The decision has sparked anger among the broadcasting trade unions and fuelled political controversy. It's seen as an effort by the govern- ment to answer growing criticism from right wing politicians about ap- parent slowness of the broadcast me- dia reform as firmly promised in the Chirac government's election mani- festo. Originally the French communi- cations minister, Francois Leotard, had said he wanted to privatise France's second, and profitable, net- work, Antenne 2, as an opening move in new legislation. But Prime Minister Jacques Chirac had opted for the third network, FR3, to be privatised first. Now Antenne 2 is to remain under state control. Once the government TF-1 plans were unveiled (May 14) a sizeable list of potential bidders emerged, among them: a Luxembourg group CLt, the right wing Hersant publishing group, Italian entrepreneur Silvio Berlusconi and his French business partners, Moet-Hennessy and the Hachette Matra group. The new privatised channel will compete with the two other existing state networks and with Canal Plus pay-tv and the new private channels. The main broadcasting union has planned a protest strike. And the government further confirmed that it will set up a new broadcasting com- mission to replace the existing regula- tory agency known as the High Authority. But the sheer speed of all the sell- off activity is seen as essentially a po- litical move. Double platinum- It doesn't happen too often that an artist reaches double platinum status with a single. New Talent tip Niagara furthrer creep up thehitlists: 19-16 and the biggest international moverhas Madonna with Live To Tell. After CockRobin has conquered whole of Continental Eu-rope the last few months, it now seems that theUK and France are finally giving in as well. In theUK the airplay is rising considerable and inFrance the single is new at 41.

HOLLANDGeorge Michael's chart domination only lasted1 week as Sam Cooke is this week's top runner.George Michael has been put back to no. 2,Madonna sticks at 3 and Falco moves up to 4.Miami Sound Machine's Bad Boy is a verygood mover as well (5-10). DIRE DOMINATIONDire Straits and Rolling Stones play a continu-ous game for chart domination; it is eitherBrothers In Arms or Dirty Work that top the Hot100 the last few weeks. This week the Dire Straitschart busting album is again at the top and it hasreached that position this year 4 different timesand stayed an astonishing 25 weeks at the top lastyear, which made them the longest chart runnersin the history of M&M.

The success of Whitney Houston is continu-ing and after having wandered for many weeks inthe Top 10, her debut album now climbs to no. 3(from 5) and it took her exactly 39 weeks to ac-complish this. There were only 2 females havingmatched this success. After a wait of 3 years, Icehouse have a newalbum out called Measure For Measure, alreadycharted in Germany. Impeccably produced (DavidLord/Rhett Davies) and full of Brian Ferry echoesthroughout all the songs. Try the hypnotic MisterBig, Cross The Border or the floating and addic-tive arrangements of Paradise. Perhaps a bit toomuch of the same, but all of high quality. We loveit.

The Suburbs is a quintet from Mineapolisproduced by Bobby Z, the drummer with Prince& The Revolution. Not the well known hot energydance stuff usually coming from those areas, butedgy pop with a weird touch marked in everygroove. In some tracks we would have sworn itwas Bob Geldof in his 'I Don't Like Mondays,days, doing the vocals. A sure Album Of TheWeek with highlights such as Super Love, HeartOf Gold, No. 9 and Life Is Like.

Watch out for Peter Gabriel's new LP simplycalled So and containing highlights such as Don'tGive Up (a duet with Kate Bush), Big Time andIn Your Eyes. On your desk this week!

Another album of the week for the Englishband Flip, who have their album produced byPeter Collins, Colin Thurston and Eric Stuart.Contemporary pop with the single That's WhatThey Say About Love as the definite highlight.

We are very pleased to see some countries fi-nally releasing the superb album of the Italian for-mation Matia Bazar, a bands that deserves tobreak in Europe. Their LP Melancholia containsclassy pop convincingly sung by Antonella Rug-giero.

The PolyGram executive, interna-tional repertoire manager VassosTsimidopoulos, claims the letter is

"sheer libel" and masks anger by thefour men that they weren't given"special services", a euphemism inthe industry for payola requests.

Says PolyGram managing directorVico Antypas: "We must root out thiscancer. Our company and all theGreek record industry backTsimidopoulos in not giving in topressure from independent disc jock-eys." And WEA managing directorIon Stamboulieh believes it could addup to "the biggest scandal in Greekmusic industry history."

The letter was received by, amongothers, Chris Wright (Chrysalis, Lon-don), Freddy Naggiar (Baby Records,Italy) and senior PolyGram officialsin Europe and North America.Claimed the letter: "Artists represent-ed by PolyGram Greece don't havethe airplay and publicity they deservein Greece," and Tsimidopoulos washammered for "negative attitude,"though this was not further explained.

