Offered by Representative Flowers:

WHEREAS, This year will mark the 32nd anniversary of the establishment and recognition ofNational Black Nurses' Day by the 101st United States Congress; and

WHEREAS, Blacks have long been active in the nursing field; currently, they comprise five percent ofthe total nursing population and practice in a variety of areas, including clinical, education, administrative,research, government, and private enterprise; and

WHEREAS, Black nurses have made significant contributions to the nursing profession; as attention tothe health care problems of minorities and the poor increases, black nurses can be credited for establishingan environment of quality, service, and skill that patients have come to expect from health carepractitioners; and

WHEREAS, Since February honors the contributions made to this country by black Americans, it isfitting that black nurses be recognized and honored for their outstanding contributions to our communitiesand our country; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRSTGENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we declare February 2020 as Black NursesMonth in Illinois; and be it further

RESOLVED, That we urge all citizens of Illinois to acknowledge the tireless efforts and selflessservice contributed by African American nurses every day.

WHEREAS, The members of the Illinois House of Representatives are saddened to learn of the deathof Representative Gale Schisler of London Mills, who passed away on February 2, 2020; and

WHEREAS, Rep. Schisler was born to Claire D. and Doris A. (Jacobs) Schisler in Indian PointTownship in Knox County on March 2, 1933; he attended Indian Point School, a one-room school house,through eighth grade and later graduated from Abingdon High School in 1951; he married Carolyn Cochranin November 1957, and together, they had three children; after the couple divorced in 1977, Rep. Schislermarried Gloria Waller Richter in Springfield on July 26, 1980; and

WHEREAS, Rep. Schisler served in the Air Force for four years; after, he earned degrees fromWestern Illinois University and Northeast Missouri State Teachers College; he went on to teach, coach, andserve as a principal at London Mills Junior High School, where he was well liked by all his students; and

WHEREAS, Rep. Schisler was a democrat who was elected to the U.S. House of Representatives in1964; he served one term representing the people of the Quad Cities and Galesburg areas; while in office,he served on the Science and Aeronautics committee and the sub-committee on Manned Space Flight; and

WHEREAS, After serving in the U.S. House and returning to Illinois, Governor Otto Kerner askedRep. Schisler to head the Office of Intergovernmental Cooperation; and

WHEREAS, Rep. Schisler was elected to the Illinois General Assembly and served from 1968 through1980; he was chairman of the Agriculture committee, as well as serving on the Education, FinancialInstitutions, and Conservation committees; in 1980, he became an assistant to the director of the State'sAttorneys Appellate Commission and retired in 1986; and

WHEREAS, Rep. Schisler belonged to the Former Members of Congress, the NRA, and the AmericanLegion; he was a 32nd degree Mason, a 50-year member of the London Masonic Lodge #808 in Silvis, anda member of the Missouri Fox Trotter Horse Breed Association; and

WHEREAS, Rep. Schisler enjoyed spending time in Glenwood, New Mexico where he loved to ridehis horses through the mountains; he also loved to hunt, fish, and read; and

WHEREAS, Rep. Schisler was preceded in death by his parents; Claire D. and Doris A. (Jacobs)Schisler; his daughters, Kimberly Jo Schisler and Jill P. Sherwood; one grandson, Aaron Barnes; and hisbrother, Roger Schisler; and

WHEREAS, Rep. Schisler is survived by his wife, Gloria; his son, Kurt Schisler; his stepdaughter,Tamara Richter Burris; his granddaughter, Elicia (Justin) Munson; his grandson, Corey Barnes; hisgreat-grandchildren, Melody Barnes, Samantha, Tyler and Connor Munson, and Emma and David Barnes;his sisters, Yvonne Lewis, Jody Dolan, Anita (Brian) Hickok, and Jeri Schisler; and several cousins, niecesand nephews; therefore, be it

WHEREAS, Cholangiocarcinoma (bile duct cancer) is a rare form of cancer that originates from thecells lining the bile ducts that play a key role in digestion; there are three types, Intrahepatic, extrahepatic,and perihilar; and

WHEREAS, There are approximately 12,000 Americans diagnosed each year in the United States,with numbers increasing yearly; the mortality rate has increased dramatically in the last decade; and

WHEREAS, Patients are typically diagnosed at a late stage due to no validated early method ofdetection; symptoms of jaundice, abdominal pain, itchy skin, and weight loss are symptoms that do notusually present till advanced disease progression; and

WHEREAS, Cholangiocarcinoma is a rare cancer; of the top eight deadliest cancers, seven are rare;rare cancers have a five-year survival rate under 50%, with the cholangiocarcinoma five-year survival ratebeing approximately 20%; and

WHEREAS, There is currently no cure for cholangiocarcinoma/bile duct cancer; andWHEREAS, Kelly green is the color representing cholangiocarcinoma/bile duct cancer awareness; andWHEREAS, Foundations, research and teaching hospitals, rare cancer advocate groups, and patient

WHEREAS, The Employer Training Investment Program (ETIP) supports upgrading Illinois workers'skills to remain current in new technologies and business practices; ETIP enables Illinois companies toremain competitive, expand into new markets, and introduce more efficient technologies into their ownoperations; incentives are available to pre-qualified Illinois businesses that apply for training funds as partof an Economic Development Incentive Project; and

WHEREAS, Employment Opportunities, Personalized services, Individualized training, and CareerPlanning (EPIC) is a pilot program that tests innovative career pathway approaches to increase workopportunities for Supplemental Nutrition Assistance Program (SNAP) recipients, ultimately leading to areduced dependency on SNAP benefits; this initiative addresses the needs of the underemployed andunemployed SNAP recipients in Illinois who require basic and technical skills and work experience to getgood jobs, increase earnings, and reduce reliance on public assistance; and

WHEREAS, Through the Community Services Block Grant Program (CSBG), Community ActionAgencies (CAAs) offer a variety of services to assist individuals and families in moving towardsself-sufficiency; federal funding is provided to Illinois' 36 CAAs to deliver locally designed programs andservices for low-income individuals and families; and

