A 40-year-old Hokio Beach woman is alleged to have set a house on fire before hiding from police and sparking a desperate search of the burning building. The drama unfolded at 7.45am on Tuesday when police arrived at the woman’s house with a warrant to arrest her after she failed to appear in the Levin District Court last week. She is alleged to have refused to let them in, so the officers started speaking to her through a front window. Sergeant Martin Bull, of the Levin Police, said the woman displayed some concerning behaviour and had an iron bar in her hand. ‘‘The officers were concerned for her safety and wellbeing and tried to talk to her. At this point, we believe the woman has gone into a bedroom and set it on fire,’’Mr Bull said. Soon after the woman went out of sight, the officers noticed smoke beginning to fill the inside of the house and quickly alerted the Fire Service. The officers entered the house to look for the woman but the fire had spread rapidly, filling the house with smoke. A member of the public helped police search for the woman but the intense heat and smoke forced them out of the house. Believing the woman was still inside, the three rescuers went to the back door and kicked it open. They re-entered the burning building, searching the first two rooms, overturning beds and tables desperately looking for the woman. Heat from the fire caused a section of the roof to start collapsing and the smoke and heat forced the officers and the man to leave the inferno. By this time volunteer firefighters from Levin had the blaze under control. The officers found the woman hiding in bushes at the rear of the property. She was arrested and taken to the Levin Police Station for a mental health assessment. Mr Bull said the woman has not been been charged with any offence. The house was severely damaged by the fire and cordoned off, while it was examined by detectives and a fire safety investigator. The two officers and the man were checked by St John ambulance staff but did not require treatment. ‘‘I want to commend the officers and the good samaritan for their bravery. They all risked their lives to find the woman and their actions show real selflessness,’’ Mr Bull said.

A 40-year-old Hokio Beach woman is allegedto have set a house on fire before hidingfrom police and sparking a desperate searchof the burning building.

The drama unfolded at 7.45am onTuesday when police arrived at the woman’shouse with a warrant to arrest her after shefailed to appear in the Levin District Courtlast week.

Elder abuse a local issue

ELDER MATTERS: Age Concern Horowhenua chairman Graham Smellie andnational chief executive Ann Martin with Francis Moore, who received an AccreditedVisiting Service certificate at the organisation’s annual meeting.

Abuse of elderly people is still continuingdespite education.

The annual meeting of Age ConcernHorowhenua was told that around 50 suchcases were handled by the local co-ordinator and additionally hundreds ofsupport visits were made by localvolunteers to often lonely andhousebound elderly citizens.

Age Concern receives good supportand referrals from many organisationsinvolved in the Elderly Persons Networkand many of these people wererepresented at the meeting.

National chief executive Ann Martinspoke to the meeting about the PositiveAgeing initiative and how local groupscan link into that strategy.

Horowhenua Age Concern andHorowhenua District Council aresupporting these programmes throughlast week’s Age on the Go Expo, the newGrandparents Day on Saturday and theReduction in Loneliness campaign.

In presenting his annual reportchairman Graham Smellie referred to theneed to restructure the organisationduring the year to better manage costs toensure a continuity of service tostakeholders.

He also thanked the variousgovernment departments, health boards,charitable trusts and agencies thatcontinue to fund the organisation.

An Accredited Visiting Service (AVS)Certificate was presented to FrancisMoore who is one of Age Concern’s AVSvisitors.

AVS is a free service that sees anaccredited visitor calling on a client for aminimum of one hour a week.

‘‘Volunteer visitors form the backboneof the AVS service,’’ said AVS co-ordinator Lynn Pettigrew said. ‘‘Withoutthem the service could not function. Thevisitor is police checked and trained

through our national accreditationmanual. The visitor is then matched to aclient that has similar interests to thevisitor — many great friendships havedeveloped through this.’’

The election of officers resulted in the

following committee being elected:Graham Smellie (chairman), AllanBirrell, Dorothy Moore, Stan Dickins,Diane Welch and Sylvia Meijer. Thecommittee will co-opt others during theyear.

