The sustainability of the Derbyshire Public Service Compact

Background

• The Derbyshire PS Compact was established in February 2007• We have organised and delivered a varied programme of good

practice events, bringing employers together with training providers and other agencies

• The Compact has raised the profile of the skills agenda within the public sector

• Until recently, facilitation support for the Compact has been funded by the Learning and Skills Council

Benefits of working as part of the Compact

• We supported 32 of our 35 member organisations to make a formal commitment to skills development

• The majority of our member organisations have developed Apprenticeship Schemes and increased apprenticeship numbers and funding with support from NAS and the Compact

• We have hosted, and continue to host, regular interactive good practice dissemination events

• We have ensured that our members across the Compact have been active in working together to develop an ‘Action Learning Sets’ approach to collaboratively addressing the literacy and numeracy issue in public sector organisations

• We have produced and continuously maintain a web site that is now a ‘content rich’ platform with news, resources and minutes of key meetings

• We have established and maintained a close partnership with Job Centre Plus to ensure that the Compact assists in addressing recruitment and/or redundancy issues

• The Derbyshire Public Service Compact benefits from being part of the regional network East Midlands PS Compacts,

What the Compact can do for your organisation

• The Compact is ideally placed to bring public service employers together with other agencies and training providers to maximise the impact of training and development budgets through identifying opportunities for joint commissioning of education and training, maximising external funding opportunities and accessing the support of others

• The Compact has a proven track record in fostering partnership arrangements so that collaborating organisations accrue economies of scale when addressing issues of common concern. Activity can be tailored to the needs arising from the new financial constraints imposed upon the sector

The Proposal

In order to move forward, the Compact requires funding for facilitation of its activities. Specifically, this funding is for facilitation support to:

• Provide admin support for the Compact meetings and events • Provide professional input to liaise with colleagues in the sector

to build the network of engaged professionals • To represent the Compact at key events to bring and share good

practice from other counties and networks • To maintain and continue to populate the Compact web site with

resources

Four funding models are suggested for your consideration

• Subscription Model• Hosted Model• Charge for events and use the surplus to provide facilitation• Seek sponsorship for events