WHEREAS, The Participation Loan Program (PLP) delivers participation loans through pre-approvedIllinois financial institutions to accelerate investments and ease traditional credit underwriting standards forsmall businesses that may not otherwise qualify for traditional bank financing; and

WHEREAS, Important parts of the Governor's economic plan for Illinois include investing intransportation, broadband, and small business development, bringing down barriers to accessing the jobmarket and capital in communities of color, and fostering collaboration by developing regional economichubs, which can be accomplished by having clear communication among key economic actors in Illinoisincluding state and local governments, industry, unions, universities, and non-profits; therefore, be it

WHEREAS, The idea for an International Day of Women and Girls in Science was generated duringthe 2015 Inaugural High-Level World Women's Health and Development Forum organized by the RoyalAcademy of Science International Trust (RASIT) and the United Nations Department of Economic andSocial Affairs (DES); and

WHEREAS, This Forum was held at the United Nations Headquarters, with the participation ofgovernment Ministers and representatives, UNESCO, UN-Women, WHO, UNRWA, UNICEF, UNFPA, theEvery Woman Every Child Initiative, and others; most of the distinguished guests and speakers at theInaugural Forum, whether at ministerial, intergovernmental, diplomatic, academic or professional levels,were women in science; and

WHEREAS, Despite progress in ensuring opportunities for women in science, technology,engineering, and mathematics (STEM) fields, women and girls continue to be systematicallyunderrepresented as users and leaders in these areas; in order to achieve sustainable development goals, weneed to ensure full and equal access to and participation in science for women and girls; and

WHEREAS, Recent studies suggest that 65 percent of children entering primary school today willhave jobs that do not yet exist; while more girls are attending school than before, girls are significantlyunder-represented in STEM subjects in many settings, and they appear to lose interest in STEM subjects asthey reach adolescence; and

WHEREAS, Debunking the myths that girls do not like the sciences and other gender stereotypes,along with investment in teacher trainings, gender-responsive technology, and innovation, can reverse thesetrends; and

WHEREAS, Less than 30 percent of researchers worldwide are women; with too few women indecision making roles and higher-paying STEM jobs, the gender gap in STEM has deep implications for thefuture of global economy; women stand to gain only one new STEM job for every 20 lost, in stark contrastto men, who gain one new STEM job for every four lost; and

WHEREAS, Women still have less than two-thirds of the economic opportunity that men have; thejobs of the future will be driven by technology and innovation, and if the gender divide in ScienceTechnology Engineering and Mathematics (STEM) is not bridged soon, the overall gender gap is likely towiden; and

WHEREAS, Improved recruitment, retention, and promotion policies, as well as continuous learningand skills development for women, can go a long way towards closing this gap; therefore, be it

HOUSE RESOLUTION 721

Offered by Representative Hernandez, Barbara:

WHEREAS, On February 15, 2019, a disgruntled former employee of the Henry Pratt Company inAurora opened fire inside the company warehouse, killing five fellow employees and wounding another;five police officers were also shot and wounded while responding to the incident, before the gunman waskilled in a shootout with law enforcement; and

WHEREAS, The gunman responsible for this heinous act of terror was able to obtain the gun he usedto wound and kill innocent victims through a loophole in our Firearm Owners Identification (FOID) system;despite being convicted of a felony aggravated assault in 1995 in the state of Mississippi, the gunmanobtained a FOID card in January 2014, and when the gunman applied for a concealed carry license inMarch 2014, only then did State Police revoke his FOID card and send him a notice to surrender hisfirearms and submit a Firearm Disposition Record; the gunman failed to surrender his weapons and submitthe Firearm Disposition Record, and the State Police did not follow up; this tragic shooting brought to lightdangerous gaps in State law that allowed the shooter easy access to guns; and

WHEREAS, We must remember the victims of this senseless act of violence: Clayton Parks of Elgin,age 32, Trevor Wehner of DeKalb, age 21, Russell Beyer of Yorkville, age 47, Vicente Juarez of Oswego,age 54, and Josh Pinkard of Oswego, age 37, and Timothy Williams, who was wounded by the gunmanwhile running to warn other employees of the shooting; and

WHEREAS, Senate Bill 1966 would address many of these gaps, strengthen the FOID system, andhelp ensure that people with violent criminal histories who are prohibited from gun possession are not ableto easily evade the law and arm themselves; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRSTGENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the one year anniversary of themass shooting that took place at the Henry Pratt Company in Aurora on February 15, 2019, and we honorthe victims of this senseless act of violence; and be it further

RESOLVED, That we urge the passage of Senate Bill 1966 to close the loopholes that have allowedviolent criminals to obtain a FOID card and to streamline the revocation process for law enforcement toremove firearms from dangerous individuals.

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRSTGENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Illinois State Board ofEducation to review existing data reporting mandates, both State and federal, in an effort to streamline thereporting system and remove redundant data collection; and be it further

RESOLVED, That the State Board of Education study the following:(1) Areas in which data collecting may be streamlined to eliminate inefficiencies in the data

reporting system for local school districts;(2) Areas in which data collecting may be streamlined so that school districts are not required to

report the same data multiple times to meet different State and federal requirements; and(3) Areas in which data collecting is not required by State or federal mandates so that school

WHEREAS, The Illinois General Assembly has been asked to consider the imposition of a privilegetax on the transfer of financial assets when this transfer takes place on a market platform that is domiciledwithin the State of Illinois; and

WHEREAS, Transactions on market platforms domiciled in Illinois play an essential role in creatingand stabilizing a global market and global market prices for debt securities and interest, financialinstruments, currencies, and essential commodities of all sorts, including foodstuffs, motor fuel, and energy;and

WHEREAS, The financial securities that are traded in Illinois-based financial transaction platforms orenjoy market value based upon those platforms are used by millions of Illinois workers to save for pensionsand retirement; and

WHEREAS, The CME Group, a market platform domiciled in Chicago, and the transactions carriedout on its financial exchanges would be affected by this tax; and

