We work closely with our employees and suppliers to serve Hong Kong in a sustainable and responsible manner. Among our main responsibilities, we have an obligation to take care of our employees and to encourage our suppliers to share our CSR values, particularly with regard to health and safety at work.

We pride ourselves on being an employer that enables our people to fully develop their personal and professional potential based on our human resources strategy “SHINE”: Synergy, Holistic development, Ideal workplace, Nurture future leaders and Excellence.

In the workplace, health and safety considerations take a high priority in all of HK Electric’s business decisions. Underlined in our Health and Safety Policy and overseen by our Health and Safety Board chaired by our Managing Director, our primary objective is to make all of our operations accident-free. By running health and safety management systems in line with OHSAS 18001 standard, we strive to make continuous improvements in our safety performance.

We also have a Code of Practice for Suppliers that outlines the ethical, human and labour rights, health and safety, and environmental protection standards they are expected to follow.

Listening to our EmployeesWe listen to and respect the opinions of our employees. ThroughtheJointConsultation(JC)Committeeestablishedover40yearsago,allemployeesinthecompanyhave achanneltocommunicatewiththemanagement.

HK ElectriccurrentlyhassixJCPanelsfordifferentgroupsofemployees,eachwithdirectlyelectedrepresentatives.ThePanelsfacilitatetwo-waycommunicationinwhichemployeesareencouragedtoproposeideasforimprovingemployeewellnessandcompanyoperations.Duringtheyear,atotalof20JCmeetingswereheld,andall75JCrepresentativeswerenewlyelectedforatermoftwoyears.

Inaddition,weconductedanEmployeeWell-beingSurveyaimedatunderstandingemployees’viewsonwork-lifebalance and employee engagement. Subsequent to the survey,weorganised29focusgroupmeetingstogainanin-depthunderstandingofwhattheythink.TwocommunicationsessionswerehostedbyourManagingDirectortokeepemployeesabreastofcompanydevelopments,aswellasupcomingchallengesandbusiness strategies.

Anewchannelintroducedin2016,IDEASClick,waslaunched on our intranet portal for employees to share creativeideasinareassuchasproductivityenhancement,useofresourcesandemployeewell-being.

Wealsolaunchedamulti-generationcommunicationseriesforemployeesofdifferentagegroups.Workshopswereorganisedfor256managerialandsupervisorystaffaswellas120traineesandyoungengineerstoenablethemtopartnercloselywithoneanother.

Throughthesecommunicationchannels,wereceivedconstructivesuggestionsformakingHK Electricanidealplacetowork.

Nurture TalentAtHK Electric,developingaharmoniousandengagedworkforceisanimportantpartofourmission.Inour hiringpractices,welookforbothexperiencedcandidatesaswellasyoungpeopleenteringtheworkforceforthe firsttime.Duringtheiremploymentwithus,wepay special attention to their integration into the company by assigning a peer buddy to look after them in their first threemonthsofservice.Wealsohelpnewemployees withtheirprofessionalandpersonaldevelopmentneedsthrough the learning programmes and the career progressionopportunitieswe provide.

Recruiting the Right People Duringtheyear,wecontinuedtooffercomprehensivedevelopmentprogrammesdesignedtoattractmoreyoungpeopleintothepowerindustry,whilereachingouttothecommunitythroughrecruitmentdrives.

Topromotethecompanyandourtraineeprogrammes, weparticipatedincareerfairsorganisedjointlywithuniversities,themedia,andtheGovernment’sElectricaland MechanicalServicesDepartment.

AsourGraduateTraineeProgrammeisamajorsourceoftalentforHK Electric,in2016weheldrecruitmenttalksatlocaluniversitiesandhiredatotalof15GraduateTrainees.

The Trainee Technician Programme in our Transmission and DistributionDivisionwasaccreditedbytheHong KongInstitutionofEngineers(HKIE)asmeetingtherequirementsoftheFormalTrainingSchemetoAssociateMembershipofElectricalEngineering.Consequently,weexpectHK Electricwillbecomeanevenmoreattractiveemployerforpotentialcandidatesfromeducationalinstitutions.HK Electric,accordingtotheHKIE,isthefirstcompanyintheelectricaldisciplinetoreceivethisaccreditationinHong Kong.