Transforming town one box at a time

Happy in her work, Levinartist Wendy Hodder has beenadding a bit of colour to thetown, painting the dreary dulltransformer boxes.

So far she has completedtwo, one on liverpool Streetthe other on BatholomewRoad.

She said it had been reallyinteresting, ‘‘People havestopped to look at what I’mdoing and started talking tome, the feed back has beenfantastic,’’ she said.

The project to paint thetransformer boxes is beingfunded by Chorus who havebeen involved with similarprojects in other centres, Intotal six of their transformerboxes in Levin will receive theartistic touch in the comingdays.

Fire callsVolunteer fire fighters were called to StJoseph’s school yesterday morning after thefire alarm in the school hall activated. Onarrival the fire fighters found workmen hadbeen welding and smoke from the work hadactivated the alarm. The hall was checkedand given the all clear.OnWednesday the Levin brigade werecalled to aManakau homewhere it wasbelieved an electrical fire under the floor hadstarted. On investigation it was found thatthe water cylinder was faulty.

Workshops offer has been slow ingetting responses which has concernedHorowhenua Abuse Liaison Team.

Horowhenua is one of the worst areasin the country for family violence,HALT has been working to not onlybring about awareness to the issue butalso to help victims and those who haveinflicted the abuse.

Halt member Veronica Pitt said tofurther help they have developedworkshops that help people identify andrespond to signs of family violence.However the response has beendisappointing.

She said this is a serious issue thatcan and does destroy families.

The team is as concerned aboutgetting the offender help as the victim,she said it is definitely not okay thatyour children are afraid of you, you areno less a person for seeking help.

Ms Pitt said family violence isproblem that the whole community canbe part of resolving, it is having theability to identify, knowing how toapproach the subject and who to contactfor assistance.

She said workplaces are a goodstarting point, be a friend don’t turn ablind eye, help them, help themselves.

Horowhenua should be veryproud, Gore District Council chiefexecutive Stephen Parry wasreally impressed with what hesaw while in Levin particularlythe work being done with theyoung people of the district.

He said from what he saw hewas mightily impressed at theinitiatives that have beenspawned from the social sectortrials in Horowhenua District.

Getting young people engagedand off the street was a clearpriority. ‘‘I saw first-hand theleadership, compassion andresolve of community-mindedpeople ranging from MayorBrendan Duffy down to an exmilitary instructor who wasbringing order, discipline andhope into young, troubled lives.’’

Apart from work-based skills,valuable life-skills that werebeing taught to shape a morepositive future for these youngpeople.

‘‘It is easy to lament that youthare disengaged and a burden on acommunity. It is harder butultimately more rewarding, toturn these young lives aroundand let them truly discover thepotential that exists within.’’ MrParry said.

The teenage parentingprogramme was another

initiative that I was told aboutwhich seemed to be a goodexample of optimising thepotential of young people and notletting one event stymie futureopportunity.

‘‘I think Horowhenua shouldbe very proud about how it hascustomised solutions to its ownissues. Those of us from Gorelearned a great deal in our twodays there.’’ he said.

Jacqui Moynihan from Life tothe Max said it was a big moraleboost for all who are involved inthe Social Sector Trial to get suchgood positive feed back on theprogrammes being done in thedistrict particularly from anotherdistrict who are part of the trial.

‘‘We have and continue towork hard to get positive resultsand Mr Parry’s comments arevery encouraging,’’ she said.

Mrs Moynihan said there isstill a lot of work they want to do,and things they want to achieve.

Horowhenua libraries have a tradition of holdingwonderful school holiday programmes.

Foxton, Shannon and Levin libraries are hives ofactivity at holiday time.

The fun activities on offer are free to all, but keepingthe programmes that way takes funding.

Friends of Horowhenua Libraries chose to donate $1000to help.

‘‘All of the committee have grandchildren,’’ Friendschairman RosalieBlake said. ‘‘Wechoose causes whichtouch our heart suchas the holidayprogramme.’’

Accepting thedonation, children’slibrarian DeborahMacdonald said themoney will be wellutilised.