WHEREAS, The CME Group, as a direct entity, pays $50 million in annual taxes to Illinois, prior toand independently of the taxes paid by and on behalf of the thousands of professionals and workers whosejobs are tied to the financial trading markets of Illinois; and

WHEREAS, The estimated 100,000 jobs connected directly or indirectly to Illinois financial marketscreate income tax revenue from wage taxes withheld, sales tax revenue from goods purchased, and other taxand fee revenues essential to the budget of the State of Illinois and its local governments; and

WHEREAS, While an overwhelming subset of the people who hold these jobs are men and womenwho live and pay taxes in Illinois, the market platforms themselves are electronic ones, and the greatmajority of the transactions that take place on these platforms can take place anywhere within the UnitedStates or anywhere within any of the other nations governed by a financial Rule of Law, with a speeddetermined by the excellence of electrical engineering; and

WHEREAS, The State of Illinois should protect these platforms and keep these jobs; therefore, be itRESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRST

GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we support the continued health andoperation of the financial transaction markets of Illinois and oppose the concept of a privilege tax onfinancial transactions; and be it further

WHEREAS, The mission of the Illinois Department of Children and Family Services (DCFS) is topromote prevention, child safety, permanency, and well-being; and

WHEREAS, As of June 30, 2018, DCFS had approximately 17,481 children under its serviceumbrella; and

WHEREAS, Governor Pritzker and the General Assembly budgeted an additional $128.2 million forDCFS for Fiscal Year 2020 and authorized the hiring of an additional 300 employees; and

WHEREAS, DCFS has the primary responsibility of protecting children through the investigation ofsuspected abuse and neglect by parents and other caregivers in a position of trust or authority over the child;and

WHEREAS, Innovative supportive technology positively impacts the lives of Illinoisans withdevelopmental disabilities at home and in their communities; and

WHEREAS, "Supportive technology" includes any product, device, or equipment that may be used tomaintain, increase, or improve the functional capabilities of individuals with disabilities; and

WHEREAS, With continuing technological advancements, Illinoisans with developmental disabilitiesincreasingly have more opportunities to access innovative supportive technology that lowers barriers thatpeople with disabilities encounter in their daily lives and promotes their independence, confidence, andabilities; and

WHEREAS, Illinoisans recognize that supportive technology in the workplace can enable individualswith disabilities to perform jobs and tasks in order to seek or maintain employment to achieveindependence; and

WHEREAS, The demand for direct support staff who assist people with developmental disabilities isprojected to increase, and technology is one tool that can help supplement and assist those who do theimportant work of supporting individuals with disabilities; and

WHEREAS, While Illinois recognizes that human relationships are an essential part of all of our lives,supportive technology can connect people with disabilities with additional assistance to supplement andenhance the support they receive; and

WHEREAS, Illinois aims to ensure supportive technology solutions are considered when determiningthe appropriate services and supports to be provided for people with developmental disabilities; and

WHEREAS, Illinois should commit to a statewide initiative to expand access to supportive technologydesigned to improve the lives of people with developmental disabilities; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRSTGENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Governor and the State ofIllinois to adopt the principles of Technology First, a commitment that citizens with developmentdisabilities be afforded opportunities to improve their lives through supportive technology and thatsupportive technology be prioritized when considering services and support needs; and be it further

RESOLVED, That the Illinois Technology First Council is created to study ways to expand the use ofsupportive technology for Illinoisans with developmental disabilities; and be it further

RESOLVED, That the Council shall consist of the following members, who shall serve withoutcompensation:

(1) The Director of the Illinois Department of Human Services Division of DevelopmentalDisabilities or his or her designee, who shall serve as chair;

Administrative Code waiver service rules with that policy;(2) Identify and address areas where sufficient support is not currently available or where

additional options may be needed to assist those with developmental disabilities to gain access tosupportive technology;

(3) Identify best practices, effective partnerships, and opportunities for shared services amongexisting providers of developmental disabilities to increase supportive technology opportunities forthose with developmental disabilities;

(4) Recommend ways to integrate supportive technology into existing programs to move withschool aged youth as they transition into adult services;

(5) Develop recommendations on ways to expand the Discovery and Personal Plan to includesupportive technology in the person-centered planning process; and

(6) Recommend system-level benchmarks for monitoring use of supportive technology andperson-centered outcomes that demonstrate increased quality of life for persons with developmentaldisabilities; and be it furtherRESOLVED, That the council shall submit its final report to the Governor and the Illinois General

WHEREAS, Daylight Saving time began in Germany during World War I as an effort to conserve fuel;and

WHEREAS, Daylight Saving Time was instituted in the United States in 1918 under the title of "Wartime" and proved so unpopular that Congress abolished it when the war was over; and

WHEREAS, Local jurisdictions then had control over their clocks until the Uniform Time Act of 1966,which mandated standard time within time zones and instituted the practice of advancing clocks one hour inthe spring and turning them back one hour in the fall; and

WHEREAS, In 1986, Congress amended the Uniform Time Act, moving the beginning of DaylightSaving Time from the last Sunday in April to the first Sunday in April; and

WHEREAS, Congress, as part of the Energy Policy Act of 2005, moved the beginning of DaylightSaving Time to the second Sunday in March and the end to the first Sunday of November; and

WHEREAS, States were allowed to exempt themselves from Daylight Saving Time, resulting in apatchwork of time differences throughout the nation, especially in states with multiple time zones, such asIndiana; and

WHEREAS, Uniformity of time among the states is essential for interstate commerce; andWHEREAS, Numerous studies indicate that the biannual time change interferes with the body's

circadian rhythm, affecting sleep cycles, stress levels, and drowsiness during the day; andWHEREAS, A 2009 study in the Sleep Medicine journal indicated that it may take some people up to

three weeks to adjust to the time change; andWHEREAS, According to the American Journal of Cardiology, there is a ten percent increase in the

number of heart attacks on the Monday following the time change; andWHEREAS, A 2004 study in the Accident Analysis and Prevention journal estimated that instituting

