RELATING TO THE FUNDING OF, THE OPERATION OF, AND APPROPRIATION
OF MONEYS TO THE COLLEGE STUDENT AID COMMISSION, THE
DEPARTMENT FOR THE BLIND, THE DEPARTMENT OF EDUCATION,
AND THE STATE BOARD OF REGENTS, AND PROVIDING FOR RELATED
MATTERS.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:6
DIVISION I1
FY 2017-2018 APPROPRIATIONS2
DEPARTMENT FOR THE BLIND3
Section 1. ADMINISTRATION. There is appropriated from4
the general fund of the state to the department for the blind5
for the fiscal year beginning July 1, 2017, and ending June6
30, 2018, the following amounts, or so much thereof as is7
necessary, to be used for the purposes designated:8

c. A person who received an all Iowa opportunity foster35
care grant under section 261.6 during the fiscal year ending1
June 30, 2017, is exempt from the provision requiring that2
enrollment begin within two years of graduation or receipt of3
a high school equivalency diploma pursuant to section 261.87,4

Sec. 3. CHIROPRACTIC LOAN FUNDS. Notwithstanding section18
261.72, the moneys deposited in the chiropractic loan revolving19
fund created pursuant to section 261.72, for the fiscal year20
beginning July 1, 2017, and ending June 30, 2018, may be used21
for purposes of the chiropractic loan forgiveness program22
established in section 261.73.23
Sec. 4. WORK-STUDY APPROPRIATION. Notwithstanding section24
261.85, for the fiscal year beginning July 1, 2017, and ending25
June 30, 2018, the amount appropriated from the general fund26
of the state to the college student aid commission for the27
work-study program under section 261.85 shall be zero.28
DEPARTMENT OF EDUCATION29
Sec. 5. There is appropriated from the general fund of30
the state to the department of education for the fiscal year31
beginning July 1, 2017, and ending June 30, 2018, the following32
amounts, or so much thereof as is necessary, to be used for the33
purposes designated:34

shall be disbursed according to federal regulations, including33
salaries, support, maintenance, and miscellaneous purposes, and34

8. EARLY CHILDHOOD IOWA FUND —— GENERAL AID3
For deposit in the school ready children grants account of4
the early childhood Iowa fund created in section 256I.11:5

a. From the moneys deposited in the school ready children7
grants account for the fiscal year beginning July 1, 2017, and8
ending June 30, 2018, not more than $265,950 is allocated for9
the early childhood Iowa office and other technical assistance10
activities. Moneys allocated under this lettered paragraph11
may be used by the early childhood Iowa state board for the12
purpose of skills development and support for ongoing training13
of staff. However, except as otherwise provided in this14
subsection, moneys shall not be used for additional staff or15
for the reimbursement of staff.16

b. Of the amount appropriated in this subsection for17
deposit in the school ready children grants account of the18
early childhood Iowa fund, $2,318,018 shall be used for efforts19
to improve the quality of early care, health, and education20
programs. Moneys allocated pursuant to this paragraph may be21
used for additional staff and for the reimbursement of staff.22
The early childhood Iowa state board may reserve a portion23
of the allocation, not to exceed $88,650, for the technical24
assistance expenses of the early childhood Iowa state office,25
including the reimbursement of staff, and shall distribute26
the remainder to early childhood Iowa areas for local quality27
improvement efforts through a methodology identified by the28
early childhood Iowa state board to make the most productive29
use of the funding, which may include use of the distribution30
formula, grants, or other means.31
c. Of the amount appropriated in this subsection for32
deposit in the school ready children grants account of33
the early childhood Iowa fund, $825,030 shall be used for34
support of professional development and training activities35
for persons working in early care, health, and education by1
the early childhood Iowa state board in collaboration with2
the professional development component groups maintained by3
the early childhood Iowa stakeholders alliance pursuant to4
section 256I.12, subsection 7, paragraph “b”, and the early5
childhood Iowa area boards. Expenditures shall be limited to6
professional development and training activities agreed upon by7
the parties participating in the collaboration.8
9. BIRTH TO AGE THREE SERVICES9
a. For expansion of the federal Individuals with10
Disabilities Education Improvement Act of 2004, Pub. L. No.11
108-446, as amended to January 1, 2017, birth through age three12
services due to increased numbers of children qualifying for13
those services:14

$383,769 shall be allocated to the child health specialty17
clinics administered by the state university of Iowa in order18
to provide additional support for infants and toddlers who are19
born prematurely, drug-exposed, or medically fragile.20

