There was a huge public outcry at the sale of “legal highs” in Horowhenua before the Government, under nationwide pressure, banned the substances while working on rules for granting retail licences and a testing regime for the products. These measures could be in place by early next year, which means the problems associated with the sale of legal highs will once again become an issue for local councils. Horowhenua District Council, like all local govern- ment, will be somewhat hogtied by legislation but will continue to contain the sale of legal highs to the best of its ability. At the most recent council meeting, councillors expressed their frustration that they can- not prevent the future sale of legal highs in their patch. The next step was to approve a draft policy setting restrictions on where psychoactive substances could be sold in the district. Several councillors said they would much rather ban the substances completely. The most impassioned plea came from Cr Tony Rush, who said it was clear to him that the council did not want to see these products in Horo- whenua. “It’s pretty plain to us we don’t want this stuff in our community,” he said. The Government banned the sale of psychoactive sub- stances earlier this year after public criticism. Products had been sold under a set of interim rules. “This problem may well come back to haunt us,” Cr Rush said. “That’s the reason we have to have a policy that enables us to have some con- trol as to where and how we allow it in our community. I really wish we didn’t have to do this.” He said he had seen first- hand the damage legal highs could do as a member of his extended family had been addicted to a substance. “She was addicted to these things, it has ruined her life. It will be a long time before she gets over the impact they’ve had,” Cr Rush said. “You have to have some strong rules that restrict their sale.” The rules the council is considering would restrict the sale of psychoactive sub- stances to the central business areas of Levin, Shannon and Foxton. However, within those areas the products could not be sold within 100 metres of a school, kindergarten, place of worship, reserve, park or play- ground. With the draft policy now approved by the council, it will go out for public consultation before being formally adopted. The council’s manager of customer and regulatory services, Mike Lepper, told the councillors they had to have a policy in place otherwise they would have no control over the sale of the products. Having a policy that banned the sale of legal highs outright was not possible as it could be subject to legal challenges from the industry, he said. Mayor Brendan Duffy said he would prefer the products were not available but the Government had given councils a chance to create their own rules around the products’ sale and drawing up those rules was better than doing nothing. Donation ignites new Hinemoa projectBy PETER FRANKLIN

An exciting project has got offthe ground at HinemoaCommunity House thanks to agenerous donation from HelenBlake.

The donation has helpedHinemoa house trustees to goahead with a long-term dreamof providing a multi-purposehall facility for the communityof Taitoko.

The proposal is for tworelocatable buildings, joinedto make one large hall, to beplaced on the vacant site at 35Hinemoa Street, Levin. Thiswill allow Horowhenua Kids,Teens and Family Trust, whooperate Hinemoa House, toexpand their programmes,

and free up existing rooms andresources for othercommunity services.

Proposed uses for the hallare the expansion of the LevinBoxing Club, functions suchas weddings and family eventsand the running of parentingcourses and otherprogrammes.

Spokesman Perry Rackleysaid other uses proposed in alocal survey were for it to beavailable for sporting clubs,church groups and earlychildhood programmes. Amulti-purpose hall will allowtwo or more programmes to berun concurrently, which is anexciting development.

He said the donation fromHelen Blake, along with

another large gift, hadprovided a deposit towards theproject, and a buildingaccount had been opened.

Relocatable buildings fromthe old Kimberley Hospital areavailable and are in goodcondition.

They will suit the purposewell and not look out of placewith the surroundingenvironment. Site plans andresource consents are beingput together to present toCouncil for theirconsideration.

When presenting herdonation, Mrs Blake issued achallenge to others to begenerous towards thisimportant facility.

She said it would be a great

HOROWHENUA District deputy Mayor Garry Good is pleased to see progress being made on the removalof old railway sheds.

Work is progressing in thedemolition of the old railwayyard sheds which have become aplace for vandals.

Last week work started onbreaking the buildings down.

Deputy Mayor Garry Goodsaid Horowhenua DistrictCouncil had been in discussions

with KiwiRail about the removaland at the end of the discussionsthe removal project was rubberstamped.