Tsimidopoulos says he providedeverything by way of records, publici-ty material and assistance. PolyGramGreece head Antypas says the fourare being sued for libel.

But the Greek press is now strongon stories of payola suspicions, sayingfreelance disc jockeys have in the pastreceived large sums of money to pro-mote certain acts. Local PolyGramact Mass Media claims thatAvramoglou demanded the equivalentof $100 to play album tracks.

Payola is now a major talkingpoint in Greek media circles.

Amnesty International's 25th anniver-sary Rock 'n Roll Caravan, scheduledfor six key US cities in the early partof June, stars U2 and Sting, plusBryan Adams, Joan Baez, PeterGabriel, Lou Reed and the NevilleBrothers.

First stops on the trek, with theconcerts titled "A Conspiracy OfHope," are San Francisco, then LosAngeles, Denver, Atlanta, Chicago,then a star-studded finale at New Jer-sey's Giants Stadium on June 15,

Says Severino Glaray: "In thesedays, even a public company has togenerate profits. But we are aiming todo so without losing our establishedimage of a culture -based organi-zation."

There's always been high criticalpraise for Fonit Cetra's classical, jazzand pop product. That quality is nowbeing reflected in the sales charts,notably through artists like Mango,Loretta Goggi and Raffaella Carraand, according to many pop pundits,soon through Anna Bussotti andLaura Valente.

But Glaray accepts that successwith singles in Italy today is not what

`IS THERE LIFE ON TV?'Panel Recommends Diversified Formats

Videoclip-based television channelsand shows must begin developingcomplementary music and "lifestyle"programming- as well as fresh waysof presenting clips- if they are tomaintain and build their audiencebase.

This was the view of the panel dis-cussing "Is There Life On TV?,"which debated the merits and viabili-ty of videoclip and countdown shows,as well as alternative music TV for-mats, at the International Music &Media conference here, May 7-10.

Speaking were Doug Adamson,associate producer of Britain's MusicBox network; Lex Harding, pro-gramme director of Holland's Veroni-ca Broadcasting Organization; Mal-colm Gerrie, director of youthprogramming for London -based TyneTees TV and producer of "TheTube"; and Hans Kruger, a producerand music publisher with Germany'sPluto Musik. Moderating was Bill-board's home entertainment editor,Jim McCullaugh.

One of the more creative shows inthe European TV music arena, "TheTube" bases its weekly programmingon live, in -studio performances byseveral artists, rather than relying onback-to-back clips. Producer Genieclaims the programme "provides analternative to 'Top Of The Pops' andother teenage pop programmes."

"Live performance creates a com-pletely different feeling than theviewer gets watching a clip -domina-ted programme," said Gerrie. "We'vebrought back the elements of dangerand risk- there's an understanding thatanything might happen. The audienceand the performers never knowwhether a performance will be spec-tacular or only mediocre." Anotheradvantage Gerrie claimed for theshow's live multiartist format is thatthe programming is completely origi-nal, and thus can't be obtained onlaser disk or videotape. "This givesthe audience far more incentive totune in:" he said. Although the showdoes employ some videoclips in itsprogramming mix, it attempts to usethem in unique ways. One especiallyoriginal example Gerrie cited in-volved the most recent video forColumbia artist George Michael, "ADifferent Corner."

"We arranged first for a telephoneinterview by host Paula Yates withGeorge, who was in L.A. at. thetime:' Gerrie explained. "We thenaired the new clip, but prefaced itwith an insert containing the inter-view and some original footage ofPaula." The result was an amusing,albeit irreverent, sequence in whichYates is seen waiting for a phone call.that doesn't come, while Whares"Careless Whisper" plays in thebackground. Finally, while a lingerie -clad Yates lolls on a bed, the call ar-rives. The viewer expects a romantic,intimate conversation, but gets in-

stead Yates' businesslike interviewwith Michael, who is obviously una-ware of the comic scenario in whichhis words are appearing.

Did the artist and the label haveprior approval of the sarcastic videocreation by "The Tube"? No, admit-ted Gerrie, because "we were afraidhe might not do it." CBS was told that

something unusual would be donewith the clip- which was given exclu-sively to the show- but the label wasgiven no details.

While such a creative exercise wasprobably appreciated by its viewers,the panel agreed that most labels,videomakers, and artists would notsee the humor in having their productadulterated without consent. Genieagreed, but maintained the risk is

worth taking "if it offers more valueto the audience."