Daylight Saving Time permanently could save up to 366 lives due to a reduction in automotive accidents;and

WHEREAS, The rationale for switching clocks twice per year to aid in the war effort was laudableover 100 years ago, but modern and scientific research now clearly favors the institution of Daylight Saving

HOUSE RESOLUTION 751

Offered by Representative Halpin:

WHEREAS, The U.S. Congress created Amtrak under the Rail Passenger Service Act of 1970 (PublicLaw 91–158), and Amtrak began serving customers on May 1, 1971, taking over the operation of mostintercity passenger trains in exchange for access to the national rail network; and

WHEREAS, Congress passed the Amtrak Improvement Act of 1973 (Public Law 93–146), whichgives intercity and commuter rail passenger transportation preference over freight transportation in using arail line, junction, or crossing, a right codified as section 24308(c) of title 49, United States Code; and

WHEREAS, U.S.C. Sec. 24308(c) of Title 49 states, "Except in an emergency, intercity and commuterrail passenger transportation provided by or for Amtrak has preference over freight transportation in using arail line, junction, or crossing unless the [Surface Transportation] Board orders otherwise under thissubsection. A rail carrier affected by this subsection may apply to the Board for relief. If the Board, after anopportunity for a hearing under section 553 of title 5, decides that preference for intercity and commuter railpassenger transportation materially will lessen the quality of freight transportation provided to shippers, theBoard shall establish the rights of the carrier and Amtrak on reasonable terms"; and

WHEREAS, Many host railroads have ignored the law by refusing to give passenger rail the priority towhich it is statutorily entitled, resulting in poor and declining on-time performance by Amtrak on most hostrailroads; according to Amtrak during fiscal year 2019 alone, this caused 6.5 million customers onstate-supported and long-distance trains to arrive at their destination late; and

WHEREAS, Amtrak's Office of Inspector General, in a 2019 report, showed poor on-timeperformance wastes taxpayer dollars to the extent that a mere five percent improvement on all Amtrakroutes would result in $12.1 million in cost savings to Amtrak in the first year; if on-time performance onlong-distance routes reached 75 percent for a year, Amtrak would realize an estimated $41.9 million inoperating cost savings along with a one-time savings of $336 million due to a reduction in equipmentreplacement needs; and

WHEREAS, On-time passenger rail performance on host railroads has historically been driven by theexistence of an effective means to enforce Amtrak's preference rights as shown historically by:

(1) Enactment of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008 (divisionB of Public Law 110–432), which included provisions for the enforcement of these preference rights:

(a) Two months afterward, the on-time performance of long-distance trains improved from56 percent to 77 percent and Class I freight train interference delays across all routes declined by 40percent; and

(b) One year after enactment of PRIIA, freight train interference delays had declined by 54percent, and the on-time performance of long-distance trains reached 85 percent; and

(2) Removal in 2014 of some of those provisions after being ruled unconstitutional by aWashington, D.C., Circuit Court: long-distance train on-time performance declined from 72 percent to50 percent, and freight train interference delays increased 59 percent; andWHEREAS, As a result of violations of Amtrak's right to preference, Amtrak has been consistently

unable on host railroad networks to meet its Congressionally-mandated mission and goals and does not havean effective mechanism to enforce its statutory preference right in order to fulfill its mission and goals; and

WHEREAS, The community was once predominantly Italian immigrants but now consists of diverseethnic and socio-economic backgrounds; and

WHEREAS, Other ethnicities have always been present in the area; nonetheless, the neighborhood wasgiven its name due to the strong influence of Italians and Italian culture on the neighborhood throughout the19th and 20th century; and

WHEREAS, The area's Italian-American heritage is primarily evident in the Italian-Americanrestaurants that once lined Taylor Street; the neighborhood is home to the National Italian American SportsHall of Fame and the historic Roman Catholic churches Our Lady of Pompeii, Notre Dame de Chicago, andHoly Family; and

WHEREAS, The recent history of the neighborhood is that of urban renewal, starting with theconstruction of expressways in the 1950s, the development of the University of Illinois at Chicago in the1960s, the demolition of public housing in the 1990s and 2000s, and the redevelopment of Maxwell Streetin the 2000s; and

WHEREAS, Perhaps the largest concentration of Italian businesses and residents in present-dayChicago is located along Harlem Avenue on the Northwest Side and neighboring Elmwood Park; therefore,be it

WHEREAS, the State of Illinois ensures the right to use sick leave benefits provided by employers forabsences due to illness, injury, or appointment of an employee or their family; and

WHEREAS, the Federal Railway Labor Act was passed in 1926 and amended in 1936 to includeairplane employees; the Act was designed to prevent disruptive strikes by facilitating a system of bargainingand arbitration to resolve Major and Minor disputes between rail and plane employees and their employers;and

WHEREAS, the Federal Railway Labor Act limits the State of Illinois by excluding rail and planeemployees from receiving the same benefits for family sick leave as those employed across Illinois; and

WHEREAS, the right to use earned sick days for family emergencies is protected by law in the State ofIllinois and by the Federal Family and Medical Leave Act, and the exclusion of rail and plane employees isdetrimental to their well-being and the safety of their families; therefore, be it

WHEREAS, Research shows that early childhood teacher effectiveness is a predictor for positivedevelopmental and academic outcomes for children; and

WHEREAS, Continuity in early relationships with teachers and caregivers results in safe, stable, andtrusting environments that allow young children the opportunity to explore and learn; and

WHEREAS, The work of early childhood educators is sophisticated and central to the healthy learningand development of young children and takes place in a range of settings, including schools,community-based centers, and homes; and

WHEREAS, Early childhood educators include home visitors and Early Intervention professionals aswell as educators in schools, child care centers, and family child care homes; and

WHEREAS, Research shows that having children see their own identities reflected in their teacherscan improve students' perceptions of and actual performance in school, and that it is critical for earlychildhood programs to have educators that reflect the families and communities they serve; and

