Organizing the world's largest running relay, The OfficeMax Hood To Coast Relay, takes large scale planning and preparation. The countless details necessary to create these incredible events are accomplished by our dedicated Race Committee and Course Coordinators who work year-round to bring runners the enjoyment, support, and safety of a world class event. A huge THANK YOU is also deserved to our race VOLUNTEERS! The Hood To Coast and Portland To Coast Relays could not take place without the hard work and assistance of 4,200 volunteers along the course, from Start to Finish.

CAPTAIN'S CHECKLIST cont.8. Hood To Coast Start The START is located at the lower parking lot of TIMBERLINE LODGE adjacent to the Day Lodge on Mt. Hood, Oregon. The race will begin Friday, August 26, with starting times every 15 minutes. Historically, we have been on schedule to the minute, so DON'T BE LATE ! It is strongly suggested that only one team support vehicle come to the Start Area. This will greatly reduce the expected traffic congestion. Van 2 is encouraged to rendevous with Van 1 at Exchange 6.

“Out-of-Town” teams can receive their packets, race numbers, wrist wraps, vehicle signs, and T-shirts at the Start. Arrive approximately 45 to 60 minutes in advance of your Start Time to collect these materials and officially check in.

CHECK-IN PROCEDURES: 1. Present team safety equipment at the Equipment Check-in Area for inspection and turn in a signed copy of the Safety Agreement located in your team packet or in the handbook. Your team will then be issued a Race Wrist Wrap. Without your Race Wrist Wrap and approved Safety Equipment, your team will not start the race.

2. Twenty minutes before your team’s assigned Start Time, check in at the Team Check-in Area. Approval of safety equipment must be secured prior to checking in here. You will need to state your Team Number to officials and sign alongside your team name on the CHECK-IN sheet. Any team member can check the team in, not necessarily the Team Captain.

3. Teams scheduled to start in each upcoming wave will have their team name and number announced five minutes prior to scheduled start. Your first runner must check-in and be at the Starting Line. Do not attempt to start before yourassigned start time!

4. Scoring Sheet: Each team must record their individual leg times as well as the accumulated running time at the completion of each leg. These sheets should be turned in immediately upon finishing the race. Their completeness and accuracy is required for processing, in addition to the timing chip. Incomplete or inaccurate records will not be accepted. These records will be used to verify final race results.

9. Hood To Coast FinishThe Finish is located on the beach, just north of the turnaround of Broadway Avenue in Seaside, Oregon. Be aware, traffic and parking are very congested at the Finish in Seaside. Use of the free parking shuttle is highly encouraged! (Map included on page 60, in Captain's Packet, and at www.hoodtocoast.com/startfinish.php)

Team members often run across the Finish Line with their anchor runner who is officially finishing the race. If your team chooses to do so, make sure your official leg 36 (anchor) runner leads your team to the Finish Line. This runner will be the one who is credited with an official finish. Note: the Finisher will be running down the Promenade along the seawall to a ramp which slopes down onto the beach. This is near Oceanway Avenue. A special team holding area will allow your team to meet up as the last runner comes down the ramp. Listen for announcements.HOW TO FINISH PROPERLY: As soon as possible after the completion of the race, your team must turn in a completed Scoring Sheet containing the leg splits and runners’ names at the Scoring Sheet Table. UPDATED FINISH RESULTS: Results will be produced as often as possible throughout Saturday. Final results will also be posted at www.hoodtocoast.com/results.php. If for some reason, you do not agree with the final results, please file a report prior to 8:45pm on Saturday to the designated Protest Table.

FINISHER MEDALS: Will be given toeach qualifying team as the finishing runner crosses the Finish Line. If the team has not received credit fortheir volunteers at that time or in the event of team disqualification, medalswill be withheld and informed of the reason at the Protest Table. Medals WILL NOT BE MAILED to teams, theymust be picked up on Saturday, or atthe HTC office at a later date.

Course Ratings The ratings (E, M, H, or VH) in the handbook were a collaborative effort of four HTC veterans, each with roughly 23 years of experience participating in the event. To determine leg ratings, distance was considered negligible, with elevation drops and gains considered the primary influence. Two reasons for this approach: 1) captains can easily share two pieces of information about a particular leg with their runners, and 2) this provides a side-by-side comparison of all 12 running assignments. While we don’t expect unanimous agreement among every runner, we hope the ratings and information below will help make informed decisions about assigning legs. The table below takes into account BOTH distance and terrain. The assumption is that in relation to an "E" leg, an "M" is 10% harder, an "H" is 20% harder, and a "VH" is 30% harder.

