Highly Qualified Teachers (HQT):
Core Classes: Arts, RLA, English, Foreign Language, Math, Science, Civics, Government, Economic, Geography, and History.
Arts: Music, Dance, Theatre, and Visual Art
HQT Requirements:
Certification*B.S. or higher*Certification required w/ endorsements in the core subject taught
Subject Matter Competency• -Pass State Tests OR• -Has Academic Major or Advanced Credentials
OR • - WV HOUSSE Definition
HQT Requirements for Title I Teachers:
• Elementary Education or Multi-Subjects AND
__ M.S. in Reading Specialist OR __Completion of Graduate Level Reading __Specialist Program OR __Reading Authorization OR __Completion of a Reading Endorsement Program
HQT Requirements for Special Education Teachers: B.S. or higher and State Certification w/ Endorsements in Special Education—Fully Certified in Special Education
Subject Matter Competency OR WV HOUSSE Definition
1--**A teacher (w/ appropriate special education certification) of students taking the Alternate Assessment can take the Praxis II for Elem Ed or use WV HOUSSE (if available)2- **An elementary special education teacher (w/ appropriate certification in special education) of students taking the WESTEST can take the Praxis II for Elementary Education OR WV HOUSSE Definition (if available)3- **Inclusion special education teacher (w/ appropriate certification in special education) w/ HQT General Teacher will be HQ if the general education teacher is highly qualified.4-**Secondary Teacher (w/ appropriate certification in special education) is Highly Qualified if he/she holds an endorsement in the content area(s) 78or general education content endorsement(s) 21 or 22 OR WV HOUSSE (if available)
Substitute Permits
• Teachers working on a substitute permit cannot be considered HQT.
First-Class/Full-Time Permits & Out-of-Field Authorizations
If you have a teacher holding a permit or authorization in a classroom: Will NOT be highly qualified (even if…Praxis II and
21 hours)…Must be fully certified Exception: Title I Reading Teachers who are fully
certified in Elementary K-6 or Multi-Subjects K-8 who are on permit or authorization for Reading/Reading Specialist (See Memo)
Exception: Alternative Education Authorization
Collection ProcessHQT Data entered by content area instead of by the entire
school list of NCLB core content areas teachers. This will allow you to divide the work and complete one
content area before moving on to another. Organized: 1-General Education Teachers 2- Special Education Teachers 3- Virtual and other 5th Digit Teachers
Class Count You will record the class count for each content listed.
HQT Data Collection- Class Count
Teachers should only be identified for number of periods/blocks in one day.
If scheduled with multiple exceptionalities in one class period, a proportional value should be submitted.
Example for Course Update Values
Scheduled for:7010- B (6 students)7010-J (1 student)7010-R (3 students)**But all three are really reflecting one period in the teacher’s
day.** Take a proportion. These three should equal 1 class
7010-B = 0.67010-J = 0.17010-R =0.3
Once class values completed, NO teacher should have greater # of classes than what they teach in one day (periods).
Class CountIf you have a class listed under the
Self Contained section and also have listings for that teacher
under the content areas,list the total number of classes under the
Self Contained section and put a 0.0 value for the content areas.
Other Issues• Do NOT use Firefox…you will see different
things! Use Internet Explorer. If you still have issues, try another computer.
Request a ReviewOnly after you have tried to figure out why a teacher is
not HQ ____Is course coded correctly ____Is the endorsement eligible to teach the course ____Is the teacher fully certified (19, 21, 22 or 65
certificates) **Special exception for Reading Specialist
____Praxis II for specific content ____Eligibility for Academic Major ____Eligibility for HOUSSE
Once you Request a Review
–You will receive an e-mail that you sent a request
–Lori Buchanan will review and respond–You will receive an e-mail when review is
complete (indicating if request was eligible or ineligible)
–The Response will also appear on the Request for Review application
WVEIS on Web (WOW) Version 2– You will need to have three resources available to you:
First:
– Go to http://wveis.k12.wv.us.
– Click onto “Signon to WVEIS on Web (WOW) Version 2”
– Log In with your WVEIS log in.
– Click on “Menus”– WVR 400 --and then EDU.QUA
Click on HQ 2014 Select your school

UPDATE
Highly Qualified Report• You can click on “credentials” to see the teacher’s classes,
endorsements, and tests. Only tests that have been sent to the WVDE electronically will be listed. You will need to look at the Compliance Preparation Tool to view all tests on file at the WVDE such as the NES, NTE, and Praxis tests.
• If you find that there is the appropriate test listed, you can click on the Content Exam button on the HQ Report and then click “mark status”. (Look at Policy 5202: Appendix B for listings of endorsements and Praxis II tests)
• If there has been prior Highly Qualified Documentation reported such as an Academic Major or Content Praxis Exam, you should verify this with your county certification officer and then add this to the teacher’s credentials by clicking on Academic Major.

Course Code Manual (you will always use the most current manual for your school year and they are updated frequently)
– Right click on this document. If you have an Adobe reader, you will see a drop down with “FIND” or “SEARCH”. Click on FIND or SEARCH. A small window will appear.
• You can enter a course code, endorsement code, letters, words, etc. and you can move with the arrows forward or backward through the document and it will highlight that item all through the manual so you can check course codes, endorsement codes, etc. Course codes are on the left and the required Endorsement codes are on the right.
