Introduction Housing surveys are of the most important data sources required for developmental planning in social

and economic fields on the national and local levels. The importance of such surveys lies in that they

provide data covering the partially long period spanning between a census and another. These surveys

enable us to study many population characteristics more accurately than former censuses of housing and

population as censuses rely on comprehensive enumeration of all houses while houses surveys depend

on the type of the sample household scientifically, which facilitates the study of the housing

characteristics comprehensively and a more detailed manner.

The General Authority for Statistics (GAStat), represented in its Department of Population and Vital

Statistics, has carried out Housing Survey 51438 (2017) in a series of Housing Characteristics Survey

conducted by GAStat. The survey was implemented in the field between 17/7/1438H. and 22/8/1438H

corresponding to 14/4/2017 - 18/5/2017.

This survey has collected data regarding housing characteristics of houses occupied by Saudi households

nationwide and all over administrative regions. Through the survey, many indicators have been reached

such as dwelling type, the approximate age of the dwelling unit, the building materials, the floors

material, possession type, water and drinking water recourses, and electricity resources, in addition to

other housing indicators appertaining to the dwelling. In this report, GASTAT sheds light on the principal

indicators of the survey hoping that these results meet the requirements of planners, researchers, and

those who are concerned with housing characteristics.

GAStat also thanks all partners and clients from the authorities concerned with the housing units and

the heads of households included in the study. It is worth mentioning that their cooperation, after the

guidance of Allah, had a great impact on issuing such report. At the same time, it is hoped that everyone

will provide us with proposals via the e-mail ([email protected]). Such proposals will improve the content

of this report.

Definitions

First: Houses Survey Objectives:

1. Providing data about houses occupied by households all over Saudi administrative regions.

2. To study housing and environment characteristics;

3. Creating data base on houses to meet the requirements of the state and the planners,

researchers who need data on housing characteristics needed for developmental plans.

4. To provide housing data and indicators periodically for measuring the change in the housing

characteristics with the passage of time, and carrying out local, regional and international

comparisons.

5. To measure the progress and development in the housing field, taking into account the type and

age of the house inhabited by the household.

Second: Survey Sample

1- Sample Design:

The Housing survey is one of actual household surveys carried out by the General Authority for

Statistics by using the general population and housing census framework 1431H (2010). To get highly

efficient and effective estimates, the survey society has been divided into non-overlapping parts,

characterized by relative homogeneity in their units. Each part is considered a category, and each

category is dealt with as an independent society. A random sample is independently drawn from each

category. Finally, all drawn sampling units are integrated to form the entire sample.

2. Survey Sample Design and Selection

Prior to designing the survey sample and selecting the proper method, the survey (2017) objectives

and the sample of the previous survey (2016) have been discussed and studied. Meanwhile, the values

of standard deviation and variation coefficient of some of the main demographic variables have been

analyzed, and building on the aforementioned, the new sample survey has been evaluated. The selected

sample was a a random categorical cluster sample selected over two stages, in accordance with the

following:

First Stage

After determining the optimum size of the survey sample of households of each administrative

region, there begins the drawing of the Primary Sampling Units (PSU) from the main sample framework.

A number of 1,300 statistical areas, out of 3,600 within the framework of the census was drawn. They

were distributed over all categories in every region using the method that is commensurate with the

size and distributed as follows:

Second Phase

The secondary sampling units (SSU), i.e. households, were randomly drawn from the statistical

areas, which were chosen in the first phase using the regular random sample. Up to 25 households were

chosen from each statistical area, (totaling 33575) households that were picked in the following order:

3. Scope and range of the sample:

The housing survey sample includes the Saudi and non-Saudi households living in the kingdom. It also

covers Saudis who are temporarily living abroad for medication, study, tourism, etc who are counted as

members of the included households as long as they were picked up in the sample. The survey's sample

covers every region in the kingdom.

Third: Survey Form

The form, which is available in electronic format, is designed by a group of GAStat specialists who

have taken into consideration recommendations, world standards and requirements set by international

and local organizations. It introduces a list of questions on housing characteristics divided into main

sections as follows:

House Type

Approximate age of the house

The floor material

The building materials

Holding Type;

Sources of services for electricity, water, sewage and oil used at kitchens.

Number of rooms, kitchens, and bathrooms at the house.

Fourth: Census data collection and time reference:

The survey was carried out in the period from Rajab 17, 1438H to Sha'ban 22, 1438H (corresponding

to April 14, 2017 to May 18, 2017). The form was filled during an interview held with head of the family.

The researchers who are deployed for field studies paid visits to the chosen households to collect the

necessary data.

The survey form data are based on all the characteristics of the dwelling unit and of the individuals

who reside their up to the data of filling the survey form.

