What is The Bowling Federation of Canada?

The Bowling Federation of Canada is the National Sport Organization (NSO) for bowling disciplines in Canada. It includes the Canadian Tenpin Federation (CTF), Canadian 5 Pin Bowlers’ Association (C5PBA) and The Bowling Proprietors Association of Canada (BPAC).

The Canadian Tenpin Federation (CTF) is the governing body for Tenpin bowling in Canada.

The Canadian 5 Pin Bowlers’ Association (C5PBA) is the governing body for 5 pin bowling in Canada.

The Bowling Proprietors Association of Canada (BPAC) is the governing body for Bowling Proprietors. The Canadian Tenpin Federation has been charged by the Bowling Federation of Canada to create this manual for the Tenpin High Performance competition.

CTF High Performance Committee Mission and GoalCTF High Performance Committee mission is to establish the best possible coaching for our national and international team athletes.

Our goal is to create a network communication of coaches across Canada in order to provide valuable feedback to the national team coaches on elite athlete’s development.

The CTF HP Committee function is to monitor the communication and programs being offered to our elite level making sure all invested are accountable for training and performances.

1. Bowling Federation of Canada National Coaching Policy

National Coach Application

The CTF Coach Selection Committee will accept applications for National Coaches, Assistant Coaches and Team Managers. National Coaches must be Competition Development Level Certified according to the National Coaching Certification Program (NCCP). Assistant Coaches must be NCCP Certified Competition Introduction. The application deadline is March 31 the year prior to the application year.

National Coach Selection

The Coach Selection Committee consists of the CTF President, CTF International Chair, and an appointed CTF executive member(s) selected by the International Chair. The committee will select four National Coaches: one Adult Men’s, one Adult Women’s, one Youth Men’s and one Youth Women’s Team Coach. The committee will also select two Assistant Coaches from the applications. Coach selections will be made by May 15 the year prior to the application year.

National Coach Term

National Coaches will be selected for a two year consecutive term. Coaches will be required to commit to the terms and schedules by signing and returning the Contract for the Provision of Coaching Services within 30 days of the selection. The coach term is January 1 to December 31.

National Coach Event Assignment

The Coach Selection Committee will assign National Coaches and Assistant coaches to events no later than Jan 31st of each contract year. Coaches will be emailed an assignment agreement with clear deadlines.

Coaching assignments for the Pan Am Games, World Games, and Commonwealth Championships will be on a rotation schedule. These tournaments will be rotated between the Men’s and Women’s National Coach when possible.

The Coach assigned to the Tournament of Americas will be a Youth Team Coach and must be actively coaching in a Youth Program. The Delegate will be the Adult or Senior Team Coach.

International Team Manager Selection

The Coach Selection Committee will assign a suitable Team Manager for each event no later than Jan 31st

of the current year. Team Managers will be emailed an assignment agreement with clear deadlines.

To fulfill the position, Team Managers must have a complete understanding of CTF Policies and Procedures. The committee can select youth or adult coaches from the coaching program if they should see fit.

If a coach or team manager cannot attend an event, the committee will decide on a replacement.

1.1 National Coaches SelectionEligibility & Subjective Criteria:

National Head Coaches: Fully Competition Development Certified NCCP or NCCP Level III or equivalent (those working towards Competition Development completion may be considered)

Ability to prepare and coach athletes for international and/or national competitions Demonstrate ability to support and promote CTF values Demonstrate ability to coach multiple events (Singles, Doubles, Trios, Teams, and Masters) at

training camps and competitions Previous National Team coaching experience and talent development camp experience required Demonstrate success at international and/or national competitions Demonstrate abilities to develop and enhance team unity Demonstrate organizational and interpersonal skills Demonstrate development of National Team Athletes and or national level athletes Demonstrate commitment to the goals and objectives of High Performance Committee Ability to communicate in both official languages is an asset (Not a necessity)

Roles of the National Head Coach: Select athletes for international competition using criteria from National Team Selection

Policy, striving to attain CTF National Team Outcomes Prepare annual budgets Determine training needs of the Team Develop and prioritize work plans

Responsibilities:

Planning & Administration: Work within BFC/CTF policies, procedures, plans and budgets Work within the guidelines of the High Performance Manual Be responsible for all camp arrangements, including selection of training site within

the parameters and budget determined by CTF. Prepare competition reports, National Team Reports, athlete monitoring reports, athlete

skill reports, athlete fitness reports, athlete mental training reports and athlete evaluations.

