Registration f or both events – the civil society Hearings on the 15th of July and the HLD on the 3rd and 4th of October – w as open to all sectors of civil society, including diaspora and migrant organizations, human rights and development groups, labour organizations, academic institutions and the private sector. Organizations in consultative status w ith ECOSOC and organizations w ithout such status both needed to register bef ore the 22nd of May. International Migration and Development w ith NGOs Civil Society and the

Private Sector (15 July 2013) and the High-level Dialogue on International

Migration and Development (3-4 October 2013) w e w ould like to invite you to

449 organizations applied registration now closed

The United Nations has closed the civil society registration for both the

Informal Interactive Hearings (15 July 2013) and the High-level Dialogue (3-4

October 2013) 449 Civil society organizations from all over the w orld

completed the process

Registration for both events ndash the civil society Hearings on the 15th of July

and the HLD on the 3rd and 4th of October ndash w as open to all sectors of civil

society including diaspora and migrant organizations human rights and development groups labour organizations

academic institutions and the private sector Organizations in consultative status w ith ECOSOC and organizations

w ithout such status both needed to register before the 22nd of May

Confirmation process and timeline

During the f irst w eek of June the UN sent all organizations in consultative status w ith ECOSOC that had f illed out the

accreditation questionnaire an e-mail message confirming their registration and eligibility to participate

Organizations not in consultative status w ith ECOSOC that had applied to participate w ill receive an e-mail

confirmation by 17 June as to w hether they have been approved to participate or not This extra step and later

notif ication date is because the Resolution (67219) that w as adopted by the UN General Assembly in December

2012 specif ied that organizations not in consultative status w ith ECOSOC w anting to participate in either or both

events w ill have to be approved by UN Member States on a ldquonon-objection basisrdquo before the 15th of June

For all those organizations that w ere unable to register on time both the Interactive Hearings and the plenaries of the

HLD w ill be live-streamed Related details w ill follow in the coming w eeks

Limited funding available to support civil societyparticipation deadline 11 June

Thanks to funding support that ICMC w as able to secure from the MacArthur Foundation and the Open Society

Foundations partial f inancial support is available to provide some financial assistance to civil society participants in

particular from developing countries and migrantdiaspora communities Funding is quite limited ndash about 70

participants in total (counting both the Interactive Hearings and the HLD itself)

Organizations that have successfully completed the accreditation questionnaire or pre-registered w ith the UN to

participate in the Informal Interactive Hearings (15 July 2013) and the High-level Dialogue (3-4 Oct 2013) have already

been sent an invitation by e-mail to apply for funding assistance if they need it Only one representative per

organization can apply for f inancial assistance and only organizations w ith an annual budget under USD 300000

can apply The deadline to apply for this f inancial assistance is 11 June Successful applicants w ill be notif ied

around the 19th of June

participation taking into account sectoral geographic and gender diversity broad constituency and relevant

experience and know ledge on migration and development issues Priority w ill be given to civil society from

recommendations of the civil society preparatory processes at national regional and international levels Further

Program for the Interactive Hearings 15 July 2013

As developed by the international Civil Society Steering Committee for the

HLD w orking closely w ith the Office of the President of the UN General

Assembly and UN Department of Economic and Social Affairs (UNDESA) the

program for the Interactive Hearings 15 July w ill be structured around four

thematic clusters

1 Labour and mobility including regulating the migrant labour recruitment industry labour mobility

mechanisms and guaranteeing the labour rights of migrants

2 Rights and protection including in particular of vulnerable groups migrants in crisis and transit situations

w omen in migration children in the context of human mobility

3 Human development diaspora action including the integration of migration into development policies

and the post-2015 agenda and the role of diaspora as entrepreneurs social investors and policy advocates

in development

4 Migration governance and partnerships including international mechanisms and national implementation

thereof

Among other perspectives civil society speakers in the four clusters w ill emphasize broad civil society convergence

around many of these issues draw ing from conclusions and recommendations of the civil society preparatory

processes at national regional and international levels

The concept note for the 15 July Hearings w ill be available next w eek at hldcivilsocietyorg Please note that the

Informal Interactive Hearings w ill take place in one large meeting room at UN Headquarters on one day (15 July) For

that reason and also to provide time for government participants to interact w ith civil society there might only be

limited opportunities for civil society participants to speak from the f loor The possibilities are being explored to collect

program for the Interactive Hearings 15 July w ill be structured around four

thematic clusters

1 Labour and mobility including regulating the migrant labour recruitment industry labour mobility

mechanisms and guaranteeing the labour rights of migrants

2 Rights and protection including in particular of vulnerable groups migrants in crisis and transit situations

w omen in migration children in the context of human mobility

3 Human development diaspora action including the integration of migration into development policies

and the post-2015 agenda and the role of diaspora as entrepreneurs social investors and policy advocates

in development

4 Migration governance and partnerships including international mechanisms and national implementation

thereof

Among other perspectives civil society speakers in the four clusters w ill emphasize broad civil society convergence

around many of these issues draw ing from conclusions and recommendations of the civil society preparatory

processes at national regional and international levels

Informal Interactive Hearings w ill take place in one large meeting room at UN Headquarters on one day (15 July) For

that reason and also to provide time for government participants to interact w ith civil society there might only be

limited opportunities for civil society participants to speak from the f loor The possibilities are being explored to collect

(online) input in the run-up to the HLD More information w ill follow
