On June 3, 2009, the Inglewood City Council certified the Final Envirorunental Impact Report (FEIR) and on July 8, 2009, approved the Hollywood Park Specific Plan and other entitlements associated with the Hollywood Park Tomorrow project. The City Council also approved a Development Agreement (09 -01 ) for the project that included provisions to establish the Hollywood Park Community Facility District (CFD) to finance the acquisition and/or construction of public facilities for the provision of certain public services. The CFD was approved on December 7, 2010. The Hollywood Park Specific Plan consists of the redevelopment of the app ro ximately 234-acre project site and includes demolition of the existing Hollywood Park racetrack/grandstand, the rehabilitation of the 120,000 square-foot Pavilion/Casino gaming facility, and constmction of a new mixed-use development that contains approximately 2,995 dwelling units, 620,000 square feet of retail space, 75,000 square feet of office/commercial space, an optional 300-room hotel, 10,000 square feet of community serving uses, a private swim club, and a 25-acre park system wi th passive and active recreational opportunities, within four parks with one additional private pool. As part of the project an approximately 4.:acre site was dedicated to the City for a public/civic use. RECOMMENDATION: It is recommended that the Mayor and Council Members adopt the attached resolution approving Final Tract Map No. 69906-01 subject to 1 condition and/or additional conditions as deemed appropriate.

BACKGROUND: Inglewood Municipal Code (IMC), Chapter 12, Article 22, sets forth the regulations for approval of final tract maps and requires Planning Commission and City Council approval.

On June 3, 2009, the Inglewood City Council certified the Final Envirorunental Impact Report (FEIR) and on July 8, 2009, approved the Hollywood Park Specific Plan and other entitlements associated with the Hollywood Park Tomorrow project.

The City Council also approved a Development Agreement (09-01 ) for the project that included provisions to establish the Hollywood Park Community Facility District (CFD) to finance the acquisition and/or construction of public facilities for the provision of certain public services. The CFD was approved on December 7, 2010.

The Hollywood Park Specific Plan consists of the redevelopment of the approximately 234-acre project site and includes demolition of the existing Hollywood Park racetrack/grandstand, the rehabilitation of the 120,000 square-foot Pavilion/Casino gaming facility, and constmction of a new mixed-use development that contains approximately 2,995 dwelling units, 620,000 square feet of retail space, 75,000 square feet of office/commercial space, an optional 300-room hotel, 10,000 square feet of community serving uses, a private swim club, and a 25-acre park system with passive and active recreational opportunities, within four parks with one additional private pool. As part of the project an approximately 4.:acre site was dedicated to the City for a public/civic use.

It should be noted that an Envirorunental Impact Report No. 13 (State Clearing House No. 20070000 18) for the Hollywood Park project, which included consideration of Vesting Tentative Tract Map No. 69906-01, was approved on June 3, 2009, and therefore, pursuant to Public

Resource Code 21166 (California Environmental Quality Act), this action is exempt from further environmental review.

DISCUSSION: The applicant, Mr. Chris Meany, representing Hollywood Park Land Company LLC, proposes to record Final Tract Map (FTM) Number 69906-01 comprised of four (4) lots that are generally confined to the Hollywood Park Casino site (inclusive of three lots that will be used for parking). The following table summarizes the sizes and configuration of each lot:

Pursuant to Section 16.6 of the approved Development Agreement, the Casino parcels final map and the three associated parking parcels are not subject to any improvement conditions so that the maps may be recorded immediately after approval of the tentative map. However, the Developer's need to obtain plot plan review and landscape right-of-way approvals delayed the processing of the final map. Consequently, no conditions for improvements or dedications are included in this final map. Subsequent final maps for the Hollywood Park project will include dedication, easement, and improvements required as conditions of approval.

COMMISSION COMMENTS AND RECOMMENDATION: On January 9, 2013, the Planning Commission considered Final Tract Map No. 69906-01 and unanimously approved the request and recommended approval to the City Council by the adoption of Resolution No. 1667.

11 Pursuant to Chapter 12, Articles 22 of the Inglewood Municipal Code, there was

12 filed with the Planning Commission of the City of Inglewood, California on the

13 fifth day of December, 2012, an application by Chris Meany, representing

14 Hollywood Park.Land Company LLC, to approve Final Tract Map No. 69906·01

15 comprised of four (4) lots on HPSP (Hollywood Park Specific Plan) zoned property

16 located at 1050 South Prairie Avenue, on the real property legally described as:

17 Parcel "C" of Parcel Map No. 25640, as per map filed in

18 book 289 pages 53 to 61 inclusive of parcel maps, records of Los Angeles County

19 (AINs 4025·011·036 and 037)

20 The application was set for a public hearing before the Planning

21 Commission in the Council Chambers, Ninth Floor of City Hall, on the ninth day

22 of January, 2013, beginning at the hour of TOO p.m., and;

23 Notice of the time and place of the hearing was given as required by law,

24 and;

25 The Planning Commission conducted the hearing at the time and place

26 stated in the notice and deliberated on the matter or subject related thereto, to

27 submit any testimony or evidence in related to the granting of the permit.

That the Final Tract Map is consistent with Vesting Tentative Tract Map

That Final Tract Map has been reviewed by the Public Works Department