WHEREAS, Nearly half of all lead early childhood educators hold a bachelor's degree or higher,nearly three-quarters have secured an associate's degree or higher, many hold state-recognized credentials,all must fulfill scheduled training requirements, and many have years of experience in the field; and

WHEREAS, The early childhood workforce is almost exclusively female and more racially diversethan the K-12 workforce; and

WHEREAS, The current early childhood education system functions because early childhoodprofessionals, particularly those working in community-based settings and those working with infants andtoddlers, often forgo a living wage aligned to the sophistication of their work and level of education; and

WHEREAS, The early childhood workforce, particularly in community and home based settings, earnswages in the second percentile of annual earnings; many early childhood workers lack access to workplacebenefits and must rely on public benefits to meet the needs of their own families; and

WHEREAS, These low wages have contributed to significant shortages in qualified staff in earlychildhood programs and will be a barrier to further expansion of services; and

WHEREAS, Adequate compensation is the foundation of a quality early childhood workforce;therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED FIRSTGENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the General Assembly to increaseits investments in Early Childhood Education, the Child Care Assistance Program, Early Intervention,Healthy Families, and Parents Too Soon not only to expand access to high-quality services for children andfamilies but also to enable Illinois to pay its early childhood workforce the wages needed to attract andretain qualified professionals; and be it further

WHEREAS, The month of May is nationally recognized as Hepatitis Awareness Month thanks to theKnow More Hepatitis campaign initiative developed by the U.S. Centers for Disease Control andPrevention's (CDC) Division of Viral Hepatitis; the campaign was designed to increase awareness about thehidden epidemic that affects the lives of so many; and

WHEREAS, Anyone can contract Hepatitis C, and baby boomers are five times more susceptible tothe virus; Hepatitis is particularly dangerous because the symptoms do not manifest upon contraction or, insome cases, in more advanced stages; this unfortunately leads to individuals being unaware of theirinfection; and

WHEREAS, According to the Illinois Department of Public Health, there were 80,068 cases of chronicor resolved Hepatitis C virus infections reported from 2005 to 2015, with 171 other cases reported to beacute forms of the infection; of those infected in Illinois, over half were between the ages of 46 and 60; and

WHEREAS, Various private and public organizations, such as the American Liver Foundation, theIllinois State Medical Society, the Chicago Department of Public Health, the Illinois Department of PublicHealth, and the CDC, have championed efforts to raise awareness and to find solutions to the problemsresulting from the Hepatitis C virus in Illinois and across the country; therefore, be it

WHEREAS, William Eugene Campbell was born to Ida Marie and Kenneth Campbell on October 24,1948; he was one of eight children along with his brother, Robert Dean Campbell, and his six sisters, SandyPainter, Betty Evans, Judy Buchanan, Joyce Borchers, Janet Barker, and Jeanne Taylor; and

WHEREAS, William Eugene Campbell graduated in June of 1968 from Gibson City High School at atrying time for many young men due to the heavy involvement of the United States in the Vietnam War; and

WHEREAS, Like many others facing the draft, William Eugene Campbell was called to serve in theU.S. Army on August 12, 1968; and

WHEREAS, Just under a year into his service on August 2, 1969, William Eugene Campbell waskilled in action, the first and only casualty from Gibson City; and

WHEREAS, William Eugene Campbell received several recognitions for his actions in Vietnam,including the Silver Star, which was presented to his mother Ida, for the time he "distinguished himself as aleader in Company B, First Airborne Battalion 501st Infantry during a search and clear operation near thecity of Tam Ky, Republic of Vietnam"; and

WHEREAS, In addition to his Silver Star, William Eugene Campbell received the Bronze Star, thePurple Heart, the Good Conduct Medal, the National Defense Service Medal, the Vietnam Service Medal,the Vietnam Campaign Ribbon, and the Combat Infantryman Badge; and

WHEREAS, William Eugene Campbell's heroism and willingness to sacrifice his own well-being wasan inspiration to his entire platoon; his bravery and devotion to duty and his fellow soldiers were in keepingwith the highest traditions of military service; and

WHEREAS, According to The K-12 Cybersecurity Resource Center (Center), there were 122cataloged publicly-disclosed cybersecurity incidents affecting 199 public K-12 education agencies across 38states during calendar year 2018; and

WHEREAS, The Center reports that there is a new publicly-reported incident every three days of thecalendar year; and

WHEREAS, Primarily, the cyber incidents reported in 2018 were data breaches, including theunauthorized disclosure of data due to human error, by vendors in partnership with school districts, bystudents to modify student records, and by external actors, often for malicious purposes; and

WHEREAS, This increase in cyber threats directed at school districts continued into 2019, including inIllinois where school districts across the State have been hit by cybersecurity breaches; and

WHEREAS, In August 2019, the personal information of 53,000 students and 3,100 educators inNaperville District 203 and Indian Prairie District 204 was exposed following a data breach in connection tostudent assessments; and

WHEREAS, In September 2019, Rockford Public Schools were without Internet or access to studentrecords for several days following a ransomware attack; and

WHEREAS, The Division of Elementary and Secondary Education for the State of Arkansas recentlycreated the P-12 Cyber Threat Response Team (Team), a small group of IT professionals who provideonsite support at no cost to a school district whenever an Arkansas school district is faced with a cyberthreat; and

WHEREAS, The Team works to ensure that school districts know they are not alone when faced witha cyber threat and to increase communication between schools and other interested entities; and

WHEREAS, In the face of constant cybersecurity threats, which are only going to increase in futureyears as the use of technology and the Internet become ever more prevalent in schools across the UnitedStates, it is imperative that Illinois works to protect school personnel, students, and their families fromunauthorized data breaches and cybersecurity threats; therefore, be it

WHEREAS, The neighbors of O'Hare International Airport understand the importance of this airportto Illinois' economy and its supply of good jobs; and

WHEREAS, The neighbors of O'Hare want to take an active and friendly role in helping the airportdeal actively with its many noise problems; and

