wider perspective of appropriate and proportionate growth and enhanced living standards to ensure that the village retains its sustainability, character and appeal well into the future. The activities of the Working Group are publically funded with support provided by the ‘Supporting Communities in Neighbourhood Planning Programme’ led by Locality in association with RTPI/Planning Aid England and partners, available through the ‘My Community Rights’ website. Provided it is successful at referendum, which must be held before a plan is adopted, the Neighbourhood Plan will be part of the statutory development planning for the Village. This statutory status gives Neighbourhood Plans far more weight than some other local documents, such as parish and community led plans. However, we will be taking account of recommendations and outcomes of the Bassingham Community Lead Plan, to be published shortly, where they are relevant. The designated area which the Plan will cover is land which is within the

Bassingham Parish Boundary. The work of the BNPDG will be governed by a Constitution, Vision Statement, and Aims and Objectives. The draft Vision is “To create a strong and thriving community where our history and heritage are celebrated, our rural setting and character are preserved and enhanced for residents.”

The Aims and Objectives will focus on 4 key areas: Managed DevelopmentImproved Transport and CommunicationStrong sustainable infrastructureCommunity involvement and facilities

The Vision Statement and Aims and Objectives will form part of the Community Consultations which will be held to ensure that residents’ views are taken into account. These, together with the Constitution and an Action Plan will be posted on the Bassingham Parish Council website [http://parishes.lincolnshire.gov.uk/Bassingham/] when they have been approved so you can see what we are about

Witham St Hughs Allotments

Witham St Hughs Village HallWitham St Hughs Parish Council has changed the management of the Village Hall with effect from the 1st January this year. The Village Hall Management Committee, which ran the hall as a Parish Council Committee, has been replaced with an Events Committee made up of volunteers with an interest in providing major events for the village. This committee is independent of the Parish Council and will concentrate on providing events such as a Summer Fete in July, an Octoberfest, the village fireworks display and various Christmas and New Year events. Details will be published by the committee as soon as dates are fixed and details settled. The village hall day to day management and the bookings’ system have been taken over by Cllr John Phillipson. The booking system remains the same and anyone wishing to book the hall should contact John on [email protected] or by phone on 07709 126327 or 07501 632119. number of regular events early booking is essential and a booking form will be sent with any email reply for completion and return. The private parties and other occasional events include photographic evenings and you can contact the organisers of regular events direct and take advantage of the facilities on offer. The Bar Night on Fridays has been a regular feature of the village hall since it was opened and is still growing in popularity. It is a great way to meet people in the village so if you are new to the area come along and find out more about what is happening in your community. We try and keep Saturday and Sundays for big events or for larger private parties. If your event is large enough arrangements can usually be made for an independent bar to be provided though the booking process. The Allotments Committee are please to advise all allotment holders that we are able to hold the price for the second year at £24 for a full plot of 8x30 metres. The rent will, however, rise to £30 from April 2016. Whilst it has been a quiet time down on the field it is time to do the important planning and soon it will be time to start preparing the plots. All plot holders will be receiving renewed contracts in the next month and

these should be completed and returned as soon as possible. We would like to hear from anyone who would like a plot in the future and a waiting list is kept of those interested. You must be a resident of the village to qualify. The Allotment Committee meet on the following dates in 2015: Wednesday January 26th, April 22nd, July 22nd and 28th October. These meetings are open to the public and start at 1900 hours in the

Find your car sharing matchCar drivers are being encouraged to car share to and from work throughout February, to avoid traffic in Lincoln city centre. With improvement works taking place, and to cut rush hour congestion, the Access LN6 team at Lincolnshire County Council is encouraging commuters to share their car journey with colleagues, neighbours or friends who are travelling in a similar direction. Gary Toward car shares with a colleague from Witham St Hughs. He said: “We started car sharing last year and have become good friends; it was nice to know the person before car sharing so I would recommend sharing with a colleague or neighbour if you’ve never shared before. “We don’t have to car share every day and work it around our jobs and social life, but when we do car share, we’re constantly saving money.” Throughout February, anyone who registers on the LN6 Car Share website will be entered into a prize draw to win a £100 voucher for a restaurant of their choice. Councillor Richard Davies, Executive Councillor for Highways and Transportation at Lincolnshire County Council, said: “For many people, walking or cycling to work isn’t a viable option – either due to convenience, distance or other reasons. There has been only one report of heating oil theft from Hives Lane in North Scarle, however the incidents of theft from shed, garage, and vehicles has increased. We have intelligence that suggests who may be responsible, and this is forming part of the investigation, but I need you to remain ever alert, and continue to ensure that your outbuildings, and cars remain locked, with valuables kept out of sight please. NORTH SCARLE – Trailer stolen from Spalford Lane, tools taken from a workshop on Eagle Road; EAGLE – Theft from a shed on Thorpe Lane, a pushbike stolen from the High Street, and a van broken into on the High Street; BRANT BROUGHTON – Bike taken from a shed on Welbourne Lane ; BECKINGHAM – A wallet taken from a car on Sleaford Road; SKELLINGTHORPE – Garage broken into on Lincoln Road and St Clement Road, shed broken into on Waterloo Lane, and a van broken into on Beaver Close.

