1. ForewordWelcometoWarrington’sHomelessnessandRoughSleepingStrategy2020to2025.
Warrington’shousingmarketischaracterisedbyhighdemand,asuccessfullocaleconomyandgrowingpopulation.Thisdemandoutstripsthesupplyofhousingwhichcanleadtohigherhousepricesandrents.Thoseleastabletocompetecanoftenfindtheiroptionslimited.ThisisexacerbatedbythelowlevelofLocalHousingAllowancesandwelfarereformwhichhasreducedaccesstotheprivaterentedsector.Alongsidethiswehaveayearonyearreductionintheavailabilityofsocialhousing.Whilstakeyprioritythedeliveryofnewhomeslagsbehindouraspirationandtheneedforsocialhousing.Fordecadesinsufficienthomeshavenotbeenbuiltandour5yearplancannotmatchthescaleofthisbacklogofhousingneed.
TacklinghomelessnessisakeychallengefortheCouncilandourpartners.TheHomelessnessReviewdemonstratesthatwehavebeensuccessfulinthepreventionandreliefofhomelessnesswhichhasledtoasubstantialreductioninthenumberofhouseholdswhohavebecomehomeless.
Wehaverecognisedtheincreasingproblemofroughsleepersandhaveidentifiedactionstoreduceit.Twosuccessfulgrantfundingbidsunderthegovernment’sRoughSleepingInitiativewillassistinpilotingtheSomewhereSafetoStayhubandprovidingspecialistsupporttoourNewStartPlusprogramme.

Working together to end homelessness in Warrington
3. DefinitionofhomelessnessThecommonperceptionofhomelessnessisasinglepersonseensleepingroughonthestreets.However,homelessnessisamorecomplexissueaffectingfamilies,couplesandsinglepeople.Notallhomelesspeopleliveonthestreetstheymayhaveaccesstounsettledaccommodationby“sofasurfing”orlivinginovercrowdedaccommodationwithfamiliesorfriends.
Thisreviewusesawidedefinitionofhomelessnesswhichincludesthefollowing:
• Peoplesleepingrough• Singlehomelesspeoplelivinginshelters,hostelsandsupported accommodation• Statutoryhomeless
Italsoincludespeoplethatcanbedescribedas“hiddenhomelessness”.Thesearepeoplewhoaresquatting,livinginseverelyovercrowdedaccommodation.

ThegovernmenthassetoutinlegislationwhocanbeconsideredasbeinghomelessorthreatenedwithhomelessandprovidedguidanceonhowtheCouncilassessesthis.Peoplewhopresentashomelessdon’thavetobesleepingonthestreetsornothavearoofovertheirheadatthetimetheyapplyforhelp.Peoplearestatutoryhomelessif:• Itisunreasonableforthemtoremainintheircurrent accommodationbecausethepropertyisinapoororunsafe condition• Theyarenolongerabletoaffordtheaccommodation• Theyliveinacaravanorboatwithnowheretolegallyputit
4. National Policy ContextInApril2017theHomelessnessReductionActreceivedRoyalAssentandthisbecameoperationalon3rdApril2018.TheActgivestheCouncilnewdutieswithafocusonpreventionofhomelessnessandthosealreadyexperiencinghomelessnessareabletoaccesshelpregardlessofwhethertheyhaveapriorityneed.Withthesenewdutiesnationallythegovernmentisproviding£72.7milliontolocalauthoritiestomeettherequirementsofthisAct.
TheActchangedthewaycouncilswork:
• Anewdutytopreventhomelessnessfor56days• Anewdutytorelievehomelessness(bysecuringaccommodation foraperiodof6monthsormore)forafurther56days• CreateandmonitorindividualPersonalHousingPlans• Localconnectionandhomelessnessintentionalitynotassessed untilthemainstatutoryhomelessnessduty

