NITI Aayog
The Government has replaced PlanningCommission with a new institutionnamed NITI Aayog (National Institutionfor Transforming India). The institutionwill serve as ‘Think Tank’ of theGovernmenta directional and policydynamo.
This comes after extensive consultationacross the spectrum of stakeholders,including state governments, domainexperts and relevant institutions.
Its role:
The centretostate oneway flow ofpolicy, that was the hallmark of thePlanning Commission era, is nowsought to be replaced by a genuineand continuing partnership ofstates.

Openbilled storks flock toRaiganj
As per records available the RaiganjWildlife Sanctuary in West Bengal’sUttar Dinajpur district, which attracteda record 68,000 birds in 2014, has themost Asian openbilled storks in thecountry.
The wildlife sanctuary at Raiganj isthe only place in the country whereone can find openbilled stork birdsin such a high concentration.Raiganj sanctuary is one of the 466IBA (important birds andbiodiversity sites) recognised by

Asian openbill stork is found mainlyin the Indian subcontinent andSoutheast Asia.Although resident within theirrange, they make long distancemovements in response to weatherand food availability.The usual foraging habitats areinland wetlands and are only rarelyseen along river banks and tidalflats. The Union Ministry of Tribal Affairssays that there is no evidence that theprocess under the Forest Rights Act(FRA) delays projects, even as there ispressure from the Ministry ofEnvironment to dilute the law and doaway with the condition that gramsabhas should give consent for projects.
FRA does not provide any scope toany executive agency for any kind ofrelaxation of the applicability of theAct. The responsibility is neithervested in the Environment Ministrynor in the Tribal Affairs Ministry.Tribal Affairs Ministry says that animpression is being created that theadministration/implementation ofthe FRA is hindering or delayingclearance of the developmentalprojects.

December 2006.It has also been called the ScheduledTribes and Other Traditional ForestDwellers (Recognition of ForestRights) Act, 2006,, the Tribal RightsAct, the Tribal Bill, and the TribalLand Act.The law concerns the rights offorestdwelling communities toland and other resources, denied tothem over decades as a result of thecontinuance of colonial forest lawsin India.
Rights under the Act:
Title rights – i.e. ownership to landthat is being farmed by tribals orforest dwellers subject to amaximum of 4 hectares; ownershipis only for land that is actually beingcultivated by the concerned family,meaning that no new lands aregranted.

The Act grants legal recognition to therights of traditional forest dwellingcommunities, partially correcting theinjustice caused by the forest laws.
Eligibility to get rights under the Act isconfined to those who “primarily residein forests” and who depend on forestsand forest land for a livelihood. Further,either the claimant must be a memberof the Scheduled Tribes scheduled inthat area or must have been residing in

Process of recognition of rights:
The Act provides that the gram sabha,or village assembly, will initially pass aresolution recommending whose rightsto which resources should berecognised. This resolution is thenscreened and approved at the level ofthe subdivision (or taluka) andsubsequently at the district level. Thescreening committees consist of threegovernment officials (Forest, Revenueand Tribal Welfare departments) andthree elected members of the local bodyat that level. These committees alsohear appeals.

commercial borrowings (ECB) normsunder which authorised moneychanging banks have been allowed tocreate a charge on securities.
Present situation:At present, the choice of security to beprovided to the overseas lender or thesupplier for securing ECB is left to theborrower.
Why this decision:
It was taken with a view to liberalising,expanding the options of securities andconsolidating various provisions relatedto creation of charge over securities forECB at one place.

Plant Protection Code rolls out tomake tea a safer beverage
Plant Protection Code (PPC), a set ofguidelines for regulating the chemicalinputs in tea cultivation, was rolled outrecently.
The aim is to make Indian tea a safeand healthy drink.

The PPC is a comprehensivedocument, which deals with safeusage of crop protection productsand methodologies that would befollowed to reduce pesticideresidues in tea.The code encourages tea growers tocritically review their plantprotection formulations (PPF),which are a list of chemicals that areused in tea.The code is based on the CodexAlimentarius, which is a set ofinternational food standards andguidelines.
Plant protection formulations (PPF):
The PPF, evolved by Tea Board, hasdetailed the chemicals that can beused in tea plantations making someexceptions for South India. It saidthat chemical use should berestricted not only in tea estates, but

also near water bodies, wildlifehabitats and human dwelling tocheck contamination.PPF covers insecticides, fungicides,herbicides and bio pesticides. TeaBoard noted that in spite of usingPPFs, the tea industry loses nearly30 per cent of its crop due to pests,weeds and diseases. The tearesearch institutes, which wereengaged in the PPF exercise, haveensured that their recommendationscomply with food safety standardsas stipulated by the Food Safety &Standards Authority of India.

Deteriorating asset quality willput pressure on bank finances
The Associated Chambers of Commerceand Industry of India (Asscoham) in areport ‘Non performing assets: currentand expected scenario’ has said that the

banking sector is faced withdowngrading of rating as deterioratingasset quality would put further pressureon its finances, make internationaloperations and funding much moredifficult during 2015.
The report also says that:
The banking sector would attractadditional provisioning, whichwould further put pressure on theprofits of banks, which are alreadyunder tremendous stress. Thiswould reduce the effective internalsource of increasing capital which iseven under a lot of pressure onaccount of the impending BaselIIIguidelines and the capital adequacyratio is adversely affected.The gross nonperforming assets(NPAs) of banks are expected to be4.4 to 4.7 per cent for public sectorbanks by March, 2015, (as against

4.4 per cent as on March, 2014) and44.2 per cent for the whole bankingsector (as against 3.9 per cent forMarch, 2014).Standard assets incrementalrestructuring would continue in201415 and not much headway isexpected in sale of assets to assertreconstruction companies after theguidelines have been changed.
For reducing NPAs, Assocham hassuggested a fourpronged strategy forearly recognition of stress and remedialaction thereafter. The measures arecategorised under ‘preventive andcorrective Management.