Arrest over burglariesafter public tip offWITHCOMMUNITYCONSTABLEGraeme Jarvis

I am pleased to passon that a young manhas been arrested inconnection with astring of burglaries.

Thanks tomembers of thepublic for theirvaluableinformation whichwas followed up bysome great police

work to achieve this result.Too many Levin residents will now

be very aware of an intersectioncampaign being run during the holidayperiod.

They have received tickets forfailing to stop at a stop sign.

This campaign is part of the policePrevention First initiative, and istargeted at reducing crime and crashes.Police are appalled at the constantflouting by Levin drivers who do notstop at stop signs. Simply slowing andlooking to the right is not sufficient, andI am told some drivers were barely evenreducing speed.

Burglaries remain a thorn in the sideof both residents and commercialproperty owners.

Levin East School was broken intoon Monday night, and a police dog wascalled from Palmerston North to trackthe offender/s.

After a strong start across theplaying fields, the track was lost.Inquiries are continuing.

A Levin man was found in aresidential street during the nightcarrying a sheet of new plywood. Policefound a nearby shed broken into andthe source of plywood confirmed. Theman has been arrested and chargedwith burglary.

On Monday, the NeighbourhoodPolicing Team received someinformation about the suspiciousbehaviour of a young man at an emptyhome in Liverpool Street. A plumberworking at the property had a powerdrill stolen.

A man has been been charged andwill be appearing in court.

A driver was spotted by a policepatrol failing to stop at a localintersection. He was stopped andspoken to by officers. The 4WD vehiclehe was driving was stolen and wasbearing registration plates belonging toa second vehicle.

The man has been arrested andinquiries are continuing.

Police have been told that youngpeople are gathering in empty buildingsaround Levin to hold parties during theschool holidays.

One such gathering was broken upby police and several young people weredetained.

If anyone has an empty house or anyempty building nearby, and sees orhears anything suspicious, they shouldphone police straight away.

Once again I applaud the help of localresidents by providing information thathas resulted in a number of offendersbeing apprehended in the last week.Keep it up.

can offer desexing of male cats thanks to agrant from the Pedigree pet food company.

‘‘If you hold a community services card orcan prove financial hardship you may qualifyfor free desexing,’’ Linda Schwanner,manager of Horowhenua SPCA said.

‘‘We managed to secure a grant fromPedigree (pet food company) to offer thisservice to low income earners for a shorttime.’’

The mild winter has seen cats coming intoseason earlier this year. Already pregnantcats have been turning up at the Mako MakoRd centre.

‘‘We are hoping desexing male cats willmake a big difference to the number of kittenscoming in over summer,’’ Ms Schwanner said.

‘‘Vouchers for male desexing at a local vetclinic last for a month, owners of more thanone male cat maybe eligible for more than onevoucher.’’

Cats must weigh over 1kg and be healthy;they will be given a basic health check beforeoperating.

‘‘Desexing a male cat is easier and quickerthan spaying a female, the after care isconsiderably less,’’ Ms Schwanner said.

‘The lyrics in our anthem,hear our voices, we entreathave little meaning if we don’t

speak up.’If it hadn’t been for a war over the rightto vote, the whole of North Americamight be known as Canada and thenation we now call the US would notexist.

The continent was a Britishpossession in the early days, althoughthe Spanish and the French claimedcertain parts as theirs. The slogan, Notaxation without representation — thebasic right to vote if one was being taxed— was one of the causes of the theRevolutionary War and led to freedomfrom British rule.

Today, in New Zealand, every adultis legally bound to register on ElectoralRolls but not obliged to vote and ourcurrent local body elections will see lessthan half of us do so. It seems strangelyparadoxical that people will fight — anddie — for the right to vote, yet so fewwill bother to do so.

In Yorktown, in 1781, the Britishsurrendered to George Washington’sforces. This effectively established theUS but it was not the culmination of aset of clear issues. Many of the‘colonials’ retained strong ties to theCrown, and wished to remain part ofKing George’s Empire. Some fought —alongside British soldiers. But thatstrong desire for representation and theright to vote would not be denied. Thisspirit led to the freedom fighterssymbolically dumping, into Bostonharbour, boxes of tea on which they hadto pay taxes.