Inaddition,weexploredotherinitiativestoattractandtrainyoungpeopleforthepowerindustry.Aftersigning aMemorandumofUnderstandingwithTheHong KongPolytechnicUniversity,webeganco-teachingHighVoltageEngineeringformasterdegreestudentsoftheuniversity.Students of the higher diploma programme in engineering disciplinesandbachelordegreeprogrammesinIT-relateddisciplinesalsohadtheopportunitytogainhands-onexperienceintheindustrythroughourwork-basedlearning programmes. Secondary school students interested inanengineeringcareerwereofferedinternships.

We participate in job fairs to attract more young talent to join the company.

Knowledge for Success In2016,wesetupacross-functionalworkinggrouptoalignandenhanceourknowledgemanagementpractices.Thisgroupisresponsibleforcodifyingourcoreknowledge,identifyingcriticalknowledgeownersandmappingoutplanstodevelopknowledgesuccessors.

WealsocontinuedtoprovideprofessionaltrainingandfacilitateknowledgetransferthroughtheHK ElectricInstitute.In2016,weundertookacomprehensivereviewofoursyllabusandofferednewcoursesonin-depthtechnicalknowledge.Duringtheyear,theInstituteprovidedatotalof46modules,conductedbyourspecialistsandoverseasexperts,to1,764participants.

Toensurebettersuccessionplanning,we prepareda leadershipcompetencydevelopmentframeworkoutlining our leadership requirements and established a roadmapfordevelopingleaders.Futureleaderswith highpotentialunderwentjobrotations,receivedcoachingandmentorshipswhileacquiringleadershipandmanagement skills.

Duringtheyear,theeightparticipantsofthe2015LeadershipDevelopmentProgrammecontinuedtomakegoodprogress,andnineotherscompletedtheRotationalDevelopmentProgramme.FivenewlearningmoduleswerealsorolledoutundertheEffectiveLeadershipSeries,witha totalof148participantsjoiningtheSeries.

WealsomadeencouragingprogresswithourGraduateTrainee and Trainee Technician Programmes during the year. A total of 37 young graduates participated in a varietyoflearninganddevelopmentprogrammes,includingtechnicaltraining,teambuilding,sitevisitsandtraininginpersonaleffectivenessandothersoftskills.

What’smore,weheldworkshopsbasedon“The7HabitsofHighlyEffectivePeople”tofurnishourGraduateTraineeswithleadershipskills.ToconnecttheTraineesandourseniormanagement,welaunched“TraineeBuddy”,a mentorshipprogramme,and“MeetingoftheMinds”,as support mechanisms.

WewereproudtoseeoneofourGraduateTraineesselected by the HKIE to join the President Protégé Scheme andoneTraineeTechnicianwinameritoriousawardinthe2015OutstandingApprenticesAwardorganisedbytheVocational Training Council.

Othertrainingprogrammesin2016includedtheValue-AddingSeries,whichenablesemployeestoselecttrainingonaself-enrolmentbasisforenhancementofpersonaleffectiveness.Wealsodevelopedanonlineself-learningplatform,SharpentheSawCorner,tohelpemployeesmake the best use of online learning resources.

ThroughourEmployeeWellnessProgramme,weoffer awiderangeofwork-lifebalanceactivitiesforthe physical,emotional,intellectualandsocialwell-beingofouremployees.Theseactivitiesincludephysicalexercises,interestgroups,eco-tours,fruitdistributionandvolunteeropportunities.WealsointroducedanewEmployeeRecreationalSubsidyin2016thatsupportsemployeesinorganisinggrouprecreationalactivities.

As part of our continuous efforts to promote employee healthandwell-being,welaunchedaHealthandHappinessprogrammefeaturingseminars,healthtalksand fitness courses. Four health talks on strengthening quadriceps,maintainingahealthyheart,lightexercisesand BrainGym®wereconductedduringtheyearfor morethan440participants.

