    Cliftonwood resident James Smith has looked closely at the develop-ment plans for Canons Marsh which are already agreed and under con-struction. In a paper recently presented to the CHASE group he hasconcluded that the new development will have major implications for

    residents in Hotwells & Cliftonwood unless some kind of residentsparking scheme is introduced.

    Bristol City Councils policy is to discour-

    age car use in the City and hopes that

    Canons Marsh will become a car-free envi-

    ronment. The Canons Mash development

    is huge (see box) and the total number ofparking spaces allowed for is 600. Of these

    250 will be returned to Lloyds Bank

    (which has lost 500 because of the devel-

    opment). The net available spaces to ser-

    vice all this extra use is therefore 350

    spaces. James says whatever we and the

    Council may hope in relation to peoples willingness to use Park and Ride etc.,

    this development produces a probable car parking demand for 4-500 long term

    spaces and perhaps 3-4000 for Lloyds / new office commuters / shoppers / lei-

    sure users / hotel.. We know from our experience with City of Bristol College

    that if free parking is availablewithin walking distance it will be

    used. The experience of that will

    be seen to have been a very minor

    ripple in comparison to the tidal

    wave heading in our direction

    The last time a Controlled Parking

    Zone (CPZ) was suggested by the

    Council it met with some strong

    opposition in our area, partly be-

    cause of the cost of permits for residents and the unwelcome restrictions it

    would impose (where would visitors and business customers park, for example?).

    Now, if Jamess assertions are right, it seems we may have to reconsider some

    kind of permit scheme to avoid being overwhelmed by commuter parking.

    Birds heard (but not seen) in HotwellsOn a dark night we often hear the Whoo, Whoo of atawny owl hunting for rodents. Occasionally, a young owlloses its bearings and flies at a window, noticing it only at the lastmoment and hitting the glass with head up, tail down and wingsoutstretched, to leave a ghostly print on the glass. This print,60cm across was made by a young owl which survived the impact andflew off to continue its nocturnal hunting.

    Hope you all had a nice summer and en-

    joyed your holidays. The HCCA has beenas busy as ever and weve had a mix of

    challenges and successes over the last few

    months. In terms of our own organisa-tion, we have been meeting regularly to

    create a development plan to cover the

    work and direction for the organisation

    over the next three years. This hashelped us clarify our aims and objectives

    and to set ourselves targets for the work.

    One of our most pressing challenges has

    been a very tight financial situation so we

    have been working very hard on fundrais-

    ing in order to ensure the survival of

    HCCA. We always need help with this,so please let us know if you are able and

    willing to help with organising fund raising

    events. We also sadly said goodbye to

    John Pearson, one of our management

    committee members, who decided to re-sign for personal reasons. We are very

    grateful for the effort and commitment he

    showed during his time on the commit-

    tee. Those who fill management commit-

    tee positions on the HCCA are hugely

    valued as they are vitally important to

    keep the HCCA active and thriving. Letus know if you have the time to make thiscommitment to your community. As well

    as supporting these essential organisa-

    tional tasks, I have also been working on

    the following projects:

    Streets for People Day

    I have been working with the CHASE

    group to organise a transport event onSaturday, September 18th. (for more in-formation see page 6).

    Community Forum

    This took place on July 13th on the theme

    of local shops. Jason Thorne from the

    Regeneration department of the Councilspoke about what the Council can do to

    help revive local businesses and Ian Scott,

    the Scrutiny Officer for the Council,

    talked about the Councils response to

    Post Office Closures. Dick Whittington

    from Postwatch also came to hear ourissues.

    Saving the Post Office

    The HCCA has been very active in leadingthis campaign. For details see the article

    on page 3.

    Carrick House

    I have been working alongside residentsto address security and safety issues at

    Carrick House over recent months and

    Bristol City Council have now put all the

    requests into their schedule of works.

    Carrick will have a secure door entry sys-

    tem, safer steps, better lighting, draught

    proofing, noticeboards and increased ac-cessibility before the end of the financial

    year. I will continue to monitor the situa-

    tion and keep in regular contact with the

    residents.

    Neighbourhood ImprovementsThe painting and revamping of Charles

    Place playground (which HCCA initiated

    and are partly paying for) has not yet

    taken place as the Council have now de-

    cided to do more extensive renovation

    there. So things will take a bit longer to

    do but the results will be better. We arealso undertaking a funding application to

    carry out landscaping and improvements

    to play facilities at Hillsborough. We

    hope to carry out a consultation with the

    residents in the Autumn when we have

    had some plans drawn up so that people

    can choose from a range of options.