10. EARLY HEAD START PROJECTS21
a. For early head start projects:22

b. The moneys appropriated in this subsection shall be24
used for implementation and expansion of early head start25
pilot projects addressing the comprehensive cognitive, social,26
emotional, and developmental needs of children from birth to27
age three, including prenatal support for qualified families.28
The projects shall promote healthy prenatal outcomes and29
healthy family functioning, and strengthen the development of30
infants and toddlers in low-income families. Priority shall be31
given to those organizations that have previously qualified for32
and received state funding to administer an early head start33
project.34
11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS35
a. To provide moneys for costs of providing textbooks1
to each resident pupil who attends a nonpublic school as2
authorized by section 301.1:3

The department shall administer and distribute to school11
districts and accredited nonpublic schools the early warning12
assessment system that allows teachers to screen and monitor13
student literacy skills from prekindergarten through grade14
six. The department may charge school districts and accredited15
nonpublic schools a fee for the system not to exceed the actual16
costs to purchase a statewide license for the early warning17
assessment minus the moneys received by the department under18
this subsection. The fee shall be determined by dividing the19
actual remaining costs to purchase the statewide license for20
the school year by the number of pupils assessed under the21
system in the current fiscal year. School districts may use22
moneys received pursuant to section 257.10, subsection 11, and23
moneys received for purposes of implementing section 279.68,24
subsection 2, to pay the early warning assessment system fee.25
18. IOWA READING RESEARCH CENTER26
a. For purposes of the Iowa reading research center in27
order to implement, in collaboration with the area education28

Sec. 6. LIMITATION OF STANDING APPROPRIATIONS FOR AT-RISK14
CHILDREN. Notwithstanding the standing appropriation in15
section 279.51 for the fiscal year beginning July 1, 2017, and16
ending June 30, 2018, the amount appropriated from the general17
fund of the state to the department of education for programs18
for at-risk children under section 279.51 shall be not more19
than $10,730,000. The amount of any reduction in this section20
shall be prorated among the programs specified in section21
279.51, subsection 1, paragraphs “a”, “b”, and “c”.22

Sec. 7. There is appropriated from the general fund of24

(3) From the moneys appropriated in this lettered13
paragraph, not less than $500,000 shall be used to provide14
technology education opportunities to high school,15
career academy, and community college students through a16
public-private partnership, as well as opportunities for17

students and faculties at these institutions to secure18
broad-based information technology certification. The19
partnership shall provide all of the following:20
(a) A research-based curriculum.21
(b) Online access to the curriculum.22
(c) Instructional software for classroom and student use.23
(d) Certification of skills and competencies in a broad base24
of information technology-related skill areas.25
(e) Professional development for teachers.26
(f) Deployment and program support, including but not27
limited to integration with current curriculum standards.28
(4) Notwithstanding section 8.33, of the moneys29
appropriated in this paragraph “c” that remain unencumbered30
or unobligated at the close of the fiscal year, an amount31
equivalent to not more than 5 percent of the amount32
appropriated in this paragraph “c” shall not revert but shall33
remain available for expenditure for summer programs for34
students until the close of the succeeding fiscal year.35

amount that will cause the state board to recover the cost of23
the projects within an average of six years.24
Sec. 9. PRESCRIPTION DRUG COSTS. Notwithstanding section25
270.7, the department of administrative services shall pay26
the state school for the deaf and the Iowa braille and sight27
saving school the moneys collected from the counties during the28
fiscal year beginning July 1, 2017, for expenses relating to29
prescription drug costs for students attending the state school30
for the deaf and the Iowa braille and sight saving school.31
Sec. 10. Section 256.9, subsection 59, Code 2017, is amended32
by striking the subsection.33
Sec. 11. Section 261.1, subsection 2, paragraphs a and d,34
Code 2017, are amended to read as follows:35
a. A member of the state board of regents to be named by the1
board, or the executive director of the board if so appointed2
by the board, who shall serve for a four-year term or until the3
expiration of the member’s term of office. Such member shall4
convene the organizational meeting of the commission.5
d. Eight Nine additional members to be appointed by the6
governor. as follows:7
(1) One of the members member shall be selected to represent8
private colleges and universities located in the state of Iowa.9
When appointing this member, the governor shall give careful10
consideration to any person or persons nominated or recommended11
by any organization or association of some or all private12
colleges and universities located in the state of Iowa.13
(2) One of the members member shall be selected to represent14
Iowa’s community colleges located in the state of Iowa.15
When appointing this member, the governor shall give careful16
consideration to any person or persons nominated or recommended17
by any organization or association of Iowa community colleges.18
(3) One member shall be enrolled as a student at a an19
institution of higher learning governed by the board of regents20
institution, a community college, or an accredited private21
institution.22
(4) One member shall be a representative of a lending23
institution located in this state. One member shall be24
an individual who is repaying or has repaid a student loan25