Onaregularbasis,wearrangefluvaccinationsandmedical check-upsforemployeesandoffermedicalplansat preferentialratesfortheirfamilies.Wealsoprovidehealthandfitnesstipsonourintranetportalaswellasrecreationalfacilitiesand,duringtheyear,expandedourlactation room facility for the breastfeeding mothers among our employees.

Asinpastyears,wecontinuedtomakeeducationalsubsidiesavailabletoallemployees’children,aswellas scholarshipsrecognisingthosewithoutstandingachievementsinschool,artandsports.

In2016,weprovideda24-hourEmployeeCounsellingHotlineServicemannedbyprofessionalcounsellorsandformedaGoodNeighbourClubwithemployeestrainedincounselling.Wesupportedtheseemployeevolunteers by setting up an online sharing platform and arranging workshopssotheycouldbecomemoreeffectiveinhelpingcolleaguesdealwithstressandemotionalissues.

Topromotephysicalandmentalwell-beingintheworkplace,wesignedtheJoyful@HealthyWorkplaceCharterandjoinedtheJoyful@HealthyWorkplaceprogrammeorganisedbytheDepartmentofHealth andtheOccupationalSafetyandHealthCouncil(OSHC).

Oureffortsinemployeehealthandwellnesswererecognised,whenwewerenamedaHappyCompany by the Promoting Happiness Index Foundation and the Hong KongProductivityCouncil.Wealsoreceivedthreeawardsinthe2015/16Family-FriendlyEmployersAwardSchemeorganisedbytheHomeAffairsBureauand theFamilyCouncil,includingFamily-FriendlyEmployer,SpecialMentionandAwardfor BreastfeedingSupport.

Employeeswithdifferenttalentsareinvitedtoconductinterestclasses for other colleagues.

Pursuing Continuous ImprovementWe carry out regular inspections and audits in addition to offering training courses and other programmes. This enablesustoenhancetheintegrityofourassets,workingproceduresandpractices,aswellasthehealthandsafetyperformance of our employees and contractors.

In2016,weconductedathoroughreviewofourHealthandSafetyPolicyontopofregularreviewsofourSafetyRulesandSafetyCodeofPracticesgoverningworkingpractices on or near our electrical and mechanical equipment. These are amended according to changes in legislation,thepowersystemandworkingenvironment.AmendmentsalsoreflectthelatestrevisionstotheGovernment’sElectricitySupplyCode.Wealsoimprovedsafetyinstructionsontheuseofpersonalprotectiveequipment.

Ourpolicyisthatallaccidentsintheworkplacemustbereportedbyemployeesandcontractors,andfolloweduptopreventrecurrence.Asawayofencouragingemployeestoreportnear-missincidents,wehavedevelopedamobileapp for use on their smartphones.

Toeliminatehumanerrors,weensureallworkingpersonnel are competent in safety procedures and practices. Only employees or contractors registered as

competentorauthorisedpersonsareallowedtoconductworksrequiringspecificknowledgeandskills.

OurWorkSafeBehaviour(WSB)Programme,whichhasbeenineffectsince2011,coversanumberofworkactivitieswithrelativelyhighrisk.In2016,atotalof22WSBobserversweretrainedand31safetyobservationsidentifiedandrectified.Inparticular,oneofthethemesadoptedwasElectricalWorkSafety,whichaimedtoidentify unsafe acts and enhance safety management inlowvoltageelectricalwork.Inadditiontotheseenhancements,wecontinuedtoextendthescopeof the5SGoodHousekeepingProgrammetocovermoreworkshops,equipmentroomsandstoresinordertohelpemployeesavoidaccidentsandincreaseefficiency.

Aswellasimplementingandimprovingsafetyproceduresbasedonidentifiedrisks,wecarryoutdrillstotestourresponsecapabilitiesincontingencysituations,suchasemergencyevacuations,chemicalspills,confinedspacerescues,heatstrokeandfirstaidassistance.