Ensure that appropriate travel, accommodation and training arrangements are made for the respective camp and competition in conjunction with CTF Programs and the Team Manager.

Work with the High Performance Committee to ensure CTF and the Coaches are assisting each other in the attainment of the National Team goals.

Competitions & Training Camps Identify athletes for international events, to be approved by High Performance Committee Supervise guest coaches at training camps Provide necessary information for organization of training camps to High Performance Chair

Communication & Liaison Network with the other National Coaches Maintain regular written (e-mail) correspondence with the National Team Athletes Ensure each athlete is aware of the time and place of the events both in training and

during actual competition Copy all correspondence related to the National Team to the High Performance Chair Make requests for equipment, etc. to the High Performance Committee

Technical Demonstrate sound knowledge of the current rules and regulations Demonstrate a thorough understanding of the equipment, wrist devices, shoes, etc. Demonstrate a thorough understanding of surface manipulation for balls Demonstrate a thorough understanding of laying out drilling patterns on equipment Demonstrate a thorough understanding of lane surfaces, patterns, etc. Know the correct protest procedures at International Venues Monitor the necessary training programs of the National Team Athletes As required, record and chart individual performances. Make these performance

records available to the High Performance Committee quarterly. Prepare a list of candidates for Assistant Coaches, add those provided by the High

Performance Committee and rank them in order of his/her preference for involvement in the National Team Program. Complete a performance review annually on the assistant coaches and submit them to the High Performance Committee.

The National Head Coach shall be committed to the NCCP process with Level III or equivalencies at the discretion of the High Performance Committee and a commitment to the completion of Level IV and V or equivalent when available.

Representation Act as an ambassador for Canada on technical matters relating to the National Team. Represent CTF where possible at National Championships, coaching seminars, and other

promotional functions upon reasonable request. Act at all times in a manner that will enhance the reputation, image, character and presence

of CTF and the National Teams.

Termination of Employment If for any reason the terms of the contract cannot be fulfilled; either party may terminate the

contract by giving one month’s notice to the other in writing.

1.2 High Performance ChairSelection

The High Performance chair will be the third member in the selection process of positions 7 and 8 to the National Team from National Selection Committee

Assist in the selection, management, and annual performance review of Team Staff, e.g.: Assistant Coaches, Team Manager, Therapist, Technical Staff and any other persons selected specifically to assist with the National Team.

Reporting Complete a full report on National Training Camps and International Competitions with

recommendations for the future. Submit an annual report of National Team activities for the CTF Annual General Meeting

through the International Unit Complete Athlete Evaluations Complete Competency Assessments on co-coach and Team Manager(s) Complete Competency Assessments on Youth Coaches Submit summary report(s) at the conclusion of each competition or event attended in an

official capacity (within 30 days of the event). When competitions are scheduled within two weeks of each other, or when the team does not return to Canada between competitions, the National Coach may include two or more competitions in one report. The National Coach and the International Committee and HP Director should agree upon this.

Competitions Responsible for the management of Canadian Team conduct when representing Canada Responsible for the management of Athletes, Assistant Coaches, Therapists, Team Managers

and any other National Team members representing Canada. Responsible for reviewing and implementing disciplinary actions as required.

1.3 National Coach Performance Review Policy

The CTF Performance Review Committee, consisting of the CTF President and the High Performance Chair, will conduct an Annual Performance Review of all National Coaches, Assistant Coaches and Team Managers.

National Coaches and Assistant Coaches will be evaluated on criteria obtained from Athletes, National Coaches or Assistant Coaches, and committee observation feedback provided from post tournament reports.

2.1 National Team Selection PolicyNational Team Selection

Team Canada will be comprised of eight men and eight women. The top six women and top six men finishers at the annual Canadian National Championships (CNC) automatically qualify for the team. The National Selection Committee will select two women and two men from applications submitted to National Office. Applicants must have competed in a previous CNC. The two selections will be made no later than December 1st

the year of the CNC.

Applications and biography forms will be available on the CTF website (www.gotenpinbowling.ca). Applicants must complete the application and biography forms as well as provide a complete resume of performances in national and international competitions, training and performance objectives.

National Selection Committee

The National Selection Committee (NSC) will be responsible for selecting the additional two men and two women members of Team Canada. The NSC will be comprised of three members (High Performance Chair, International Chair, and CTF President) with advisement of the current team National Coaches and current National Team Athletes.