Fifth: Definitions:

Administrative Region:

A part of Saudi Arabia run by a governmental agency affiliated to the Ministry of the Interior. In

each administrative region there is a city representing the region's headquarter. The kingdom is

divided into 13 administrative regions.

Building:

A building is every structure; whether permanent or temporary, single- or multi-storey building,

with one or more rooms, and has one or more doors through which to access it. A building might

and might not be inhabited; and it could be intended for housing, or for economic, social or religious

purposes ... etc., or for housing and work such as: Complex, residential building, palace, villa, house,

government building, shop, mosque... etc., taking into account the annexed buildings such as garage

and stores. Villa annexes shall not be counted as buildings. The same goes with the bridges and

chambers of electricity supply, engines and water pumps.

Dwelling:

It is a single- or multi-room unit (in a building or part of building) which is primarily prepared for

one household and has one separate door or a number of doors, whether it was still under

construction, occupied or inhabited. The dwelling might accommodate one or more households, one

or more businesses, or a household and a business simultaneously. Every inhabited building shall be

counted as a dwelling, even if it was not set up for that purpose such as: Shops, workshops and

schools ... etc, the types of residence include villas, houses and apartments.

Household:

A person or a group of persons - with or without kinship binding them to one another - who share

residence during the enumeration. The household includes:

The Saudi and non-Saudi nationals who are habitually residing with the same family but

were not available for temporarily traveling abroad when the study was underway. For

example: Businessmen, tourists, patients and students abroad for medication and study.

Family members who were absent during the data collection process to attend shift nights.

For example: Physicians, nurses, fishermen, airport staff, guards.... etc.

Domestic workers residing with the household.

Family members who are on a trip in the Kingdom.

Head of the Household:

It refers to the person regarded by the family members as its chief member. Usually, he is responsible

for taking decisions on family affairs and his age must not be under 15 years old. If the family consists

of children and their mother, and they are cared for by a relative who does not live with them, such

a relative shall not considered head of the family, nor shall he be recorded as one of its members. In

this case, the mother shall be considered the head of the family.

Population:

It refers to all individuals, Saudi and non-Saudi population, living in the Kingdom at the time of the

survey.

Survey population:

The household members selected in the sample who inhabit such houses.

Nationality:

The individual's legal right of belonging to a particular country. It is usually defined by the passport

the person has the right to obtain.

Main Features of Housing Survey 1- Housing and Household Characteristics

The survey results demonstrated that the total number of houses occupied by Saudi households

reached 3504690 houses in comparison with 2016 survey where the houses number was 3417788.

The results shows as well that the number of individuals residing in such houses reached 20931182

with an average number for the household members equals 5.97 which was 6.24 in 2016. The

household size in this context refers to the outcome of dividing the number of individuals on the

number of households.

Such houses are distributed according to the dwelling type as follows:

The total number of apartments occupied by Saudi households = 1530655 with the

percentage of 43.67% out of the total number of houses occupied by Saudi households, in

comparison with 2016 when the number of apartments was 1363070 making a percentage

of 39.88%.

The total number of villas occupied by Saudi households is 1031647 with a percentage of

29.44% out of the total number of houses occupied by Saudi households, in comparison

with 2016 when the number of villas was 1029593 with a percentage of 30.12%.

The total number of houses occupied by Saudi households is 645121 with a percentage of

18.41% out of the total number of houses occupied by Saudi households. In 2016 the

number was 649523 with a percentage of 19%.

The total number of floors of villas occupied by Saudi households is 270865 with a

percentage of 7.73% out of the total number of houses occupied by Saudi households, in

comparison with 2016 when the number was 316333 with a percentage of 9.26%.

The total number of floors in houses occupied by Saudi households is 26402 with a

percentage of 0.75% out of the total number of houses occupied

Survey results demonstrated that percentage of houses occupied by Saudi households reached its

highest level in Mekka Region (24.85%), followed by Riyadh Region in the second place (23.67%),

followed by the Eastern Region (14.28%), Asir Region (8.55%), Madina Region (6.96%), Jazan Region

(4.97%), Al-Qasim Region (4.69%), Yabuk Region (3.36%), Hael Region (2.23%), Najran Region

(1.88%), Al-Bahah Region (1.89%), Al-Jawf Region (1.61%), and at last the Northern Borders Region

(1.06%).

Regarding the distribution of the houses inhabited by Saudi households according to dwelling type

and administrative regions, villas represent the highest proportion of houses inhabited by Saudi

households in Al-Qasim Region with a percentage of (56.91%), followed by Riyadh Region (45.19%),

the Northern Borders Region (41.47%). Hael Region (39.69%), Al-Jawf Region (36.42%), then Asir

Region (35.31%). On the other hand, apartments represent the highest proportion of houses

inhabited by Saudi households in Mekka Region (62.97%), followed by Tabuk Region (61.63%),

Madina Region (59.65%), the Northern Region (48.29%), Al-Bahah (39.24%), and lastly Najran

Region (38.59%). Houses represent the highest proportion of houses inhabited by Saudi households

in Jazan Region with a percentage of (58%).