guaranteed by the commission parent of a student enrolled26
at an institution of higher learning governed by the board27
of regents, a community college, or an accredited private28
institution.29
(5) One member shall represent practitioners licensed30
under chapter 272. When appointing this member, the governor31
shall give careful consideration to any person nominated by32
an Iowa teacher association or other education stakeholder33
organization.34
(6) The other three Four members shall represent the35
general public, none of whom shall be official officers, board1
members, or trustees of an institution of higher learning or2
of an association of institutions of higher learning, shall be3
selected to represent the general public.4
Sec. 12. Section 261.1, subsection 3, Code 2017, is amended5
to read as follows:6
3. The members of the commission appointed by the governor7
shall serve for a term of four years. The voting members of8
the commission shall elect a chairperson and vice chairperson.9
Meetings may be called by the chairperson or a majority of the10
voting members.11
Sec. 13. Section 261.1, subsection 4, paragraph b, Code12
2017, is amended to read as follows:13
b. A vacancy shall exist on the commission when a14
legislative member of the commission ceases to be a member of15
the general assembly, when a parent member no longer has a16
child enrolled in postsecondary education, or when a student17
member ceases to be enrolled as a student. Such vacancy shall18
be filled within thirty days.19
Sec. 14. Section 261.2, subsections 6 and 8, Code 2017, are20
amended to read as follows:21
6. Develop and implement, in cooperation with the22
department of human services and the judicial branch, a program23
to assist juveniles who are sixteen years of age or older and24
who have a case permanency plan under chapter 232 or 237 or are25
otherwise under the jurisdiction of chapter 232 in applying26
for federal and state aid available for higher education.27
The commission shall also develop and implement the all Iowa28
opportunity foster care grant program in accordance with29
House File 642, p. 18
section 261.6.30
8. Submit by January 15 annually a report to the general31
assembly which provides, by program, the number of individuals32
who received loan forgiveness or loan repayment in the previous33
fiscal year, the amount amounts paid to or on behalf of34
individuals under sections 261.73, 261.112, and 261.116, and35
the institutions from which individuals graduated, and that1
includes any proposed statutory changes and the commission’s2
findings and recommendations.3
Sec. 15. Section 261.9, Code 2017, is amended by adding the4
following new subsection:5
NEW SUBSECTION. 2A. “Eligible institution” means an6
institution of higher learning located in Iowa which is7
operated privately and not controlled or administered by any8
state agency or any subdivision of the state, which is not9
exempt from taxation under section 501(c)(3) of the Internal10
Revenue Code, and which meets all of the criteria in subsection11
1, paragraphs “d” through “i”, and the criteria in paragraphs12
“a” or “b” as follows:13
a. Is accredited by the higher learning commission and14
which, effective January 8, 2010, purchased an accredited15
private institution that was exempt from taxation under section16
501(c) of the Internal Revenue Code, or whose students were17
eligible to receive tuition grants in the fiscal year beginning18
July 1, 2003. The eligible institution shall annually provide19
a matching aggregate amount of institutional financial aid20
which shall increase by the percentage of increase each21
fiscal year of funds appropriated for Iowa tuition grants22
under section 261.25, subsection 2, to a maximum match of one23
hundred percent as initiated under section 261.9, subsection 1,24
paragraph “b”, Code 2005.25
b. Is a barber school licensed under section 158.7 or26
a school of cosmetology arts and sciences licensed under27
chapter 157 and is accredited by a national accrediting agency28
recognized by the United States department of education. For29
the fiscal year beginning July 1, 2017, an eligible institution30
under this paragraph shall provide a matching aggregate amount31
of institutional financial aid equal to at least seventy-five32
percent of the amount received by the institution’s students33