Standards for Selection of National Team

The NSC is charged with selecting those athletes who are most likely to create the strongest National Team. The NSC shall have the latitude to consider any qualifications and criteria, which the NSC believes would be helpful in creating the strongest team.

In evaluating athletes for possible additions to Team Canada, it is anticipated that the NSC will consider the biography form completed by each athlete and at least the following criteria:

Conduct: The athlete must be in good standing with BFC/CTF; that is, all dues, fees, monies owed etc. are up to date, and the athlete is currently not under suspension. Conduct also includes any inappropriate behavior before, during and after national and international competitions.

Performance: This includes all international competition, as well as CTF, United States Bowling Congress (USBC), Collegiate, or Provincial sanctioned tournaments.

Physical Game: This includes, but is not limited to the many physical elements, which comprise an athlete’s game such as: approach, arm swing, timing, release versatility, speed control the ability to play different angles, shoot spares, change equipment and adjust to different lane conditions.

Mental Game: This includes a variety of subjective factors. Examples are: coach-ability, adaptability, practice regimen, ability to stay focused, attitude, commitment, ability to perform under pressure and sportsmanship.

Team Play: This includes, but is not limited to the intangible, but crucial ability to be a positive

factor in building rapport, confidence and a winning attitude among the team members and coaches. Also team play between team-mates e.g. including communication with other players, lining up off of each other, understanding each other’s games or communicating adjustments when necessary.

Timing of Selection

The NSC shall meet throughout the Canadian National Championships. Final selections will be made no later than December 1st of the year of the CNC tournament. The announcement will be made to CTF Board Members First, then Team Member, Coaches, etc. This correspondence must come from the High Performance Committee or the President. The NSC must investigate all possible athletes to ensure all information has been accurately reported. The selections are final, no appeals will be heard.

2.2 Team Canada Application PolicyTeam Selection

The National Selection Committee will select two women and two men at large, from applications submitted to National Office. Applicants must have competed in the Canadian National Championships in the past 3 years. The two selections will be made no later than December 1st of the year of the CNC tournament.

Applications and biography forms will be available on the CTF website (w w w . go t e np i n b o wli n g .ca ) July1,2012. Applicants must complete the application and biographies as well as provide a complete resume of performance in national and international competitions, training and performance objectives to be submitted to National Office by no later than November 1, 2012.

Applicant Eligibility Requirements:

1. Be a Canadian Citizen;2. Have a valid Canadian Passport on or before d a t e o f c o mp e tit i o n and be valid for

6 months after the competition;3. Be a member in good standing with Canadian Tenpin Federation;4. Be in compliance with all relevant International requirements for eligibility;5. Have bowled in the Canadian National Championships within the past 3 years;

Application Fee:

1. Submit a $150.00 Application Fee with the application and biography forms if the applicant did not compete in the previous Canadian National Championships.

2. Application fee will be waived for those applicants that competed in the current yearsCanadian National Championships.

2.3 International Competition Assignment Policy

This policy will be used for international competition where the team roster for the event is two players or less and will include, but not restricted to the following international events:

Commonwealth ChampionshipsWorld GamesWorld Singles ChampionshipsPan Am Games

Team Assignments

The head coach will assign the team members to these events from their respective eight member team roster in the year the competition takes place.

The head coach will submit their assignments to the High Performance Committee Chair and CTF President for final approval 100 days prior to the event. Once the assignments are approved, the head coach will advise the National Team Athlete no later than 90 days in advance.

High Performance resources are targeted at the elite level athlete, coach, technical staff or official who has been identified as a national level participant or someone who has potential to participate at the international level in the sport of bowling.

These resources are primarily delivered at the national level of the sport but may be packaged with other resources at the regional levels of the delivery system. CTF is also responsible for selecting and training teams for the Pan Am Games, World Championships, international competitions, national team programs and the development level of coaches.

The National Team Program exists for the purpose of training athletes with the potential to represent Canada in the World Championships and International Championships in the year/cycle following the National Team Athlete being selected to the National Team Program.

3. National Team Training3 .1 Training

National Team Athletes shall submit an individualized Annual Competition and Training Plan for a year-round training program which involves scheduled training in the following competitive components:

Skill analysis and development Fitness - general and sport specific Mental toughness Strategic/tactical analysis and development Team dynamics Nutritional counseling Other as required

A comprehensive planning, training and assessment resource will be provided by the CTF High Performance Committee /High Performance Program and National Coach to assist the athlete in implementing a year round training program which includes significant daily training activities. This resource will be particularly beneficial in facilitating the off season training requirements.

