The rich tradition of State Fire School is continuing with the Kentucky Office of Homeland Security joining for the second year. This is an event you will not want to miss. Overview The 2007 school will begin on Wednesday, June 6, and end on Sunday, June 10. Preregistration and informational updates will be posted on web sites www.kctcs.edu/kyfirecommission/index.htm and www.kyfa.org. An exhibit program will be set up inside Heritage Hall, which is a part of the Lexington Center complex located at West High Street, and at South Broadway in downtown Lexington. Attendees will find lodging, parking, and classrooms, more readily available, most within walking distance, and the location should meet your social entertainment needs as well. Classes have been tailored to accommodate the needs of both career and volunteer personnel.

ExhibitsFriday 4:00 - 8:00 p.m.Saturday 10:00 a.m. - 2:00 p.m. Exhibits will be expanded and moved indoors at Heritage Hall. Your application fee will allow you full access to the vendors. Meals will be provided as part of the vendor program on Friday and Saturday.

Cookout - Door PrizesFriday 5:30 - 7:30 p.m.Saturday 11:00 - 1:30 p.m.Non-registered participants may see the exhibits; however, they must speak with a vendor to obtain a meal ticket for the cookout. The supply of meal tickets is limited and meal tickets are required to win a doorprize.

Registration FormsWe highly encourage you to preregister as it offers a greater availability to obtain your desired courses, and the opportunity for you to schedule your time to include other meetings or exhibits. The application form (located at the back of the brochure) will be accepted through May 31, 2007. A nonreturnable application fee of $40.00 must accompany your application form. This fee allows participants full access to the 4-day program including the exhibits on Friday and Saturday. Non-registered participants may see the exhibits; however, they must speak with a vendor to obtain a meal ticket for the cookout. The supply of meal tickets is limited and meal tickets are required to win a doorprize. We will accept certified checks, money orders, or departmental checks only. Cash or personal checks are not accepted. Several classes will incur additional fees to offset the cost of course materials and certificates. Those particular courses will state this within their course description.It is necessary for you to study the schedule and not overlap courses. We will be available for your assistance, but want you to make the most of everything that we offer. Classroom Locations The majority of classes will be held in the Convention Center and adjoining hotels. You will be responsible for transportation to the offsite courses. These courses are noted in red in the Course Division - Title and Page section.

Attention Lead InstructorsLead instructors will need to pick up instructor packets. They will include participant sign-in sheets. Certificates will be delivered to your classes. You assume complete responsibility of maintaining the sign-in sheet and the student receiving his/her certificate for their completed course. Classroom setup will be standard unless otherwise requested. Classrooms will be locked after hours. You will only be able to access rooms at 6:00 a.m. until 6:00 p.m. If you need assistance, contact Charlie Shaw. You should come with all equipment necessary for instruction. Command CenterIncident Command SectionThe Homeland Security Conference and 78th Annual Kentucky State Fire School will operate by the National Fire Academy Incident Command System/NIMS concepts. This system consists of procedures for effective control of personnel, facilities, equipment, communications and operations. The Incident Command Post will be located in the Berea Room - near the food court and entrance to Heritage Hall.

101 Crime Scene Management for Emergency Responders (New Course) What every Firefighter and First Responder Needs to Know

The WMD Crime Scene Management for Emergency Responders course is a one-day training course that provides response personnel with the knowledge of how to implement proper procedures and guidelines for crime scene management when responding to a Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) hazard incident.NOTE: This 1-day course will be offered on Friday.Limited to 60 students.Lead Instructor: Center for Domestic Preparedness, Anniston, AL

102 Incident Response to Suicide Bombings - Awareness, Prevention and Response to Suicide Bombing Incidents (Revised Course)

This course provides basic instruction on response procedures for terrorist incidents involving energetic materials (explosives and incendiaries). The course includes classroom presentations that address potential terrorist bombing targets in U.S. communities, common military and commercial explosives available to terrorists, improvised explosive devices (IEDs), and response procedures that support safe and effective operations during bombing incidents. Includes the following:• To prepare emergency responders and others who are involved in incident response to perform safely and

effectively during incidents of terrorism involving energetic materials (explosives and incendiaries).• To instill in participants a respect for the destructive potential of energetic materials that terrorists may use

in a WMD incident.NOTE: This 1-day course will be offered on Saturday. Class hours will be 8:00 a.m. - 12:30 p.m. and 1:30 - 5:00 p.m.Lead Instructor: New Mexico Tech, Socorro, NM

