  • Family Support Programs provide information and educational opportunities for parents and caregivers.

    The Incredible Years Preschool Program teaches positive

    parenting techniques and strategies to promote children’s

    academic, social-emotional, and problem-solving abilities

    and promotes school readiness skills. A total of 16 par-

    ents with 15 children ages birth to five, participated in the

    program.

    Triple P, Positive Parenting Program, provided assistance

    to a total of 54 parents with 46 children ages birth to five,

    through one-on-one consultations and parenting semi-

    nars: The Power of Positive Parenting; Raising Competent,

    Confident Children; and Raising Resilient Children. Triple P

    provides tip sheets and resources to assist parents in using

    positive approaches to enhance social-emotional develop-

    ment in young children.

    Reach Out and Read, an early literacy program where

    books are given to children six months-five years of age at

    well-child visits, and parents “prescribe” reading on a daily

    basis to parents and caregivers. The Reach Out and Read

    program worked with five medical providers in Chowan

    and Perquimans Counties, and provided books for 1644

    well-child visits.

    BABY (Birth & Beginning Years), a health education and

    early literacy program for expecting parents, is designed to

    assist them in learning new ways to work with their chil-

    dren to build skills that will set the stage for language and

    social development, independence, etc. Seven parents

    with seven children were impacted through this program.

    Community Outreach, Information, & Re-

    sources promotes collaboration among services

    agencies to maximize resources, in the community,

    and strives to connect parents with information and

    resources, to encourage and promote early child-

    hood development and school readiness skills in

    young children. This program worked with 102 differ-

    ent organizations; participated in 32 events; and pro-

    vided information to 488 parents/caregivers,

    affecting a total of 288 children birth—five years of

    age.

  • Child Care Related Programs include services provided to child care facilities.

    Child Care Resource & Referral provides information on quality child care to parents/guardians and local busi-

    nesses to assist families in placing their children in the child care setting and coordinates all workshops and train-

    ing for child care providers, to assist them with meeting their continuing education requirements. A total of 10

    workshops were conducted impacting 87 direct teaching staff; 14 Child Care Directors; and, 1,027 children.

    Project EDU (Education) Stipends are issued to early

    childhood professionals to assist them in pursuing an

    Associates or Bachelors degree in the early childhood

    field. Consultation was provided to 22 facilities. Twenty-

    six direct teaching staff received stipends for meeting

    Project EDU requirements. This program impacted 357

    children under the care of teaching staff that participated

    in continuing education courses.

    The Quality Initiative provides intensive tech-

    nical assistance to child care facilities to assist in

    maintaining and improving their individual Star

    Rating with the Division of Child Development

    and Early Education. This program provided con-

    sultations to ten child care facilities, impacting

    760 children.

    Child Care Scholarship Program, provided financial assistance to families who are income eligible, and are

    working or pursuing secondary education. This program served a total of 15 families with 24 children in Chowan

    County; 32 families with 32 children in Perquimans County.

    Child Care Health Consultant, provides one-on-one consultation services, training, and technical assistance

    to licensed child care providers regarding health and safety requirements and assists with correcting any health

    or safety violations that may be issued by state or local authorities. This program provided on-site consultation

    services for 21 child care facilities located between the two counties, impacting 701 children. Nineteen work-

    shops were provided to 97 direct teaching staff and 12 directors. In partnership with Vidant Chowan Hospital,

    this program also provided prenatal workshops for 69 expectant parents.

    WAGE$ is a salary supplement program available to child care professionals and is based on educational level

    and current rate of pay. The WAGE$ program is designed to provide a financial incentive to early childhood pro-

    fessionals who attain secondary education and to reduce staff turnover in the child care setting. A total of 22

    child care professionals participated in the program, 14 from Chowan County and 8 from Perquimans County.

    Story Exploring is an early literacy program designed to increase

    children’s reading comprehension skills. This program was expanded

    and is now being implemented in 16 child care facilities. Training

    and materials were provided to participating sites. Story Exploring

    also provides take-home activities for children to do with parents,

    which will reinforce learning. This program was funded by grants

    from Race to the Top Early Learning Challenge Transformation Zone

    and PNC Bank.

  • Chowan C.A.R.E.S. (Children’s Alliance to Realize Educational Success)

    Chowan County was selected, as one of four counties in northeast North Carolina, to

    receive a Transformation Zone grant as part of the State’s Race to the Top Early Learn-

    ing Challenge initiative. The Partnership serves as the Lead Agency for the grant and

    is supported by a Leadership Team and Implementation Team, working together to

    provide support for early childhood development and improve school readiness in

    young children. The Leadership Team choose to name the group Chowan C.A.R.E.S.

    Chowan C.A.R.E.S. members are working on building better collaboration between

    government, non-profit, and service organizations to enhance efforts in the County to

    develop a seamless early childhood system that will promote educational success in all

    children, beginning at birth. An Albemarle Area Agency mixer was initiated to allow

    service agency personnel a networking opportunity to assist in this process. A Chow-

    an County Ministers Council has also been established. The Chowan C.A.R.E.S. Imple-

    mentation Coach, Leadership Team, and Implementation Team members worked with

    experts from the North Carolina Partnership for Children, The National Implementa-

    tion Research Network at University of North Carolina at Chapel Hill, and ABLe Change

    at Michigan State University, to implement changes to enhance the early childhood

    system.
