involved both Hindus and Muslims. On top ofit all, the country was still ruled by foreignerswho did little to check the riots. On the otherhand, the foreign government ratherencouraged these riots by their divisivepolicies, perhaps hoping to play the twonewly independent states against each other.Referring to communalism Jawaharlal Nehruhad written in 1948 in his The Discovery ofIndia. It is our fault, of course and we mustsuffer for our failings. But I cannot excuse orforgive the British authorities for the deliberatepart they have played in creating disruptionin India. All other injuries will pass, but thiswill continue to plague us for a much longerperiod. Even Jinnah was in the end forced torevise his two-nation theory lying at the heartof communalism. When asked by Muslimswho were staying on in India what they shoulddo, he asked them to become loyal citizensof India. And he told the Constituent Assemblyof Pakistan on 11 August 1947 : “You maybelong to any religion or caste or creed thathas nothing to do with the business of theState.” He was, in vain, trying to put back inthe bottle the genie he had released to practicecommunal politics.