All National Team Athletes shall make themselves available to participate in camps or training sessions as identified in the Athletes Agreement and Training Plans.These initiatives will be formatted based on National Team Athlete/Coach input.

All National Team Athletes will be provided access to sport science support as determined by the athlete and National Coach and will be based on the CTF High Performance Committee budget.

3 .2 Fitness Standards

Each athlete shall meet or surpass the physical fitness standards previously agreed to by the athlete, and National Coach. These fitness standards shall be documented in the athlete’s individualized Annual Competition and Training Plan and achieved within a time frame agreed to by the athlete and National Team Program Coach.

Fitness testing / reporting shall be scheduled by the athlete in consultation with the National Coach and the CTF High Performance Program.

3 . 3 Training/Performance Monitoring

The CTF, in consultation with the National Team Coach and Athletes, shall assign members of the High Performance Committee to monitor each National Team Coach’s program and athletes training regimen, competitive performance and fitness over the program season. Monitoring will be conducted quarterly.

3 .4 Drug Testing Requirement

All National Team Athletes shall make themselves available to drug testing procedures as and when requested to do so by an authorized person/agency in Canada and other countries, as required by the CTF/Athlete Agreement and as stated in the WTBA Policies and Procedures Manual.

3 .5 CTF/ COC Athlete Agreement

All National Team Athletes and Coaches qualifying for the National Team will sign and return agreements provided by CTF and the Canadian Olympic Committee (COC) (Pan Am). These agreements shall be considered valid for the period of the program inclusion.

3 .6 Team Component

All National Team Athletes and Coaches on the National Team are obligated to maintain their training and competitive commitments.

4 National Team Monitoring Policy4.1 Monitoring Elite Performance /Athlete Development for Tenpin Bowling:

By properly monitoring the below six categories, High Performance bowlers will develop to their full potential.

1) Monitoring the program to educate athletes in advanced bowling knowledge.2) Monitoring the opportunities to practice the knowledge on diverse lane conditions.3) Time frames for collecting and establishing a baseline set of data for ongoing assessment of

bowler’s skills and knowledge.4) Monitoring each athlete’s monthly goal-setting and evaluation of progress in relation to their

goals.5) Monitoring each athlete’s physical (gym, stretching) fitness and strength training.6) Monitoring mental game practice.

4.2 Knowledge Level;

Each athlete will have a different base level of knowledge; the following data is collected to achieve each athlete’s level immediately after the Canadian National Championships prior to the first training camp.

4.3 On Lane Schedule:A monthly and yearly calendar of each athlete’s progress shall be submitted to the High Performance Committee Chair with the following information:

1) Practice On-Lane Schedule Daily Drill Sequence Stretching Individual Skill Development Knowledge Building or Knowledge Practice Psychology Time

2) League Play Reporting bi-weekly scores and conditions

3) Tournament Schedule Athlete’s individual tournaments, report results, conditions, equipment, squads, place, and lane

4) Tournament Prep: In preparation for a tournament, coaches and bowlers will prepare on the specific lane conditions that will be used at the tournament with equipment set-up for the conditions. Bowlers will work on the necessary releases to match-up most effectively to the patterns for the event. In addition, coaches and bowlers will develop a transition plan on how to play the lanes as the change. Dealing with and planning for transition will be an integral part of preparing for an event.

4.4 Time Frames:

Each National Coach will set up required times for reporting. Practice schedules on-lane will require a minimum of four days a week.Each National Coach will monitor fitness schedules for each athlete. The following reports need to be submitted within the requested timeframes below:

Fitness reports bi-weeklyLeague play results acquired bi-weeklyTournament results acquired once monthly

Reporting Timeframes for National Team Venues:1) Pre-tournament report submitted (as requested by national coach)2) Post tournament report submitted to CTF no later than 30 days after venue.

4.5 Goal Setting and Progress:National Coaches will acquire monthly progress reports for each athlete of the National Team.

4.6 Physical Developments

National coaches will acquire monthly fitness reports from athletes (Can be included on the monthly calendar) — In addition to lane time, bowlers will be engaged in fitness four days a week (running, walking, weight room, etc.). Stretching will be a significant component of the physical development amongst the national team athletes.

