CURRENT As an elected member of Douglas Borough Council since 2012 I represent

Murrays Ward through which I currently have a public mandate Following the 2011

General Election where I failed to gain a seat in West Douglas I stood in the 2012 Local

Authority General Elections standing in the Douglas Council Murrays Ward where I

topped the poll by nearly 100 votes and was successfully returned in 2016

Currently I am a member of the Councilrsquos Housing Committee Standards Committee of

which I am vice chairman and the new created Consultation Group who review the

Governmentrsquos Public Consultation Documents prior to them being discussed by the

Executive Committee of the Council I was previously prior to my becoming Mayor the

Chairman of the Regeneration and Community Committee which also gave me a seat on

the Executive Committee

For the Municipal Year 2016 17 I was unanimously elected to be the Mayor of Douglas

presiding over Council Meetings and attending virtually every meeting of the Councilrsquos

various committees In all during the Municipal Year I attended over four hundred

engagements and meetings

MARITAL STATUS I am married to Gill (nee Quine) (a retired police

officer) who was a member of the Education Council prior to which she served two years

under the old Board system She also works part-time for Cruse Bereavement Care as the

Young Peoples Services Manager working with bereaved children offering counselling

support and advice in the Islandrsquos schools

I was married in 1972 to Elizabeth (nee Callow) who developed and suffered for many

years with primary sclerosing cholangitis She sadly passed away in a Birmingham

hospital during 1999 awaiting a liver transplant

I was educated at Murrayrsquos Road School and Douglas High School for Boys

All Fire Service Statutory Examinations (National Home Office Approved) passed

In 1981 I became a Graduate of the Institute of Fire Engineers (GIFire E)

National Vocational Qualifications D32 Assess Candidate Performance

D33 Assess Candidate Performance Using Diverse Evidence

These qualifications and my role and responsibilities as a Station Officer within the Fire

Service have been acknowledged in National Curriculum Framework as equivalent to

Management Level 3 and NVQ Level 4 or lsquoArsquo Level pass

EMPLOYMENT DETAILS

On leaving school I worked for five years in Gellingrsquos Foundry Ltd initially as an

apprentice ironmonger later training to become an Aga Fitter

I joined the Isle of Man Fire and Rescue Service as a Fireman on 22 June 1970 rising

through the ranks to Station Officer before retiring on 5 August 2000

In August 1973 I attended the Summerland fire in which tragically over fifty people lost

their lives I was regularly Officer in Charge at various major incidents and over many

years I attended numerous incidents including major fires road traffic accidents ship

fires and fire investigations sometimes resulting in being called to give evidence in the

Coronerrsquos Court

I often attended many minor incidents which may have been viewed as an everyday

occurrence by many however I was always aware that to the householder or pet owner

that it was a serious and traumatic experience and was always conscious of their feelings

and the need for reassurance

OPERATIONAL MANAGEMENT EXPERIENCE

From the ranks of Leading Fireman to Station Officer I was responsible for the

management of lsquoWatchesrsquo on Douglas Fire Station As ldquoWatch Commanderrdquo I was

responsible for the routine administration and day to day running of a lsquoWatchrsquo including

the welfare of its members and carrying out and supervising training of personnel in

various areas previously identified

Additionally I was responsible for development and training of fire fighters in the

specialised and complex methods of fighting fires on board ships This course also

included instruction in sea survival techniques the training for which was carried out in

Douglas Harbour and at sea

FIRE SAFETY DEPARTMENT

As a Fire Safety Inspecting Officer I regularly carried out inspections under the Fire

Precautions Act in premises requiring Fire Certificates including hotels and places of

public entertainment This also included the writing of reports and the issuing of statutory

notices requiring essential fire safety work to be carried out

Fire safety inspections in new and existing office and retail premises and the inspection

and registration process of flats were carried with Inspectors from the Department of

Environmental Health During this period I was involved in the drafting of the Fire

Precautions (Flats) Regulations 1996

I regularly attended the Planning Department to examine and comment on many major

Planning Applications This opportunity gave me an invaluable overview of

Departmentrsquos day-to-day running staffing workload and an insight into some procedural

matters

I have carried out staff training sessions in most of the Islandrsquos Nursing Residential

