Northeast Missouri Regional Planning Commission * Rural Development Corporation * Economic Development District ANNUAL REPORT JUNE 30, 2009 1 History of The Regional Planning Commission, Boards and Committees The Northeast Missouri Regional Planning Commission (NEMO RPC) is one of nineteen regional planning commissions in the State of Missouri, which are authorized by the State of Missouri Regional Planning and Community Development Act of 1966, Revised Missouri Statutes Chapter 251. The Regional Planning and Community Development Act of 1966 permitted the establishment of regional planning commissions to formally organize and band together by counties to promote the spirit of cooperatively working together to solve problems and plan the future development of regions and the State of Missouri. The formation for regional planning commissions was a completely voluntary effort for the area county and community leaders of the time. The Northeast Missouri Regional Planning Commission (NEMORPC) was designated such by the State of Missouri by Governor Warren E. Hearnes on the 19 th day of March in 1969. On this date, the Northeast Missouri Regional Planning Commission was created; with the boundaries of the commission’s authority to coincide with the boundaries of the counties of Adair, Clark, Knox, Schuyler, and Scotland. The original region served the five counties and 27 incorporated cities for a total of 32 member governments in Northeast Missouri. In January of 1970, the region hired the first Executive Director, Nelson J. Glasgow and established a one-person staff and office space in one room within the Adair County courthouse in Kirksville, Missouri. Nelson Glasgow, Presiding Judge of Clark County, was very instrumental in formation of the organization and had been serving as the Chairman of the NEMORPC since March 19, 1969. On December 22, 1975, the Northeast Missouri RPC entered into a cooperative agreement with the Counties of Adair, Clark, Knox, Schuyler and Scotland to formulate the Public Housing Agency for the member counties. During the year of 1992, Lewis County, Missouri petitioned the State of Missouri and the NEMORPC membership to join the region. In late 1992, The State of Missouri designated the County of Lewis to the boundaries of the Northeast Missouri Regional Planning Commission/ Rural Development Corporation and Economic Development District. We now serve Adair, Clark, Knox, Lewis, Schuyler, and Scotland counties and the 33 incorporated cities for a total of 39 member governments in

“NORTHEAST MISSOURI”.

PURPOSE The six counties of the Commission/ Corporation are bound together by Executive Order as the

Northeast Missouri Regional Planning Commission. The region shares, as local units of government, not only a boundary line as such, but the active spirit of cooperatively working together to solve problems and plan the future development of “True Northeast Missouri”. The region experiences the same human, natural, and economic development needs. The region as a unit promotes the public safety, general welfare, and the economic prosperity for our citizens. The region is tied to and accounts for the relationship with our geographic and topography, the existence of our agricultural, rural and urban development. The region has uniform physical, social, and economical problems regional in nature.

STRUCTURE An Executive Board of Directors that is appointed from the general membership governs the

Commission and Corporation. The Executive Board is comprised of one county elected official or their designee and one city elected official or their designee from each of the six counties. The NEMO Executive Board comprises 12 total members.

MEMBERSHIP The membership of the Commission/ Corporation consists of local units of governments within

the region boundaries. Membership is based on a voluntary basis. The members are assessed a membership assessment fee based on their population and are assessed on a calendar year. The operating budget is generated through income the commission can collect from program administration of State and Federal programs and contract services. The funds generated from the assessments are used to match the various state and federal programs as well as the State of Missouri’s grant of $25,000 for the services performed for the region. 2008 Work Program

To aid in formulating a work program to achieve its four general goals, the Commission has adopted the following specific regional objectives for FY 2008: 1. Employment Development A. To help create additional new jobs above and beyond those that will be created with projected regional growth thru the proposed dilapidated structure demolition projects in the Cities of Canton, Greentop, Newark and Lancaster. Continue the existing demolition project in the City of Kahoka. The removal of the dilapidated structures will open up space for new building construction, i.e. houses and businesses. Accomplishments Achieved: The Kahoka Demolition project was funded with $134,800 federal funds to match $25,370 of local funds. There were 15 residential structures and 2 commercial structures included in the Kahoka proposal. The first phase is complete. Additional dilapidated structures were selected due to the availability of remaining grants funds. The second phase has been completed. The Canton Demolition project was funded with $ 108,600 federal funds to match $ 18,200 of local funds. There were 8 residential structures and 2 commercial structures included in the Canton proposal. Bids are currently due July 9, 2009.