WHEREAS, Among the sponsors of this resolution are individuals who have talked withrepresentatives of the City of Chicago and who appreciate the work that the Chicago Department ofAviation is doing to improve the technology used for gathering noise pollution data and improving datacommunications and database technology to consolidate and store this data; and

WHEREAS, This is not the first time that Chicago has reached out to its "noise neighbors"; as part ofits long-term expansion plans, Chicago and many of O'Hare International Airport's principal airlines havemaintained multi-year voluntary noise abatement flight procedures, instituted in 1997 and continuouslyrevised since then as the "O'Hare International Airport Fly Quiet Program"; and

WHEREAS, Compliance with the Fly Quiet Program is overseen by the O'Hare Noise CompatibilityCommission, an intergovernmental agency that includes Cook County, 41 municipalities, and 16 schooldistricts adjacent to and around O'Hare International Airport; and

WHEREAS, The voluntary flight procedures listed in the Fly Quiet Program include approved,voluntary, recommended aircraft pathways for safe commercial jet takeoffs from O'Hare InternationalAirport, effective from 10 P.M. to 7 A.M.; and

WHEREAS, The O'Hare Fly Quiet Program releases quarterly reports to measure compliance with theelements of the Program, including compliance by airlines and their pilots with approved runway departureflight paths; these reports show that, as of 2015, many aircraft departures currently deviate significantlyfrom the approved "Fly Quiet" flight paths, thereby imposing noise pollution upon substantial areas ofresidences, schools, commercial and industrial structures, as well as property owners, whose properties arenot sufficiently monitored for noise pollution and are not sufficiently mapped as impacted by aircraft noise;and

WHEREAS, The Fly Quiet report published by the Chicago Department of Aviation and covering thefourth quarter of calendar year 2014 showed massive partial compliance and noncompliance with Fly Quietrunway departure guidelines, with one runway departure point (22L) showing only 40% of aircraftdeparture flight paths being implemented so as to keep the aircraft within 0.5 nautical miles of the approvedtakeoff pathway, so that 60% of the planes during this time period, taking off from this runway location,applied engine power and climbed into the sky while the plane was located at least 0.5 nautical miles ormore away from the approved pathway; and

WHEREAS, Above and beyond runway departure point 22L, other O'Hare International Airportrunway departure points also showed significant patterns of partial compliance and non-compliance withFly Quiet takeoff flight path guidelines in the fourth quarter of 2014; and

WHEREAS, Overall monitoring by the O'Hare Noise Compatibility Commission and others indicatedthat, in 2015, Fly Quiet voluntary guidelines were being adhered to in only 30% of total flights duringnighttime hours; and

WHEREAS, These examples of partial compliance and noncompliance impose substantial financialand quality-of-life burdens upon the neighbors of O'Hare International Airport, including individuals andbusinesses that understand the importance of the airport and want to be good neighbors; and

WHEREAS, The airlines that operate at Chicago O'Hare International Airport also have many otherinterrelationships with the City of Chicago, the Federal Aviation Administration within the United StatesDepartment of Transportation, and many other entities; and

WHEREAS, These airlines include the use of a specified number of departure gates and relatedsupport facilities; access to these departure gates and these support facilities are essential assets for doingpassenger and cargo business at O'Hare International Airport; access to support facilities is an essentialasset for doing non-passenger cargo business at the same airport; and

WHEREAS, Whenever an airline changes hands, and under a wide variety of other circumstances,access to major airport departure gates and support facilities is closely examined by the owner of theairport, the United States Department of Transportation, and many other stakeholders in the United Statesairline industry; and

WHEREAS, The O'Hare International Airport Fly Quiet Program should be elevated to the rank of anindependent, autonomous stakeholder in any future decisions made by O'Hare International Airport and itspartners that will affect future allocations of airport departure gates and support facilities; therefore, be it

RESOLVED, That we urge the Aviation Department of the City of Chicago to select a trusted thirdparty that represents the interests of O'Hare International Airport's noise neighbors and to share theinformation enumerated in this resolution with this third party; such information-sharing should be carriedout in a manner that does not violate the intellectual properties and executive status of secure informationcontrolled by any significant stakeholders at the airport; and be it further

RESOLVED, That, as a part of this information sharing, we urge the Aviation Department and thetrusted third party to collaborate to develop a rank-ordered chart of each airline firm's compliance with theguidelines contained in the O'Hare International Airport Fly Quiet Program; the chart should be publicinformation and should be revised and republished not less than every 3 months on the same basis as thereports currently submitted by the Fly Quiet Program to the public; and be it further

(a) No moneys, including bond proceeds, derived from taxes, fees, excises, or licenses relating tolicensing, carrying, or possession of firearms or firearm ammunition or related to the use of firearms orfirearm ammunition shall be expended for purposes other than as provided in subsections (b) and (c).

(b) Funds described in subsection (a) may be expended for the following: the costs of administeringand enforcing laws related to firearms and firearm ammunition; and, with respect to local governments,other firearm and firearm ammunition regulation purposes as authorized by law.

(c) The costs of administering laws related to firearms and firearm ammunition shall be limited todirect program expenses related to the following: the enforcement of firearm and firearm ammunitionregulation laws; the safety of persons from unlawful use of firearms or firearm ammunition; or theregulation of the carrying of firearms.

The limitations to the costs of administering laws related to firearms and firearm ammunition underthis subsection (c) shall also include direct program expenses related to workers' compensation claims fordeath or injury of employees enforcing firearm and firearm ammunition laws and investigations forimproving the safety of the employees enforcing those laws.

(d) None of the revenues described in subsection (a) of this Section shall, by transfer, offset, orotherwise, be diverted to any purpose other than those described in subsections (b) and (c) of this Section.

(e) Investment income that is attributable to the investment of moneys in funds used for the regulationof firearms and firearm ammunition shall be retained in those funds for the uses specified in subsection (b).

