As I am sure you experience in your school district, finding chunks of time to have reflective conversations about learning, particularly in meeting our mission of All Students Achieving at High Levels, is difficult with five very active and busy board members. is full-day experience is always a rich learning time! Happy (belated) May Day! A few weeks ago, our Enumclaw School District Board of Directors and I had our annual “advance” (never retreating again!). As I am sure you experience in your school district, finding chunks of time to have reflective conversations about learning, particularly in meeting our mission of All Students Achieving at High Levels, is difficult with five very active and busy board members. This full-day experience is always a rich learning

time! We will again spend a considerable amount of time on our system plan as we set the course for the 2014–15 year. We began our time together, however, with a foundational focus on leadership.

One of the compelling reasons for telling stories is that storytelling is timeless. “Unlike fads in other areas of management such as total quality management, reengineering, Six Sigma, or 5S, storytelling has always worked for leadership, and it always will.” Our Board of Directors thoroughly enjoyed reading these two books. I believe this foundational learning conversation allowed us to keep our focus throughout the entire advance. I would highly recommend adding these two books to your booklists!

Leaders Workshop 2014Over 50 WASA leaders from around Washington State gathered for the annual WASA Leaders Workshop on April 22 to help map the association’s direction for the coming year. WASA board members, component chairs, standing committee chairs, regional presidents, presidents-elect, and staff all contributed to the productive day of planning. In his opening statements, WASA Executive Director Bill Keim stated that the broad representation of leadership is a key strength of the association. This workshop has always been a unique opportunity to gather together and provide input to refine WASA's direction.

Incoming WASA president, Michelle Price, led the planning session, which will inform the work that she presides over during her year leading WASA. In setting the stage for the work that followed, Michelle suggested goals in three broad areas that mirror both the mission statement and the WASA tagline. The planning participants embraced the alignment areas she proposed and endorsed goals in the following areas: Goal 1: Building Internal and External Relationships—TRUST Goal 2: Offering Growth Opportunities for Leaders—LEADERSHIP Goal 3: Promoting Community and Legislative Support for Education—ADVOCACY

During the meeting, participants worked on goal statements for all three areas and identified key actions to support those goals. During the next few months, WASA staff will refine that work and submit the draft goals and actions document to the WASA Board for approval at their June 28 meeting. After the goals and actions are adopted, the WASA staff will then create a more detailed plan, including tasks, to achieve the goals. Status reports on that action plan will be provided at board meetings throughout the coming year.

The Plan That Isn't a PlanUpdate and Next Steps in the McCleary Case

Washington State legislators were given a specific directive, “…submit, no later than April 30, 2014, a complete plan for fully implementing its program of basic education for each school year between now and the 2017–18 school year.” This is the second time the Supreme Court asked legislators to submit a plan, the first order made in December 2012.

The Article IX Litigation committee adopted a report on April 29 to submit to the Court. Without much surprise, this report did not include an implementation plan, nor did it include a plan to fully fund McCleary. Instead, the report discussed the details of what little the Legislature has done to date to address the case, summarized what funding that they have made available, and then proceeded to give a brief civics lesson on how the court operates.

Over the next few months, things will get interesting. The Network for Excellence in Washington Schools (NEWS) group is expected to submit a response to the legislator's April 30 report by May 21 and the State will then reply by May 29 back to the Court. By June 30, the Supreme Court will review the materials, and at a date to be determined, the Court will issue a response or an order back to the State. The question on all our minds is what the Court intends to do with the Legislature's continued lack of compliance. As Randy Dorn, Superintendent of Public Instruction, said in a written statement, “The Legislature isn't going to take its responsibility seriously unless the Court forces it to do so.”

2015 Superintendent of the YearCandidate Nomination Process

Superintendent of the Year (SOY) nominations are now being accepted by the American Association of School Administrators (AASA). School board members, parents, colleagues, and community members may nominate a superintendent; and superintendents may also nominate themselves.

To nominate a candidate, go to http://aasa.org/SOY by August 1. Submissions must include a letter of nomination with the application. AASA will notify candidates and provide instructions to submit an application online through the AASA website. WASA will also be notified about Washington’s candidates.

WASA's deadline for submitting a Washington State Superintendent of the Year application is October 1. A panel of WASA judges will determine Washington’s SOY, and his/her name will be submitted to AASA to be considered for the 2015 National SOY.

Students in the Exceeding Challenges Through Education and Life Skills (EXCEL) classroom are becoming confident and social individuals, thanks to the Jaguar Socialization Group at Emerald Ridge High School, Puyallup School District.

Peer volunteers are matched with students who have moderate to profound physical and developmental disabilities. The group is held during the morning school wide “JAG” (short for the school mascot, Jaguars) time. This time is traditionally used by students to do homework, get tutoring help, hold class meetings, work in the media center or computer lab, or take care of other learning needs.

At least two community service projects are included each year as part of the weekly activities. In the past four years, more than 180 volunteers have given more than 800 hours of community service.

Kudos on a great program that helps students, both peer volunteers and EXCEL students, become more social, have fun, and learn together.

Continuing our focus on reforms implementation, the conference theme is “Helping Educators Navigate New Heights and Challenges.” Hot issues in education will be highlighted by national keynote speakers and in best practice concurrent sessions.
