Workgroup Charge
Broad Charge– To advise the National Coordinator on strategic policy
framework.
Workgroup Charge
Specific Charges:
• Advise ONC on strategic framework, including policy and technology, to serve as foundation to update the Strategic Plan for 2011 through 2015
• Make recommendations to the National Coordinator on guiding principles, themes, goals, and objectives for the Strategic Plan for 2011 through 2015
• Work with the ONC team to draft a Strategic Framework Paper, conduct a Listening Session on the paper, and prepare final document by May 2010 to provide the foundation for the Strategic Plan Update

Draft Themes
• Initial call, discussed four themes– Promote meaningful use of HIT– Leverage information and technology to support a
learning health system– Establish privacy and security policies supporting public
trust and participation in health information exchange– Establish policies for a technical infrastructure supporting
electronic health information capture and exchange
• Small groups to focus on principles, goals, objectives, and strategies for each theme for discussion at the Strategic Plan workgroup