5.HomelessnessReview: Key FindingsInordertodevelopthisstrategyadetailedreviewofhomelessnesshasbeencarriedout.Asummaryofthekeyfindingsaresetoutbelow:
IncreasingNumbersSeekingAssistanceWiththeintroductionoftheHomelessnessReductionAct2017(HRA)therearemorestatutorydutiessomorepeoplequalifyforassistance.Thelargestincreasehasbeensinglepeople.
HomelessnessPrevention&ReliefIncreasedIn2018/19wesubstantiallyincreasedthenumberofpreventions&reliefsofhomelessness,althoughsocialhousingplayedakeyrolewhichisreducing.
SocialHousingReductionYearonyeartherehasbeenareductioninthenumberofsocialhousingbecomingavailable.Thenumberoffamilieswithdependentpeopleseekingassistanceduetohomelessnessinayearnowexceedsthenumberofsocialhomesavailable.Thiswillincreasethetimepeoplestayintemporaryaccommodationreducingitsavailability.
AffordabilityofRentalandHomeOwnershipManyhouseholdsarefindingrentingandhomeownershipunaffordable.Theoverallrateofnewhomesbuiltisnotkeepingpacewithhouseholdgrowthanddemand.Thisandotherwelfarereformsincreasethecostoflivingimpactingonaperson’sabilitytosustainahome.

Theprivaterentedsectorrentlevelsarehigherthanthebenefitlevelspaidunderthelocalhousingallowance.Thismeansthatforthoseonbenefitsorlowincomestheprivaterentedsectorisnotasustainablehousingoption.Thelossofprivaterentedsectoraccommodationisthesecondhighestcauseofhomelessness.
WelfareReformSince2012therehavebeenaseriesofwelfarereformchangeswiththemainonessummarisedasfollows:• LocalHousingAllowances:cappedsince2016andalowerratefor thoseagedunder35• Universalcredit:bringstogetherarangeofworkingagebenefits intoasinglepayment• Bedroomtax:ifatenantisdeemedtohave1spareroomthen housingbenefitiscutby14%and25%for2ormoresparerooms
RoughSleepingThereisanincreaseinthenumberofroughsleepersfrom4in2017to21in2018.
ComplexityHomelessnessisnotjustahousingissue.Manyhomelesspeoplehavecomplexneedsbeyondtheneedforhousing.
DirectionofTravelItisverydifficulttopredictthefuturelevelsofhomelessnessduetothecomplexityofthecausesandtheinfluenceofnationaltrends.WhatisclearisthatwiththeintroductionoftheHRAwehavemorestatutorydutiessomorepeoplequalifyforassistance.Thebiggestincreasehasbeensinglepeoplewhichwasexpected.
Nationalstatisticsshowthathomelessness,roughsleepingandthenumberofhouseholdsplacedintemporaryaccommodationisincreasing.Warringtonisfollowingthenationaltrendandthisisexacerbatedbythesuccessofourlocaleconomy.
Whilstmorepeoplequalifyforassistanceatthesametimewearefacingayearonyearreductioninsocialhousing.Thismismatchbetweendemandandsupplyislikelytoresultinhouseholdsremainingintemporaryaccommodationforlonger.Ifhouseholdsremainintemporaryaccommodationforlongerthiswillreduceitsavailabilitylimitingtheoptionsforemergencyhousingfornewhomelessapplications.

PreventionandReliefDutyThefocusoftheHRAisthepreventionorreliefofhomelessnessandthetablebelowshowsthatwehavebeensuccessfulinachievingthis.In2017/18weachieved508preventions/reliefwhilstin2018/19thishasincreasedto1,389.