Today’s Tea Party members are alsofocused on taxation matters but thequarrel is with their president and notthe British monarch.

Many reasons are advanced as towhy our Local Body Elections have sucha poor response. Many are heard to say,‘‘I don’t know the candidates’’ or ‘‘Idon’t know what they stand for’’. Incities other than Palmerston North,some even say, ‘‘I don’t know whichward I’m in’’. Postal voting, whichbrings the papers to the mail boxes ofthose entitled to vote, has failed totrigger a greater response. But let therubbish bag sit outside for a day, or thestreet lights go out, or the footpath

crumble and there is an almost instantreaction.

Perhaps the ‘‘use it or lose it’’principle should apply and those whodon’t vote this time will lose the right todo so next time. That, surely, wouldspark some response from those beingforced to pay rates (taxation) but havingno vote (representation).

Protesting citizens would have no teachests to symbolically dump in theharbour, but no doubt Tea Partymembers would dump something on thedoorstep or footpath outside their localcouncil offices.

There would be no wretched despairlike that at Valley Forge, and no doubttraitors like General Benedict Arnoldwould still switch sides. And, eventhough issues like loyalty to a distantmonarch may no longer apply, mostcitizens would soon find out who theirlocal representative (councillor) is andconnect with her or him.

Councillors would be able to state,‘‘But, looking at the Roll of RegisteredVoters, I do not see your name; you haveno ‘voice’ here’’.

Democracy — ‘‘Of the people, by thepeople, for the people’’ — would take on awhole new meaning. Some may wearfunny hats and sing campaign songs asthey march in support of their chosencandidates, in their pursuit ofhappiness.

Then again, maybe not. But as wecontemplate our orange envelopes andask each other ‘‘What do you know abouthim/her?’’, we should ponder on theimportance of using our voices beforethe prospect of losing them becomes apossibility.

That never stops the non-voters fromvolubly expressing their opinions, evenafter the election. The lyrics in ouranthem, hear our voices, we entreat havelittle meaning if we don’t speak up.

A little hall, only those in theknow are aware of, is home toLevin North Indoor BowlingClub.

Built in the 1950s at a timewhen the world was a lot lesscomplicated and a lot more fun,entering is like a trip back intime.

‘‘Greens’’ grace the floor, upto a dozen of them, enticingplayers to give it a go.

Unfairly labelled an ‘‘oldies’’sport, Levin Intermediatestudents learnt it is a game forall ages.

‘‘It’s a game you learn byplaying,’’ club president andveteran player Bruce Pedleysaid. ‘‘The kids were playing afull game at their first session.’’

Local schools have beenapproached, inviting them tobring students during physicaleducation class.

‘‘We really enjoyed havingthe intermediate studentshere,’’ Mr Pedley said.

The club boasts players fromintermediate age to their early80s. Mr Pedley would like to seemore young players leave thePlaystations behind to play areal game as opposed to avirtual one.

‘‘There’s no outlay, wesupply everything you need toplay,’’ secretary Syd Arthursaid.

Tsunami questions and answersHorowhenua District Councilenvironmental services managerTony Thomas answers some of thequestions arising from the Reviewof Tsunami Hazard in NewZealand (2013).Given the greater local andregional risk, why do we nothave compulsory sirens?

There are two reasons. Thefindings of the review meanhigher emphasis must be placedon people understanding a localtsunami can arrive before anyofficial warning is issued. Theyneed to know if they feel a largeearthquake at the coast, to get tohigh ground, or go inland. Thereport warns that to some extentthe installation of tsunamiwarning sirens, is contributing tothe problem of people notresponding immediately to astrong coastal earthquake (in thatthey are expecting a tsunamiwarning).

Secondly, for tsunami fromfurther away when there is timefor an official warning, no onesystem reaches all people thatneed to be warned. The bestwarning system uses several

different warning methods and,most importantly, informationabout the threat and what to do.Sirens can be a part of that butonly one part.