TEAM BUILDINGEvery person running on race day MUST be official ly registered, or your team wil l be disqualif ied! Additions/substitutions can be submitted via online roster (www.hoodtocoast.com/roster.php) up until race day. R a c e d ay A d d s / S u b s m u s t b e f i l l e d o u t o n fo r m s p ro v i d e d a t t h e S t a r t ( $ 2 5 l a t e fe e ) .

Recruit Teammates! Connect with the race by visiting www.facebook.com/HoodToCoast and click the "like" button. Go to the 'Discussions' tab and you can chat with fellow participants, ask questions and recruit runners! Another option -click on the 'Bulletin Board' link on the top left hand side www.hoodtocoast.com. Discussions range from teams looking for additonal runners, to packing lists and logistics.

Start Times will be determined according to team member 10K times submitted on race applications. These times should reflect the 10K time each person would expect to run on race day if they were entered in a typical 10K race. These 10K times are calculated into the predicted pace each runner should average throughout the race. Your team's "Anticipated Finish Time" will be indicated on a Team Information sheet within your Race Packet. The seeding procedure spreads waves of slow, medium and fast teams throughout the race.

HTC Team Time: Upon registering, your team has committed to average as a whole no slower than 9:30 minutes mile pace.

Team additions/substitutions must reflect this pace. Special Seeding Requests for starting times will NOT be accepted. Teams that choose to violate their pre-assigned start times will be disqualified and subject to suspension from participating in future events. It should be understood that the start time for any HTC team could result in a 9:00 pm finish Saturday evening in Seaside.

Team Seeding Do not try to override our computer system by submitting slow 10K times. The seeding system composes teams with similar anticipated finish times, and creates a variable deviation from times submitted. Submit and resubmit 10K times for your team members which truly reflect their ability. Teams are not simply seeded slowest to fastest! Inaccurate 10K times can result in issues ranging from safety and congestion, to volunteer and equipment support issues for participants. If teams do not submit accurate and honest 10k times and finish 2.5 hours ahead of their anticipated finish time, they will be disqualified.

All teams are to run their members in rotating legs and in the same sequence of rotation throughout the race. Runner on leg #1 would thus run legs #1, #13, and #25. When determining the who will run each leg, (besides distance and leg rating), Captains should consider the following variables:

· The time of day runners will encounter each leg· The leg's exposure to sun and/or wind· Variable weather· Runner ability· Runner familiarity with the area· Whether there is any van support on the leg· Runner willingness to run on a gravel (and potentially dusty) road

The combination of the first three of these is perhaps the most crucial. Some legs are notorious for brutal sun exposure on runners during the day. Several examples are Legs 5 and 6, where late afternoon running can be in direct sun, as well as Leg 35, which has little shade and no van support for the majority of the leg. Also keep in mind that the first three legs from atop Mount Hood drop an average of 1300 - 1400 feet each in elevation! Runners who push these legs too hard will severely pay for it in their second and third legs, ending up stiff, sore and sometimes injured. The faster the pace down this grade, the more severe the trauma to your legs.

Runner SubstitutionNo participant may drop out of the race solely for the purpose of the team substituting a faster runner or walker in their place. If a runner is forced out due to injury, they MAY NOT be reinstated into the team lineup. The team must finish the event with the remaining runners moving forward in the same sequence. No alternates may be added once the team has started.

Substitution ProcessSubstitution Process for Teams (other than Mixed Divisions):If a runner drops out due to injury during a leg and isn't able to walk to the next exchange, the next runner in rotation may take the wrist wrap and continue to the end of that leg. The next leg must be run by the next runner in rotation. No more than one substitution is permitted in a single leg.

Substitution Process for Mixed Divisions:If a runner on a Mixed Division team becomes injured and drops out during the leg, the paragraph above applies with the addition that the replacement runner must be of the same gender. If a minimum of seventeen(17) legs are not completed by females the team will automatically be reclassified into the Men's Division.EXAMPLE (presume injury to Female #1 0n leg #4):

EXCHANGES are marked in orange paint on paved roads, and pink flagging along gravel roads (yes, this course does have gravel stretches (dust); so bring bandanas/painter’s masks, or just grin and bear it).

WAITING RUNNERS who will run the next leg MUST line up single file (after warming up) along the LEFT shoulder of the road behind the EXCHANGE POINT (refer to the diagram below). Faster team runners are to be towards the front of this “chute." Step out of the CHUTE into the EXCHANGE ZONE as your runner approaches. Runners finishing must exit the exchange zone as shown below.