Duringtheyyear(attheendofeachquarter)11%ofthetotalnumberofhouseholdsassessedwereoccupyingTAand6%ofthosehouseholdscontaineddependentchildren.
WithregardtoB&Btherewere4%ofthetotalnumberofhouseholdsassessedoccupyingB&Battheendofthequarterand2%ofthosehouseholdscontaineddependentchildren.Duringtheyearonly1familywithdependentchildrenstayedinB&Baccommodationfor6weeksormore.Temporaryhousingwasofferedinthiscase,althoughrefusedbythefamilythroughtheirrepresentative(Shelter).
16and17YearOlds16/17yearoldapplicantsrepresentlessthan3%(34)ofthetotalnumberofapplicantsownedadutyand2%(27)declaredhavingsupportneeds.Nounaccommpanied16/17yearoldswereplacedinB&Bortemporaryaccommodationduringthisperiod.Applicantsagedunder18areassessedjointlybyHousingPlusandChildren’sServiceswithappropriatesupportedaccommodationprovidediftheapplicantisunabletoreturntothefamilyhome.
MainHomelessnessDutyPreviouslythefullhousingdutyacceptancehomelesstrendhasbeenupwardsincreasingfrom219in2016/17to267in2017/18.However,duetoanincreaseinpreventionandreliefthishasreducedto31for2018/19.
DutytoReferTheHRAplacedastatutorydutyonpublicbodiestomakereferralstotheCouncilwheretheyhaveclientswhoarehomelessoratriskofhomelessness.Thetotalnumberofreferralsfrom1stOctober2018to31stMarch2019was277.
7. Priorities Followingthereviewofhomelessness4keyprioritieshavebeenidentifiedwhichareasfollows:
Priority 1: Prevention&reliefof homelessness
Reason for this priority: • Preventionisbetterthandealingwiththechallengesarising fromhomelessness • ThefocusoftheHomelessnessReductionAct2017ison preventionandrelief • In2018/19therewere3,239applicationsforassistancefrom HousingPlus • Needtomoveawayfromacrisisdrivenapproach
Ouraimistointerveneearliertohelppreventfamiliesandindividualsbecominghomeless.Thisachievesabetteroutcomeforourcustomersandreducesthecostofprovidingemergencytemporaryaccommodation.
HousingAdviceandInformationTheCouncilprovidesfreeadviceandinformationabouthomelessness.
MediationMediationcanassistiftherehasbeenabreakdowninrelationshipswithparents,friendsorrelativeswhoarenolongerwilling/abletoprovideaccommodation.Ourapproachwillbereviewedtoseehowwemaximiseoureffectivenessthroughmediation.

SanctuarySchemeTheviolentbreakdownofarelationshipisoneofthemainreasonsforhomelessness.WarringtonoperatestheSanctuarySchemewhichprovidesfreesecuritymeasuretoapropertytoenablepeopleatriskofdomesticabusetoremainintheirownhome.Applicationsareincreasingasmorepeoplechoosetoremainintheirownhome.
TenancyRelationsServiceHousingOptionscaseworkersaimtointervenetopreventhomelesswherepossiblebynegotiatingwithaswellassupportinglandlords.
TheCouncilwillassistprivatesectortenantsindisputewiththeirlandlordorwhoarebeingharassedorhavebeenorduetobeevictedillegally.
PrivateRentedSectorBondSchemeTheCouncilrunsaschemetoassistpeopleintotheprivaterentedsectorbycoveringthecostofthebonddeposit.Thisschemehasbecomelesssuccssfulovertheyearsbecausetheprivaterentedsectorisincreasinglymoreexpensiveandunaffordable.
CitizensAdviceBureau(CAB)TheCouncilcommissionsCABtoprovideafree,independent,confidentialandimpartialadviceservicetoeveryoneontheirrightsandresponsiblitiesincluding: • Benefits • Work • Debtandmoney • Housing • Consumertrading • Family • Lawandcourts • Immigration • Health
FloatingSupportTheCouncilcommissionsafloatingsupportserviceinWarringtonwhichprovidesadviceandassistancetoenablepeopletomaintaintheirtenancy.

TheStrategicHousingMarketAssessmentidentifiedthat377newaffordablehomesarerequiredeachyearwiththemajorityofneedforrentedhomes.In2018/19therewere112affordablehousingcompletions.
Thedemandforsocialhousingisincreasingwith4,334registeredwithUnderOneRoof.However,theavailabilityofsocialhousingisreducingyearonyear.GoldenGatesHousingTrustisthelargest