for Iowa tuition grant assistance under section 261.16A.34
For the fiscal year beginning July 1, 2018, the institution35
shall provide a matching aggregate amount of institutional1
financial aid equal to at least eighty-five percent of the2
amount received in that fiscal year. Commencing with the3
fiscal year beginning July 1, 2019, and each succeeding fiscal4
year, the matching aggregate amount of institutional financial5
aid shall be at least equal to the match provided by eligible6
institutions under section 261.16A, subsection 2.7
Sec. 16. Section 261.12, subsection 1, paragraph b, Code8
2017, is amended to read as follows:9
b. For the fiscal year beginning July 1, 2015 2017, and for10
each succeeding fiscal year, six thousand dollars an amount11
equivalent to the average resident tuition and mandatory fees12
for two semesters or the equivalent of undergraduate study at13
the institutions of higher learning governed by the state board14
of regents.15
Sec. 17. NEW SECTION. 261.16A Iowa tuition grants ——16
for-profit institutions.17
1. Students qualified. A tuition grant from moneys18
appropriated under section 261.25, subsection 2, may be awarded19
to a resident of Iowa who is admitted and in attendance as20
a full-time or part-time resident student at an eligible21
institution and who establishes financial need.22
2. Extent of grant.23
a. A qualified full-time resident student enrolled in an24
eligible institution that meets the criteria of section 261.9,25
subsection 2A, paragraph “a”, may receive tuition grants for26
not more than eight semesters of undergraduate study or the27
equivalent; a qualified part-time resident student enrolled28
in the eligible institution may receive tuition grants for29
not more than sixteen semesters of undergraduate study or the30
equivalent.31
b. A qualified full-time resident student enrolled in an32
eligible institution that meets the criteria of section 261.9,33
subsection 2A, paragraph “b”, may receive tuition grants for not34
more than four semesters or the equivalent of two full years35
of study. However, if a student resumes study after at least1
a two-year absence, the student may again be eligible for the2

specified amount of time, except that the student shall not3
receive assistance for courses for which credit was previously4
received.5
3. Amount of grant.6
a. The amount of a tuition grant to a qualified full-time7
student for the fall and spring semesters, or the equivalent,8
shall be the amount of the student’s financial need for that9
period. However, a tuition grant shall not exceed six thousand10
dollars.11
b. The amount of a tuition grant to a qualified full-time12
student for the summer semester or equivalent shall be one-half13
the amount of the tuition grant the student receives under14
paragraph “a”.15
c. The amount of a tuition grant to a qualified part-time16
student enrolled in a course of study including at least three17
semester hours but fewer than twelve semester hours for the18
fall, spring, and summer semesters, or the equivalent, shall be19
equal to the amount of a tuition grant that would be paid to a20
full-time student times a number which represents the number21
of hours in which the part-time student is actually enrolled22
divided by twelve semester hours, or the equivalent.23
d. If a qualified student receives financial aid under any24
other program, the full amount of such financial aid shall be25
considered part of the student’s financial resources available26
in determining the amount of the student’s financial need27
for that period. In no case may the state’s total financial28
contribution to the student’s education, including financial29
aid under any other state or federal program, exceed the30
tuition and mandatory fees at the eligible institution the31
student attends.32
4. Grant payments —— attendance discontinued.33
a. Payments under the tuition grant shall be allocated34
equally among the semesters or the equivalent and shall be35
paid at the beginning of each semester or equivalent upon1
certification by the eligible institution that the student is2
admitted and in full-time or part-time attendance in a course3
of study.4
b. If the student discontinues attendance before the end of5
any semester, or the equivalent, after receiving payment under6

the grant, the entire amount of any refund due that student,7
up to the amount of any payments made under the annual grant,8
shall be paid by the eligible institution to the state.9
5. Commission responsibilities. The commission’s10
responsibilities for administering tuition grants under this11
section shall be the same as provided under section 261.15.12
The commission may require an eligible institution to promptly13
furnish any information which the commission may request in14
connection with the tuition grant program.15
6. Grant applications. Each applicant for a tuition grant16
under this section shall meet the requirements of section17
261.16.18
7. Reports to commission. An eligible institution shall19
file annual reports with the commission, as required by the20
commission and under section 261.9, prior to receipt of tuition21
grant moneys under this chapter.22
Sec. 18. Section 261.25, subsections 1, 2, and 3, Code 2017,23
are amended to read as follows:24
1. There is appropriated from the general fund of the state25
to the commission for each fiscal year the sum of forty-five26
forty-six million five six hundred thirteen thirty thousand27
four nine hundred forty-eight fifty-one dollars for tuition28
grants to qualified students who are enrolled in accredited29
private institutions.30
2. There is appropriated from the general fund of the31
state to the commission for each fiscal year the sum of two32
one million five hundred thousand dollars for tuition grants33
for qualified students attending for-profit accredited private34
who are enrolled in eligible institutions located in Iowa.35
A for-profit institution which, effective March 9, 2005, or1
effective January 8, 2010, purchased an accredited private2
institution that was exempt from taxation under section 501(c)3
of the Internal Revenue Code, shall be an eligible institution4
under the tuition grant program. For purposes of the tuition5
grant program, “for-profit accredited private institution” means6
an accredited private institution which is not exempt from7
taxation under section 501(c)(3) of the Internal Revenue Code8
but which otherwise meets the requirements of section 261.9,9
subsection 1, paragraph “b”, and whose students were eligible10