Thankstotheeffectiveimplementationofoursafetymanagementsystems,theoverallsafetyperformanceintermsoftheLostTimeInjuryFrequencyRateandLostTimeInjurySeverityRateimprovedin2016.

The construction projects at Lamma Power Station have recorded zero lost time injuries for six consecutive years, and employees working on our transmission and distribution network have also achieved the same record.

Awareness and Knowledge Building Throughouttheyear,werantrainingandpromotioncampaigns across the company to enhance health and safetyawareness,withtheultimategoalofachievingzeroaccidents.Wealsorecognisedworkgroupsthatachievedzero accidents under our Safety Excellence Scheme and organisedanincentiveschemetopromotesafedriving.

Otherthantheseinitiatives,wesentoutregularinformationbulletins,putuppostersonhealthandsafety,andorganisedcross-departmentalquizzes.InanexternalsafetyquizorganisedbytheOSHCandLabourDepartment,ouremployeeswontheChampionshipand 1stRunner-upintheCupFinalaswellastheChampionshipand2ndRunner-upinthePlateFinal.

Wealsolaunchedayear-longElectricalWorkSafetycampaign,focusingonsafetyinourelectricitynetwork.Highlights of the campaign included the safe use of battery-operatedtools,adoptionofportableresiduecurrentdevices,safework-above-groundpracticesandtraininginthelatestrequirementsoflowvoltagelivework,aswellasasafetyforum.

InSeptember2016,weheld“LammaPowerStationHealth andSafetyWeek”andinvitedkeycontractorsto the opening ceremony. Station management and four contractors shared on the theme of “Communication andCommunion,theRoadtoSuccess”.Anothersafetyawarenessprogramme,“Safety,HealthandEnvironmentDay”,washeldinNovemberforthecontractorsofourdevelopmentprojectshighlightingtheimportanceofsafe constructionforthenewL10andL11generating units.

Manage our Supply ChainWedependonoursupplierstohelpusconstruct,operateandmaintainourpowerfacilities,andsupportourdailyroutines.SuppliersareexpectedtofollowourCodeofPracticeinareassuchasethicalstandards,humanandlabourrights,healthandsafety,andenvironmentalprotection. They are also encouraged to report their CSR performance and influence their business partners in theirsupplychainandtohavethemcomplywiththeCode.In2016,weengagedatotalof895suppliers.

Responsible Procurement Majorsuppliers,otherthanfuelandlimestonesuppliers,arerequiredtofollowanestablishedprocedurebeforebeing accepted on our Recognised Tenderers Register (RTR).Eachtenderorquotationtheysubmitmust beprocessed according to established commercial procedures. WealsoperiodicallyreviewthesuppliersonourRTR and request them to submit a summary of their CSR performance.In2016,we evaluatedatotalof57suppliers.Theengagementoffuelandlimestonesuppliers,whorepresentedabout1.6%ofallourmajorsuppliersin2016,washandledonacase-by-casebasiswithdueregardtotheir CSR performance.

OurGreenPurchasingGuidelineswerealsoreviewedandrevisedin2016makingreferencetothelatestmarketandgovernmentpractices.Updatesweremadeincategoriessuchasbuildingandconstructionsupplies,electricalandgasappliances,andlightfittings.

As a signatory of the Charter on Preferential Appointment ofOSHStarEnterpriseorganisedbytheOSHC,wepledgetoengageOSHStarEnterpriseswithprioritybecause oftheirimplementationofeffectivesafetymanagementsystemsinRepair,Maintenance,Alternationand Additionworks.

Influencing Suppliers We regularly engage our business partners for assessing their competence and CSR performance and for sharing our CSR practices.

In2016,wevisitedtheterminalofanultra-lowsulphurdieselsupplieratTsingYiinMarchtodiscussthequantitymeasurementandqualityassuranceoftheiroilproducts,business continuity plan and CSR issues.