In 1985 heand Nina Robbins formed Snapper Films at MGMM where they joined withDavid Mallett, Brian Grant, Russell Mulcahey and Scott Millaney. Recently hedirected the videos of Art Of Noise- Close To The Edit and Peter Gunn, PaulHardcastle's The Big Train Robbery and Grace Jones' Love Is The Drug. At themoment he is in the middle of producing clips for Daryl Hall (Dreamtime) andPaul Hardcastle's new single The Wiz', which is also the title sequence of TopOf The Pops.

MGMM's film director Matt Farresalives the IMMC video sward for BestStoryline Short Form in Art Of Noise' 'Peter Gunn': The award is presented byPier Luigi Stefan, vice-president BETA Television/Video Music Italy.

"My specific style, if there is one, iscollage -type of videos, I suppose'Close To The Edit' is typically me. Itconsist of 90% animation and anima-tion always needs good assistancefrom music. If the track offers somenice noises, then it creates good ideasas well. Close To The Edit was just awhole series of noises put together, sothe clip as an end result became justa sequence of pictures that reflectedthe noises. I'm very much in thecollage -type of clips.I think that there's an awful lot of ani-mation in poor videos at the momentand people seem to be getting a bittired of it. People are looking forwardto more 'filmic' videos. That is prob-ably why Peter Gunn went into thatdirection as well. As opposed toClose To The Edit it contains a

definite storyline and a different set-ting. It had to be a detective story andit had to have every cliche in thebook, a four minute commercialbased on the symbol that is used onthe singles bag. The whole idea of thestory is based on that symbol.Looking at the future of the musicvideo as an art form, I think it has justreached puberty. Video clips definite-ly need more humour, most of the

videos coming from the US are basedon a very safe formula. There's noth-ing new about them they're boringand you have seen it all before: girlsand fast cars. Big deal. I think weshould try for something new, most ofthe American videos just look likecommercials.

Steve Barron (the maker of theaward winning A-Ha's 'Talce On Me)makes commercial videos, but at leastthey are fresh in their approach. Youhaven't seen it before, which is good.I also like David Byrne or the ZZ Topvideos. Bands like ZZ Top don't takethemselves very seriously, which is agood approach to videos.

Only recently videos began in-fluencing televison commercials andmovies, whilst in the early daysvideos were influenced by movies.Most of the endeavours so far haven'tbeen very succesful. I think filmdirectors have problems adapting tothe medium, making a minifilm,based on three and a half minutes ofentertainment. They have problemscoping with the storyline, bringing itback to three or four minutes. But onthe whole, it is quite an excitingprospect for everybody"

clips could and should be presented ina more creative way than usual, butoffered no suggestions. Lex Hardingpointed out that a contract Veronicawas about to sign with most labelsspecified that no alteration or re-editing of videos would be allowed.

The other shows and channelsrepresented on the panel were notnearly so adventurous as "The Tube."Music Box, which is seen via satellitein 11 countries 18 hours per day, seesitself as not simply a clip showcase,but "a good radio station with pic-tures, informing as well as entertain-ing," according to Adamson. He ad-mitted that Music Box owes "a nod toMTV" for its programming style, butinsisted the channel is determined"not to get as set in our ways asMTV." "We have to acknowledge anaudience that includes all of Europe,not just the U.K.," he said. "That me-ans making sure programming is notslanted too strongly toward any onecountry's audience." Included in

Music Box's mix are such youth -oriented lifestyle and featureprogrammes as "Between TheLines," a news show; specials on po-litics and fashion; film reviews andmovie news; home video reviews; andbehind -the -scenes looks at videoshoots.

Both Music Box and "The Tube"are advertiser -supported. Such is notthe case with Veronica's programmes,which, though diverse, are set largelyin traditional molds. Until the early

Pluto Musik's Kruger offered anexample of a somewhat nontraditionalmusic video programme from Ger-many- "Ronnie's Pop Show," whichsince 1981 has been presided over bya chimpanzee. Other Pluto program-mes include the "Formula One" clipshow and the Austrian "MusikScene," a news and documentaryprogramme. Music Box has a strongbase in Germany, with more than700,00 subscribers. According toKruger, though, the British channel"still has some way to go" before itwill have the Pan -European audienceit seeks.