ONLY RUNNERS presently preparing to run are allowed on the LEFT side of the exchange roadway. ALL spectators MUST remain on the RIGHT SIDE of the road. Runners are to run along the left side of the road except as indicated in the Team Handbook (legs #1 - #7 andlegs #14 - #16).

Parking and stopping near exchange is not permitted within 500 feet prior to an exchange. Vans must obey 'No Parking Between Barricades' signs, and be sure to not stop or park on or near the white lines on roadways!

No dropping off teammates at Exchange Zone. Follow volunteer directions forparking and drop off areas.Navigating the Course is highly recommended to drive the course in advance of race weekend. See "Drivers Guide" in handbook or www.hoodtocoast.com/driversguide.php for driving instructions.

The race course and finish line will officially close Saturday evening at 9:00pmAny teams still on the course at that time are requested to either discontinue the race, OR finish by running more than one of their runners at the same time (only if instructed by Race Officials). Teams cannot run legs concurrently unless instructed by RACE OFFICIAL and given sticker for their log sheet. All teams are seeded to finish before the course of-ficially closes. If your team has been honest in supplying 10K times, everyone should finish no later than 9:00 PM. THIS MEANS THAT SOME EXCHANGES (33, 34 AND 35) MAY CLOSE BEFORE 9:00 PM due to scheduling. THESE EXCHANGES SHOULD DO SO IF YOUR TEAM IS TO FINISH BY 9:00 PM.

In case of an emergency, call 911, and locate the Exchange Leader or Radio Communications Operator at the nearest Exchange. Medical care and first aid safety is the responsibility of each team and participant. Each team needs to be prepared to care for the common medical needs of their runner, and have a first aid kit prepared. Write important emergency contact and medical information on the back of your race bib!

Communications: There will be a Radio Communications Operator at most exchange points along the race course. The radio person’s primary responsibility is communication for emergencies, but they also help with logistical issues. They will be positioned near the exchange zone. If you see anyone hurt, please get their race number, exact location, and nature of the emergency, if possible, and let the radio operator know at the next Exchange Point. They are capable of calling in full emergency medical, police, and fire response.

Giving Aid and Support along the Course: Absolutely no team members or spectators are allowed to cross busy highways or streets with the purpose of giving aid or support to participants running along that side of the road! Team vehicles MUST safely cross over to the other side of the road where the runner is, park, and unload support people.

Running at night: Maintain visual contact with your van within reason along the course. DO NOT follow behind runners! Vans can pull off in a safe area (off of the road)! Do not obstruct traffic! Assign men (when possible) to legs that may seem problematic. Runners are also permitted to carry a whistle and/or self-defense spray if desired.ALL participants must wear a reflective vest, front and back LED flasher, and carry a flashlight or headlamp from 6:00 PM through 7:00 AM while running. THIS WILL BE STRICTLY ENFORCED.Runners must understand there WILL NOT BE ANY police promised to protect them from vehicle traffic along the course. Great care must be exercised at all times by runners and team vehicles. Runners must face traffic (except Legs 1-7 and 14-16, where they run on the right side of the road) and obey all traffic and laws. A motorcycle patrol group will be on the course assisting in safety monitoring. At several exchanges, Hood To Coast has hired professional traffic flaggers. Please obey their signals. Volunteers do not have the authority to do flagging.

Use of headphones or audio amplification while participating is banned, however, music devices with speakers below the head are allowed. Headphones severely impede the ability to hear surroundings and are a major safety hazard. Your team will be disqualified if a teammate does not adhere to this policy.

There will not be any First Aid Stations on the course. There are some long sections of the course in the latter stages where no available water sources exist. BE PREPARED. By midday the temperatures may be in the high 80’s to low 90’s. The most important step you can take during the race to ensure a safe, fast performance is to continually hydrate. CARRY WATER on board your vans. As the average team is out on the course for 28 hours, remember to drink plenty of fluids! The least amount of water that most healthy adults should consume (to maintain hydration) everyday is 8 to 10 cups (8 oz). For someone running, 12 to 16 cups a day is recommended. Many injuries are directly related to soft tissue trauma and are effectively treated with ice. Real ice works much better, and is less expensive than chemical ice packs. Ice should be carried in a cooler and used with plastic bags and a layer of damp towel over sore, tender, bruised and blistered areas. Any wrapping or taping should only take place after effective ice therapy. Follow guidelines for R.I.C.E. (Rest Ice Compression Elevation).

