    This town plan outlines the intended development of the Homagama

    city as a commercial hub with identied development projects

    operated around the clock as the sleepless city.

    Homagama is the second largest and high populated local authority in

    Sri Lanka. The Population of the PS area is around !"#""" while

    $ajority consists of middle class private and government sector

    workers. Private land ownership is prominent.

    The total land e%tent of the area is about &'( S).*m. Homagama has

    been declared as urban +evelopment ,rea since &-( andsubse)uently +evelopment Plan for Homagama /rban ,rea was

    0a1etted in ""-.

    There are vast opportunities available for further development of

    national level projects as /niversities# 2ndustrial parks# service

    apartment and logistic stations due to close pro%imity to the

    interchange of Southern 3%pressway. +aily commuting population is

    considerably high in Homagama area due to the easy access available

    from 0alle 4oad# High5level road and low level road.

    4ecently /+, has decided to pursue the development of Homagama as

    according to the concept of livable city.

    6ollowing areas are e%plaining the livable city concept in detail in order

    to develop mainly with the private5Public participation in association

    with other government agencies.

    /+, has selected nearly 7 acres land adjoining to Present Township

    for aforementioned land development in order to transform the old

    town5ship in to a town operating around the clock.

    The total land e%tent will be clustered to eight 1ones including 6inancial

    are essential 2n order to achieve the main objective of the /+,# which

    is to promote the integrated planning in areas declared as /rban

    +evelopment under /+, Law Ao.7& of &-(*

    *atuwana 2ndustrial 3state and town e%tension project were launched

    for addressing the major issues identied by the +raft development

    plan prepared by /+, in &-(! for Homagama Town :ouncil area.

    3conomic growth of the area has been increased signicantly as a

    result of these activities. ,fter years# by ga11eted in ""-# the

    +evelopment plan for Homagama area was become legali1ed and

    earmarked the potential location for the future economic growth

    activities by identifying the suitable lands for the same.

    The land in e%tent of & acres located near Homagama city center has

    been identied to develop as a new city in order to accommodate the

    The /+, has completed the ac)uisition actions to ac)uire total land e%tent

    for proposed development. :urrently the land belongs to the urban

    development authority and Physical position of the land has been taken over

    from the +ivisional Secretary of Homagama.

    Developent

    The new two5storied Homagma central bus stand# built with funds from

    western province passenger transport authority# the bus stand has two

    separate waiting halls for male and female passengers and a lounge

    for disabled persons considered most modern public bus stand in Sri

    Lanka. The bus stand has '" shops# newspaper stalls. a public

    restaurant# o@ce spaces# resting and waiting halls for passengers.

    Aearly !" buses will arrive and depart from the new bus stand#

    serving over &(#""" passengers daily

    the travelling passengers are greatly beneted from the newly

    constructed bus stand. The vehicular access with pedestrian walkway

    connected to the bus stand. The bus stand directly connected to the

    high level road and katuwana western by pas road. 2n addition

    operational time table is also displayed for the convenience of the

    passengers.

    Homagama city is heavily congested and lack of space for viable e%pansion is

    di@cult target to achieve as the most of the lands are owned by private

    owners which surrounded the at the city.

    Therefore /+, has selected7 acre land plot adjoined to the present city and

    ac)uisition has completed in oder to e%pand the city into livable city with less

    tra@c congestion and more beautiful and urban city.

    Land ac)uisition process now completed and physical position

    The 7. acre land already developed the balance area development

    should be completed with drainage improvement