The ministry is developing anational standard for tsunamisirens so that where councils dochoose to use sirens, the sirenswill be the same.What is a large earthquake?

One that is big enough to makeit hard to stand or a less intenseearthquake that lasts for a minuteor longer.It is a modern world, why do wenot have smart phone apps, textmessaging or similar?

Regionally, the systems areused by some of the CDEM groups.The ministry has funded a projectto further develop the AucklandGroup’s smartphone app to allowother regions to join, as well asexpanding the number ofplatforms it is available on. Thework is expected to be completedby the middle of next year.

The ministry will be leading aproject in the 2013/14 to determineall the emergency services’ andresponse agencies’ requirements

in this regard so that options canbe investigated. One possibleoption could be cell broadcasting.We are also redeveloping ourwebsite to make it a one stop,national portal from which all theregional information would beaccessed, and looking at thefeasibility of a national smartphone app.

However, an important word ofcaution: no one method reachesenough people. The best warningsystem uses several differentwarning methods, and theyshould not all rely on digitaltechnology.Why do we not build sea wallsin the areas at risk?

While sea walls could provideprotection against smallertsunamis, they did not work in the2011 Japan event. It appears manypeople did not evacuate becausethere were sea walls and sirens.The tsunami arrived beforewarnings could be issued, orpeople did not respond to sirensbecause they thought the wallswould protect them. The resultwas a tragedy. The walls areerected at massive cost that NewZealand would unlikely afford.

Sea walls need breaks forrivers and harbours.But if we know the risk isgreater, why not just plan forthe top end of the risk and buildwarning systems and walls toallow for that?

I do not know that many peoplewant New Zealand’s beaches linedwith massive concrete walls, evenif we could afford them — notethey involve huge costs. In Japansea walls did not work in theMarch 2011 event. Japan has themost modern warning systems inthe world and that was still notsufficient for that event. Peoplemust understand the naturalwarning of a large earthquake atthe coast, and to get to highground or go inland based onthem feeling that earthquake.They must not wait for officialwarnings.Why do we not have a nationalstandard for tsunamiwarnings?

There are: the NationalTsunami Advisory and WarningPlan, and the National TsunamiSignage Technical Standard, andalthough the Ministry does notrecommend the exclusive use ofsirens for tsunami warning, werecognise they are being used sowe are developing a nationaltechnical standard for sirens.What is the public alertingproject?

It is part of a wider emergencyservices strategy that sets an ICTroadmap for the next five years.Public alerting is one of thepriority areas covered in thatstrategy. MCDEM will lead aproject in this regard withparticipation by all relevantagencies. The first phase of theproject will be to determine therequirements and investigateoptions for a core public alertingmechanism (noting there is nosuch thing as a single solutionthat will cover all people andareas). A recommendation willthen be made to the Governmentand funding sought for thepreferred option. Subject to theoutcome of the first phase, thesecond phase will be procurementand implementation.How do you evacuate a city?

The ministry has publishedevacuation planning guidelines tohelp local authorities and CDEMGroups. Planning at the level ofevacuating a specific place is doneby local authorities and theregional CDEM Groups. They areworking with science agenciesand developing maps of the areasthat should evacuate dependingon the size of tsunami. WellingtonCity Council’s tsunami lines are

painted on streets. Some councilsare also considering verticalevacuation inside multi-storeybuildings.The report lists the main areasof higher risk. What are theother areas?

The update applies to the entirecoast of New Zealand. In effect, formuch of our coast this is the firstauthoritative tsunami hazardassessment we have had.

How is this report differentfrom 2005?

There are two maindifferences: it is more detailed andcovers the entire coast, instead offocusing on our main populationcentres; and a more advancedmodel has been used to quantifythe tsunami hazard.How much greater is thehazard compared with 2005?

The difference varies acrossthe country. It is most significantfor those parts of the countryexposed to tsunami from nearbyplate boundaries, particularly inthe east-facing coasts of the NorthIsland and the southwest of theSouth Island. The estimatedmaximum tsunami heights insome of those locations haveincreased by about 50 per cent. Inother parts of the country theestimated tsunami hazard hasstayed roughly the same, or evendecreased in some places.How big are the biggestpossible waves?