Warrington&Cohasthekeyleadershiproleinenablingandsupportingthedeliveryofnewhousingschemesintheborough.InadditiontheywilldirectlybuildnewhomesthroughtheLocalHousingCompany.
HomesEnglandprovidesgrantfundingtodelivernewaffordablehousingundertheSharedownershipandAffordableHomesprogramme2016to2021.
TemporaryAccommodationTemporaryaccommodationisprovidedtothosewhowehavereasontobelievehaveapriorityneedunderthetermsoftherelevanthomelessnessandhousinglegislation.Thisisatemporarymeasureprovidedasanemergencybeforealongtermsuitablepropertyisfound.
ThereductioninsocialhousingwillputpressureontheCouncil’slimitedstockofemergencytemporaryaccommodation.Itwilltaketimetoincreasethenumberofnewbuildhomes.AsaresultintheshorttermitisessentialthatmoretemporaryaccommodationisprovidedandatthesametimespacesarecreatedwithinhostelsandrefugesthroughHomesEngland’s£50mMoveOnFund.Thisfundaimstofreeuphostelandrefugespacesbyincreasingtheavailabilityofaffordablemoveon.
Bed&BreakfastAccommodationBed&breakfast(B&B)accommodationisanemergencysolutionprovidedtohomelesshouseholds(familiesandsinglepeople)wheretheCouncilhasreasontobelievethattheapplicanthasapriorityneedunderthetermsoftherelevanthomelessnessandhousinglegislation.
B&Bisonlyusedasalastresortwhennootheraccommodationoptionsareavailableanditisonlyuseduntilalternativeaccommodationissourced.
TheYProjectRoomattheInnTheCouncilsupportsa10bedemergencynightshelterprovidedbyacharity.Thisprovidesemergencynightbynightaccommodationanddaytimesupportforroughsleepers.
NewStartTopreparefortheintroductionoftheHRAtheCouncillaunchedNewStartinJune2017.TheCouncilhasinvestment£1.5mtoacquirepropertiestocreateHousesinMultipleOccupationforsinglepeopleandcouples.
TheNewStartprojectprovidessharedaccommodationandsupportforadultsroughsleepingorusingRoomattheInn.Therearecurrently45unitswhichprovidesshorttermaccommodation.
Multi-AgencyHousingPanelTheMulti-AgencyHousingPanelwasestablishedinSeptember2016forthosewhocannotobtainhousingthroughtheusualroutes.Thisincludesfamilies,couplesandsinglepeople.AnIndependentChairworkswithawiderangeofstatutoryagencies,commissioningservicesandthevoluntarysectortosecurehousing.

SupportedHousingSupportedhousingisdefinedas“housingdesignedtomeetspecificneedsandinwhichthereissomelevelofon-sitesupportprovidedaspartoftheaccommodationoffered”.
Itiscriticalthatapersonorhouseholdwhobecomeshomelesshastherightsupporttoensurethattheirindividualneedsaremetandtheycansustainanyfutureaccommodation.PersonalHousingPlanswillidentifyshortandlongtermsupportneeds.
TheCouncilcurrentlycommissionsthefollowing:
Women’sRefuge:WarringtonWomen’sAidproviderefugeaccommodationandsupportfor15womenandtheirchildrenwhoareatriskofdomesticabuse.
JamesLeeHouse:TheSalvationArmyprovide54unitsofsupportedaccommodationforsinglehomelessmenandwomenaged18+.
VervePlace:YourHousingGroupprovide38selfcontainedapartmentsofsupportedaccommodationforhomelessyoungpeopleaged16to24yearsold.
VulnerableTenantSupportScheme:housingrelatedfloatingsupporttotenantsthatneedsupporttomaintaintheirtenancyandpreventhomelessness.
Aneedsandgapsanalysishasbeencarriedoutandthereflectivelearninghasbeeninstrumentalinshapingthespecificationfortheretenderofhomelessnessservices.Thenewservicescommissionedwillbeprovidedforaminimumof7yearstogivestabilityandtoencourageinvestment.
PathwaystoRecoveryChangeGrowLiveprovidesafreeandconfidentialdrugandalcoholserviceforadults,familiesandcarersinWarrington.ThisteamincludesDoctors,RecoveryCoordinators,Nurses,RecoveryChampions,PeerMentorsandvolunteers
NewStartPlusThegovernmentinvitedbidsforgrantfundingundertheRoughSleepingInitiative.AsuccessfuljointbidwithForumHousingAssociationisprovidingspecialistsupportfor21residentsintheNewStartprogramme.
EmploymentandTrainingItcanbedifficultforunemployedpeopletogetbackintoworkandevenharderforpeopletofindajobwhentheyarehomeless.TheCouncilwillexplorewithpartnershowwecansupportpeopleintotraining,apprenticeshipandemployment.
Health&WellbeingHomelessnesscanoftenresultfromacombinationoffactorssuchasrelationshipbreakdown,debt,illhealthetc.Evidencesuggeststhatthehealthofpeopleexperiencinghomelessnessisworsethanthatofthegeneralpopulation.ResearchbyHomelessLinkfound