Mr Good said the buildingswere regularly being targeted byvandals spraying graffiti onthem, meaning a dedicated teamof volunteers would have to cleanup the graffiti. “The team weregoing all over town cleaning up

after the vandals had struck.”Mr Good said the fire brigade

had been called to the larger ofthe sheds on a couple of timesafter people had got into thebuilding and lit a fire.

Mr Good said there were noplans for the area once thebuildings had gone. By the end ofthe week the area should becleared of all buildings.

Girl rescued from gorge by rescue helicopterBy PETER FRANKLIN

A difficult rescue wassuccessfully completed by thecrew of the Palmerston NorthRescue Helicopter after a 17-year-

old Whanganui girl suffered amedical emergency while shewas tramping on the ManawatuGorge walking track on Friday.

The rescue helicopter wasused due to the inaccessible

terrain and immediaterequirement for medicaltreatment. A St John Ambulanceparamedic arrived at the sceneon foot and stabilised the patientprior and then waited for the

arrival of the helicopter.Pilot Chris Moody said the

weather conditions at the scenewere challenging, with drivingrain and considerableturbulence combined with dense

bush. Nonetheless a safewinching operation wasachieved before the patientwas airlifted directly toPalmerston North Hospitalfor further treatment.

The rescue helicopterwas also sent to a 20-year-old man, who came off hisbike on a farm propertynear Apiti on Saturday.

The injured man wasstabilised by the onboard St Johnparamedic and was flown toPalmerston North for furthertreatment.

Chimneys need checking

Chief Volunteer Fire Brigadeofficer Lindsay Walker hasissued another warning forpeople to think about homesafety on these cold morningsand nights.

Mr Walker said there werestill some people who haveopen fires who have yet to gettheir chimney’s cleaned. Inthe past few weeks the brigadehave been called to a numberof chimney fires.

“An open fire is a greatthing but unless they aremaintained they can be adisaster waiting to happen,”he said.

Mr Walker said at this timeof year firefighters throughoutthe district were urging peopleto think home safety.

Remember the basics likedon’t overload power boxesand keep drying clothes atleast a metre from a heater oropen fire.

By now all gas heatersshould have been serviced orchecked for leaking valves orconnections.

Mr Walker said the otherthing to be aware of was thecondition of the family car, apre-winter check was always agood thing, tyres, windscreenwipers, headlights, brakelights should all be in good

working condition.“The big thing is drive to

the conditions. If the weatheris bad with medium to heavyrain, and gusts of wind, slowdown,” he said.

Mr Walker said it did nottake much for a speeding carin the wet to startaquaplaning, and become outof control, and it could easilydrift to the other side of theroad and into the path ofoncoming traffic.

All of the fire brigades inthe district are operated byvolunteers and are notmanned 24-7. To respond to anemergency they have to eithertravel from home or fromwork. It takes time to get to thestations but regularly the bri-gade gets to an incident withinminutes of the alarm sound-ing.

Mr Walker said they arealways prepared to talk topeople who are interested injoining the volunteer fire ser-vice.

There is a lot to be gainedfrom it, in training, a feeling ofsatisfaction in doing some-thing positive for the com-munity and becoming a valu-able asset at work.

Armed with an experienced cast, RussellAitkin has again produced anentertaining show with many twists andturns that will have the audiencedesperately trying to outwit the cast andget to nail the plot first.

Dead of Night is a modern thriller setin the home of antique dealer Jack(Jeremy Skerman) who is celebratingbeing a free man with his girlfriend,Maggie (Stephanie Greenslade), andneighbours, Lynne (Sonya Finlayson)and Dennis (Colin Finlayson). He hasreturned triumphant from court wherehe has been acquitted of manslaughterafter having shot an intruder.

However, as the evening wears onand the drinks flow and the tonguesloosen it becomes apparent that Dennisisn’t the only one in the room to suspectthere is more to Jack’s story than meetsthe eye.

Between the four of them they lead

the audience on a trail of conspiracy,unfaithful liaisons and lies.

Horowhenua’s popular countrylifestyle trail Behind the Hedgesis set to return next March.

After a one-year break theevent, which showcases lifestyleproperties throughout the

district, is to be held on Sunday,March 15.