103 ICS 300: Intermediate ICS for Expanding Incidents (New Course)This course provides training on and resources for personnel who require advanced application of the Incident Command System (ICS). The target audience for this course is for individuals who may assume a supervisory role in expanding incidents or Type 3 incidents. These incidents may extend into multiple operational periods. This course expands upon information covered in the ICS-100 and ICS-200 courses. This course will include but not be limited to: unified command, incident/event assessment and objective development, the ICS planning process, incident/event resource management, transfer of command and demobilization. Prerequisite: Participants must have completed ICS 100, 200, 700, 800.NOTE: This 3-day course will be offered Friday through SundayLimited to 30 students.Lead Instructor: KyEM and KCTCS Instructors

104 Hurricane Katrina Lessons Learned (New Course)A cadre of presenters from various Kentucky emergency response agencies that responded to Hurricane Katrina will discuss their response to this national disaster. You will hear about the problems they encountered and how they adapted and overcame. Most important they will discuss lessons learned, and what will they do different the next time. These lessons learned will provide valuable information to all responders when responding to major events in Kentucky or elsewhere. NOTE: This 1-day course will be offered on Saturday. 201 Aircraft Firefighting Off-site Course (Bluegrass Airport)This course is designed to provide an overview of aircraft rescue and fire fighting for the structural firefighters. Topics of instruction will include aircraft types, systems, tactics and strategy, suppression and rescue. Each firefighter will receive instruction and will participate in a live fire training evolution. The control and extinguishment of fuel spills, interior cabin fire with flashover, wheel/brake fires, and engine fires will be practiced. 202 High-Rise FirefightingThis 4-day course is designed to assist emergency response officers who have responsibility for managing high-rise incidents. This includes organizing resources, developing strategies, and managing tactical operations to protect life, and to minimize damage during an incident. Students attending should have a working knowledge of basic Incident Command System organization; working knowledge of strategy and tactics for structural firefighting; knowledge of building construction; and understanding of the type of building systems existing in high-rise buildings. Additional course segments will cover control of elevators and use of Fireman’s Service during a high-rise incident. The challenges that face rapid intervention crews and some R.I.T. tactics will also be addressed. NOTE: This 4-day course will be held Thursday through Sunday. 203 Rapid Intervention (RIT) Off-site CourseThe intense 4-day class designed for the experienced firefighter who wants to expand their knowledge, skills, and performance during RIT operations. Classroom portions will be limited, focusing on the Development of RIT Programs, Preventing RIT Activations and Commanding RIT Operations. Hands on segments will be extremely demanding both mentally and physically by reviewing and developing skills of firefighter survival, rescue, and RIT Team operations. Training will conclude with increasingly difficult scenarios utilizing basic skills and tools. Prior exposure to firefighter survival and rescue training is strongly recommended. 206 IFSAC Approved Aerial Apparatus Driver/Operator CourseThis course has been designed through joint cooperation of the Kentucky Fire Commission and State Fire/Rescue Training to offer any experience level driver/operator the opportunity to learn the techniques needed to successfully drive and operate an aerial apparatus. A series of classroom exercises, demonstrations, practical skills sessions will be utilized. This 26-hour course meets all requirements of NFPA 1002 - Standard on Fire Apparatus Driver/Operator Professional Qualifications for aerial apparatus and will prepare the participants for the testing process for IFSAC Aerial Apparatus Driver/Operator certification. Full turnout gear without SCBA is required. Prerequisite: Students wishing to take the IFSAC test at the conclusion of the course, participants must obtain a copy the IFSTA Aerial Apparatus Driver/Operator Handbook and Study Guide, read the handbook and complete the study guide for Chapter 2, 3 and 10. IFSAC candidates must complete IFSAC Firefighter I certification prior to Aerial Apparatus certification. 606 Advanced Fire Prevention Officer The class is divided into two sections. Participants may attend the entire program or only one of the segments.Segment One – Thursday – Basic Fire Inspection Techniques Target audience – new or prospective fire inspectors and active fire inspectors desiring to review inspection techniques. This segment will deal with basic fire inspection techniques, including inspector qualities, inspection procedures, identifying common fire violations, and fire hazards in specific occupancies. The class will also cover the kentucky standards of safety as they relate to existing facilities. The class will include an inspection simulation in which students will identify fire hazards from photos.Segment Two – Friday to Sunday – NFPA 101, Life Safety Code & NFPA 1, Uniform Fire CodeTarget audience – while there are no prerequisites for participation in this segment, students should have some prior code knowledge and experience in fire inspections, including those students attending segment one. The first part of this segment will cover the basic requirements for existing buildings found in NFPA 101, Life Safety Code. It will cover the general requirements for all facilities as well as the specific requirements for occupancies including assembly, education, mercantile, business, residential, storage and industrial. It will not cover those facilities which are the primary responsibility of the state fire marshal such as day care, health care or ambulatory care. The second part of this segment will introduce the students to the basic provisions of NFPA 1, uniform fire code which are not contained in the life safety code. If possible, students attending the second segment should bring a 2006 life safety code, a 2006 NFPA 1, UFC and a calculator. While the inspector certification test is not a part of this class, arrangements to administer the test can be made. 702 Confined Space Rescue This course will begin by covering 29 CFR 1910.146 Permit Required Confined Spaces and work its way through the equipment and procedures required to execute a rescue from a Confined Space. Vertical and Horizontal spaces will be displayed and made available to execute rescues from. Air quality monitoring, rope rescue, rescue tripod, basic to advanced rigging and permitting procedures will be covered as part of this course. State Fire Rescue Training’s new Confined Space Trailer will be used as part of this class. This course is intended to teach the skills necessary for rapid assessment, management, packaging and transport of the trauma patient. The U.S. National Registry of Emergency Medical Technicians recognizes the course for 16 hours of continuing education for all levels of EMT’s. 402 Structural Collapse (New Course) Off-site CourseThis 16 or 32-hour program is designed to give the emergency responder the knowledge and skills required for interior rescue shoring operations. The class will cover shoring operations and shoring size-up, use and training of rescue personnel in shoring operations, setting up shoring operations, and specific interior shoring procedures using wood andpneumatic shores (diagonal brace, T-shore, door shore, window shore, horizontal shore, laced-post shore, vertical shore, and two-post vertical shore). Students will also learn collapse causes and types, void search and rescue concepts, the US&R marking system, lifting and moving heavy objects, and other requirements established by NFPA 1670 and 1006 for structural collapse search and rescue operations level. Participants may attend the entire program or only one of the segments.Segment One – Thursday – Basic Fire Inspection Techniques Target audience – new or prospective fire inspectors and active fire inspectors desiring to review inspection techniques. This segment will deal with basic fire inspection techniques, including inspector qualities, inspection procedures, identifying common fire violations, and fire hazards in specific occupancies. The class will also cover the kentucky standards of safety as they relate to existing facilities. The class will include an inspection simulation in which students will identify fire hazards from photos.Segment Two – Friday to Sunday – NFPA 101, Life Safety Code & NFPA 1, Uniform Fire CodeTarget audience – while there are no prerequisites for participation in this segment, students should have some prior code knowledge and experience in fire inspections, including those students attending segment one. The first part of this segment will cover the basic requirements for existing buildings found in NFPA 101, Life Safety Code. 701 Industrial Fire BrigadeThis course will cover the laws and regulations governing fire protection services in Industrial facilities. This class also covers fire topics pertinent to the incipient fire brigade member including fire behavior, ventilation, fire extinguishers, standpipe operations and other topics necessary for the team member. Students should come prepared with personal protective equipment including gloves, hardhat/helmet, steel-toed shoes and eye protection. NOTE: This 2-day class will be held Thursday and Friday and repeated on Saturday and Sunday.Lead Instructor: Instructors for this class will be from State Fire Rescue Training Industrial Training program.