(a) One Senator shall be elected from each Legislative District. Immediately following each decennialredistricting, the General Assembly by law shall divide the Legislative Districts as equally as possible intothree groups. Senators from one group shall be elected for terms of four years, four years and two years;Senators from the second group, for terms of four years, two years and four years; and Senators from thethird group, for terms of two years, four years and four years. The Legislative Districts in each group shallbe distributed substantially equally over the State.

(b) Each Legislative District shall be divided into two Representative Districts. In 1982 and every twoyears thereafter one Representative shall be elected from each Representative District for a term of twoyears.

(c) To be eligible to serve as a member of the General Assembly, a person must be a United Statescitizen, at least 21 years old, and for the two years preceding his election or appointment a resident of thedistrict which he is to represent. In the general election following a redistricting, a candidate for the GeneralAssembly may be elected from any district which contains a part of the district in which he resided at the

(d) Within thirty days after a vacancy occurs, it shall be filled by appointment as provided by law. Ifthe vacancy is in a Senatorial office with more than twenty-eight months remaining in the term, theappointed Senator shall serve until the next general election, at which time a Senator shall be elected toserve for the remainder of the term. If the vacancy is in a Representative office or in any other Senatorialoffice, the appointment shall be for the remainder of the term. An appointee to fill a vacancy shall be amember of the same political party as the person he succeeds.

(e) No member of the General Assembly shall receive compensation as a public officer or employeefrom any other governmental entity for time during which he is in attendance as a member of the GeneralAssembly.

No member of the General Assembly during the term for which he was elected or appointed shall beappointed to a public office which shall have been created or the compensation for which shall have beenincreased by the General Assembly during that term.(Source: Amendment adopted at general election November 4, 1980.)

(ILCON Art. IV, Sec. 3)SECTION 3. LEGISLATIVE REDISTRICTING

(a) As used in this Section:"Coalition districts" means districts in which more than one group of racial minorities or language

minorities may form a coalition to elect the candidate of the coalition's choice."Consumer price index-u" means the index published by the Bureau of Labor Statistics of the United

States Department of Labor or a successor agency that measures the average change in prices of goods andservices purchased by all urban consumers, United States city average, all items, 1982-84=100.

"Crossover districts" means districts in which a racial minority or language minority constitutes lessthan a majority of the voting-age population, but where this minority, at least potentially, is large enough toelect the candidate of its choice with help from voters who are members of the majority who cross over tosupport the minority's preferred candidate.

"Influence districts" means districts in which a racial minority or language minority can influence theoutcome of an election even if its preferred candidate cannot be elected.

"Racial minorities or language minorities", in either the singular or the plural, means the same class ofvoters who are members of a race, color, or language minority group receiving protection under the federalVoting Rights Act.

(b) Each Legislative District, Representative District, and Congressional District shall, in the followingorder of priority:

(1) fully comply with the United States Constitution and federal laws, such as the federal VotingRights Act;

(2) be substantially equal in population;(3) provide racial minorities and language minorities with the equal opportunity to participate in

the political process and elect candidates of their choice;(4) provide racial minorities and language minorities who constitute less than a voting-age

majority of a Legislative District, Representative District, or Congressional District with anopportunity to substantially influence the outcome of an election through the creation of crossoverdistricts, coalition districts, or influence districts;

(5) be contiguous;(6) be compact;(7) respect, to the extent practical, geographic integrity of units of local government;(8) respect, to the extent practical, communities sharing common social or economic interests; and(9) not discriminate against or in favor of any political party or individual.

(c) No later than March 1 of the year that follows the federal decennial census, the Chief Justice andthe most senior Supreme Court Justice who is not elected from the same political party as the Chief Justiceshall select 17 commissioners to form an Independent Redistricting Commission. The commissioners shallreflect the ethnic, gender, and racial demographics of Illinois to reflect the demographic data provided bythe decennial census, each commissioner shall be a voter who has been continuously affiliated in Illinoiswith the same political party or unaffiliated with a political party and who has not changed political party

affiliation for 5 or more years immediately preceding the date of his or her appointment. Fourteen of thecommissioners shall represent, in equal number, the two political parties whose gubernatorial candidatesreceived the greatest number of votes in the last gubernatorial election and 3 of the commissioners mustrepresent neither of those parties. No more than one commissioner shall be from the same CongressionalDistrict. If the total number of Congressional Districts equal less than 17, then at-large commissioners willbe appointed to fill vacancies, and no more than 2 commissioners shall be from the same CongressionalDistrict. The 2 Justices responsible for selecting the 17 commissioners shall consider party identificationand all campaign contributions in determining a potential commissioner's eligibility.

(d) A person is ineligible to serve on the Commission if within the previous 5 calendar years theperson or his or her spouse or immediate family member, including his or her parents, children,step-children, or siblings, is or has been:

(1) appointed or elected to a position with the State, federal, or local government;(2) a candidate for State, federal or local office;(3) a paid consultant or employee of a State, federal, or local elected official or political

candidate, of a federal, State, or local political candidate's campaign, or of a political action committeeor any other electioneering entity;

(4) a State, federal, or local lobbyist as defined by law;(5) an individual with an ownership interest in an entity with a State, federal, or local government

contract; or(6) appointed or elected to serve a State, federal, or local political party.

(e) A commissioner is ineligible for a period of 10 years to serve in the General Assembly or to beappointed to a position subject to Senate confirmation.

(f) Commissioners must file financial disclosure statements and abide by any ethics requirementsestablished by law.

(g) Each prospective applicant for commissioner shall attest under oath that they meet thequalifications set forth in this Section, and attest either that they affiliate with one of the 2 political partieswhose gubernatorial candidates received the 2 greatest number of votes in the last gubernatorial election,and if so, identify the party with which they affiliate, or that they do not affiliate with either of the majorparties.