It will again raise funds for TeTakere Horowhenua Culture andCommunity Centre, but this timeproceeds will also go to

Koputaroa School to redevelop itsplayground.

Event co-organiser andKoputaroa School ParentTeacher Association chairpersonJenny Warren says the previousorganisers did a fantastic job,with tickets selling out for boththe 2012 and 2013 events andraising a total of $43,000 for TeTakere.

“Also, almost half the visitorscame from outside the district,including Wellington, Kapiti,Manawatu, Wanganui, and evenHawke’s Bay. Horowhenua canonly benefit from all these peopleseeing and experiencing what awonderful lifestyle the district canoffer,” Mrs Warren said.

“That’s what Behind theHedges aims to do — surprise,delight and inspire people.”

Mrs Warren said the event’sname came about as most of theproperties on the trail are hiddenfrom the road and unseen by thepublic. “Horowhenua offers someof the best lifestyle living in thecountry and we want to share it —and show it off.”

Mrs Warren said thepopularity of Behind the Hedges iswell proven, with all 500 tickets forthe 2012 trail selling out and all 750tickets in 2013 being sold.

The ‘friendly games’ wereheld at Levin Schoolbringing to a close threeweeks of studying thehistory, events and Kiwisporting heroes of theCommonwealth Games.

With a littleimprovisation in somesports, using toothpicks forjavelins, drinking strawsfor hockey sticks and aballoon for a volleyball, theschool was split into groupsto pit their skills at three ofthe nine indoor events,including table tennis,quoits, indoor bowling,gymnastics and targetshooting.

Teacher Kathryn Brown,who organised the miniCommonwealth Games,said it was a wonderfulopportunity for all thestudents, teachers andoffice staff to come together.

She said the games werebuilt on the tuakana-teina‘buddy system’ where theolder students help out theyounger ones, and onbuilding teacher-studentrelationships.

“The younger childrenlove being taught by theolder students and thesporting events made thethree weeks learning morerealistic for the children,based on sportsmanship,fair play, perseverance, co-operation and teamwork.”

Being a woman of a certainage, my teenage-bedroomwall was plastered withposters of Robert Plant andJimmy Page and Iremember crying whenJohn Bonham diedbecause I knew that LedZeppelin would never bethe same.

I rediscovered them lastyear when I sat entrancedthrough Celebration Day, aDVD of their reunionperformance at London’sO2 Arena in 2007. Page,Plant and John Paul Joneswere joined by Bonham’sson, Jason, and the musicwas perfection. What madethe film special was theinteraction between theband members; beautifulquiet nods and smileswhen they knocked yetanother song out of thepark.

Time has not been kindto Plant and I’m glad I’dhedged my bets becauseJimmy Page, who looksgorgeous as a whitepensioner – and still a rockgod as evidenced in theDVD ‘It might get loud’, afabulous documentaryabout three guitar heros,Page, Jack White (WhiteStripes) and Edge (DaveEvans from U2).

This spurred me to readmore about the rock godswhose music had providedthe backdrop to myteenage years and I havebeen quietly reading myway through Te Takere’scollection of rockbiographies, most recentlyRobert Plant: a life by PaulRees released last year.

What I have discoveredis the multifaceted way Inow ‘read’ a bookcompared to even fiveyears ago. As Plantreminisces about how theband developed andproduced their albums Ifound I wanted to re-listento them with my new found

insight. While I still havethe albums the turntable isstored in the garage. Whatto do?

I foundLed Zeppelin 1 and startedplaying it but was quicklyannoyed by the ads thatpop up every few songs.Zeppelin albums werecrafted with the intentionthat they would be listenedto in entirety; the band didnot want to producesingles and Stairway toHeaven — at eight minuteslong — was never releasedas a 45.

I really wanted toexperience the albumsuninterrupted so a Googlesearch revealed thatYouTube has entirealbums available. The realgold though was theoriginal footage of theirearly concerts — the veryconcerts Plant was talkingabout in the book! Iplugged my laptop into theTV and spent a glorious

Sunday afternoonwatching legendaryperformances from 1969.My reading experienceconsisted of a chapter ofprint then an hour or twoon the internet‘illustrating’ the wordswith video footage, soundtracks, photo searchesand Wikipedia ‘link-hopping’.