We are enjoying another exciting term at Witham St. Hughs Academy and wanted to share our topic learning with you. Each year group within the school has been exploring a new theme.Exploration in the Foundation StageMrs Rocks’ and Miss Easey’s class have been excited to learn about Pirates and take part in an experience day. The children came into school dressed as pirates and explored role play games and pirate stories.We Are What We Eat in Key Stage OneIn this new and exciting topic we have been learning about food and staying healthy. The children participated in a school trip to a co-op farm. They looked at crops and made their own pizzas using food from the farm. The children have also explored how diets have changed through time, looking at rationing in World War Two. In Design and Technology, we designed suitable food packaging for a salad and then prepared a salad box for dinner.Active Planet in Lower Key Stage TwoThe new topic, Active Planet, has proved to

be extremely popular amongst the pupils in Year 3 and 4. The children have learnt all about natural disasters, such as; volcanoes, earthquakes and tsunamis. The children started the topic with a disaster relief centre challenge: they planned and organised what they would do if there was an earthquake in Witham St. Hughs!Space Explorers in Upper Key Stage TwoThis term the year 5 and 6 children have started their new Space Explorers topic. The children have collected together questions, about what they would like to learn about space and are currently researching the topic. The theme has been extended to their Literacy topic, and the pupils have been reading and writing science fiction stories.

We would like to say a special thank you to the school’s Eco Committee. Before Christmas the team decided that they wanted to create a re-cycling point for old Christmas cards. We’ve had a great response and hundreds of cards were brought in by the pupils of Witham St. Hughs Academy. The team are currently meeting weekly to transform the cards into gift tags and plan to sell these at the next Christmas Fair in order to raise money for Eco-projects within the school.

NEWS FROM YOUR NK DISTRICT COUNCILLORSA happy new year to all our residents - we hope you will continue to enjoy living in NK- the safest place in the country- where you have a council looking to further your interests and provide you with excellent services. As we enter the final round of budget negotiations, your parishes will also be finalising their precepts. Although the government grant has been cut once again, NK hopes to maintain its services without a rise in their council tax. Businesses are flourishing in the district with nearly all of our workshops and business units being full. Whisby Natural World continues to open to 200,000 visitors each year. The new £1 million bridge being constructed over the railway will open this month, providing safe access to the far side of the nature park, with both steps and a ramp for disabled access. Grebe Lake has already been opened. The shop and cafe are both being refurbished and there is a new menu. Tunman Wood is also available for those who want a longer walk.

Our school took part in Christmas Jumper Day on Friday 12th December in aid of Save the Children and we raised £114.07 for this worthy charity. All of our children were invited to wear non-uniform, including a Christmas jumper if they had one, to school in exchange for a small donation to Save The Children. Here are some of our photographs that were taken on the day.

We sang Christmas songs that we learnt over the months of November and December. Some of the songs we sang were: Gaudete (which is a Latin song), Little Boy in Bethlehem (a song created by the conductor), I Saw Three Ships and many more. We all enjoyed this and it was an amazing and big experience! We were so lucky to get this opportunity and thank you to all the parents and family that came to watch us.

South Hykeham Parish Council

NEWSA very happy new year to all South Hykeham residents, let’s wish 2015 is a good one for us all. The next meeting of South Hykeham Parish Council will be held on Wednesday 11 February 2015 at 7.30 pm in South Hykeham Village Hall. All residents welcome. We are still in need of a litter picker, if there is a self-employed litter picker/odd jobs person out there, please make contact with the Clerk or any of our councillors if you could offer us a service. Our last litter picker worked for us one day a month. As there was no Parish Council meeting in December there is not a lot of news to report this month. The planning applications are now in for the display boards advertising the planned houses on Thorpe Lane (rear of 48 Thorpe Lane). Any residents with comments please forward to NKDC .References are:14/1637/ADV for the advertising board situated on Thorpe Lane14/1638/ADV for the advertising board situated at Pennells Two grit bins have been sited in the parish for use when the weather requires. They are situated on Thorpe Lane and Meadow Lane. If you have received your questionnaire regarding the Neighbourhood Plan can we please ask all South Hykeham residents to complete and return as soon as possible. It is important that councillors are aware of your opinions and that ideas/suggestions for the future are made known. It appears that some parts of the Fosseway area of the parish have not yet received the questionnaire – we have reported this to North Hykeham Town Council who are organising its distribution. Hopefully it should be with you soon. The Parish Council has received notification from Lincolnshire County Council that they propose to make an Order to lower the existing 50 mph speed limit on parts of Mill Lane/Beck Lane to 40 mph. A copy of the Order and the length of the area of road concerned can be inspected at LCC or NKDC during normal office hours. Any objections should be sent to Mr R A Wills, Executive Director (Environment and Economy), LCC, 4th Floor, City Hall, Lincoln LN1 1DN by no later than 26 February 2015.

CARLTON LE MOORLAND & DISTRICT ART GROUP

The first demonstration of the 2015 programme will be on Saturday 21st February commencing 10.15am (doors open at 10.00am) in the Carlton-le-Moorland Village Hall. The demonstration will last approximately two hours, with a break for coffee. The visiting artist is Peter Barker who will be demonstrating using oils to paint a landscape. It’s sure to be an excellent night for any sport lover and should suit the ladies just as much as the men.