Homes Government Departments and Primary Schools and was responsible for the

introduction of lsquoWelephantrsquo and lsquoBlaze Bearrsquo (the childrenrsquos fire safety mascots) to the

Island

OTHER RELEVANT INFORMATION I was brought up in a very much voluntary service environment My parents were both

actively involved with the St John Ambulance Brigade and a local charitable

organisation Together my parents encouraged my siblings and me to join the St John

Cadets at an early age and through this I carried out many hours of public duty at many

local sporting and other events My father was the Cadet Superintendant for many years

It was probably the result of gaining a Fire-fighting Badge in the St John that sparked my

interest in making the Fire Service a full time career

For the majority of my Fire Brigade service I was Secretary of the Fire Service National

Benevolent Fund and a member of the National Council This role involved

responsibilities of a highly confidential nature including means tested grant payments

assistance to Service Widows or Orphans organising travel to rehabilitation centres and

many other welfare-related issues I received an Award of Recognition for this in 1997

however providing the help and assistance to my colleagues and their families in times

of great need was a reward in itself

From 1981 until 2009 I was a member of the organising committee for the Manx

National Rally which was a round of three UK National Rally Championships The event

is held annually in May and until I stepped down I had been Clerk of the Course for

twenty five years My role within the organising committee involved much of the

administration including route preparation time scheduling drafting and preparing

regulations for the event as well as liaising with various Government Departments and

local authorities During the Rally I had the absolute and overall responsibility for its safe

and smooth running in accordance with the law and the statutory regulations as laid

down

At the time of my taking over as Clerk of the Course the event was in a financial deficit

situation Following a meeting with and heeding the comments of the then Minister of

Tourism and together with a newly appointed Treasurer we were able to successfully

turn around the fortunes of the Rally and run it for over twenty years without direct

financial support from the Department of Tourism and with considerable financial benefit

to the economy of the Isle of Man I was instrumental in securing sponsorship for the

event from major international companies such as Steyr-Daimler-Puch Roush

Technologies and RBS International for the event

Additionally I was a member of the Organising Committee and Clerk of the Course for

the Manx International Rally between 1994 and 1999 This event was a part of the both

British and European Rally Championships

In 1985 I was appointed as a Steward by the Motor Sports Association which is the

governing body for all motor sport within the United Kingdom This appointment

involves attending various motor sport events both on and off the Island on behalf of the

MSA to observe and file reports report confirming that the event has been run safely

legally and in accordance with their Regulations As an MSA Steward I have the power

to stop an event which I may consider to be unsafe or not being run in accordance with

the Regulations and justify my actions Additional duties include the hearing of any

protests and appeals which may arise

From 1989 to 2003 I was Chairman of the Manx National Youth Band and was regularly

responsible for the welfare and safety of the young people throughout their many trips to

the UK Europe and beyond

In November 2002 I was appointed to and served for ten years as a Lay Member to the

Isle of Man Governmentrsquos Planning Committee which can be challenging but always

enjoyable and gives an opportunity to make a difference to the environment people and

future planning of our island This involves being familiar with legislation and various

planning guidelines including the Islandrsquos Strategic Plan Considering and making fair

unbiased and balanced decisions having taken into account all the comments from the

Planning Officers applicants and third parties

From October 2005 I served for four years as a member of the Health Services

Consultative Committee along with six medical professionals and five other lay

members This allowed debate and discussion on many and varied subjects relating to

health matters including the Second Opinion Information Leaflet fluoridation of the

Islandrsquos water supply and even the ldquoLunchbox Surveyrdquo

As you can imagine I am fully supportive of organ retrieval and transplantation Whilst

this is an emotive subject I would like to see a heightened awareness of this programme