to receive tuition grants in the fiscal year beginning July 1,11
2003.12
3. There is appropriated from the general fund of the13
state to the commission for each fiscal year the sum of two14
one million two seven hundred fifty thousand one hundred15
eighty-five dollars for vocational-technical tuition grants.16
Sec. 19. Section 261.25, subsection 5, Code 2017, is amended17
by striking the subsection.18
Sec. 20. Section 261.87, subsection 1, Code 2017, is amended19
by adding the following new paragraph:20
NEW PARAGRAPH. 0b. “Eligible foster care student” means21
a person who has a high school diploma or a high school22
equivalency diploma under chapter 259A and is described by any23
of the following:24
(1) Is age seventeen and is in a court-ordered placement25
under chapter 232 under the care and custody of the department26
of human services or juvenile court services.27
(2) Is age seventeen and has been placed in a state juvenile28
institution pursuant to a court order entered under chapter 23229
under the care and custody of the department of human services.30
(3) Is age eighteen through twenty-three and is described31
by any of the following:32
(a) On the date the person reached age eighteen or during33
the thirty calendar days preceding or succeeding that date,34
the person was in a licensed foster care placement pursuant35
to a court order entered under chapter 232 under the care and1
custody of the department of human services or juvenile court2
services.3
(b) On the date the person reached age eighteen or during4
the thirty calendar days preceding or succeeding that date, the5
person was under a court order under chapter 232 to live with a6
relative or other suitable person.7
(c) The person was in a licensed foster care placement8
pursuant to an order entered under chapter 232 prior to being9
legally adopted after reaching age sixteen.10
(d) On the date the person reached age eighteen or during11
the thirty calendar days preceding or succeeding that date,12
the person was placed in a state juvenile institution pursuant13
to a court order entered under chapter 232 under the care and14

custody of the department of human services.15
Sec. 21. Section 261.87, subsection 2, paragraph b, Code16
2017, is amended by striking the paragraph.17
Sec. 22. Section 261.87, subsection 2, paragraph g, Code18
2017, is amended to read as follows:19
g. Begins enrollment at an eligible institution within20
two academic years of graduation from high school or receipt21
of a high school equivalency diploma under chapter 259A and22
continuously receives awards as a full-time or part-time23
student to maintain eligibility. However, the student may24
defer participation in the program for up to two years in order25
to pursue obligations that meet conditions established by the26
commission by rule or to fulfill military obligations.27
Sec. 23. Section 261.87, Code 2017, is amended by adding the28
following new subsection:29
NEW SUBSECTION. 2A. Priority for scholarship30
awards. Priority for scholarships under this section shall be31
given to eligible foster care students who meet the eligibility32
criteria under subsection 2. Following distribution to33
students who meet the eligibility criteria under subsection 2,34
the commission may establish priority for awarding scholarships35
using any moneys that remain in the all Iowa opportunity1
scholarship fund.2
Sec. 24. Section 261.87, subsection 3, Code 2017, is amended3
to read as follows:4
3. Extent of scholarship. A qualified student at an5
eligible institution may receive scholarships for not more than6
the equivalent of two eight full-time academic years semesters7
of undergraduate study, excluding summer semesters. A8
qualified student attending part-time may receive scholarships9
for not more than the equivalent of sixteen part-time semesters10
of undergraduate study. Scholarships awarded pursuant to this11
section may, at the qualified student’s request, be disbursed12
over a single academic year or two academic years, and shall13
not exceed the least of the following amounts, as determined14
by the commission:15
a. The student’s financial need.16
b. The One-half of the average resident tuition rate and17
mandatory fees established for institutions of higher learning18