InApril,weinvitedoneofourcoalsuppliersinIndonesiato sharetheirviewsonthecoalmarket,theirqualitycontrolandproductionplans,aswellastheirCSRactivities.Thissupplieralsodiscussedtheirinnovativereal-timecoalscanmethodologyforimprovedqualitycontrol.

InSeptember,wevisitedacoalsupplierinRussiato inspect their coal mine and associated port facilities. Our on-siteassessmentfoundthattheoperationofthecoalmineand port,aswellasthemine’sCSRperformance,weresatisfactory.

Duringtheyear,wewerepleasedtoseethatourcontractors’CSRperformanceingeneral,andtheirenvironmental,healthandsafetystandardsinparticular,werealluptoahighstandard.OneofourconstructioncontractorsreceivedaBronzeawardintheConsiderateContractorSiteAwardsandaMeritawardintheOutstandingEnvironmentalManagement&PerformanceAwardsforour“SuppliesBuildingRenovationin LammaPowerStation”project.TheJudgingPanelwasespeciallyimpressedbytheinnovativesafetymeasuresadoptedon site,aswellasthiscontractor’shealthandcommunity programme.

AnE&McontractorandoneofourconcretesuppliersalsoreceivedtheSafetyPerformanceAwardinthe15th Hong KongOccupationalSafety&HealthAward.

Working out at Work

In2016,HK Electriclaunchedayear-longcampaignunderthethemeof“HealthandHappiness”,featuringhealthtalks,physicalfitnesstrainingandrecreationalactivities.

We organised this campaign as the World Health Organisation states that promoting health in the workplacenotonlyhelpsimproveemployeeloyaltyandproductivitybut,moreimportantly,reducesstressandenhancespersonalwell-being.

OneofthehighlightsofthecampaignwasStairWELL,whichwaslaunchedfollowingitssuccessfultrialonWorldEnvironmentDay2016.Designedtoimprovethephysicalfitnessofourpeople,StairWELLencouragesthemtowalkupthestairsofHK Electric’sbuildings, withrewardsprovidedafterachievingacertainlevel.

Forthiscampaign,HK ElectricinvitedDr.LoboLouieofHong KongBaptistUniversity’sSportsDepartmenttoprovidetipsonthecorrectwayofclimbingstairs and to share the benefits of this exercise. “A study in the UK saidthatifonewalked100stepsaday,7daysaweekfor2to3monthsayear,theriskofdeathcanfallby20%,”hesaid.

ManagingDirector,Mr.WanChi-tin,ishimselfoneof themostenthusiasticstair-walkersatHK Electric.Hesaid,“HongkongElectricCentrehas12floorswith288steps. Iwalkupthestairsalmosteveryday.”Heevenchallengedcolleaguestobeathisrecordofwalkingfromthegroundfloortothe12th floor in three minutes.

Mr.WanalsoseestheenvironmentalbenefittoStairWELL.Ashepointsout,stair-walkingisnotonlygoodforhealthbutcansaveelectricitythatwouldotherwisebeusedtopowertheliftsinHK Electric’sbuildings.

Otherthanstairclimbing,HK Electricpromotesthebenefitsofexercisebyorganisingworkoutsatthestartofeveryday.Atthelaunchofthis“Let’sExercise”Campaign, aformerHK ElectricfootballteammemberwhoiscurrentlytheTechnicalDirectoroftheChelseaFCSoccerSchool(HK)–Mr.LeslieSantos–spokeaboutthebenefitsofexercise.Herecalledthatafteraninjuryin1995,sportshelpedhimdevelopstrongmusclesandastrongermindset.He recommended that HK Electric employees exercise more,includingstretchingexercises,tokeepfitandrelax.

Topromotework-lifebalance,HK Electrichasalsointroduced a recreational subsidy that encourages employeestoorganisehealthyleisureactivitiesamongcolleagues–somethingthathastheaddedbenefitofteam-building.Anyoneinterestedintakingpartcan applyfora$100annualsubsidythatcanbeusedforrecreationalactivities.
