Moved P Morris, seconded D Corker CARRIED 4. MATTERS FOR DISCUSSION 4.1 Development application - 13 Royal Street, Kenwick (see attachment 2) Discussion:

• Manager Planning Implementation outlined the proposed development; the construction of a two storey building, for use as an educational facility, around the existing heritage building which would be retained.

• General discussion on the parking requirements. • Presiding Member noted that retention of the heritage listed building is a good

outcome.

PROPOSED ACTION 9: That the History and Heritage Advisory Group support the retention of the existing building as outlined in the development application.

That the History and Heritage Advisory Group congratulate Heritage Services staff on the City's nomination in the 2012 Western Australian Heritage Awards.

Acknowledged.

• Item 4.1 Presiding Member noted that he was unable to write the proposal for the

urban museum and will provide this at the next meeting. Project Manager - Technical Services arrived 9:45am.

• Proposed Action 7 - Heritage Coordinator noted that photos of the former Cowen House had been taken in the same place as in the 1998 Municipal Heritage Inventory to compare the level of deterioration. While on site Local History Librarian located the approximate position of Helms' gravesite.

• During discussion, P Morris suggested that the City writes to the owners to ascertain the intentions for the property, including Cowen House, and that historical information on the property is sent to the owners. It was also suggested that the owners are asked whether they know of any history of the property. Presiding Member noted that once the property is developed, plaques should be installed to commemorate the local history, including the house and the site of Helms' gravesite.

• Item 5 - Heritage Coordinator noted the items in the City's Library collections on Aboriginal culture and history, which include 628 books, website links, cds, dvds, 23 oral history interviews and 3 local studies files.

3. INFORMATION ITEMS 3.1 Manager Library and Heritage Services – Heritage Strategy Update

• Nil. 4. MATTERS FOR DISCUSSION 4.2 Proposed demolition - former Fremantle Road bridge (see attachment 3) Discussion:

• Project Manager - Technical Services outlined the state of the bridge and tabled photos. During the discussion Members raised concerns about the usage of the bridge, its current state and alternative footpaths available for pedestrians and cyclists if the bridge is removed.

• Presiding Member outlined the historical significance of the bridge as an access route for Thornlie residents travelling to Gosnells.

• P Morris noted that it may be useful to look at OCM minutes between 1986 to 1992 for a previous Council decision to retain the bridge.

PROPOSED ACTION 10: That the History and Heritage Advisory Group are provided with more information at the next meeting to be held on 4 October 2012 regarding the Heritage listed bridge's usage and its heritage with regard to its early history and Indigenous heritage and culture.

Thornlie Living History Group • P Morris has created a spreadsheet of Thornlie residents. People in the photo of the

original Thornlie Square shop owners are being identified. D Corker is continuing with the history of baseball. Presiding Member noted that the history of Thornlie's suburbanisation and urbanisation can be divided into periods of development which shaped the community. P Morris showed the Group the Crestwood development brochure which will be added to the collection.

5 GENERAL DISCUSSION

Matters proposed by Advisory Group members for discussion.

• Cr J Brown noted that the place on the Group vacated by P Clarke can be advertised. • Cr J Brown noted that a former City of Gosnells employee, Gerald Byrne, recently

died and his wife sent a historic photo which shows early residents of Gosnells. • Cr J Brown noted that Mayor, Cr D Griffiths, had mentioned to Councillors that a

private museum in Williams was very interesting.

Attachment 1 – Information Item: Manager Library and Heritage Services – Heritage Strategy Update Collection Developments The Thornlie Living History Group material has been catalogued. Curator made contact with Joan King of WA & J King who had some background information on the Roslyn Fruit Grader. Joan King's brother worked with Tom Robinson at Stalker Pumps and she recalled that Tom built the graders on the weekends. Curator put background information and a photo diary of the Roslyn Fruit Grader recovery on display for visitors' information. Project Progress The Historic Photograph Digitisation Project continues to progress. Further photo queries with Gosnells Primary School photos were resolved using the original attendance records which are held in the State Records Office. Activities and Publicity Heritage Coordinator assembled a pack of research resources for primary school teachers, which included Heritage Papers, heritage brochures and the Maddington and Kenwick walk trail brochure. The packs provide an introduction to the City's resources on historic topics and were handed out at the Young People's Library Services in-school program. Museum education program is now booked for half of Term 3. Volunteers and staff have worked hard this term, providing activities for two classes per visit. There has also been an increase in the bookings from Year 2 teachers as the Australian Curriculum includes local history. During May St Munchin's Primary School, Sacred Heart Primary School, Bletchley Park Primary School, Forest Crescent Primary School, Forest Crescent Primary School visited the Museum, with an incursion at John Wollaston Anglican Community School. On 4 May Kalamunda and Districts Historical Society visited the Museum. On 15 May the Curator made a short presentation to the Australian Independent Schools Early Childhood Educators when they visited the Museum. Other Museum Education Volunteers and the Curator spent a morning at Buckingham House, Wanneroo to witness their education program in action. The City of Wanneroo provides similar content to the Museum education program, but it is organised differently and the site is authentic to the time period being represented. Curator attended a workshop hosted by Museums Australia on Copyright in the Museum Environment.