governed by the state board of regents for a scholarship19
disbursed over one academic year, or one-half of that amount20
for a scholarship disbursed over two academic years.21
c. The resident tuition and mandatory fees charged for the22
program of enrollment by the eligible institution at which the23
student is enrolled.24
Sec. 25. Section 271.2, Code 2017, is amended by striking25
the section and inserting in lieu thereof the following:26
271.2 Purposes.27
The Oakdale campus shall serve as an extension of the28
university of Iowa’s main campus in Iowa City. The Oakdale29
campus shall serve the university’s mission, including being30
the location for the state hygienic laboratory, the university31
of Iowa research park, and various other research and support32
facilities.33
Sec. 26. Section 272.28, subsection 1, unnumbered paragraph34
1, Code 2017, is amended to read as follows:35
Requirements for teacher licensure beyond an initial license1
shall include successful completion of a beginning teacher2
mentoring and induction program approved by the state board of3
education pursuant to section 284.5; or two years of successful4
teaching experience in a school district with an approved5
career paths, leadership roles, and compensation framework or6
approved comparable system as provided in section 284.15; or7
evidence of not less than three years of successful teaching8
experience at any of the following:9
Sec. 27. Section 279.68, subsection 1, paragraph a, Code10
2017, is amended to read as follows:11
a. A school district shall assess all students enrolled12
in kindergarten through grade three at the beginning of each13
school year for their level of reading or reading readiness14
on locally determined or statewide assessments, as provided15
in section 256.7, subsection 31. If a student is not reading16
proficiently and is persistently at risk in reading, based upon17
the assessments administered in accordance with this paragraph,18
the school district shall provide intensive reading instruction19
to the student. The student’s reading proficiency shall be20
periodically reassessed by locally determined or statewide21
assessments including periodic universal screening and annual22

standard-based assessments. The student shall continue to be23
provided with intensive reading instruction, at grade levels24
beyond grade three if necessary, until the student is reading25
at grade level, as determined by the student’s consistently26
proficient performance on valid and reliable measures of27
reading ability. For purposes of this section, “persistently at28
risk” means the student has not met the grade-level benchmark on29
two consecutive screening assessments administered under this30
paragraph.31
Sec. 28. Section 279.68, subsection 1, paragraph c, Code32
2017, is amended by striking the paragraph.33

2. Each school district and area education agency shall may11
provide a beginning teacher mentoring and induction program for12
all teachers who are beginning teachers, and notwithstanding13
section 284.4, subsection 1, a school district and an area14
education agency shall be eligible to receive moneys under15
section 284.13, subsection 1, paragraph “b”, for purposes16
of implementing a beginning teacher mentoring and induction17
program in accordance with this section.18
3. Each school district and area education agency that19
provides a beginning teacher mentoring and induction program20
under this chapter shall develop a plan for the program. A21
school district shall include its plan in the school district’s22
comprehensive school improvement plan submitted pursuant to23
section 256.7, subsection 21. The plan shall, at a minimum,24
provide for a two-year sequence of induction program content25
and activities to support the Iowa teaching standards and26

beginning teacher professional and personal needs; mentor27
training that includes, at a minimum, skills of classroom28
demonstration and coaching, and district expectations for29
beginning teacher competence on Iowa teaching standards;30
placement of mentors and beginning teachers; the process for31
dissolving mentor and beginning teacher partnerships; district32
organizational support for release time for mentors and33
beginning teachers to plan, provide demonstration of classroom34
practices, observe teaching, and provide feedback; structure35
for mentor selection and assignment of mentors to beginning1
teachers; a district facilitator; and program evaluation.2
Sec. 35. Section 284.6, subsection 8, Code 2017, is amended3
to read as follows:4
8. For each year in which a school district receives funds5
calculated and paid to school districts for professional6
development pursuant to section 257.10, subsection 10, or7
section 257.37A, subsection 2, the school district shall create8
quality professional development opportunities. Not less than9
thirty-six hours in the school calendar, held outside of the10
minimum school day, shall be set aside during nonpreparation11
time or designated professional development time to allow12
practitioners to collaborate with each other to deliver13
educational programs and assess student learning, or to engage14
in peer review pursuant to section 284.8, subsection 1. The15
funds may be used to implement the professional development16
provisions of the teacher career paths and leadership roles17
specified in section 284.15, including but not limited to18
providing professional development to teachers, including19
additional salaries for time beyond the normal negotiated20
agreement; activities and pay to support a beginning teacher21
mentoring and induction program that meets the requirements22
of section 284.5; pay for substitute teachers, professional23
development materials, speakers, and professional development24
content; and costs associated with implementing the individual25
professional development plans. The use of the funds shall26
be balanced between school district, attendance center,27
and individual professional development plans, making every28
reasonable effort to provide equal access to all teachers.29
Sec. 36. Section 284.13, subsection 1, paragraphs a, c, d,30