Oregon law states that no open containers of alcohol are permitted within vehicles. Save the celebration for the FINISH beach party. State Police spot these things quite easily, and history suggests they’ll be watching again!

VOLUNTEER INFORMATION

"Outstanding Volunteer" on the course. The best volunteer will be announced at approx. 5:15pm, before the HTC Awards Ceremony on Saturday, and posted on www.hoodtocoast.com/results.php

Volunteers must be at least 18 YEARS OF AGE or older. Younger volunteers willnot be accepted and would result in team disqualification. They must be withoutphysical limitations that would not allow them to perform the assigned duties and must not bring children or dogs! Volunteers are asked to commit approx. 4-5 hours of assistance during the event. All jobs will be either on the COURSE, START or FINISH areas. Exchange Leaders commit to 12 hours of assistance and are responsible for the safe coordination of a specific exchange. Volunteers should bring a flashlight and two LED flashers to wear if shift is during night.

Volunteer Registration: Anytime on/after Feb. 1, 2011 Team Captains can log onto the Team Roster(www.hoodtocoast.com/roster.php) to register volunteers, and enter their names and email addresses to your roster. Each volunteer must have a different email address. Your volunteer will receive an invite email and will be asked to re-ply by signing a waiver and choose a Volunteer Job from the available jobs list. If your volunteers want to all be togeth-er, they must coordinate their job selections as the jobs are computer automated. Once a position is filled, the job list-ing will disappear. Volunteers may choose assignments on a FIRST COME, FIRST SERVED basis. It is to your advantage to register team volunteers as early as possible. All volunteers must be registered online by August 5, 2011 or the team will be disqualified. Confirmation of volunteer assignments will be emailed to the Team Captain and posted within the Online Roster on a monthly basis. If you need assistance or have questions, please contact [email protected] or (503) 292-4626. Exchange Leaders must contact the Volunteer Director: [email protected] for their assignments.

Volunteer Meeting: A mandatory Volunteer Meeting will be held for training and logistical coordination. Each volunteer must know their team number to check in. All three team volunteers MUST attend one of the two meet-ings (not necessarily together). If the volunteer cannot attend, send someone in their place. It is your volunteer's respon-sibility to get the training information from the person sent in their place. If a substitution is being made, have the new volunteer come to the meeting in place of the replaced person. They have a choice of two (2) possible training dates:

Saturday, August 13, anytime from 9:00 am-11:30 am (Exchange Leaders Meeting at 11:00 am) Wednesday, August 17, anytime from 6:00 pm-7:30 pm (Exchange Leaders Meeting at 7:00 pm)

At the end of training, volunteers will receive the official volunteer shirt. If ALL THREE of your volunteers do not attend one of these meetings, YOUR TEAM WILL BE DISQUALIFIED AND NOT PERMITTED TO START IN THE RACE.

ATTENDANCE: All teams are responsible for their volunteers peforming their assigned duties, at the correct time. If a volunteer cannot report to their job, the team is responsible for finding a replacement and making sure they ful-fill the job assignment. Failure of a volunteer to report to their preassigned duty will result in team disqualification. All volunteers must WEAR THE OFFICIAL VOLUNTEER T-SHIRT when they perform their job in the race, as this identifies the volunteer as a "Race Official." However, if they cannot wear it for any reason, volunteers will still be accepted to perform their job. When the volunteer checks in, they must sign in with their Team number in the Exchange Book, in order for the team to get credit. Between 6pm-7am, the volunteer will be given a safety vest at Check-In that must be worn during the shift. Volunteers are required to bring a flashlight for a night shift. Following completion of the job, volunteers MUST sign out in the Exchange Book. Failure to properly check in and out will result in team disqualification. Teams can vote for the most

DRIVERS GUIDEDriving the course requires as much preparation and planning as running the race. Below are directions to help you plan and avoid frustration caused by having over 2,000 vans concentrated in the same area during a 36-hour time period. Drivers who understand the rules and course maps are vital to the safety and efficiency of Hood To Coast.

Drive the Course Before the Race:

Note where all turns are locatedIdentify exchanges (and areas where more time will be required).Know the difficult parking areas and plan accordingly.Be aware of where stops can be made to provide runner support.Know where facilities for food and restrooms are located. It is very important to find additional restroom stops

to minimize the need for lengthy exchange stops.Locate gas stations, the last fuel stop before the beach in Seaside is in St. Helens (Leg 18).Establish places, (other than exchanges), where your team vans can meet.Become aware of areas where vans won't be in contact with their runner and how to deal effectively.