This varies greatly around thecoast and according to the size ofearthquake. For the mosthazardous coasts — such asaround Northland and GreatBarrier Island, parts of the EastCape and Wairarapa, and on theChatham Islands — it is possiblethat waves could reach over 15metres above the normal sea levelat the shoreline. When a tsunamicomes onland there are rarecircumstances in which themaximum water level can go evenhigher, particularly if the torrentof water becomes squeezed into anarrow valley. In these situationsa ‘‘run-up’’ height of 35 metres isplausible on the most hazardouscoasts. Geological evidence of apast tsunami has been found at 30metres above sea level inNorthland.

In contrast, there are areas ofthe west coast of the North Islandwhere the maximum tsunamiheight at the shoreline is notexpected to exceed five metres(and worst-case run-up heightsnot expected to exceed 10 metres).How often would we have alocal or regional tsunami?

Small tsunami caused byearthquakes close to New Zealandare not as unusual as many peoplethink. The Cook Strait earthquake

in July of this year caused atsunami big enough to bemeasured, but too small to causeany harm. The Dusky Soundearthquake in 2009 caused atsunami that caused majordifficulties to the boats moored inthe Sounds of Fiordland, and leftstarfish and other sea-creaturesstranded in trees.

In the 20th century there weretwo dangerous local tsunami thatboth occurred in 1947 along thecoast north of Gisborne; these hadmaximum run-up heights of 11metres and six metres. In the 19thcentury there was a tsunamiassociated with the 1855Wairarapa earthquake, this hadmaximum run-up heights of about10 metres; and there wereprobably another two tsunamicaused by earthquakes in the EastCape region during that century,though details are limited.

The historical evidencesuggests that dangerous local orregional tsunami may occur inNew Zealand about every 40 or 50years on average. So it is likelythat at least one such event willoccur in the lifetime of most NewZealanders.When is it likely we would havethe next local or regionaltsunami?

We cannot say. Most tsunamiare caused by earthquakes and wecannot forecast these.How many people have beenkilled by tsunami in NewZealand?

One person was killed on theChatham Islands by a tsunami in1868; the tsunami was caused byan earthquake in Peru. There issome evidence of tsunami havingswept through Maori villagesbefore the arrival of Europeans inNew Zealand, but the numbers ofcasualties are not known.What damage have tsunamidone in New Zealand?

GNS Science estimates NewZealand has experienced about 10tsunami of five metres or moresince 1840. With our countryhaving much lower populationdensity in the past than today, thedamage has not been as great as itwould be now. .Is this not just crying wolf?

Estimates of size andfrequency are always going to beinexact. Even when anearthquake causes a tsunami ittakes time to get accurateinformation. The assessment isrealistic against our currentunderstanding. To underplay thedanger would put people at risk.We accept that there will be falsealarms that can lead to publiccomplacency and we need to keepinforming the public to help getover that.

Six-cylinder turbo flags change

Incognito, BMW-style, the next generationM3 and M4 hit the track at the Nurburgring

test track in Germany.

When BMW unveiled the ConceptM4 Coupe at the Concoursd’Elegance at Pebble Beach,

California, in August, there were notechnical details announced with thecar.

There was, however, plenty ofspeculation that suggested a new twinturbocharged in-line six-cylinder enginewould provide the motivation for the M4Coupe and the next generation M3sedan.

Those stories have proven to be truewith BMW announcing performancetargets for the M3 and M4 along withpictures of disguised cars in testing atthe Nurburgring Nordschleife racetrack.

The six-cylinder turbo is anotherchange of engine philosophy for the M3.Previous M3 generations have usednaturally aspirated engines — a four-cylinder in the original, a six-cylinderfor the second and third generations anda V8 for the current model.

The new BMW M TwinPower Turbo

six-cylinder engine will produce about320kW — up from the 309kW of thecurrent 4.0-litre V8 engine in the M3.