and f, Code 2017, are amended to read as follows:31
a. For the fiscal year beginning July 1, 2016 2017, and32
ending June 30, 2017 2018, to the department of education, the33
amount of eight hundred forty-six thousand two hundred fifty34
dollars for the issuance of national board certification awards35
in accordance with section 256.44. Of the amount allocated1
under this paragraph, not less than eighty-five thousand2
dollars shall be used to administer the ambassador to education3
position in accordance with section 256.45.4
c. For the fiscal year beginning July 1, 2016 2017, and5
ending June 30, 2017 2018, up to seven hundred eighty-six6
seventy-four thousand eight three hundred sixteen dollars to7
the department for purposes of implementing the professional8
development program requirements of section 284.6, assistance9
in developing model evidence for teacher quality committees10
established pursuant to section 284.4, subsection 1, paragraph11
“c”, and the evaluator training program in section 284.10.12
A portion of the funds allocated to the department for13
purposes of this paragraph may be used by the department for14
administrative purposes and for not more than four full-time15
equivalent positions.16
d. For the fiscal year beginning July 1, 2016 2017, and17
ending June 30, 2017 2018, an amount up to one million one18
hundred thirty-six twenty-three thousand four nine hundred ten19
dollars to the department for the establishment of teacher20
development academies in accordance with section 284.6,21
subsection 10. A portion of the funds allocated to the22
department for purposes of this paragraph may be used for23
administrative purposes.24
f. For the fiscal year beginning July 1, 2017 2018,25
and for each subsequent fiscal year, to the department of26
education, ten million dollars for purposes of implementing27
the supplemental assistance for high-need schools provisions28
of section 284.11. Annually, of the moneys allocated to29
the department for purposes of this paragraph, up to one30
hundred thousand dollars may be used by the department for31
administrative purposes and for not more than one full-time32
equivalent position.33
Sec. 37. Section 284.13, subsection 1, paragraph b, Code34

Sec. 38. Section 284.13, subsection 1, Code 2017, is amended1
by adding the following new paragraphs:2
NEW PARAGRAPH. 0f. For the fiscal year beginning July 1,3
2017, and ending June 30, 2018, to the department an amount up4
to twenty-five thousand dollars for purposes of the fine arts5
beginning teacher mentoring program established under section6
256.34.7
NEW PARAGRAPH. 00f. For the fiscal year beginning July 1,8
2017, and ending June 30, 2018, to the department an amount9
up to six hundred twenty-six thousand one hundred ninety-one10
dollars shall be used by the department for a delivery system,11
in collaboration with area education agencies, to assist in12
implementing the career paths and leadership roles considered13
pursuant to sections 284.15, 284.16, and 284.17, including but14
not limited to planning grants to school districts and area15
education agencies, technical assistance for the department,16
technical assistance for districts and area education agencies,17
training and staff development, and the contracting of external18
expertise and services. In using moneys allocated for purposes19
of this paragraph, the department shall give priority to school20
districts with certified enrollments of fewer than six hundred21
students. A portion of the moneys allocated annually to the22
department for purposes of this paragraph may be used by the23
department for administrative purposes and for not more than24
five full-time equivalent positions.25
Sec. 39. Section 284.15, subsection 2, paragraph a,26
subparagraph (1), Code 2017, is amended to read as follows:27
(1) The salary for an initial teacher who has successfully28
completed an approved practitioner preparation program as29
defined in section 272.1 or holds an initial or intern teacher30
license issued under chapter 272, and who participates in the31
beginning teacher mentoring and induction program as provided32
in this chapter, shall be at least thirty-three thousand five33
hundred dollars, which shall also constitute the minimum salary34
for an Iowa teacher.35
Sec. 40. Section 284.15, subsection 2, paragraph b,1
subparagraph (1), Code 2017, is amended by striking the2
subparagraph.3

The early childhood Iowa state board may reserve a portion17
of the allocation, not to exceed $44,325, for the technical18
assistance expenses of the early childhood Iowa state office,19
including the reimbursement of staff, and shall distribute20
the remainder to early childhood Iowa areas for local quality21
improvement efforts through a methodology identified by the22
early childhood Iowa state board to make the most productive23
use of the funding, which may include use of the distribution24
formula, grants, or other means.25
c. Of the amount appropriated in this subsection for26
deposit in the school ready children grants account of27
the early childhood Iowa fund, $412,515 shall be used for28
support of professional development and training activities29
for persons working in early care, health, and education by30
the early childhood Iowa state board in collaboration with31
the professional development component groups maintained by32
the early childhood Iowa stakeholders alliance pursuant to33
section 256I.12, subsection 7, paragraph “b”, and the early34