The Lancaster Demolition project was funded with $ 75,600 federal funds to match $ 18,700 of local funds. There were 7 commercial structures included in the Lancaster proposal. The environmental review and historic property recordation are currently being prepared. Quantify Deliverable(s): One demolition contractor for the Kahoka project was selected for phase 2 providing employment for 4 people. Difficulties Encountered: Due to insufficient CDBG grant dollars, the Greentop project did not receive funding. The Newark project did not have sufficient participation by the owners of dilapidated structures to warrant submission of an application. 2. Community Development/Transportation A. To reassess the adequacy of community utilities/services throughout the Region thru the proposed City of Wyaconda potable water and City of Baring wastewater collection/treatment construction projects and the transportation facilities, NEMO Regional Transportation Planning Organization, proposed City of Lewistown Street and Drainage project and the proposed Small Bridge Replacement Projects in Adair and Knox Counties. Accomplishments Achieved: The six county Northeast Missouri Regional Transportation Planning Organization (RTPO) was active in assisting the Missouri Department of Transportation (MoDOT) in the planned expansions, improvements and replacement of all modal transportation components within the Region. The committee established priority rankings of highway and bridge projects included in the MoDOT 2010-2014 Statewide Transportation Improvement Plan (STIP), major highway projects, safe and sound bridge projects, Statewide Transportation Investment Priorities, enhancement projects and projects

recommended by the RTPO for review by MoDOT as additional projects. The Canton Historic Street Lighting ($ 70,000 Federal / $ 0 Local) ARRA Enhancement Project was approved and the final plans/specifications are being developed. The City of Wyaconda potable water and City of Baring/Baring Lake wastewater collection/treatment construction projects were funded. The City of Wyaconda potable water project ($ 362,500 CDBG / $ 87,000 USDA-RD loan / $123,500 UDSA-RD grant / $ 77,000 DNR grant) consists of the potable water connection to the CPWSD # 1 of Clark County. After project completion, the City decommissioned their potable water treatment plant. The Baring/Baring Lake wastewater collection/treatment project ($ 500,000 CDBG / $ 681,800 UDSA-RD loan / $ 828,700 UDSA-RD grant) consists of the replacement of the sewage collection and treatment system. After project completion, the PWSD # 1 of Knox County will take over the operation and maintenance of the system and the area will enjoy a safe and sanitary sewerage system. The Clark County and Lewis County Levee Emergency Repair Projects were funded. The Clark County project ($ 134,510 CDBG / $ 506,840 Corps of Engineers) repaired levees in the Mississippi/Fox River Levee District # 2. The project is nearing completion. The Lewis County project ($ 158,500 CDBG / $ 1,731,318 Corps of Engineers / $ 282,830 local) repaired levees in the Union Township Drainage District. The project is nearing completion. The City of LaGrange Commercial Building Buyout project ($ 502,301 CDBG / $ 5,705 local) was funded. It is proposed to purchase and demolish 7 commercial buildings located in the Mississippi River 100 year floodplain. Quantify Deliverable(s): Construction of the ARRA Enhancement Project will be completed by the City during Fall/Winter 2009.

The City of Wyaconda potable water construction project is nearly complete and is in the final cleanup stage, providing 8 temporary construction jobs. The City of Baring/Baring Lake wastewater collection/treatment construction project has begun, providing 10 temporary construction jobs. Difficulties Encountered: The Lewistown Street and Drainage Project did not have sufficient participation to warrant submission of an application. Due to insufficient CDBG funds, the proposed Small Bridge Replacement Projects in Adair and Knox Counties did not get funded. B. To continue the Neighborhood Development (ND) projects in the Cities of Queen City, LaBelle, Memphis and Glenwood addressing substandard LMI housing. The Home Repair Opportunity Program (HeRO) will address additional LMI substandard housing and supplement the existing ND projects in the Cities of Memphis, Queen City and Glenwood. Accomplishments Achieved: The City of LaBelle has completed 21 houses and has under construction 2 houses as part of their 22 house Neighborhood Development Project. The City of Queen City has completed 12 houses and has under construction 2 houses as part of their 20 house rehabilitation and 1 structure demolish Neighborhood Development Project. The Village of Glenwood has completed 7 houses as part of their Neighborhood Development Project to rehab 15 houses and demolish 1 structure. The Home Repair Opportunity Program (HeRO) addressed additional LMI substandard houses; 6 in Memphis, 2 in Queen City and 2 in Glenwood housing which supplemented the existing ND projects in these Cities.

