Government Programs • Canada Ontario Job Grant (COJG)

- Employer directed fund that gives employers the opportunity to choose the type of training that meets their workforce development needs.

• Youth Employment Fund (YEF)

- Designed to connect employers with Youth ages 15-29 who are seeking a first time employment experience.

• Job Matching, Placement Incentive

- Employers workplace/job needs are matched with clients’ skills and capabilities.

Canada Ontario Job Grant (COJG)

Background & Context

• In the Spring of 2014, Ontario signed the Canada-Ontario Job Fund Agreement with the Federal Government.

• The agreement is a key source of funding to support employers within Ontario develop their workforce through employer driven training.

• The Canada-Ontario Job Fund Agreement will provide approximately $192 million/year until

2019/2020.

Program Description

• The Grant provides direct financial support to employers who wish to purchase training for their workforce.

- Employers choose the individuals they would like to have trained and the training that meets their workforce development needs.

• The training will be delivered through cost-sharing agreements between the Employer and the Government.

- Employer pays at least 1/3 of the direct training costs which includes HST.

- Government covers 2/3 of direct training costs up to $10,000 per trainee.

- Small to medium employers (50 employees or less) have the option to contribute up to 50% of their required contribution in wages paid to the training participants.

Program Eligibility: Employers

The Sticking Points! An Employer has to:

- Contribute a minimum of 1/3 of the eligible training costs.

- Pay all training costs( including HST). The Government will provide 2/3 by reimbursement (excluding HST).

- Employ the individual(s) selected for training or provide an offer of employment to the participant after the training is completed.

- Be licensed to operate in Ontario.

- Submit an application for training that is delivered in Ontario and is related to a job that is also located in Ontario.

- Comply with the Occupational Health & Safety Act and the Employment Standards Act.

- Have a minimum of $2M third party general liability insurance.

- Comply with all applicable Federal and Provincial human rights legislation.

Note: An Employer meeting basic eligibility requirements is not guaranteed funding. The Ministry and/or Service Provider will apply assessment criteria in the ranking and approval of applications according to budget availability.

Program Eligibility: Employers

If you answer yes to any of these points you

automatically become ineligible for the training grant:

- You are a Federal, Provincial or Municipal Government

representative and/or Agency.

- You administer the Canada-Ontario Job Grant .

- You are currently in receipt of Government funds related

to skills training for an employee who you wish to receive

training.

- You are planning to use training participants to displace

existing staff or replace staff who are on lay-off.

Program Eligibility: Individuals

The Sticking Points! All program participants should be:

- Residents of Ontario, Canadian Citizen, Permanent Resident or Protected Person

- Employed by the company submitting the grant for training or be sponsored by an employer demonstrated through a permanent or conditional offer of employment.

If the following is a YES the training costs will not be supported by the training grant:

- Participating in full-time training or education or any other Government training intervention that offers funding support for tuition, books or other training related costs.

NOTE: Only Employers can apply for the Canada Ontario Job Grant (COJG). Individual participants can not apply.

Employer Directed Training

• Employers identify the type of training required to meet their skills and the

needs of the participants.

• Caveat: Training must be directly related to the skills needs identified by the

employer.

• Training must not exceed one year in duration and must be provided by one

of these third party providers:

- Colleges of Applied Arts & Technology

- Publicly assisted Universities

- School Boards

- Private trainers operating in compliance

with the Private Career Colleges Act 2005

- Union based training centres

- Product Vendors

Financial Contribution

• You can apply for up to $10,000 in training costs per participant.

• Government covers 2/3 of direct training costs.

• Employers with more than 50 employees will cover 1/3 of direct training costs.

• Employers with 50 employees or less will cover 1/3 of direct training costs. 50% of the required contribution can be made through identified payment of wages to the participants.

Service Provider Assessment

TDSB Next-Steps Employment Centres assess applications using a tier system.

Tier 1

- Highest priority will be given to applications where training will result in a new, better job and/or increased salary upon completion for the employee.

- Unemployed or Employees on notice of lay off will be hired upon completion of training.

- Employers who have never received COJG funding.

Tier 2

- Funding consideration is made if the training will lead to a new or better job but the employer has had a COJG funding application approved in the past 6 months.

- Participants will not see an increase in salary or change in position after training is delivered.

Tier 3

- Training cost for each trainee is less than $500 and under 1 week ( 25 hours) in duration.

- Employer is required to provide the training due to legislation, regulation or policy.

- Given the current demand for COJG it is very unlikely that Tier 3 applications will be considered.

5) You will be contacted directly by a staff member when the

application has been reviewed to discuss the next steps in the

application process.

Job Matching, Placement Incentive

& Youth Job Link (YJL)Save time and money: The job matching, placement incentives component matches the skills and interests of the client with employment opportunities and the requirements of the employer.

Job Matching includes the following FREE services:

- Support to employers to identify skills and capabilities that are needed to enhance the work environment.

- Matching of employers skill needs to clients.

- Holding hiring events within our centres to connect you to the right candidates.

Placement Incentive:

- This incentive is to encourage employers to give work experience opportunities to motivated, reliable & dependable clients.

- Financial compensation to offset some of the employers’ costs related to a potential temporary dip in productivity, trainee costs and supervision requirements.

Youth Job Link (YJL):

- This incentive is to provide youth and students age 15-29 with access to resources and employment opportunities.

- All employers who participate are eligible for job matching services and a one time financial incentive of up to $600.00.

Who Funds the Programs?

• Government Supported Programs are funded in part by the Government of Canada and the Government of Ontario.
