PAS Past event slide deck

• This deck was used on the 16th and 18th April

2019

• The deck is unchanged, although the groups

asked for several changes to the way support

was packaged and delivered.

Welcome

• Housekeeping

• Small group – introductions

• Reminder

– HDT is not our policy

• Feedback forms

– Will be shared – a good opportunity ?

Delegates were asked for two

numbers to describe the

importance and progress of HDT

Leeds London

Key messages: LGA

“It is wrong to impose unfair and undeliverable

targets which fail to take into account the

complexity and unique needs of local areas.

This risks leading to a housebuilding free-for-all

with councils and residents powerless to ensure

the right homes are built in the right places in

their communities.”

Cllr Martin Tett, Housing spokesman at the Local Government

Association

Introduction and justification

Today we aim to:

• Explain the offer of support

• Explain how to prepare and engage

• Give you the opportunity for Q&A

• Provide a preview of each part of the support

• Be clear about what to do next

• Feel free to interrupt or interject at any point!

**** Notes for you ****

• In the first cohort there were no councils below

25%

• The following set of maps use the 2018 results

with the 2020 thresholds

– 95% = yellow = Action Plan

– 85% = gold = Action Plan + buffer

– 75% = red = Action Plan + buffer + presumption

• You may want to work together with your

neighbours on the HDTAP

Closing event

April May June July August

Milestone 1: Initial training,

mobilisation and critical path

Take it seriously!

• Manchester feedback - “getting members to address

difficult decisions”

• A opportunity for cross-cutting

• Relevant to any housing or corporate strategy

• Lobbying for more powers/flexibility

• Resources and critical path

• Current data gathering and categorisation

• Engagement – developers and other stakeholders

• Need for sponsorship from senior officers

• Sign-off – Cabinet? Corporate Director?

Deliverable 1 - submit critical path

Milestone 1: Initial training,

mobilisation and critical path

Initial training, mobilisation and

critical path: workshop outline

Session 1: Introduction: Discuss perceptions and challenges and present example of the critical path

Session 2: Indicators and gathering data – HDTAP pilots’ review

Session 3: Culture change and organisational support – HDTAP pilots’ review

Session 4: The common data standard – justification and practice

Session 5: Questions and general discussion

Questions

Any questions..?

Milestone 2: Assembling the

evidence base: workshop preview

• SLAPPED: S - Supply; L - Leadership A - Attraction P

- Process P - Policy E - Entrepreneurship D - Demand

• Drawing data from different stages of the

“development pipeline” (e.g. AMR, SHLAA, 5YHLS)

• Stakeholder engagement; developer forums

• Evidence any “clear and obvious” issues.

Deliverable 2 – ‘evidence log’ and completed Common

Data Standard form

Milestone 2: Assembling the

evidence base – Milton Keynes

Milestone 2: Assembling the

evidence base – Milton Keynes

• Supply-side issues - converting ‘commitments’ into

‘completions’, lack of diversity, poor infrastructure

alignment with development

• Leadership – community engagement

• Process - DM, pre-apps and S106

• Entrepreneurship - capacity to form a WOC,

organisational structure (MKPD – MK Property)

• Demand-side issues - supply not matching demand,

place-marketing

Data Standard

• Complete Common Data Standard form to help

understand housing delivery and supply ‘components’.

• Captures historic delivery data plus future supply

regardless of where a site is in the ‘development

pipeline’.

• Standardised to allow comparison between sites and

between LPAs.

Data Standard

• Captures ‘strategic’ and ‘other’ sites to help

understand the different types of supply in your

area (and potential sites in SHLAA)

• Robust data on lead-in times and build-out rates for

different sites

• Qualitative commentary on progress and delays

• Template and guidance documents to follow

Data Standard

Data Standard

Data Standard

• Actual/expected delivery

• Planning commentary (current activity/progress, site

sub-division/phasing, S106 triggers/issues, pre-

commencement conditions)

• Summary of key issues

• RAG rating

• Potential actions and interventions: What? When?

Who? Status?

Assembling the evidence base -

Workshop outline

Session 1: Introduction: SLAPPED analysis - the Common Data Standard and Evidence Log

Session 2: Supply and Demand

Session 4: Leadership, Entrepreneurialism and Attraction

Session 3: Process and Policy

Session 5: Draft Evidence Log and Common Data Standard

Questions

Any questions..?

Over to Richard for a review of what was learnt during

the HDT Pilots…

Any pilots in the room ?

HDT pilots

Key messages

1. Thinking about delivery isn't new

– HDT is not self contained and new

– It is part of monitoring / land supply / AMR

2. Will the “punishment” matter ?

– Greenbelt / underbound / protected

– Greenfield / sequencing / pepperpot

3.This is bigger than planning

– Coordinating housing, regen, assets

– Leadership and relationships

Key messages

4. There are two ways to “pass” the test

– deliver more, or reduce the requirement (in a plan)

5.Unforseen consequences ?

– Presumption at scale within 3 years

– HS2 ? CaMkOx ? London Plan ?

6.There is no sanction for non compliance (or

bad faith compliance)

– But perhaps link will form with “up to date”?

Key message: Planning Committee

• The HDT replaces the question “is my under-

delivery persistent ?”

– only add 20% buffer if HDT < 85%

• The HDT creates a new route to presumption

– If under the 25% -> 45% -> 75% floor

• But it is the same “presumption” and the same

“tilted balance” if without a land supply

– But clearer, and fixed for 12 months

Milestone 3: Root cause and possible

responses: workshop preview

• Review of SLAPPED analysis from each Council

• Linking evidence to possible actions

Deliverable 3 – “key issues” analysis with reference

to sources of evidence

Linking evidence to actions

Supply

• Using publicly owned land/assets; MK property lead

• Diversification strategies with developers

• Developers with different business models

• Addressing market failure; CPO Burgess Hill

• Securing infrastructure funding to unlock

development

• Addressing an overreliance on particular site

typologies in maintaining delivery rates.

Linking evidence to actions

Demand

• Influence housing mix and location

Attraction

• marketing and place-making prospectus

Linking evidence to actions

• Process – improving the DM or plan-making function

(speed, certainty)

• Policy –allocations, ‘enabling’ policies (flexibility; broad-

area; criteria-based) Section 106, viability

• Entrepreneur- and Leader-ship – corporate structure

and governance, housing deals, making the case for

development

Milestone 3: Root cause – workshop

outline

Session 1: Show and tell from each Council on evidence and proposed actions

Session 3: this is a living course, it’s to be decided…

Session 2: Discussion and feedback from consultants and officers

Milestone 4: Putting it together –

writing the Action Plan

• SMART Actions to enable effective monitoring

– Specific; Measurable; Achievable; Realistic;

Timebound

• Prioritisation; early, medium and long-term wins

• Consultation and engagement

Deliverable 4 – Submission of Action Plan

Swindon: pilot example

• Small city around 230,000 people

• Common issues

Milestone 4: Putting it together –

writing the Action Plan

Two group events in London and Manchester in which

to share learning and discuss challenges…