Having overdosed onLed Zep during thatfortnight I hit Pandora —the online radio stationwhere you enter the nameof a performer that youlike and it plays a streamof similar music. Irediscovered JimiHendrix, Pink Floyd, TheRolling Stones andCreedence ClearwaterRevival.

The library collectionhas music DVDs,magazines, a surprisinglygood collection of rockbiographies and freeinternet for exploringYou Tube, Pandora,Spotify and Wikipedia.

Longfin eels need new catch limits for survivalReviewing commercial catch limits for NewZealand’s unique longfin eel are crucial tothe species’ survival, said EnvironmentCommissioner Dr Jan Wright.

She was encouraged by theGovernment’s response to reports showinglongfin numbers had been substantiallyreduced, and its commitment to rebuild thepopulation.

“The Minister has recognised the needto set targets to achieve this and hasproposed some practical measures,” said DrWright. “This includes a commitment torevise commercial catch limits. Reducedcommercial limits overall will be crucial tothe survival of this extraordinary anduniquely Kiwi species.

“While the longfin eel is threatened by acombination of habitat loss, fishing andhydro dams, fishing is the one thing wherewe can have an immediate impact.”

Dr Wright also welcomed plans to usebroader and better information on the eelpopulation, allowing assessments to bebased on improved evidence.

“New Zealand longfin eels are thelongest-lived and largest freshwater eels inthe world, and the top predator in ourfreshwater ecosystems. They only breedonce at the end of their life after a perilous5000km journey north into the Pacific,”said Dr Wright.

“The longfin eel has lived in NewZealand for over 20 million years, and is ofgreat cultural significance to Maori. Wehave a responsibility to those who comeafter us to ensure the population canrecover and flourish.

“We must not gamble with the survivalof a species that is so special. We need totake a conservative approach to lookingafter them.”

A panel of international experts wasconvened to look into the longfin eelpopulation after Dr Wright raisedconcerns in a report in April last year.

The panel criticised the limited set ofinformation being used to guidemanagement decisions, and recommendeda more comprehensive approach be taken.

A proposed package of measures toimprove the status of New Zealand’s iconiclongfin eel population has been announcedby Primary Industries Minister NathanGuy.

“The longfin eel is the largestfreshwater eel in the world and is onlyfound in New Zealand. This package of

measures will help ensure its survival forfuture generations.”

The proposed measures include:■ A review of longfin eel catch limits.■ Consideration of separate longfin andshortfin stocks in the South Island.■ The introduction of abundance targetlevels.■ Improved information from thecommercial sector.

These measures follow a review by anindependent panel of internationalscientific experts.

“The independent panel reviewed all ofthe information on the fishery andconcluded that while there was a trend ofdecline from the early 1990s to the late 2000s,there has been a relatively stable, and insome cases increasing abundance in recentyears.

This can largely be attributed to reducedcatches associated with the introduction ofeels into the Quota Management System in2000 for South Island stocks and 2004 forNorth Island stocks.

“Based on this information, advice fromMPI and feedback from iwi and industry,I’m confident this package will support therebuild and long-term sustainability of thelongfin eel population.”

The independent review was arecommendation of the ParliamentaryCommissioner for the Environment in herApril 2013 report on the status andmanagement of longfin eels.

“At this stage the scientific informationdoes not support a closure of the fishery.The controls available in the QuotaManagement System allow me to managethe fishery to ensure it rebuilds, whileallowing people to sustainably use theresource.

“There are a range of factors affectingeel productivity and abundance which arenot solely related to commercial fishing.Input into this process from iwi,stakeholders, and the public is vitallyimportant. Discussions will begin later thisyear with formal consultation to start earlynext year.”

It’s been a long time coming but the newindoor cricket training centre being built atthe western end of Donnelly Park in Levinwill be ready for the 2014-15 season.

The new 702m2 indoor centre willinclude a spacious turfed area with twolanes long enough for full bowling run upsand a specific lane dedicated to a bowlingmachine.

Changing rooms, a toilet block, storageareas and an office complete the trainingcentre. The park currently has two grassand three outdoor artificial cricket blocks.