that41%ofhomelesspeoplereportedalongtermphysicalhealthproblemand45%hadadiagnosedmentalhealthproblemcomparedwith28%and25%inthegeneralpopulation.ThisresearchbyHomelessLinkshowsthathomelesspeopleusehospitalservicessuchasA&E3to6timesmorethanthegeneralpopulation.HomelessnesscasesarereferredtotheCouncil’sWellbeingService.
Priority 4:ReduceRoughSleeping
Reason for this priority: • Increaseinroughsleepingto21in2018 • Healthimpactsofroughsleeping
Thenationaldefinitionofaroughsleeperis:
“Peoplesleepingabouttobeddown(sittingon/inorstandingnexttotheirbedding)oractuallybeddeddownintheopenair(suchasinthestreets,intents,doorways,parks,bussheltersorencampments).Peopleinbuildingsorotherplacesnotdesignedforhabitationsuchasstairwells,barns,sheds,carparks,cars,derelictboats,stationsor“bashes”.
Theroughsleepercountsandestimatesprocessisnotdesignedtoarriveatasingleirrefutablenumberofpeoplesleepingrough.Insteaditsaimistoprovideasnapshotofthenumbersofpeoplelikelytobesleepingroughsothattrendsnationallyandlocallycanbetracked.
NationallythenumberofpeoplesleepingroughinEnglandhasriseneachyearsince2010exceptforlastyear.Thetablebelowsetsouttheoutcomeforthecountsandestimatesoverthelastfewyears.

EffectiveOutreachAneffectiveoutreachservicecanplayakeyroleinidentifyingroughsleepersandtheirneedsatanearlystage.
StreetBeggingNotallbeggarsarehomeless,althoughthepublicperceptionoftenassumesthattheyare.Thereisconcernthatthosewhoarebeggingdosotofunddrugandalcoholdependency.Thiscansometimesleadtonon-engagementwithservicespreventingaccesstoaccommodation.
ToaddressthesegrowingconcernstheCouncilwillneedtoexplorewaysforpeopletodonatewhichdoesnotinadvertentlysupportandencouragebegging.Thiswillneedtoformpartofacommunicationandanti-beggingcampaign.Furtherworktodevelopthiswillbeneededtoconsidertheroleofenforcementandhowtochangeperceptionswithoutlosingpublicgoodwill.

SevereWeatherEmergencyProvision(SWEP)Whilsttheprovisionofshelterforroughsleepersduringsevereweatherisnotastatutorydutythereisahumanitarianobligationtoassist.Soduringseverecoldweathersuchaswhenthetemperatureisforecasttofalltofreezingorbelowfor3daysaccesstoemergencyaccommodationwillbeexplored.
SomewhereSafetoStayTheCouncilworkinginpartnershipwithForumHousingAssociationhasbeensuccessfulinobtaininggrantfundingunderthegovernment’sRoughSleepingInitiative.Inadditiontoexistingaccommodationbasedservicesthisprojectaimstodeliverarapidassessmentandsupporttopeoplewhoarealreadyoratriskofsleepingrough.

8. DeliveryandMonitoringItisrecognisedthatdeliveringtheHomelessness&RoughSleepingStrategyistheresponsibilityofmanyorganisationsworkingtogetherinpartnershipandnotjusttheCouncil.TheprioritiesandtheHomelessness&RoughSleepingActionplanwillbedevelopedwithpartnersandthensubjecttowiderconsultation.
TheHomelessnessForumonthe9thOctober2019hasreviewedtheprioritiesanddevelopedanoutlineactionplanwhichwillbesubjecttowiderconsultation.Followingconsultationamoredetailedactionplanwithspecifictargetsandtimescaleswillthenbedeveloped.
WarringtonHousingandHomelessnessActionPartnershipTheaimofthePartnershipistoensurethatthisworkisco-ordinatedinaneffectivewaywithallpartnersinfluencingandcontributingtoacoherentagreedstrategy.OncethestrategyhasbeenouttoconsultationandupdatedthiswillbeconsideredbytheCouncil’sCabinetinDecember2019.
ThePartnershipwillmonitortheHomelessness&RoughSleepingActionplanonaquarterlybasisandthegroupwilldriveforwardthedeliveryandprogressinmeetingtheobjectivessetoutinthestrategy.Theactionplanwillbereviewedannuallytoensurethatanynewchangesinlegislationandpoliciesarereflectedwithinthestrategy.
