Approach and Methodology Based on the information in the RFP, we have outlined our approach to your project below. Phase I – Warburton Communications will contact HITS-NS for an initial familiarization meeting. The goal is to develop an innovative and creative website built on a SharePoint 2007/2010 platform. We can share ideas between you, as the client, and our graphic designer and I. The discussion will focus on project deliverables like custom graphics, graphic mock ups and HTML mock-up with cascading style sheets as well as a customized style guide and up to five flash components. We will also ask to review the existing draft website copy. I understand there is no request for copy review or editing. A quote for that service can be provided, upon request. Phase II We will develop three options to “create a look” for HITS-NS which compliments your current logo. These initial graphic mock up concepts will be presented and then refined based on any client feedback. At this point, if custom graphics have already been identified, we can show mock ups of those as well. Once approved, we will move onto phase III. Phase III Once our designs are approved, we will move onto providing a draft HTML mock-up with cascading style sheets. At this stage, we will also review work to date on up to five flash components. Based on client feedback, we will make modifications before seeking final approval. Phase IV At this stage, we would present the website files and work with staff to have a draft site working for review. We would also present the customized style guide. We will work toward final sign off.

Project Management And Scope Warburton Communications matches our project management to our understanding and knowledge of your website project. Our structure lacks the layers of many bigger, and more expensive agencies, which means more direct contact for clients. Our three-person team works closely with one another and I would lead the initiative as chief contact. Our relationships are tried and tested and have worked well for our clients in the past. The scope of the project appears straightforward. As I understand, the website is a very important information tool in allowing Nova Scotia’s healthcare community to use information technology to deliver better health care. The need to provide operational IT support to our province’s nine district health authorities and the IWK Health Centre is critical and the website must be meet that objective on several levels. I understand five or so headings will be required with many sub-navigation headings. The main headings would be a general information “About HITS-NS” title, a “Services” heading, a “Health IT Progress in N.S.” heading as well as “Contacts” and a recruitment heading, Working Here in Nova Scotia.” The website must be easy to understand and navigate, and work for the HITS-NS IT specialists who are requiring a SharePoint 2007/2010 platform. 4

Costs

• Payment: A payment of 50 percent of quote will be required upon the commencement of the project, with the remaining 50 per cent due upon completion.

This change is identified as being different from standard operating procedures.

• An hourly fee of $125 plus travel expenses will be applicable to any other project initiatives after the contract is awarded.

We Can Sort it: A Creative Campaign to Increase Recycling and Composting A successful and award winning campaign had Colchester County and Truro residents introduced to the Recycling Gang. In newspapers, on the radio or in the grocery store, the cast of fun loving cartoon characters encouraging them to sort and recycle greeted residents. By the time the creative and economical campaign ended in January 2009, residents, and our clients, had smiles on their faces and recycling on their minds. Campaign tactics included press releases, matchbooks, radio commercials, newspaper ads, postcards, posters, stand up banners and a flash website section (see www.colchester.ca/gang )

Growing Together: An Award Winning Special Events Campaign This campaign earned the Department of Economic and Rural Development a CPRS Gemstone Jasper Merit award. Working with Department staff, through the planning and implementation stages as well as through a post-conference evaluation stage, we successfully used communications to increase attendance and strategically spread the word. Campaign tactics included targeted press release stories, coverage in Open to the World magazine and a unique e-mail voice appeal from the conference’s keynote speaker Ian Hanomansingh. 17