4.7 Mental Developments

Along with the distribution of Dr. Peter Jensen’s Mental Fitness Program, National Coaches will monitor any books, videos, and/or classroom psychology monthly. Mental development can be included on the monthly calendar report.

4.8 Summary of Program Monitoring:

The Bowling Federation of Canada will conduct a quality planning review of our High Performance Program and its resource requirements on an annual basis. This review process will be undertaken by the Canadian Tenpin Federation (CTF) in conjunction with the High Performance Committee and key individuals involved in the development of the coaching education programs. At that time, the quality review will consider the following items:

(4.8a) Results of any program review conducted by the Coaching Association of Canada and or funding agencies such as Sport Canada;

(4.8b) Any and all recommendations for improvements provided by stakeholders involved in the delivery of programs or affected by the training programs;

(4.8c) An overall review of the program as suggested by feedback forms submitted by coaches and facilitators at the end of workshops;

(4.8d) All suggestions for facilitator or evaluator training improvements, as detailed in the workshop evaluation sheets.

(4.8e) CTF will review and establish quantifiable quality management objectives for:

o Training and skills upgrading of resource personnel;

o Evaluation of the effectiveness of the High Performance Program (using feedback on the satisfaction of the coaches with the programs as delivered, or other measurable criteria)

(4.8f) CTF will review improvements in program delivery.

(4.8g) CTF will review and adopt improvements as developed by the NCCP on a continuous basis. The principles of continuous improvement for coaches shall be applied.

5. Annual Evaluations, Reviews and Post Tournament Reports(Prepared by the CTF High Performance Committee)

Often when people think of performance reviews, it is considered in the negative and their mind immediatelyjumps to whether or not they are doing a good enough job. CTF realizes that performance reviews are an opportunity to review and reward what is going well, as well as what can be improved on. The great coaches are able to congratulate themselves as well as look for what they can still develop further.

Reviewing a coach’s performance, and our athletes (and all staff) over the course of the season is critical for the following reasons:

1. As research shows, the coaches’ role is critical to the success of the athletes and the team, both for CTF and for the athletes as individual people.

2. To ensure the success and achievement of the coach, both in the venue and outside the venue is recognized and rewarded (so often it seems to be “When the team does well, it is the great athletes. When the team doesn’t do well, it is the coach’s fault.”).

3. A performance review serves to help the coach understand where they have met the required performance parameters set by CTF /High Performance Committee. It avoids ambiguity, misunderstanding, and “unsubstantiated opinions” and provides clarity and openness within a strong performance culture.

4. Reviews identify how a coach can further improve their skills and abilities.

5. Conducting reviews also improves CTF’s overall performance and assists in planning future needs (such as succession planning). When conducted on a seasonal orannual basis, reviews enable our HP Program to monitor codes of conduct, standards of agreedperformance, expectations, objectives and the effective delegation of responsibilities and tasks.

6. Performance reviews enable CTF to understand their unique training and development needs for their coaches (and all staff). This ensures not only the athletes who are being coached are focused on constant improvement. It is a well-known fact that an athlete’s improvement is linked to the quest for knowledge and growth in their coaches.

7. Conducting performance reviews has importance for coaches (and all staff) in terms of how the process can aid in their motivation, attitude and behavior development. Within our organization, communicating and aligning individual staff goals with the overall goals of our Federation will aid us in fostering positive relationships between all staff and enhances the sense of contribution and meaning each individual derives from their roles.

5.5a Instructions for the Reviewer and the CoachF o r t h e R ev i e w e r

The first step in preparing this review is to compare the Results, Goals and Processes, whether goals were achieved, not achieved, or only partially achieved. It is important to review the end results in light of the factors that contributed to the coach’s ability to achieve the goals.

The second step is to look at the reasons why a particular goal was or was not achieved. The reviewer/review committee need(s) to identify factors within the coach’s control (for example, design of training programs and competition preparation) and those that were not (for example, an athlete’s choice to not follow a training program, increased/decreased travel funding, changes in competition schedules, injuries to athletes, and changes in priorities by the CTF board.

While discussing the degree of success for each goal, the reviewer first discusses the factors within the coach's control. In order to do this, the reviewer will make use of the feedback collected from the athletes, coaching support staff, the managers’ on-site observations of the coach's performance, and the reviewer's own experience and expertise. This will lead to a clear understanding of the strengths that the coach bring to their performance and clarify areas that need improvement or skills that need adjustment.
