The Hong Kong Productivity Council (HKPC) is a multi-disciplinary organization established by statute in 1967 to promote increase productivity and the use of more efficient methods throughout Hong Kong’s business sectors.

HKPC and its subsidiary companies provide a multitude of services to around 3,000 clients each year. The operation of HKPC is supported by fee income from its services and a government subvention in balance.

With 28 Centres of Excellence, 10 testing laboratories, as well as exhibition and training facilities at its headquarters at the HKPC Building in Kowloon Tong, HKPC provides a diverse range of services in manufacturing technology, information technology, environmental technology and management systems to clients from different industrial and commercial sectors.

IntroduCtIon

簡介

During the product development process for automotive parts, conducting tests on performance, life cycle and reliability to ensure full compliance with industry and international standards is an important phase before delivery to the OEMs as the test results can directly affect customers' decision. Over the past year, the Hong Kong Productivity Council (HKPC) has been commissioned by a number of Automotive Parts and Accessory System (APAS) manufacturers to provide consultancy services on the reliability studies of their newly designed APAS products.

In response to the strong demands from the local and Mainland industry, HKPC is determined to act as a focal point for the trade by providing a One-stop Consultancy and Testing Services to the industry.

This one-stop service includes design of products or components (CAD), virtual product analysis (CAE) and physical design tests, result analysis and professional recommendations on design improvement. The APAS manufacturers will no longer have to search for specific equipment and qualified testing laboratories by themselves and can concentrate more on their business development.

在汽車零部件的產品開發過程中，進行各項符合國際認可標準的測試如性能、耐久性和可靠性測試都是供貨前的重要過程，其結果能真接影響客戶決定。去年，香港生產力促進局(簡稱“生產力局”)已獲委託進行多個有關汽車零部件可靠性測試的顧問項目。

為回應業界的需求，生產力局致力匯集各相關機構的服務，為業界提供一站式顧問及測試服務平台，涵蓋設計(CAD)、虛擬產品分析(CAE)及實物評估、測試結果分析報告及改善建議。廠商毋須自行尋找相關的國際標準及測試中心，便能夠更集中於發展業務。

Design validation set up 測試模式設計

HKPC's professional consultants can support clients to design and set up specific tests according to clients' needs. Some manufacturers are newcomers to APAS industry while others are trying to develop new products. Both groups are inexperienced in product testing. HKPC can provide consultancy service for manufacturers not familiar with the validation of their products. We can help manufacturers identify a suitable standard to check their product and conduct the test for them. Also, we can design a testing method and conduct the test according to the client's special requirements. After the tests, HKPC will provide a detailed testing report which includes test result analysis and improvement recommendations to the client.

生產力局能按委託人的要求來設計適合其產品的測試方案。對於新加入汽車零部件工業和剛開發新產品的製造商，往往缺乏經驗測試他們自己的產品，生產力局可以為不熟悉某類產品檢測的製造商提供顧問服務。在這顧問服務的框架內，生產力局可以幫助製造商選擇合適的標準及測試方法去檢查產品及進行測試。生產力局還可以依據客戶的特別要求來設計及進行測試。完成後，生產力局會向委託人提供一份包括數據分析及改善建議的測試報告。

HKPC can provide CAE and CAD services to the industry. HKPC has consultants experienced in establishing CAE and CAD capabilities. In addition to the finite element analysis for static mechanics, we can also conduct impact and thermal analysis as well as design optimization.

HKPC can provide the gap analysis for APAS suppliers to enter global automotive supply chain. Further to gap analysis and improvement action, HKPC can assist APAS suppliers to improve their management capability and global competitiveness. For concept modeling and rapid prototyping, HKPC can help the industry to build rapid prototype by SLA and FDM.

Quick tooling including 3D Keltool Quick Moulding, Metal Resin Mould and Vacuum can also be done in HKPC. Industry may pass the 3D model in either formats such as step or other formats used in different 3D CAD software. HKPC consultants will help to debug the file to fill the voids or to eliminate the non contact surfaces. They will then make the models using the most appropriate methods mentioned above.

HKPC can support the industry in optical device design. By using optical imaging system design and analysis tools including ZEMAXd and DIFFSYSd together with optical CAE tool (LightToolsd ), HKPC consultants offer services on design and virtual validation of optical parts for automotive lighting and illuminating parts.

Design validation 產品測試服務

A number of validation tests can be conducted in or through HKPC which cover electronic, mechanical and chemical specifications in accordance with different standards such as SAE, JIS and Chinese GB. In addition to our in-house testing capabilities, we have created a comprehensive database that summarizes all major facilities available from our strategic partners. It can help us quickly identify the available resources for the specific needs of industry.

To help local industries capture emerging opportunities and go through business transformation, the Innovation and Technology Commission of HKSAR Government had initiated a new R&D Centre Programme. The Hong Kong Automotive Parts and Accessory Systems R&D Centre (APAS R&D Centre) was established in 2006 and hosted by the HKPC. The R&D Centre testing laboratory was started to operate in November 2007. At the moment, the testing laboratory can provides durability and reliability tests under most of the environmental conditions, including high/low temperature, humidity, thermal shock, vibration, electromagnetic compatibility, salt spray corrosion, dust, condense water and rain water splash testing.

A list of available tests, including the tests provided by the APAS R&D Centre is shown in next section. The first part shows the generic tests that can be applied to different kinds of product. While the second part shows the specific tests for a particular product.

A number of HKPC strategic partners are official laboratories accredited by different international associations, such as SAE, CCC, AMECA etc. Depending on the product features, targeted markets and specific requirements from end users, HKPC may help to identify the required qualifications of the products.

生產力局能為業界進行一連串包括電子、機械及化工測試。我們能按照委託人不同要求，以各種不同標準，例如：汽車工程師學會、日本工業規格和中國GB標準來進行測試。除了生產力局本身的產品測試能力，生產力局亦擁有一個包含本地及周邊地區技術合作夥伴的全面產品檢測資料庫。該資料庫能幫助我們有效地找到業界所須的產品檢測項目。

香港特區政府創新科技署推出了一項研發中心的計劃，以協助本地工業界拓展新市場和進行業務轉型。由生產力局承辦的香港汽車零部件研究及發展中心(下稱研發中心)已於2006年成立。研發中心的試驗室亦已在2007年11月開始運作，目前研發中心的試驗室能提供在各種環境狀態下進行耐用性和可靠性測試的能力，當中包括高低溫度、濕度、溫度沖擊、機械振動、電磁干擾、鹽霧腐蝕、砂塵、冷凝水和淋雨。

下一章節列出了包括汽車零件研發中心試驗室在內的測試目錄。目錄的第一部分是一般測試目錄，這些測試符合不同種類的產品；第二部分是專用測試目錄，只適合特定的產品。
