HFC’S UNDER PRESSURE FOR GLOBAL REDUCTION

UNITED STATES• California adopted EPA SNAP HFC

phase out dates effective 1/1/19

• Proposed additional 2023 phase out date for residential a/c, 150 GWP limit for new commercial refrig. (> 50lbs, 2022), and sales ban on high-GWP HFCs (2022)

• NY proposing to adopt SNAP dates

• CT, MD committed to HFC phase out actions

• WA, VT introduced legislation to adopt SNAP phase out dates

CANADA

October 2017 Environment Canada prohibited use of HFCs:

• GWP >150 used in foams (2021), aerosols (2018), and domestic appliances (2025), new vehicle AC (2021)

• Various GWP limits for commercial refrigeration (2020)

• GWP>750 in chillers (2025)

• GWP>2200 in transport refrigeration (2025)

• Also adopted bulk HFC phasedown on Kigali schedule, 2019 start

MEXICO• Ratified Kigali Amendment—freeze on

HFC consumption 1/1/24

• HCFC-141b banned 1/1/17

LATIN AMERICA• HCFC-141b banned in Brazil 1/1/2020

EUROPEF-Gas Regulation, GWP prohibitions:

- GWP>150 in domestic refrig./freezers (2015)

- GWP>2,500 in stationary refrig. equip. (2020)

In Oct. 2016, the parties to the Montreal Protocol amended the treaty to add a schedule for global phasedown of HFCs called the Kigali Amendment (b/c it was agreed to in Kigali, Rwanda)

The Kigali Amendment does not automatically take effect in party countries.

Party countries must “ratify” the amendment by following their own domestic approval processes.

Already ratified by 85 countries!