Torque rises by about 30 per cent withBMW promising ‘‘substantially morethan 500Nm’’ from the turbo six whileretaining its high-revving performancewith a 7500rpm red-line. The new enginehas two single scroll turbochargers,High Precision Direct Injection,VALVETRONIC variable valve timingand Double-VANOS seamlessly variablecamshaft timing. The variable valve andcamshaft timing provide fully variablecontrol of intake valve lift.

Fuel consumption and exhaustemissions will be reduced by about 25per cent and the engine meets new EU6emissions standards.

The cars’ weight has been reduced tojust under 1500kg, a reduction of about80kg, which also benefits the drivingdynamics and fuel efficiency. Weight-savers include a lighter gearbox, acarbon fibre reinforced plastic (CFRP)driveshaft, higher aluminium content inthe new five-link rear suspension and acarbon fibre front strut reinforcing

brace weighing 1.5kg.A CFRP roof panel has previously been

exclusive to the M3 Coupe but the nextgeneration M3 Sedan will also adopt thisfeature saving about 5kg and lowering thecentre of gravity.

BMW has confirmed both cars will beavailable with the choice of a six-speedmanual or seven-speed dual clutch (DCT)transmission. Optional features willinclude carbon ceramic brakes and theAdaptive M suspension with Comfort,Sport and Sport+ modes, enabling thedriver to choose between a morecomfortable damper setting formotorway driving or a stiffer set-up fordynamic driving on country roads, and athird option that minimises wheelmovements and maximises dynamicperformance for use on the track.

There’s been no confirmation of aglobal release date for the productionmodels — although BMW will launchboth body styles at the same time.

January’s North AmericanInternational Auto Show in Detroitseems a likely stage for the M3 and M4Coupe to make its global premiere.

Thingsmove fast in the world of Kia.Such as subtlemodel specificationchanges for the newCerato sedanduring the time betweenmy drive of

the flagship 2.0-litre SX version andthis road test going to press.

Checking the Kia website thisweek, I noticed the Cerato 2.0 SXsedan had nudged over the $40kmark. The $38,490 pricetag I’d notedduringmy road test had become$40,490, and looking further Idiscovered a 1.8 SXmodel hasjoined the sedan line-up at $37,490.

Primarily, it’s amovewhichintroduces a 7.0-inch touchscreensatellite navigation andmulti-mediasystem to the SXmodels, and alsomeans the sedan line-up nowmirrors the Cerato hatch line-up,which went on sale in September.

The third generation Cerato isone of the impressive newcomers of2013.Where the second generationwas conventionally handsome anddelivered competitive specifications,the newCerato boasts standoutstyling and improvements acrosspretty much every aspect of itsdesign, to position itself as acontender for class leadership.

SX grade is the t0op level ofspecification, with leather trim,heated front seats and a ventilateddriver’s seat among the treats, alongwith dual-zone air conditioning, abootlid spoiler, proximity key accesswith push button engine start, apower sunroof and 17-inch alloywheels.

The 2.0-litre SX also gets bi-Xenon headlights, alloy pedals and achilled glovebox. The test car wasthe original specification withoutsatellite navigation.

A 1.8-litre engine with a healthy110kWoutput is standard in entrylevel LX, mid-grade EX and nowSXmodels as well. The 2.0-litre bringsnot only larger displacement but alsodirect injection to the premiumversion.

The 1999ccGDI engine develops129kWat 6500rpm and has peaktorque of 209Nmavailable at4700rpm. Enthusiastic power

delivery and a six-speed automatictransmission gives the Cerato thegearing to accelerate eagerly orachieve easy highway cruising.

The transmission is one theCerato’s best attributes, with smoothupshifts, swift kickdown responseand steering wheel paddle shifts formanual gear changes.

The engine settles at a relaxed2000rpm in top gear at 100km/h,with downshifts to 2700rpm in fifthand 3700rpm in fourth.

Kia claims 7.4 litres per 100kmandmy road averagewas7.7L/100km, with consumption on ahighway trip being 6.9L/100km.

TheCerato sits on the highwaywith a confident stance, and theNexen 215/45 R17 tyres offer plentyof grip but produce some coarse chiproad noise intrusion at highwayspeeds.