The new facility, a joint venture betweenHorowhenua Kapiti Cricket Association(HKCA), Levin Old Boys Cricket Club(LOBCC) and Weraroa Cricket Club underthe banner of the Levin CricketFoundation, will enable year roundtraining at Donnelly Park, part ofHorowhenua District Council’s DonnellyPark multi-sports development.

Council approved release of a $75,000insurance payout, held in trust after firedamaged LOBCC clubrooms at WesternPark in 1999, to help finance the new

facilities that will house LOBCCmemorabilia and honours boards.

LOBCC club president Vinny Bainessaid the club will have a dedicated changingarea in the new centre at Donnelly Park, itsnew home ground.

He believes local cricket will go fromstrength to strength. “It’s a big step in theright direction in developing our youthcricketers and we’re (LOBCC) happy tohave a place to display our history.”

Ewen Thompson, recently appointedoperations manager of HKCA, is excitedabout the wider community benefits of thecentre and developing the next Ross Tayloror Kane Williamson (New Zealand testcricketers).

“An indoor centre is a vital cog of anysuccessful district and will provide for allages from Foxton to Wellington to learn thegame all year round. It will definitely be akey factor when talking to major cricketassociations about hosting a lot more repgames and junior tournaments here.”

The Levin Cricket Foundation would betasked with the everyday running of thefacility, the opening date of which is yet tobe finalised.

Who said Levin did not have asense of humour. Well ten eagerlocals, including one hungryman from Shannon, took on thechocolate eclair challenge at theSponge Kitchen on Friday.

Up for grabs, apart from amassive chocolate eclair, was a$100 voucher.

Now mention free food andyou would expect half the districtto be lined up, and so they did butfor the majority it was to watchten 500gm eclairs get gobbled upin the fastest time. It was alwaysgoing to be a messy sight butwith the last munch it was SimonRabitte from Shannon whoemerged chocolate eclair eatingchampion.

We have hadsome pleasurableafternoons sitting, chattingand reminiscing whilepolishing the brass.

This is a fabulous wayfor our residents to partici-pate in a community pro-ject and have a purposewith the activities they do.

Not many of us can

resist a cute and cuddlypuppy no matter what yourage.

We were very fortunateto have a staff memberbring in two gorgeous8-week old puppies to visit.

Those little puppiesmust have been worn outby the end of the after-noon, because no onewanted to let them go. Pettherapy provides somepeople the opportunity to

give and receive love,warmth and friendship.

We know spring is notfar away as the daffodils wepotted up a month ago orso are starting to flower.

Having them in pots hasallowed us to bring theminside to share with resi-dents who are unable to getout into the garden. Alovely show of goldencolour on a winter’s daycan certainly work magic.

They have enjoyedthese Thursday afternoonswith lots of laughter andfriendly advice.

A further welcomeaddition to our exerciseprogramme has been thegiant balloons. They floataround the hospital loungeand residents cannot resistgiving them a hit or a push.

Teppett Flats residentsmade rabbit biscuits forEaster and enjoyed sam-pling them. They alsomade some lovely hankieswhich we will be able tosell on our sales tablealong with other items,such as tasty pickles andjams, craft and knittingproduced by our residentsand volunteers.

The highlight of Aprilwas an Anzac commem-oration facilitated bysenior students of Mana-watu College. They ran amoving programme ofreadings and poetry.These young peoplestayed on and spoke to theresidents afterwardsthanking the veteransamong us for their serviceduring world conflict. Thisceremony was very muchappreciated by everyone.

nail into a knot and it stopped the naillike concrete and it was pretty hard

JOINT EFFORTThe community garden, He TupuNgatahi, in MakoMako Rd, aninitiative of the Department ofCorrections Levin CommunityProbation Service and LevinAnglican Church, wasestablished 18 months ago as away for low-risk offenders tocomplete their community workand gain an NZQA qualificationin horticulture. The garden isalso open to members of thepublic who would like tovolunteer their time and labour,and all produce grown issupplied to churches and foodbanks in the local area.

Levin’s Garden of Eden will soonhave its own glasshouse and thecommunity gardeners will belooking for willing volunteers tohelp assemble the 30m x 7mstructure.

