2016-UsingGISoverlays(HN1c.15&18)andthenewlimitsandattributesforMPAs(HN1c.17liststhemeta-dataforeachareaineachcountry),itwasdeterminedthatHondurashas16.3km2ofcoralreefswithinfullyprotectedareas,resultingina10.2%ofreefsunderfullprotection.Also,basedoncommentsincludedinHN1c.16byLorenzoA.Filipwhocarriedoutthecalculations,hestates:“IncreaseduetoareassessmentofMPAsnetwork(byIlianaCholette)ratherthantheestablishmentofnewMPAs”and“AftertherevisionofIlianaCholetteoneNTZwasremoved(CayosCochinos).AndtwonewNTZwereincludedinGuanaja(insideBayIslands).ThesechangesresultedinaconsiderableincreaseintheamountofreefsinsideNTZs(duetotheGuanajaNTZs)despitetheapparentsmallincreaseinthetotalNTZarea(duetotheexclusionofCayosCochinosNTZ).”

2011-ParticipantsduringtheHondurasEcoAuditnationalworkshop(LaCeibaattheCREDIAFoundation,October18,2011-HN1d.1)notedthatparrotfisharemostlyusedforsubsistenceandarenotanimportantcommercialspecies.Althoughlittlepoliticalactionhasbeentakentoprotectparrotfish,therehasbeenefforttoraiseawarenessabouttheecologicalimportanceofherbivorousspeciesandthethreatstheyface(HN2c.1(Pgs7and10)&HN2c.2(bothpages)).RoatanMarineParkiscurrentlyprotectingreeffish,includingparrotfish,basedonArticle31oftheAcuerdoEjecutivo002-2004(P.8/HN2c.4),whichprohibitsthelandingofreeffishunlessofficiallyauthorized.Additionally,itwasnotedthattheprotectionofparrotfish(andotherspeciesunderendangeredcriteria)couldfallundertheRegulationsofthenewFisheriesLaw,whichiscurrentlybeingdrafted(HN2c.3(Art.66,Pg.36)).

2016-Itishardtodefinethepercentoffishingcommunitiesunderaformofregulatedrights-basedfisheries,butforthisindicatorarelistedtheareasthathavesomeformofregulatedfisheries.Threeofthefourcases/sites/areasmentionedheredefinelobsterandconchastwotargetedfisheriesthataremanagedsimilartorights-basedaccess,allowingforanincreaseinthesoccerto“3”.TheCayosCochinosmanagementplan(HN2d.4)andtheirfisheriesrestorationproject(HN2d.5)createareasthatarerestrictedtoonlyonetypeoffishery,suchasfree-divingforlobsterandconchinareasknownasSalamandinga,Voitague,TariagaruandBajoMalaca,whicharealreadyrestrictedtoonlymembersofthesurroundingfishingcommunitiesofCorozal,SamboCreek,NuevaArmenia,LisLis,Cacao,Balfate,RioEsteban,Chachahuate,EastEndandBolaños.ThenewlimitsdefinedforCueroySalado(HN2d.7)establishanareaof3,871.97hasthatwillbeusedexclusivelyforrightsbasedaccessfisheriesforthecommunitiesofSaladoBarra,BocaCerrada,LaRositaandOrotinabutdonotmentionswhichfisheriesaretargeted.Thefisheriesrestorationarea“PAMUCH“(HN2d.6,8&10)lists,initscreationobjectives:1.accessrightsbasedfishingforthesurroundingcommunitiesthatactasco-managersofthearea;protectionoflarvalandnurserysites;creationofnaturalandartificialareasthatwillallowincreasingfishpopulations,andthesewillbenefitthecommunitiesofLagunadeChachaguala,CostaParaísoandLaBocanaandtargetsspeciessuchaslobster,conch,targetfish(Snappersandgroupers)andwillinclude,withinitsprotectionboundaries,SPAGS.ThenormsincludedinBancoCordeliamanagementplan(HN2d.9)allowrights-basedfisheriesfor60fishermenfromfourcommunities:Flower’sBay,CoxenHole,BrickBayandLosFuertes,andthetargetspeciesaresnappers,groupers,lobsterandconch.

Justification:Effective,integratedland-useplanninginsidethewatershedsoftheMARisessentialtopreventingerosion,sedimentation,andnutrientpollutionintocoastalandmarinewaters.Inparticular,nutrientsareamajorcauseoftheovergrowthofalgaewhichcankillcorals..Nutrientscauseamajordamageinreefsandbenthicecosystems.Highwaterqualitystandardshelptomaintaincoralreefs.Properwatershedsmanagementincludesappropriateland-usepracticesinerosion-proneareasandisessentialforpreservingwaterqualityandensuringthatthetransportofsediment,nutrients,andotherpollutantstocoralreefsisminimized.Ifsoundwatershedmanagementplansareimplemented,nutrientandsedimentdeliveryarelikelytobereduced,promotingrecoveryofdegradedreefs.Watershed-basedmanagementplansfostersustainabledevelopment,andcomplimentsimilarcoastaldevelopmentplansalongthecoastline.Thisindicatormeasuresthespatialextentanddevelopmentofsuchplansorstepstowarddevelopingthem.