Difficulties Encountered: The excessively wet weather delayed much of the outside rehabilitation work. 3. Natural Resources and Energy A. To assess alternative sources of energy in the Region for use in electrical generation, industrial production, agricultural production, home heating and transportation. The procurement of funding for a soybean crushing facility near Queen City will produce soy diesel. Accomplishments Achieved: The environmental report for the project is being finalized. Private funding source was changed and new source has been acquired. Quantify Deliverable(s): Project still has not received all necessary funding. Difficulties Encountered: Availability of private funding. B. To establish, in cooperation with private firms and public agencies, significant demonstration projects of alternative sources of energy at widespread locations throughout the Region. Electrical generating wind turbine projects are planned for locations in Adair and Lewis Counties.

Accomplishments Achieved: The committees for the implementation of the Solid Waste Management Plan continue to assist in the determination of the best use of regional resources, energy conservation and their resultant capabilities in order to increase the Region's future production of goods and services.

Quantify Deliverable(s): There were 4 applications submitted to compete for the approximately $ 85,948 available for district or regional projects and have been approved by Region C District. The applications represent The City of Canton household waste recycling, Truman State University Bulldog Biodiesel reprocessing waste vegetable oil into biodiesel, Kirksville Child Development Center reuse of waste plastic for playground equipment and continued funding for the existing Industrial Opportunities recycling center. Difficulties Encountered: The project selections were delayed due to the loss of project coordinator and subsequent training for the new coordinator. Evaluate: The goals and objectives identified in the CEDS were developed to depict the planned developments in the near future for economic growth. The combined efforts and participation in the CEDS effort by NEMO RPC, Community and Private involvement has resulted in the matching of $4,848,469 of Federal Grant Funds with $1,306,975 of Local/State Funds and USDA-RD loans.

2009 Work Program To aid in formulating a revised work program to achieve its four general goals, the Commission has adopted the following specific regional objectives for FY 2009: 1. Employment Development A. To help create additional new jobs above and beyond those that will be created with projected regional growth thru the proposed dilapidated structure demolition projects in the Cities of Greentop and Memphis. To continue the existing demolition projects in the Cities of Kahoka, Canton and Lancaster. The removal of the dilapidated structures will open up space for new building construction, i.e. houses and businesses. B. To enhance the economic vitality and quality of life of our communities by means of participation with the regional cooperative effort of the 14 county Northeast Missouri Development Partnership. C. To research and identify needs suitable for review and consideration as American Recovery and Reinvestment Act projects. D. To promote and assist in the Missouri Rural Enterprise & Innovation Center (MREIC), NEMO Innovators’ Café which is a pilot project that will provide local and regional entrepreneurs with a place to explore business ideas, create additional local jobs and strengthen our area economy. The entrepreneur assistance center will feature opportunities for round-table discussions, programming on business specific topics and network with other entrepreneurs, including how to launch a business on-line. 2. Community Development/Transportation A. To reassess the adequacy of community utilities/services throughout the Region thru the funded City of Wyaconda potable water and City of Baring wastewater collection/treatment construction projects, the transportation facilities within the region of the NEMO Regional Transportation Planning Organization, project and the proposed Small Bridge Replacement Projects in Adair, Knox and Scotland Counties. The FY 08 Home Repair Opportunity Program (HeRO) will address 11 additional LMI owner occupied substandard housing units and supplement the existing ND projects in the Cities of Memphis, Queen City and Glenwood. “Region C” Council Members The State of Missouri Solid Waste Districts were created and authorized by the State of Missouri

Solid Waste Act of 1992, Revised Missouri Statutes. The Northeast Missouri District was formed in 1993 under these statutes with an appointed Solid Waste Council from the County Commissions of Adair, Clark, Knox, Lewis, Schuyler and Scotland Counties. The NEMO Solid Waste District Council membership is set our by the statues as two representatives from each county, and one representative from each incorporated community over the population of 500. From the Solid Waste council an Executive Board of Directors is elected consisting of twelve members.