2- Houses by Possession Type:

According to possession type, survey results display that houses owned and inhabited by Saudi

households hit the percentage of (59.92%) in comparison with 2016 when it hit 63.18%. While the

percentage of houses owned and inhabited by Saudi households excluding dwellings built by materials

other than building materials (such as dwellings built with mud, rocks, bricks, and blocks) hit the

percentage of 49.91% and inhabited by 54.58% of the total number of Saudi individuals in comparison

with the percentages of 2016 when the percentage of houses were 49.8% and inhabited by 54.9%.

Survey results also demonstrated that the percentage of rented houses inhabited by Saudi households

represent about 38% and inhabited by 33.13% out of the total number of Saudi households individuals.

These percentages were 34.29% for houses and 28.93 for residents in 2016. In the second place houses

provided by employers and inhabited with Saudi households come with a percentage of 1.69% and

inhabited by 1.01% out of the total number of Saudi households' members, in comparison with the

results of 2016 when the percentage of houses hit 1.86% and the percentage of the residents was

1.90%. At last, the results demonstrated that houses inhabited by Saudi households which type of

possession is other than any of the types aforementioned hit the percentage of 0.37% and inhabited by

0.28% out of the total number of Saudi households members, in comparison with the results of 2016

when the percentage of houses hit 0.67% and the percentage of the residents was 0.60%.

3- Houses by approximate age:

As for the approximate age of houses inhabited by Saudi households, survey results demonstrated

that houses occupied by Saudi households which their age is less than 5 years represents 7.88% out

of the number of houses . The percentage of 2016 was 10.42%. Besides, the houses inhabited by

Saudi households between the ages of 5 to less than 10 years represent 25.38% which was 25.33% in

2016. Then the houses inhabited by Saudi households which their age is between 10 to 20 years with

a percentage of 30.09% which was 30.5% in 2016. The houses inhabited with Saudi households

which their age was more than 20 years and less than 30 years old hit the percentage of 22.1% which

was 21.61% in 2016. Finally, the houses inhabited with Saudi households which their age is more

than 30 years old hit the percentage of 14.56% which was 12.15% in 2016.

4- Houses by building materials:

The survey results demonstrate that the major material used in building houses inhabited by Saudi

households is reinforced concrete with a percentage of 87.95% inhabited with 87% out of the total

number of Saudi household members. The percentage was 84.44% for houses and 84.31% for residents

in 2016. The houses inhabited by Saudi households and built with blocks and bricks represent 11.88%

and inhabited with 12.83% out of the total number Saudi households’ members in comparison with

2016 when the percentages were 15.33% and 15.50% respectively.

Although concrete represents the major material used in construction in most houses inhabited by

Saudi households in all administrative regions, there is a disparity in the percentage of houses

inhabited by Saudi households where concrete was used in their construction between administrative

regions. For example, the percentage reaches its minimum in Jazan region (70.08%) and its maximum

in Riyadh (98.38%).

5- Houses by floor material:

Regarding the material used in floors, survey results demonstrated that the highest proportion of houses

inhabited with Saudi households that use ceramic hit 61%, followed by houses that use regular tile

with a percentage of 26.2%, then dwelling with concrete tile (8.13%), then dwelling with floor marble

(3.91%), and finally, dwellings that use parquet floors hit 0.75%.

Results also demonstrate that houses inhabited by Saudi households that depend on public water

network as a source of water supply represent the highest proportion with a percentage of 74.28% and

inhabited with 73.98% of the total number of Saudi household members. In the meantime houses

inhabited with Saudi households that depend on tanks as a source of water supply represent 25.52%

and are inhabited with 25.72% out of the total number of Saudi households. Finally, houses inhabited

by Saudi household that depend on wells as a source of water supply hit the percentage of 0.21%

inhabited with 0.29% out of the total number of Saudi household members.

The house distribution differs according to water sources as per the house type. Villas principally depend

on the public network with a percentage of 78.26%, villa storyes 83.42%, traditional house storyes 85.65

%, and apartments 82.76%. Meanwhile, traditional houses depend fundamentally on White as a source

of water with a percentage of 55.41%.