David Brewerton, part of thewider Greenhouse Communitythat helps run the garden inpartnership with the probationservice, said the greenhousewould allow them to propagatetheir own seedlings.

Donated by Linton Prison, theglasshouse is waiting to betransported by Linton Armyengineers. “We have no fixed date,it’ll be a case of hearing one dayand then it turning up the next.We’ll have to unload it and figureout how to put it together.”

The glasshouse is just one of anumber of projects currentlyunder way at the garden,including painting andwaterproofing a container thatwill serve as a garden shed and awooden gazebo being built for thevolunteers to gather under andrelax after a hard day’s plantingand weeding.

David said about a dozenregulars pitch in at the gardeneach Saturday morning but morepeople were turning up — mostlyrecently retired people, askingwhat they can do — which is“really cool”.

“There’s always plenty ofplanting and weeding to do andsoon we’ll be planting potatoesnow that we have a rotary hoe upand running.”

Levin Swimming Club fielded asix-member team to claimvictory at the East Coast Juniorand Senior Championships inNapier.

The two-day meet attracted253 swimmers from HawkesBay, Poverty Bay, Manawatu,Auckland and Wellington.

Club coach Albert Szilagyiwas unavailable as heaccompanied a senior team toanother meet. Roland Huriastepped in to coach, bringingwith him the midas touch asindividual swimmers securedfour gold medals.

Hannah Huria, 9, was on fire,scoring a medal in all of hereight starts while achievingthree personal bests. Huriaclaimed gold in the 100mbreaststroke, 50m breaststrokeand 50m fly and increased herhaul with four silver medalsand a bronze.

Taisha Tanira, 8, was theother golden girl of the teamtaking gold in the 25mbackstroke, she had asubstantial medal haul addingtwo silvers and a bronze.

From six starts Taniraachieved five personal besttimes.

Not all mulches are good for the gardenDiggingin

BE careful when usingmulch.

Arecent article about aherbicide laced mulch agardener wrote to meabout which killed

many of her roses caused a lot ofinterest and two readers emailedme in regards to their owngardening disasters.

The first of these is an aspect Iwould have thought could neverhave happened but it did.

The email reads; Wally, keepup the good work . . .

The article on pesticideresidues killing roses is timely!

My friend and I haveexperienced a similar episodewith “pea straw”.

Several years ago wepurchased a big bale of “peastraw“each from a local serviceclub, for mulching our gardens.What we weren’t told was thatthe pea crop was sprayed pre-harvest with Roundup. When thepea straw was applied to ourgardens, they grew sick and died. . . Now three seasons later ourgardens are still very sick, withmany deformed and sicklyplants: with beds of brassicasthat refuse to flower after sixmonths and so no cabbages,caulis or broccoli . . .

I have gardened organicallyfor 40 years — this is the firsttime I have been caught out bypesticide residues in straw . . .

This happened simultaneouslyin both our gardens which arehalf a km apart . . . so it cannot beput down to other factors.Regards Haikai

Well that takes the cake andhopefully there are not too manygrowers out there spraying off

their paddocks of peas withRoundup then selling the peastraw to unsuspecting gardeners.

Roundup commercially ischeap and nasty and I have hadcomplaints before where potatocrops have been sprayed pre-harvest with Roundup to kill the

foliage before the potatoes arelifted.

The practice is frowned uponbut its not illegal to do so as far asI am aware and none of our foodin this country is tested forGlyphosate residue levels.(Which is really stupid as I am

sure the results would shock usall)

Potato growers are supposedto use a different more expensivechemical to kill the potato foliagebefore harvest.

Back when I was a teenager Iused to go out in thesummertime, potato picking tomake a few extra bob. (An oldexpression for money referringto shillings for instance 2shillings would be called 2 bob)

Anyway the farmer would puta chain on the back of the tractorwhich would spin in a deadlycircle and cut the tops off justabove ground level. Bit like amassive weedeater.

I think most pea straw soldwould be ok for use around thegarden but you never know now.

The next email was evenworse as it exposes that not allthings are cracked up to be whatthey are supposed to be. (weknew that anyway):