The Northeast Missouri Solid Waste Management District has no employees and contracted with the Northeast Missouri Regional Planning Commission to perform administrative duties assigned by the Missouri Department of Natural Resources. NEMO RPC staff devotes time toward the development and implementation of a solid waste management plan for the six-county area and oversees the regulatory and administrative documentation necessary to stay in compliance with state statutes. The Northeast Missouri Solid Waste Management has funded more than 60 projects since 1993. These grants have awarded funds in an amount exceeding $1,600,000 towards recycling efforts in the six-county area of Northeast Missouri. Those funds have enabled businesses and non-profit organizations to implement projects promoting principals of recycle, reduce, reuse that otherwise would not have been possible. Projects that involve recycling may be eligible for a grant from the Northeast Missouri Solid Waste District. The grant cycle is typically advertised once per year sometime from October to December. Grant awards are typically announced in January or February, with project implementation beginning in the spring or summer of the same year.

As these old tires have been collected, city and county crews have noticed a significant decrease in the amount of tires that are illegally dumped. In the past citizens had no place to properly dispose of tires that were found on properties or in ditches. We have also been able to help citizens in disposing of their old electronics and white goods that no longer work. Many times, citizens just do not have an option in their community to properly dispose of these items. By holding these collections, we have helped to keep our ditches clean of illegally dumped items and kept them out of the landfills.

The District has done various things to accomplish those responsibilities. The employees attend seminars and conferences to further their knowledge in the area of recycling. Employees also attend trainings by the Missouri Department of Natural Resources to ensure that they are in compliance with reporting and regulatory requirements that the State of Missouri imposes. Education of the citizens of our region is done in a variety of different ways. The District has sent out pamphlets to individuals and distributed them throughout the community. The Solid Waste District feels that elementary age children are at a prime age level to teach them the importance of recycling. We have focused our attention to these children in a variety of different projects. We have a program that will loan individuals recycling kits containing materials and instructions on fun projects children can do. We have also provided a magic show to local schools that are interested. This show encompasses magic and humor to explain to the children about recycling and what trash does to the landfills. The district also held a recycling contest that focused on the schools incorporating recycling in their classrooms as well as at home and their parent’s workplaces. The winning school of the contest was rewarded with a cash prize to be used towards the purchase of playground equipment.

With the help of those grant funds, these agencies have been able to purchase equipment such as balers and conveyors, which enhance their processing capabilities and enable them to provide better services to the communities for recycling activities. In addition to processing equipment, these facilities have used grant funds to purchase trailers for collection of recycled materials. These trailers are located at local businesses and drop-off spots among the communities. These trailers enable the recycling agencies to serve the businesses in a better manner and also make it possible for the recycling center to reach citizens that do not have recycling drop off sites in their area. In addition, the district also provides funds to Cities and Counties to spotlight equipment that can be used to promote awareness for recycling functions. These activities include drop-off trailers in the community, park equipment made with recycled material, and chippers used to reduce material going to the landfill.

Micro Enterprise Loan Program

This program was established in 2001 to promote the development of small businesses in Adair, Clark, and Knox, Lewis, Schuyler and Scotland counties by providing funds for the expansion or creation of enterprises that will create new full time jobs primarily for low to moderate-income persons (LMI). A micro-enterprise is a business with 5 or fewer employees, one or more who owns the business. The funding for this Program originated from the State of Missouri Community Development Block Grant Program as a grant to the Northeast Missouri RPC. The Loans to Micro-Enterprise businesses may be used for the acquisition and rehabilitation of an existing building, the construction of a new building, infrastructure improvements, site preparation, land acquisition, machinery and equipment, working capital, education training, and administration. Funding is limited to $25,000 per business or 70% of project costs, whichever is less. At least one job must be created for every $15,000 of loan proceeds, of which at least 51% of the new jobs to be created, including the proprietor, must be taken by LMI persons. All interest rates will be fixed for the life of the loan, Currently the rate is set at 5%, however all future rates will be determined by the board, the board may review the current rate at any time funding becomes available for re-use. As of June 30, 2006, the Northeast Micro Enterprise Loan Program has participated in ten (10) loans totaling $129,000 RLF dollars leveraged with $557, 600 of other lenders, $106,500 of business equity for a grand total of $ 793,100. The ten (10) Micro- Enterprise loans have created or retained twenty-two (24) jobs of which seventeen (17) of the twenty-four (24) meet the definitions of the low to moderate employees and has retained.