7- Houses by drinking water source:

The study adds that the houses inhabited with Saudi households that depend on bottles of water for

drinking as a source of drinking water represent the highest proportion of the total houses in the

kingdom with a percentage of 50.62% inhabited with 50.22% out of the total number of Saudi

household members. Meanwhile, houses inhabited with Saudi households that depend on a public

network as a source of drinking water represents 22.93% inhabited with 21.5% out of the total number

of Saudi household members. The survey also displayed that the percentage of Saudi households that

depend on tanks as a source of drinking water hit 17.72% and inhabited with 18.98% out of the total

number of Saudi household members. In the meantime, the results show that houses inhabited by

Saudi households that depend on purification filters to get drinking water represent 8.57% inhabited

with 9% out of the total number of Saudi households. Eventually, the percentage of houses inhabited

with Saudi households that depend on well as a source of drinking water represents 0.17% and

inhabited with 0.21% out of the total number of Saudi household members.

The houses distribution according to the source of drinking water does not differ according to dwelling

type, as water bottles are more used for apartments with a percentage of 53.16% and villas around

49.50% and with close proportions for other houses with percentages between 48.20% and 47.48%.

8- Houses by water storage method:

The survey results demonstrated that around 78.91% of the houses inhabited by Saudi households

use cement tanks to store water representing 78.61% out of the total number of Saudi households

members (the highest percentage). The results also revealed that the percentage of houses inhabited

by Saudi households that use tanks manufactured from fiber glass reached 17.58% inhabited with

17.13% out of the total number of Saudi households members. Finally, the houses inhabited by Saudi

households that use tanks made from tin to store water reached 3.51% inhabited with 4.36% out of the

total number of Saudi households members (the lowest percentage).

Cement tank, according to the survey, is the major water storing method, followed by fiber glass tank

with varying proportions as the highest proportions were in houses with a percentage of 31.83% and

the lowest were in the villas floors with a percentage of 14.64%.

9- Houses by electricity source:

The overwhelming majority of houses inhabited by Saudi households depends on the public network

as a source of electricity with a percentage of 99.8% and inhabited with 99.84% out of the total number

of Saudi households members representing the highest proportion. They are followed by houses

inhabited by Saudi households that depend on a private network as a source of electricity with a

percentage of 0.19% and inhabited with 0.16% out of the total number of Saudi household members.

The houses distribution by electricity source does not differ according to dwelling type, as the public

network is the main source of electricity.

Results also demonstrate that houses inhabited by Saudi households that depend on public sewage

reaches the percentage of 57% and inhabited with 54.18% out of the total number of Saudi households

individuals, followed by house occupied by Saudi households that depend on draining into orchards

42.9% and inhabited with 45.7% out of the total number of Saudi households individuals, followed by

Saudi households that depend on private drainage network with a percentage of 0.13% and inhabited

with 0.12% out of the total number of Saudi households individuals.

The houses distribution by sewage disposal system differs according to the dwelling type, as the public

network of sewage disposal is the major way used by floors in villas with a percentage of 74.26%,

followed by apartments (69.12%), then villas (58.09%). In the meantime, grove is used predominantly

by houses with a percentage of 80.89%.

Results demonstrate that the highest proportion of houses inhabited by Saudi households depend on

Gas a fuel for cooking with a percentage of 93.24% and inhabited with 94.74% out of the total Saudi

household members.

Meanwhile, the houses inhabited by Saudi households that depend on electricity as a fuel for cooking

is 6.76% and inhabited with 5.26% out of the total number of Saudi household members.

The houses distribution differs according to the type of fuel used for cooking. The houses occupied by

Saudi households that depend on natural gas as a fuel for cooking between 92.35% in villas and 99.35%

in traditional houses. The percentage of houses inhabited by Saudi households that depends on

electricity as a fuel for cooking ranges between 0.65% in traditional houses and 7.65% in villas.

12- Houses by using insecticides:

Regarding the use of insecticides, results demonstrate that the highest percentage of houses inhabited

with Saudi households uses insecticides when needed with a percentage of 72.59% and inhabited with

73.38% out of the total number of Saudi households individuals, followed by houses inhabited with

Saudi households that use insecticides regularly with a percentage of 8.12% and inhabited with 7.94%

out of the total number of Saudi households individuals. In the meantime, there is about 19.29% of the

houses inhabited with Saudi households do not use insecticides and inhabited with 18.68% out of the

total number of Saudi households individuals.

Houses distribution differs according to the use of insecticides by the house type. While, the distribution

is very different between villas, villas' storyes, traditional houses, traditional houses storyes, and

apartments as the houses percentage ranges between 20.67% in villas and 16.22% in traditional houses

storyes.

14- Households by the number of sleeping rooms:

The survey results display that the percentage of Saudi households that have one sleeping room

is 17.30% and inhabited with 11.84% out of the total number of Saudi households’ individuals.

On the other hand, the percentage of Saudi households that have two sleeping rooms is 36.85%