The greatest pan-Europeanchallenge in David Ciclitira's eyeswas the daunting task of covering 13countries. Sky Channel, he said, hashad to establish different contractswith the performing rights societiesof 13 different countries, it has had tobuild up a Pan -European commercialbackground and to come to separateagreements with numerous TV sta-tions. And the reason Sky has gone toconsiderable lengths to overcomethese difficulties can be summed upby Ciclitira's statement: " The vieweris the King and his requirements arefundamental to all broadcasting deci-sions-. He concluded with the notionthat "the future of Pan -Europeanbroadr,ning is dependent on theability to produce more Europeanprogramming"_

Stan Crnobrnja stressed thatalthough satellite could possibly en-danger local culture, it was overall awelcome addition to broadcasting asit heralded a greater variety ofprogramming. He pointed out thedifficulties faced by an Eastern blockcountry and stressed the importanceof radio and TV in binding theworld's population thanks to the glo-bality of music.

Anthony Dean explained the com-plexities of copyright protection ontransnational broadcasting and basedthe remainder of his talk on the TVWithout Frontiers green paper. "Thename of the game", he said, "isderegulation". This though also hasits dangers and he therefore made aplea for public service broadcastingin an age of deregulation. The TVWithout Frontiers paper was motivat-ed by financial and not creative or ar-tistic considerations and this waswhere the basic problem lay. Toomuch governmental interference wasinevitably detrimental to progress andall national quota should rely on theintegrity of broadcasters rather thanallow this interference to affect them.

Both concerts were directed byGary Talent, the bassplayer of BruceSpringsteen's back up band, and FelixCavaliere, a former member of theU.S. popgroup The Young Rascals.Special guests at the concerts includ-ed Rob and Ferdi Bolland (as

guitarists and vocalists), singerDarlene Love and the members ofSouthside Johnny's band The Ashbu-ry Dukes.

The second concert, which washeld in the framework of the foodproject "Hands Across America",resulted in a coast to coast satellite ra-dio programme in the States.

Highlights of both concerts will befeatured in a one hour "We've GotThe Love" videocassette, to bereleased later this year. To promotethe "We've Got The Love" single aspecial videoclip has been producedby the company, which also makesvidclips for well-known U.S. acts likeBilly Joel and Whitney Houston. Thetwo concerts in New Jersey receivedfinancial support from the New Jer-sey Summit Bank and the Virgingroup of companies. They will alsosupport a U.S. tour of the J.A.M. '86Band later this year.

Tourplans for Europe and otherterritories in the world are also in themaking. This is being handled byDutchman Evert Wilbrink, vice-president international operations ofJ.A.M. '86 Inc. Wilbrink is well-known in the international recordbusiness, in which he has been activefor more than two decades.

It is similar to the Munich stationsin that it has a large and mixed bag ofprogrammers, all slogging it out forair -time. But whereas Munich hasabout 30 production companies col-laborating on four frequences, thenew station must accommodate 160programme licensees.

Initial ratings in Munich showedthat German listeners don't like such"mixed pickles" programming. Thebest ratings went to the "youngsound" AOR frequency, while theworst were for a group of major pub-lishers who tried to establish a differ-ent identity on the same frequencyvirtually from hour to hour. Also, inMunich, initial acceptance of cabletelevision is surprisingly restrained.

The notion that commercialbroadcasting is a licence to printmoney has passed into the realm offairy-tale fantasy in Germany. Though

the German version of Musicbox (in-dependent from Music Box UK) hasnow extended its daily output to 8a.m. to midnight, with more localproduction, the station still gets littlecommercial support. The problem isaudience, with no commercial cableservice yet able to deliver one millionhouseholds - of West Germany's total23 million.

And bids in Bonn to improve sup-port for private commercial broad-casters have met opposition from thevarious responsible ministries. Withno central broadcasting commission,jurisdiction falls between the treasu-ry, economics, post, housing and in-terior ministries.

In West Germany, there's a discer-nible trend for fewer broadcasters tocount on cable as a long-term deli-very system. Instead, companies likeBertelsmarin work to participate inthe hundreds of low -power radio sta-tions and the dozens of low -power TVchannels which will be broadcastingby 1987.

Mostof their material is rooted in the mid 70's and carries an accessible and melodic hard rock sound, thougha bit naive from time to time, But on the whole, very fresh and appealing.

Apart from continiously changing their name (band was first called Paris Bizarre, then Paris Bizand now Paris Bis) the duo is here to stay and deserve a release outside of Sweden. At the moment thelabel gets good responses all over Europe on the former single of the duo, Black & Blue.

Eurobeat compositions.

Criss 99 - The Rebels (Sonet) Sweden

Speedy and energetic rock with catchy lyrics backed up by a full -soundingacoustic guitar. This should give them some results. First countries to release are Germany and Sweden.

Ratata - Jackie (Stranded) Sweden

Masterowner: Polar, tel.: 8-143020; tlx 11959.Relaxing single by Swedish band Ratata that entered at 19 in the local retail charts this week. The pianoshows their Doobie Brothers -influence and their way of singing makes us nostalgic for the early '70s.