Northeast Missouri Revolving Loan Fund

(NEMO RLF)

The Northeast Missouri Regional Planning Commission applied to the USDA-RD for a $500,000 1 % Loan that the RPC will match $125,000 to create the Northeast Missouri Revolving Loan Fund (RLF) in 2003. In February 2004, the USDA- RD awarded the NEMO RLF to the commission $500,000 for the official initiation of the NEMO Revolving Loan Fund Program. The Northeast Missouri Regional Planning Commission, in partnership with USDA- Rural Development and the Missouri Department of Economic Development has established a Revolving Loan Fund (RLF) to fill financing gaps not covered by conventional lenders. NEMO RLF funds may be used for: Business acquisitions, construction, conversion, enlargement, repair, modernization or development costs; Purchasing and development of land, building facilities, leases or materials; Machinery, Equipment and inventory; Startup costs and working capital; Feasibility study and specified reasonable fees and charges. NEMO RLF program is limited to $125,000 per business or 50% of project costs, whichever is less. The goal of the job creation or retention with the RLF program is that one job must be created for every $10,000 of loan proceeds of the loan portfolio. The 5% interest rates will be fixed for the life of the loan as an introductory offer to businesses and industry in True Northeast Missouri. However all future rates will be determined by the board, the board may review the current rate at any time funding becomes available for re-use.

Loans will typically be amortized over a period to match the life of the asset financed and generally allowing monthly principal and interest payments over the life of the loan. Borrower’s specific needs and assets financed will also have a bearing on the amortization of each loan. The RLF will accept a junior position to a senior position lender. Approved recipients will provide mortgages and UCC filings. All loans will require personal guarantees from principal owners. The application fee is a nonrefundable application fee of $150 must accompany the NEMO RLF application. And the closing fees will be paid by the borrower and can be in the loan proceeds. The NEMO RLF total available Revolving Loan Funds program will be $625,000 a pool of funds of which we have approved $550,000 to be used for Loans to businesses and industry for the creation of new jobs and the retention of existing jobs for True Northeast Missouri.

NEMO Housing Programs Scotland County Public Housing Agency (SCPHA)

The Scotland County Public Housing Agency (SCPHA) is a rural area wide Public Housing Agency composed of the County Courts of Adair, Clark, Knox, Schuyler and Scotland Counties. These county officials joined together in a cooperative effort of improving the housing opportunities available to the residents of their respective counties. Scotland County is designated the signatory county to sign official documents. The Scotland County PHA has contracted the Northeast Missouri Regional Planning Commission/Rural Development Corporation as the administrative agency. The SCPHA has outreach offices in Adair, Clark, Knox, Schuyler and Scotland counties offering assistance to low-income applicants. Housing and Urban Development does not allow the yearly average of families assisted to be more then the designated units of 329 per month for the five county area. Year to date we have averaged 327 families a month paying out an average of $217.47 per month per family into the counties in the way of rents and utility assistance. Of this total, a majority of the families were single head-of-household families with elderly and/or disabled families coming in a close second. In the next 12 months, we expect to average 329 families per month with our Housing Choice Voucher Program.

USDA-RD Complex Management SCPHA manages in various stages several apartment complexes. This includes full management of Wyaconda Housing Corporation, (12 units). We also took over management of Eastgate Apartments (44 units) in Kahoka, MO and Wayland Apartments (8 units) in Wayland, MO and Memphis Senior Haven (21 units) during 2009. We complete tenant certifications for Wayland Housing Corporation (28 units). We have hired Sue Morton back into the office part-time and Ronda Kirchner of Kahoka has returned to our office full time to manage the Clark County apartments.