Through my involvement in motorsport I actively encouraged competitors officials and

spectators to sign up to the National Organ Donor Register and in doing so raised over

pound12000 for a small charity in the Queen Elizabeth Hospital Birmingham to help with

research into liver disease and transplant methods As a point of interest one is more

likely to become an organ recipient than a donor

LEISURE AND HOBBIES

In 2010 I became involved with a local theatre company (Taylorian Productions) as a

backstage assistant on the very successful production of Lionel Bartrsquos ldquoOliverrdquo I also

enjoy spending time with my close and extended family and friends My hobbies are

varied and include walking reading Irsquod like to play more golf eating out travel theatre

popular and classical music and local and international current affairs I also own a 1964

Having worked in the private sector as a Chartered Architect for ten years my subsequent professional career was spent in public service both as the Islandrsquos first Building Conservation Officer and latterly working in Local Authority Housing and Property Management

Experience and knowledge gained in all these roles has been invaluable and ranged from drafting interpreting and applying Policy and Legislation to initiating and procuring major Capital Projects I also worked with those in housing need including our increasing elderly population and found this work to be not only demanding but humbling and rewarding

I served ten years as Trustee with Manx Lottery Trust being Chairman for my last three years and currently I am a Member of the All-Island Planning Committee

On a more relaxed front I have been fortunate to enjoy a full life performing and composing music in a traditional Manx genre which I have been able to share with others in our community in addition to competing in the Manx Music Festival

Prior to my retirement at the end of September 2017 I had worked for the Isle of Man Financial

Services Authority (ldquoIOMFSArdquo) (previously the Financial Supervision Commission) for nearly 28

years During this time I held the position of Assistant Supervisor then Supervisor of Investment

Business in the Supervision Division before transferring to become Senior Manager of the Policy

and Legal Division (which subsequently took over responsibility for the Authorisations Division)

My employment with the IOMFSA therefore had two key themes ndash

(a) a compliance oversight role in relation to investment businesses which required extensive

knowledge of the financial services legislation and the ability to apply this and assist

licenceholders to comply with the regulatory requirements and

(b) a policy development and legislative drafting role which required the ability to ndash

(i) research analyse and review complex areas consider conflicting views and

identify and take appropriate actions

(ii) draft secondary legislation which included the consolidation of the various

regulatory codes for banks investment businesses functionaries of collective

investment schemes and fiduciaries into the Financial Services Rule Book 2008

and ongoing updates of this and other legislation including the extension of the

Regulated Activities Order Financial Services (Exemptions) Regulations and Fees

Orders to encompass new classes of regulated activity such as e-money payment

services and crowdfunding

(iii) liaise with the Attorney Generalrsquos Chambers on the drafting of primary legislation

(eg the Designated Businesses (Registration and Oversight) Act 2015)

(iv) liaise with Members of the House of Keys and Legislative Council to take

legislation through Tynwald and

(v) liaise with other government and regulatory bodies both on and off Island to

enable the IOMFSA to enter into Memoranda of Understanding with those bodies

examples of which are the banking and securities regulators of the Peoplesrsquo

Republic of China the financial services regulators of the Seychelles Malta and UK

as well as government bodies including the Treasury Financial Intelligence Unit

and Customs and Excise

During my career at the IOMFSA I was responsible for the management of staff and I have

provided training and coaching sessions for these staff and others within the IOMFSA and have

also organised and participated in training seminars for external parties

My work has concentrated on actuarial matters and systems The actuarial work I have donerequires applying good business judgment backed up by rigorous analysis and appropriateapplication of mathematical theory to solving practical problems in financial management andimplementing their solutions The prevailing business environment has always required that Icommunicate complex ideas clearly using simple language Indeed this is a central part of thetraining undertaken by members of the actuarial profession in addition to the technical skills Thesystems work I have done has enabled me to excel at understanding the detailed logic of softwarecode especially flawed logic and quickly spotting errors that need to be corrected In my mostrecent project I devoted a large proportion of my time to providing detailed programming trainingto new recruits to help ensure error-free coding from outset This combination of practical actuarialwork and systems work has made me a strongly analytical thinker with the ability to understandcomplex data and to penetrate through layers of fluff to determine what constitutes the essentialimportant fundamentals Scrutiny attention to detail an enquiring mind and challenge are allsecond-nature to me I have a natural affinity for reading technical complicated material andmaking sure that I understand it and think through its wider implications and a natural desire toseek to improve it
