secretariat for the
pleasure working with them. Men-
tioning that it is the third time he
said goodbye to the CESB, Board
Member Juridico recalled how in-
spired he was to join the govern-
ment and how difficult it was for
him to explain to his children why

First 2010 CIRCLE Forum tackles leading in a networked world
government. He said that “IT is a
tool, an enabler.” Commissioner Lar-
razabal on the other hand expounded
on the efforts of the COMELEC to
ensure the success of this crucial
time in the country’s democratic his-
tory.
The CES CIRCLE Forum features lead-
ers who share their innovations, in-
sights, lessons and experiences
DepCom Arevalo talked about the
vision of a queueless, cashless and
paperless system in the BOC that
will put an end to the corruption in
an agency that was heretofore per-
ceived to be among the most cor-
rupt government agencies. He said
that an IT-run system will put an
end to “the open drawer”, a scene
that has come to symbolize corrup-
tion in frontline-service agencies in

Larrazabal engaged the audience
with his candid views on the upcom-
ing automated elections while Dep-
uty Commissioner Alexander M. Are-
valo of the Bureau of Customs (BOC)
shared his experiences in instituting
reforms at the BOC. COMELEC
Spokesperson James Jimenez also
enlightened the executives on the
basics in voting in an automated sys-
tem.

yad.” He wished that they can

R egion 2 was host to the CESB twin activities, CIR-
CLE Forum and Strategic Conversations on Febru-
ary 17. The twin activities drew close to a hun-
dred participants.
The second of this year’s CIRCLE Forum series, “Pusong
CESO, Daluyan ng Pagbabago” tackled the theoretical
context and experiential challenges and rewards of trans-
formational leadership. The Forum featured an academi-
cian, a practitioner from a progressive civic group and a
renowned maverick chief executive.
Dr. Ma. Olivia Z. Domingo, Director of the UP-
NCPAG’s Center for Leadership, Citizenship and De-
mocracy, presented the concepts of leadership and a
stark contrast between transformational and transactional
leadership styles. She said that transactional leadership
tends to be transitory with no enduring purpose, while
transformational leadership raises the standard of human
conduct. She also describes the transformational leader
as someone who “is visionary, change agent, is coura-
geous, is value-driven believe in people, is open to new
ideas and has the ability to deal with complexity, ambi-
guity and uncertainty.”
Raul S. Dizon, Regional Coordinator of the Gawad
Kalinga (GK) Community Development Foundation,
spoke of the “build” philosophy behind the nation-
building movement that GK has adopted. He said that
building and bestowing honor to people is important to
transforming communities. “GAWAD means to bestow.
We try to bestow honor and re-build the dignity of com-

munities. Kalinga means to take care. When we care for
people, we give them back their sense of importance,
their sense of self-worth.” Dizon talked of how a commu-
nity which used to be plagued with high crime rate regis-
tered a zero crime rate when GK built new homes for
them.
Former MMDA Chairperson Bayani Fernando said he
combined engineering and sociology when he trans-
formed Marikina and the roads of Metro Manila. He said
that it is important to change the physical environment
(using engineering) in order to change or influence social
behavior. He said that a lot can be achieved by “just
sticking to fundamentals, letting institutions, systems and
laws do their work.” He added that “corruption is a sign
that a system is not working well.” He said that he used
the laws of nature when he constructed U-turn slots.
“The water does not flow faster by blocking the river oc-
casionally to enable small streams to flow into the bigger
river.” He said the U-turn slots he built were cheaper to
address traffic problems compared to the traditional strat-
egy of building flyovers.
The Strategic Conversation in the morning of February 17
featured COMELEC Spokesperson James Jimenez who
engagingly talked about Elections 101, or the basics of
automated elections. He said that the 2010 elections is “a
massive transformational exercise that will usher in a new
era of credible elections.” He walked the participants,
composed mostly of voters who have cast their votes in
more than three previous manual elections, through the
processes of the automated elections in May.

crafted vision for the CES and the
roadmap of policy and program inno-
vations leading to it. She challenged
the CES and the Board to share in the
journey to achieve the vision.
The February 17 CIRCLE Forum is the
second of eleven sessions this year.
The subsequent sessions will feature
two sessions of last year’s hit Well-
ness Camp, a presidentiable forum,
and a session on managing transition.
Two more Conversations with
COMELEC on the automated elec-
tions are being planned in Visayas
and Mindanao hubs on March and
April.

CESB Executive Director Maria An-
thonette V. Allones updated the audi-
ence, composed of human resource
officers and some representative of
the National Union of CES Officer
(NUCESO), on the current projects,
activities and changes in some of the
programs of the CESB. She empha-
sized the importance of partnering
with them to achieve the desired out-
come of these initiatives. She then
facilitated the question-and-answer
portion.
The group was reminded of their sig-
nificant role in their offices and at the
same time was encouraged to

CESB activities, thereby, ensuring their being up to date of trends in personnel

From resuscitating a river to enhancing one’s image
T hese seemingly unrelated themes have so far drawn the community of
CES officials to the past two CES Club gatherings.
Last February 24, close to a hundred officials underwent a seminar on “Power
Dressing” facilitated by a consultancy group engaged in personality develop-
ment seminars. It is the second event for the revived CES Club; the first one
was the Pasig River cruise in June last year.
The seminar on power dressing covered areas in image enhancement and
practical tips on projecting a professional, corporate and authoritative image
via dressing, bearing and posture. Gwen Albarracin, the resource speaker, said
that people who project a corporate image tend to gain more attention and
respect and exude more authority and credibility. She added that dressing for
power doesn’t mean wearing expensive clothes.
The participants were game to the exercises on posture and projection, as
each “took the ramp” for reinforcement or constructive criticism by the re-
source speaker and encouragement by their fellow participants. They also
expressed delight over the “minimal fee relative to the learning we take
home.”
The next CES Club will be a heritage tour on the second week of May in

scheduled on February 17, 2009 in
Tuguegarao City. Speakers will talk
on both the theory and practice of
transformational leadership.