An infec-tious coctail mix of Afro and Cuban rythms, much in the Miami Sound Machine (Conga) vein. First single

Lizzy Mercier Desdoux - Fog Horn Blues (Polydor) France.

And a few feathers have been ruffled in thewonderful world of British rock this week as 'TheChicken Song' from TV's satirical puppet show'Spitting Image' clucked its way to the top of thechart. When told that his comic ditty had reachednumber one, the show's executive producer said"What an appalling indictment on today's musicindustry!" This may be the first time in rock his-tory that a chicken has made everyone look liketurkeys.

Freddie Mercury plans to begin a "trial sepa-ration" from Queen as soon as their Europeanconcert tour is over. The break is expected to lastat least 2 years and will enable Freddie to pursuefilm projects and enjoy his London home, he hasno plans to make a solo album. Bassist John Dea-con says there is no animosity and the band arenot splitting up.

Bananarama are back in action this week witha new single, a cover of the oldchestnut 'Venus'.. Tom Robinson will shortlyrelease a new 45, 'The Real Thing', with an albumto follow featuring vocals by Kiki Dee.

News this week of a big concert coming up inManchester to mark the 10thanniversary of the birth of the city's punk sceneback in '76. The venue will be the new G-MEXcentre, the date sometime in July, and alreadylined up to appear are the Smiths, New Order andPete Shelley, former leader of the Buzzcocks.

The Human League's forthcoming album,currently being mixed by hot danceproducers Jimmy Jam and Terry Lewis who'vealso produced the LP, will includefive songs contributed by the producers and six bythe League.

ZTT still have their fingers firmly on the pulseof Frankie Goes To Hollywood...a press state-ment just released in response to the band's mas-sive "bash" at Montreux dismisses rumours thatlead singer Holly Johnson was so upset he threa-tened to quit. The reason they behaved like van-dals was apparently an "emotional and spontane-ous response to pop music in 1986" and a generaldissatisfaction with the whole festival scene.

Their refusal to give press interviews apparentlyhad a lot to do with those exaggerated descriptionsof their antics in the papers the next day. Anywaytheir new single, 'Warriors Of The Wasteland' isnow due in July and the album, as yet not tasteful-ly named, should be released in September.

Van Halen have a definite Europeansmash with Why Can't This Be Love and thereseems to be no way of stopping WhitneyHouston who already has the 4th European chartsuccess from her debut album with Greatest LoveOf All jumping from 41 to 14.

Cock Robin were fairly successful on theContinent with When Your Heart Is Weak andThe Promise You Made. Suddenly the latter isnow also taking off in the UK, France and Italyand this week the single surpasses the highest po-sition it reached a month ago (27) by jumpingfrom 39 to 16 this week.

Bangles are on their way to repeat the successthey had with Manic Monday as If She KnewWhat She Wants, the Jules Shear -penned singlejumps in its 3rd week from 58 to 20.

As the European Airplay Top 50 always is agood indication of what will happen the comingweeks in the Hot 100, let's now take a closer lookat the major happenings on the European air-waves. Both in the Hot 100 as in the Airplay Top50, Madonna reigns, but at 5 Mike & TheMechanics silently run into Top 10 Airplay. Sofar the single has not entered the Hot 100, but itis one of the hottest additions on European radioand All I Need Is A Miracle climbs from 24 to 5only in its 2nd week.

Patti Labelle's love duet with MichaelMcDonald is a favourite on many stations aswell and the single has already landed at 10 in theAirplay Top 50. Highest new entry has RodStewart with his latest Love Touch, entering at 28

with a bullet. The single is the theme from theUniversal motion picture Legal Eagles and comesfrom his forthcoming Bob Ezrin produced album,due out in mid June. Stay tuned in for that one.

Second best entry in the Airplay Top 50 is thenew Genesis single entitled Invisible Touch. Itcomes from their forthcoming album of the samename and for many programmers a definite addi-tion as well. Other airplay entries for Chris Rea'sOn The Beach and Mr. Mister's Is It Love.

Watch out for the new hot single of RollingStones (One Hit), the video was already aired onmany European channels and the song stands agood chance of entering the Airplay Top 50 nextweek. Other new releases for ACIDC with Who

Chris De Burgh, the Argentine/Irish folksinger, is about to release his new album Into TheLight. A&M just released the first single from thatalbum entitled Fire On The Water, a timeless littlepiece of pop, produced by Paul Hardiman (ofLloyd Cole/Big Dish fame). No doubt both hissingle and album will hit the charts the comingweeks.