For purposes of the science, technology, engineering,10
and mathematics (STEM) collaborative initiative established11
pursuant to section 268.7, and for not more than the following12
full-time equivalent positions:13

(1) Except as otherwise provided in this lettered16
paragraph, the moneys appropriated in this lettered paragraph17
shall be expended for salaries, staffing, institutional18
support, activities directly related to recruitment of19
kindergarten through grade 12 mathematics and science teachers,20
and for ongoing mathematics and science programming for21
students enrolled in kindergarten through grade 12.22
(2) The university of northern Iowa shall work with the23
community colleges to develop STEM professional development24
programs for community college instructors and STEM curriculum25
development.26
(3) From the moneys appropriated in this lettered27
paragraph, not less than $250,000 shall be used to provide28
technology education opportunities to high school,29
career academy, and community college students through a30
public-private partnership, as well as opportunities for31
students and faculties at these institutions to secure32

broad-based information technology certification. The33
partnership shall provide all of the following:34
(a) A research-based curriculum.35
(b) Online access to the curriculum.1
(c) Instructional software for classroom and student use.2
(d) Certification of skills and competencies in a broad base3
of information technology-related skill areas.4
(e) Professional development for teachers.5
(f) Deployment and program support, including but not6
limited to integration with current curriculum standards.7
(4) Notwithstanding section 8.33, of the moneys8
appropriated in this paragraph “c” that remain unencumbered9
or unobligated at the close of the fiscal year, an amount10
equivalent to not more than 5 percent of the amount11
appropriated in this paragraph “c” shall not revert by shall12
remain available for expenditure for summer programs for13
students until the close of the succeeding fiscal year.14

Sec. 53. ENERGY COST-SAVINGS PROJECTS —— FINANCING. For32
the fiscal year beginning July 1, 2018, and ending June 30,33
2019, the state board of regents may use notes, bonds, or34
other evidences of indebtedness issued under section 262.48 to35
finance projects that will result in energy cost savings in an1

amount that will cause the state board to recover the cost of2
the projects within an average of six years.3
Sec. 54. PRESCRIPTION DRUG COSTS. Notwithstanding section4
270.7, the department of administrative services shall pay5
the state school for the deaf and the Iowa braille and sight6
saving school the moneys collected from the counties during the7
fiscal year beginning July 1, 2018, for expenses relating to8
prescription drug costs for students attending the state school9
for the deaf and the Iowa braille and sight saving school.10
DIVISION IV11
WORKFORCE TRAINING PROGRAMS —— APPROPRIATIONS FY 2018-201912
Sec. 55. There is appropriated from the Iowa skilled worker13
and job creation fund created in section 8.75 to the following14
departments, agencies, and institutions for the fiscal year15
beginning July 1, 2018, and ending June 30, 2019, the following16
amounts, or so much thereof as is necessary, to be used for the17
purposes designated:18
1. DEPARTMENT OF EDUCATION19
a. For deposit in the workforce training and economic20
development funds created pursuant to section 260C.18A:21

for administration of the workforce training and economic25

as a second language. The department shall establish an7
application process and criteria to award grants pursuant to8
this subparagraph to community colleges. The criteria shall be9
based on need for instruction in English as a second language10
in the region served by each community college as determined by11
factors including data from the latest federal decennial census12
and outreach efforts to determine regional needs.13
(4) From the moneys appropriated in this lettered paragraph14
“b”, $105,000 shall be transferred to the department of human15
services for purposes of administering a pilot project to16
provide access to international resources to Iowans and new17
Iowans to provide economic and leadership development resulting18
in Iowa being a more inclusive and welcoming place to live,19
work, and raise a family. The pilot project shall provide20
supplemental support services for international refugees to21
improve learning, English literacy, life skills, cultural22
competencies, and integration in a county with a population23
over 350,000 as determined by the 2010 federal decennial24
census. The department of human services shall utilize a25
request for proposals process to identify the entity best26
qualified to implement the pilot project.27
c. For accelerated career education program capital28
projects at community colleges that are authorized under29
chapter 260G and that meet the definition of the term “vertical30
infrastructure” in section 8.57, subsection 5, paragraph “c”:31