Driving dynamics are no longerthe arenawhere the Kia experienceis compromised. TheCerato steersaccurately and offers a well-sortedride, with the suspension soaking upbumpy surfaces. There’s a smallamount of initial bodyroll and thenthe Cerato provides some taut bodycontrol.

The three-mode Flex Steersystem—selected from a button onthe steering wheel— varies the

assistance level from the electricpower steer and also alters thedegree of self-centring.

There’s no doubting the Cerato’svisual presence, with the sleek linesbased on a long 2700mmwheelbase, a fast roofline and shortrear deck. The detailing catches theeye as well, with the 17-inch alloywheels in a bold five twin-spokedesign, LED daytime running lights,indicators in the doormirrors, abootlid spoiler and front fog lights.

Interior materials and the fit andfinish are impressive, and wouldstand comparison with considerablymore expensive cars.

The black leather is highlightedby silver stitching and is extended tothe dashtop, and there’s carbon-looktrim inserts, metallic detailing andsoft-touch plastic surfaces.

The leather steering wheel—which is tilt and reach adjustable—tidily finds space for audio, phone,trip computer, cruise control andFlex Steer buttons.

Features that make the CeratoSX just that little bit more convincinginclude the deep centre consolestorage, chilled glovebox andgenerous-size door bins with bottleholders.

I’d like to see Kia put somemoreeffort into seat design. The SX

driver’s seat has 10-way poweradjustment with cushion height/tiltand slide/recline adjustments pluspower lumbar support and a two-positionmemory.

But the seat feels quite hard andcould do with a little more sidebolstering and shape through thelower back and across theshoulders.

There’s the impression of sittingup quite high rather than actually inthe seat and this puts the spotlight onthemost obvious design drawbackof the Cerato.

Headroom in the front ismarginal, thanks to that sweepingroofline and the sunroof installationin SXmodels.

Being able to lower the seatanother 10mmwouldmake aconsiderable difference for tallerdrivers. The slightly taller Ceratohatchback offers a few extramillimetres of space for taller driversand passengers.

Cerato’s rear seat space is also acase of tight headroom but goodkneeroom. The 60/40 split backrestdesign has handy release latches inthe load area and there’s aparticularly generous 482 litres ofcargo space. TheCerato stillmanages to find room for a full-sizespare wheel.

The NZ Transport Agency is remindingdrivers that changes to child restraint lawscome in to force on November 1, and theagency is urging parents and caregivers toplan ahead to ensure that they can complywith the new rules and keep their smallpassengers safe.

From Friday November 1 the mandatoryuse of child restraints in vehicles will beextended by two years — so all children willneed to be correctly secured in an approvedchild restraint until at least their 7thbirthday.

Transport Agency road safety directorErnst Zollner says the new rules will help tokeep more children safe on New Zealandroads.

‘‘The new rules for child restraint use arebeing introduced for one purpose — to stopchildren from being killed or seriouslyinjured when travelling in vehicles. Thedeath or serious injury of any child is atragedy, and even more so when it can beprevented with the use of simple and widelyavailable equipment like child restraints,’’Mr Zollner said.

Seats and safety belts installed invehicles are designed and manufactured tomost effectively protect an average sizedadult in the event of a crash. Children,because they are smaller and have adifferent body shape to adults, needadditional seating equipment to keep themas safe as adults in a car. Mr Zollner said forsafety reasons child restraints used in NewZealand must be ‘approved’ and must

display standards markings to show theyare approved and safe to be used.

In the 10 years from 2002 to 2011, crasheson New Zealand roads claimed the lives of 24child passengers aged 5 to 7, with another115 suffering serious injuries. There arecurrently an estimated 175,000 childrenaged between five and seven in NewZealand.

■ Current law requires children to usechild restraints until their 5th birthday, andchildren aged five, six and seven to use anapproved child restraint if one is availablein the vehicle. If not, they must berestrained in any child restraint or safetybelt that is available. From 1 November(because of the mandatory age extension)this part of the rule will only continue applyto children aged seven.