(h) Any vacancy, whether created by removal, resignation, death, or absence, in the 17 commissionpositions shall be filled within the 30 days after the vacancy occurs, from the pool of applicants of the samepolitical party as the vacating nominee that was remaining as of the end of the commissioner selectionprocess. If none of those remaining applicants are available for service, the Chief Justice of the SupremeCourt and the most senior Supreme Court Judge of a different political party shall fill the vacancy from anew application pool created to maintain the partisan balance of the commission and to the extent possible,to keep the geographic and racial demographics of the commission the same as it was prior to the vacancy.

(i) The Commission shall act in public meetings by the affirmative vote of 11 commissioners. TheCommission shall elect its chairperson and vice chairperson, who shall not be affiliated with the samepolitical party. Each meeting of the Commission shall be open to the public and there must be public noticeat least 7 days before a meeting. All records of the Commission, including all communications to or fromthe Commission regarding the work of the Commission, shall be available for public inspection. TheCommission shall adopt rules governing its procedures. The Commission shall be considered a public bodysubject to the Freedom of Information Act or a successor Act and the Open Meetings Act or a successorAct.

(j) In each year in which the federal decennial census is taken but in which the United States Bureau ofthe Census allocates incarcerated persons as residents of correctional facilities, the Secretary of State shallrequest that each agency that operates a federal correctional facility in this State that incarcerates personsconvicted of a criminal offense to provide the Secretary of State with a report that includes the last knownplace of residence prior to incarceration of each inmate, except an inmate whose last known place ofresidence is outside of Illinois. The Secretary of State shall deliver such report to the Commission byDecember 30 of that same year. For purposes of reapportionment and redistricting, the Commission shallcount each incarcerated person as residing at his or her last known place of residence, rather than at theinstitution of his or her incarceration.

(k) The Commission shall hold at least 20 public hearings throughout the State before adopting aredistricting plan, with a majority occurring before the Commission releases any proposed redistricting plan

and at least 10 public hearings must occur throughout the State after the release of any proposedredistricting plan.

The Commission must provide a meaningful opportunity for racial minorities and language minoritiesto participate in the public hearings, including, but not limited to, issuing notices in multiple languages andensuring that translation services are available at all hearings at the Commission's expense or throughpartnership with outside organizations. These public hearings must be open to all members of the public andmust be planned to encourage attendance and participation across the State, including the use of technologythat allows for real-time, virtual participation and feedback during the hearings. When releasing a proposedredistricting plan, the Commission must also release population data, geographic data, election data, andany other data used to create the plan, when the Commission receives this information. The Commissionmust also provide terminals for members of the public to access the data and associated software. Duringthe map drawing process, any member of the public may submit maps for consideration to the Commission.The Commission must consider public input and respond to it. Those submissions are public records thatare open to comment.

The Commission may not adopt a redistricting plan until the Commission adopts and publishes a reportexplaining the plan's compliance with the United States Constitution and Illinois Constitution. Before theadoption of a redistricting plan, the Commission shall release to the public the final plan and its associatedcompliance report. The meeting to vote on adoption of a redistricting plan shall occur no sooner than 30days after the release of the final plan and its associated compliance report. All proposed and adopted mapsand any data used to develop these maps are public records. The Commission shall maintain a website orother similar electronic platform to disseminate information about the Commission, including records of itsmeetings and hearings, proposed redistricting plans, assessments and reports on plans, and to allow thepublic to view its meetings and hearings in both live and archived form. The website or electronic platformmust allow the public to submit redistricting plans and comments on redistricting plans to the Commissionfor its consideration.

(l) The Commission shall adopt and file with the Secretary of State a redistricting plan for theLegislative Districts, Representative Districts, and Congressional Districts by September 1 of the yearfollowing the federal decennial census. The Commission may adopt separate redistricting plans for theLegislative Districts, the Representative Districts, and the Congressional Districts.

(m) Members of the Commission shall be compensated at the rate of $37.50 for each hour the memberis engaged in Commission business. For each succeeding Commission, the rate of compensation shall beadjusted in each year of the federal decennial census by the cumulative change in inflation based on theconsumer price index-u or a successor metric. Members of the Commission are eligible for reimbursementof personal expenses incurred in connection with the duties performed pursuant to this Section. A member'sresidence is deemed to be the member's post of duty for purposes of reimbursement of expenses.

(n) Within the first 30 days after the selection of the Independent Redistricting Commission, theGovernor shall include in the budget submitted under Section 2 of Article VIII to the General Assemblyamounts of funding for the Commission and the Secretary of State that are sufficient to meet the estimatedexpenses of each of those officers or entities in implementing the redistricting process required by thisSection for a 3-year period, including, but not limited to, adequate funding for a statewide outreach programto solicit broad public participation in the redistricting process. The Governor shall also make adequateoffice space available for the operation of the Commission. The General Assembly shall make the necessaryappropriation in a Budget Implementation Act, and the appropriation shall be available during the entire3-year period. The appropriation made shall be equal to the greater of $3,000,000 or the amount expendedin accordance with this subsection (n) in the immediately preceding redistricting process, as each amount isadjusted by the cumulative change in inflation based on the consumer price index-u or a successor metric,since the date of the immediately preceding appropriation made in accordance with this subsection (n). TheGeneral Assembly may make additional appropriations in any year that it determines that the Commissionrequires additional funding in order to fulfill its duties. The Commission, with fiscal oversight from theComptroller or its successor, shall have procurement and contracting authority and may hire staff andconsultants, for the purposes of this Section, including legal representation.

(o) A redistricting plan filed with the Secretary of State shall be presumed valid and shall be publishedpromptly by the Secretary of State.

(p) The Supreme Court shall have original and exclusive jurisdiction over actions concerning theredistricting of the Congressional, Legislative, and Representative Districts, which shall be initiated in the

name of the People of the State by the Attorney General. Each person who resides or is domiciled in theState, or whose executive office or principal place of business is located in the State, may bring an action ina court of competent jurisdiction to obtain any of the relief available.

Not later than August 10, the Commission shall file with the Secretary of State a redistricting planapproved by at least five members.

If the Commission fails to file an approved redistricting plan, the Supreme Court shall submit thenames of two persons, not of the same political party, to the Secretary of State not later than September 1.