    Refugee WorkIna Hume, now our Refugee Development

    Worker, has been contacting refugees

    and enthusiastic longer-term members of

    the community to work on putting to-

    gether a welcome pack for people new to

    the area. As part of this, she organised ac o m m u n i t y party in July which was

    very well at- tended and helped

    people to get to know each

    other .

    CA Fundraising Cam-paign

    The best way of helpingthe work of your CA is tojoin in and get involved inone of our many pro- jects but we know thatmany of you simply donthave the time to makethat kind of commitment.The next best way is to join the 500 Club, ourown lottery which paysregular monthly prizes,and raises vital funds to

    sustain the CommunityAssociation. We areplanning to boost mem-bership of the 500 Clubsignificantly this Autumnand many of you will re-ceive an extra leafletthrough your door invitingyou to become a mem-ber. We hope you willhelp us if you possiblycan. It only costs 1.50 amonth which wont win

    you a million but you willcertainly appreciate thebenefit nearer to home!

    Hotwell Road PavementIt is good to see that theCity Council is, at last,replacing the pavementalong Hotwell Road whichhad been damaged bybuilding works and thendug up again for installa-tion of new electricity ca-

    bles. Disputes with thedevelopers have nowbeen resolved a new busstop installed outside Hot-wells House and theCouncil has assured usthat any future developerswill be made to leavepavements in good orderwhen they finish theirbuilding works. It is niceto see that the old pavingslabs have been replaced

    at the bottom of AmbraVale.

    Local residents, met outside Hotwells Post office on 5th August topresent a petition of 750 signatures to Valerie Davey, Bristol WestMP.On July 1st the Post Office announced that Hotwells Office was among 21

    branches proposed for closure as part of its urban restructuring plan. There

    followed a six week public consultation period for people to have their say. TheCommunity Association advanced its campaign through a Community Forum

    held on 13th July with repre-

    sentatives of POSTWATCH

    and Bristol City Council at-

    tending. A meeting with the

    Community Association and

    Post Office officials took place

    the following week. The

    HCCA, with the help of volun-

    teers, contacted all signatories

    of the petition urging them towrite letters to POST-

    WATCH and the Post Office

    highlighting the difficulties that

    would result from the closure.

    Valerie Davey echoed the

    communitys concerns about the two alternative post offices being not feasi-

    ble. Clifton Village PO is up an extremely steep hill and the city centre PO

    over a mile away. She also noted that our community is growing thus increas-

    ing the need for facilities in the area.

    Relocating the Post Office to another site or incorporating it within anothershop could be a solution. For now we are waiting for the final decision on the

    proposed closure of the present Hotwells Post Office.

    CA fights Post Office closure

    Pay as you go drivingAs a family we have never needed more than one car, living within cycling distance of work or

    working from home. However after our fifteen year old vehicle was borrowed by our daugh-

    ter, we felt the occasional use of a car was still necessary. So I book the Club car in AlbemarleRow on the web and find other users rarely clash with our needs. Unlock it with a smart card,

    type in my pin number on the display panel inside and off I go! I have been using it for a regularweekly work run and what a delight it is! Nippy, easy to park and drive. If I need to fill up with

    petrol a card pays for it. Notice something amiss and an invisible minder attends to it- andtheres always a parking space to return it to.

    Theres an annual fee of 140 to join the Car Club (plus 70 for a second driver) and then you

    pay a monthly amount based on mileage andtime. It costs two of us about 25 per month for

    one or two local trips a week.If you need the convenience of a car but only

    occasionally, it is an ideal alternative to buying

    Granby Green Up-date

    As reported in the last edi-tion, Granby Green wasregistered as a TownGreen, briefly, but then thesaga took a bizarre turnwhen the City Councilsown legal departmentpress-ganged Councillorsinto rescinding their deci-sion as legally unsound,with the threat of a judicialappeal from the develop-ers looming in the back-

    ground. The Public Rightsof Way Committee re-quested a judicial opinionon whether Hotwells was alocality within the mean-ing of the Town Green leg-islation, a point which isnow crucial to the case.Currently there is muchconfusion and still no finaldecision. However, theCouncils attempt to over-throw Edward Wares

    planning consent througha Judicial Review hasbeen refused.The owners have beendoing some excavating onthe site to investigate theunderlying ground. Weknow its terrible, they onlyhad to ask!

    Following a complaint tothe City Council about thecondition of the com-memorative plaque mark-ing the opening of theCumberland Basin flyover.Pauline Barnes had a sitemeeting with the DocksManager and, as a result,the area has been tidiedup considerably, the grasscut and a lot of the over-grown bushes cut back.

    Also the graffiti has beenremoved, and the seat isto be repaired shortly. Agood result!