THERE ARE AT LEAST TWO (2) AREAS ON THE COURSE THAT WILL BE RESTRICTED TO ONE VAN PER TEAM There are areas where congestion is caused specifically by narrow roads and the number of vans traveling. Teams will not be able to have two vans together from Exchanges 18-23 and 31-35 or risk being disqualified.Cell phone coverage may not be available in all areas (particularly legs 18-32). Have a back up plan.

Areas Restricted To One Van: There are required van routes for each van, follow the directions in the guide.Between Exchange 18 (Columbia County Fairgrounds in St. Helens) and the intersection of HWY 202 and Old Ranch

Road (Leg 23). Between Olney (Exchange #31) and HWY 101 in Seaside (Leg 36). There are also two shortcut routes listed in adjacent handbook leg maps for Exchanges 6 to 12, and between Ex-

changes 12 and 13.

Giving Aid and Support along the course: Absolutely no team members or spectators are allowed to cross busy highways or streets with the purpose of giving aid or support. Vans must safely pull over to that side of the road and park.

No Parking or stopping permitted within 500 feet prior to an exchange or in the exchange! Do not drop off teammates in the exchange zone. This will result in a 30 minute team penalty.

Vans must obey the No Parking Between Barricades signs and volunteers parking instructions. The parking areas are designed to reduce congestion and traffic on the course. Even if you think you'll stop for only a minute, find a parking place within the designated parking areas, as this will greatly reduce congestion.

Exchanges are marked with orange paint on paved roads and pink flagging along gravel roads. Slow down on gravel roads (Legs 20 and 21) to help reduce dust and for your safety.

COMMITMENT TO HOOD TO COAST TRAFFIC SAFETYYou and your team have the unique opportunity of participating in ‘The Mother of All Relays’ in part because of the local authorities and volunteers who assist in creating a safe relay environment.

To keep the roads safe for all 20,400 participants, as well as non-relay vehicles, we annually partner with law enforcement to create a ‘Safety Agreement’ for all teams to abide by.

It is mandatory that EVERY HTC TEAM SIGN ONE (1) COPY OF THIS SAFETY AGREEMENT.

This agreement must be turned in at the Start Check-In Area. FAILURE TO TURN IN THE SIGNED SAFETY AGREE-MENT WILL RESULT IN A TEAM NOT ALLOWED TO START AT THEIR ASSIGNED TIME.

Teams and drivers are responsible for their own safety, as well as the safety of others traveling along the relay route. Motorists and relay participants rightfully deserve and appreciate safe roads. Thanks for driving safely!

Also: Remember to fill out (in entirety) the medical info on the back of your race bib!

• All state traffic laws shall be obeyed at all times while operating your Team Vehicle. • Violators of any Motor Vehicle laws are subject to ticketing by law enforcement at all times. (HTC is exempt from any responsibility or liability for illegal acts, and will report illegal acts if witnessed).• Team vehicles shall not pull off to side of road on Leg 1 or Leg 2.• Team Vehicles must completely pull off to the side of the road when stopping to assist teammates, and not block the path of runners. (Vehicles are required by law to be over the fog line and not in traffic lanes. Runners are required to use the shoulders when available; team vans must exit the roadway com pletely to be clear of traffic and racers on the shoulder). • Team Vehicles shall not block the roadway or race course at any time.• Team Vehicles shall not block private residential driveways or roadways.• Team Vehicles shall respect neighborhoods and others along highway and roads. The use of a horn (unless as a reasonable warning) and playing loud music may be unlawful. • Team Vehicles may need to drive slower than the posted speed limit, but shall not impede traffic or follow on roads behind a runner.• Team vehicles shall obey the speed laws at all times.• Open containers of alcoholic beverages are prohibited in any motor vehicle at all times when on a public highway.• Team vehicles shall obey drinking and driving laws at all times.• Team vehicles shall obey littering laws at all times. • Teams agree to use approved restrooms and porta-potties, exclusively at all times.• Except in an emergency, all drivers shall obey Oregon's cell phone law. Avoid distractions -no texting. Use hands-free devices. On behalf of my teammates, I have read the above ‘Safety Agreement’ and concur that our team will abide by all Oregon traffic safety laws and Code of Conduct rules (page 13). Failure to adhere to this agreement could result in my team's disqualification.

Make sun safety a way of life!"You and I are more prone to skin cancer because we spend time running and walking

outdoors. As a melanoma survivor, I encourage you to practice sun safety when you

exercise outside. Wear sunscreen, a hat and sunglasses whenever possible."