702 Confined Space Rescue This course will begin by covering 29 CFR 1910.146 Permit Required Confined Spaces and work its way through the equipment and procedures required to execute a rescue from a Confined Space. Vertical and Horizontal spaces will be displayed and made available to execute rescues from. Air quality monitoring, rope rescue, rescue tripod, basic to advanced rigging and permitting procedures will be covered as part of this course. State Fire Rescue Training’s new Confined Space Trailer will be used as part of this class. Students should come prepared with personal protective equipment including gloves, hardhat/helmet, steel-toed shoes and eye protection. 201 Aircraft Firefighting Off-site Course (Bluegrass Airport)This course is designed to provide an overview of aircraft rescue and fire fighting for the structural firefighters. Topics of instruction will include aircraft types, systems, tactics and strategy, suppression and rescue. Each firefighter will receive instruction and will participate in a live fire training evolution. The control and extinguishment of fuel spills, interior cabin fire with flashover, wheel/brake fires, and engine fires will be practiced. Full personal protective equipment, to include NFPA approved coat, pants, hood, gloves, helmet, and SCBA are required for participation.NOTE: This 2-day course will be held Thursday through Friday and repeated on Saturday through Sunday.Limited to 20 students.Lead Instructor: Chief Scott Lanter, Bluegrass Airport

