Department of Public Social Services Donyielle Holley gave a PowerPoint presentation. A discussion ensued.

Jill Kowalski spoke briefly about transition of Roy’s Desert Resource Center Clients. Steve Steinberg spoke briefly to explore ideas for pathways to long term care facility. Chair Jonathan opened public comment period.

Greg Varra spoke about homelessness funding. Francisco Ramos spoke about NIMBY, housing, Whitewater area. Patrick Weiss spoke about homeless dumping.

Chair closed the public comment period. Member Ramos Watson asked committee to research how tribes are affected by

homelessness and how they combat homelessness. Member Aguilar mentioned visit by Ben Metcalf, Director of Housing and Community

Development to Riverside County. Member Sanchez wanted update from subcommittees. She would also like legislative

updates. Member McKee spoke about NIMBYism. Member Muzik wanted to thank the subcommittee and mentioned legislative package. Member Carnevale gave an update of Officer Hodge’s success and plans to add a second

homeless officer. Member Townsend commented on the committee’s work. Member Jonathan updated the committee on the City of Palm Desert’s adoption of the

Community Outreach Resource Program. The City is also looking at ways to make affordable housing available to homeless individuals.

Item 6A Coachella Valley Association of Governments

Homelessness Committee May 17, 2017

Staff Report Subject: West Valley Housing Navigation Program Update Contact: Cheryll Dahlin, Management Analyst ([email protected]) Recommendation: Discussion Background: In April, the CVAG Homelessness Committee approved the Request for Interest (RFI) submission from Path of Life Ministries (POLM) and ask staff to move forward with a possible contract. Staff continues to work with POLM staff on the details and the possible contract will be presented to the Committee in June. CVAG staff and POLM will meet with the RFI review group before the next homelessness meeting to go over contract details. The County of Riverside is researching co-office locations for POLM to provide case management, prevention and diversion services. At the April meeting, staff gave a brief overview of POLM’s Request for Interest submission and mentioned numbers in regard to homeless prevention and diversion services. To clarify, POLM is proposing to provide case management services to all clients which could include: inclusion into Riverside County’s Coordinated Entry System; diversion to housing resources through community partnerships; prevention services to a minimum of 40 households; and rapid rehousing placement for a minimum of 12 homeless households. Annual outcomes may vary due to the unique situations of the households in need of services. CVAG staff also has received updates in regards to funding for Fiscal Year (FY) 17-18. The cities of Palm Springs, Palm Desert, Desert Hot Springs, and Rancho Mirage have budgeted a placeholder for $103,000 for FY 17-18. The cities of Coachella and Cathedral City are still in discussions with their councils. The City of Indian Wells has requested CVAG staff to participate in the City’s Grants in Aid Program. The cities of Indio and La Quinta have indicated that they will not contribute to this program as they are contributing to services in the East Coachella Valley. The County has notified CVAG that they will be able to provide a confirmation of the County’s contribution on May 23rd. Fiscal Impact: There is no fiscal impact as staff time is charged under the duties of the Homelessness program. :attachment 1. Letter to Supervisor Ashley

Staff Report Subject: Funding Formula for Regional Homelessness Efforts Contact: Cheryll Dahlin, Management Analyst ([email protected]) Recommendation: Discussion Background: CVAG staff provided an update to the CVAG Executive Committee in April, and several members inquired about possible funding formulas to support regional homelessness efforts. Councilman Emmanuel Martinez, Coachella, mentioned including population and budget size in the formula. Mayor Stan Henry, Cathedral City, mentioned the CAL-ID, fingerprint identification system, where the assessment fees are based on the total population statistics, for each Member Agency, as provided by the California Department of Finance Report. The current formula is $1 per capita. The topic was extensively explored by CVAG staff before the Executive Committee initially established funding for Roy’s Desert Resource Center. Attached is the staff report that was prepared by CVAG staff in September 2008, which includes all the formulas explored by the Committee. It was decided at that time to equally split Roy’s original operating costs ten ways, arriving at the $103,000 request that has been used since then. Actual contributions from cities have varied year after year, due to many external factors, which in turn has impacted the level of services at Roy’s. As outlined in the RFI submission, POLM is proposing a $864,737.22 annual budget to provide requested West Valley Housing Navigation Program services. Fiscal Impact: The Homelessness committee had directed staff to ask cities to budget a place holder. Letters have been sent to member jurisdictions, but did not specify an amount. An updated status of the request from each jurisdiction was shared with the committee in the prior staff report. Roy’s Desert Resource Center April, 2017 Report for CVAG 152 unduplicated clients were served: 100 Men 52 Women 14 Veterans 12 Disabled persons 7 Children under 17 51 Seniors

Of the 94 exiting clients, 85% received case management assistance. Of those exiting, 7 found part- or full-time, employment and 23 found sustainable housing.

Resource and Budgeting classes are held weekly for all clients. 30 clients attended these classes. 95% of the adult clients who exited during April gained mainstream benefits, such as insurance, food stamps, social security, while at Roy’s.

Four Veterans who were interested in Veterans Services were given referrals and assistance.

Roy’s staff and management continue to enjoy working with volunteer groups from God’s Closet, and St. Paul’s Episcopal Church, as well as Claudia Tatham from EDD, and Liz Campos with the Salvation Army to help get clients back to work and into housing.

Connie Gold and Desert Best Friend’s Closet has helped several clients; providing work apparel for job interviews as well as training.

Health to Hope saw six clients during their visit to the shelter in April. Providing referrals for prescriptions and flu shots.

RDRC continues to work with the Palm Springs Homeless Committee to find more local resources, including bus passes, for homeless clients. Roy’s will continue to serve homeless clients throughout this fiscal year.

Roy’s Management continues to work with all local resources and agencies, including DPSS and CVAG, the Riverside County Veteran’s Services office, The Well in the Desert, and ABC Recovery to help find support, housing, and resources for clients when the JFS contract ends in June.