202 High-Rise FirefightingThis 4-day course is designed to assist emergency response officers who have responsibility for managing high-rise incidents. This includes organizing resources, developing strategies, and managing tactical operations to protect life, and to minimize damage during an incident. Students attending should have a working knowledge of basic Incident Command System organization; working knowledge of strategy and tactics for structural firefighting; knowledge of building construction; and understanding of the type of building systems existing in high-rise buildings. Additional course segments will cover control of elevators and use of Fireman’s Service during a high-rise incident. The challenges that face rapid intervention crews and some R.I.T. tactics will also be addressed. NOTE: This 4-day course will be held Thursday through Sunday. 102 Incident Response to Suicide Bombings - Awareness, Prevention and Response to Suicide Bombing Incidents (Revised Course)

This course provides basic instruction on response procedures for terrorist incidents involving energetic materials (explosives and incendiaries). The course includes classroom presentations that address potential terrorist bombing targets in U.S. communities, common military and commercial explosives available to terrorists, improvised explosive devices (IEDs), and response procedures that support safe and effective operations during bombing incidents. Includes the following:• To prepare emergency responders and others who are involved in incident response to perform safely and

effectively during incidents of terrorism involving energetic materials (explosives and incendiaries).• To instill in participants a respect for the destructive potential of energetic materials that terrorists may use

103 ICS 300: Intermediate ICS for Expanding Incidents (New Course)This course provides training on and resources for personnel who require advanced application of the Incident Command System (ICS). The target audience for this course is for individuals who may assume a supervisory role in expanding incidents or Type 3 incidents. These incidents may extend into multiple operational periods. This course expands upon information covered in the ICS-100 and ICS-200 courses. This course will include but not be limited to: unified command, incident/event assessment and objective development, the ICS planning process, incident/event resource management, transfer of command and demobilization. 104 Hurricane Katrina Lessons Learned (New Course)A cadre of presenters from various Kentucky emergency response agencies that responded to Hurricane Katrina will discuss their response to this national disaster. You will hear about the problems they encountered and how they adapted and overcame. Most important they will discuss lessons learned, and what will they do different the next time. Student PacketsStudents will need to sign in and pick up their packets. It will include: application fee receipts, badges that must be worn and displayed at all times, exhibit and meal passes, classroom locations, maps, and any additional updates.

Classroom Locations The majority of classes will be held in the Convention Center and adjoining hotels. You will be responsible for transportation to the offsite courses. These courses are noted in red in the Course Division - Title and Page section.

Attention Lead InstructorsLead instructors will need to pick up instructor packets. They will include participant sign-in sheets. Certificates will be delivered to your classes. You assume complete responsibility of maintaining the sign-in sheet and the student receiving his/her certificate for their completed course. Classroom setup will be standard unless otherwise requested. Classrooms will be locked after hours. You will only be able to access rooms at 6:00 a.m. until 6:00 p.m. If you need assistance, contact Charlie Shaw. You should come with all equipment necessary for instruction. If you need A/V support, contact Charlie Lott, Area 1 Coordinator.

Overview The 2007 school will begin on Wednesday, June 6, and end on Sunday, June 10. Preregistration and informational updates will be posted on web sites www.kctcs.edu/kyfirecommission/index.htm and www.kyfa.org. An exhibit program will be set up inside Heritage Hall, which is a part of the Lexington Center complex located at West High Street, and at South Broadway in downtown Lexington. Attendees will find lodging, parking, and classrooms, more readily available, most within walking distance, and the location should meet your social entertainment needs as well. Classes have been tailored to accommodate the needs of both career and volunteer personnel.

ExhibitsFriday 4:00 - 8:00 p.m.Saturday 10:00 a.m. - 2:00 p.m. Exhibits will be expanded and moved indoors at Heritage Hall. Your application fee will allow you full access to the vendors. Meals will be provided as part of the vendor program on Friday and Saturday.

Cookout - Door PrizesFriday 5:30 - 7:30 p.m.Saturday 11:00 - 1:30 p.m.Non-registered participants may see the exhibits; however, they must speak with a vendor to obtain a meal ticket for the cookout. The supply of meal tickets is limited and meal tickets are required to win a doorprize.

Opening CeremonyThursday, June 7, 8:30 - 9:30 a.m., Bluegrass Ball Room, located on Level 3. Coffee and doughnuts will be provided.

Hotel AccommodationsThe hotel rates are $84.00 per night for either a single or a double room. Each hotel has set May 10 to be their cut-off date for room preregistrations. We highly recommend that you do not miss your opportunity to reserve your room, as all other accommodations will require additional travel to and from the conference - for which you will be responsible.
