How we’re improving Highway 4

New rest area and view point accessible by passenger vehicle, RV, bus, and transport truck

Removing the existing overhanging rock above the road surface that is a hazard to larger transport vehicles currently requiring them to cross centreline

Rock slope stabilization and slope meshing to mitigate rockfall onto the highway, including a wide rock catchment ditch

About the Project

The Highway 4 - Kennedy Hill Safety Improvements Project will contribute to a safer and more reliable connection between Port Alberni and the west coast of Vancouver Island.

This is a critical route for moving goods, linking communities, and supporting a thriving tourism industry in the region. It is the only east-west corridor servicing the west coast communities of Ucluelet and Tofino as well as the Pacific Rim National Park Reserve at Long Beach.

The Project is located adjacent to Kennedy Lake, approximately 14km northeast of the Tofino/Ucluelet Hwy 4 junction. The project starts at the bottom/south end of Kennedy Hill at the TR19 Creek culvert, and continues up the hill towards Port Alberni for a distance of approximately 1.5km.

Construction is expected to last approximately two years, beginning in spring 2018 and ending in summer 2020. The $38.1 million Project is jointly funded by the Province of B.C. and the Government of Canada.

Minimizing disruption and planning ahead

• Majority of the rock blasting and traffic stoppages are planned during the night to minimize traffic disruptions, but some traffic stoppages are required for “daylight critical” activities like rock scaling.

• Nightly long-duration traffic stoppages are permitted year round as per the stoppages schedule to the right.

• Two midday 1hr stoppages permitted during off-peak season, and Single Lane Alternating Traffic (SLAT) permitted year round between 7am and 10pm.

• SLAT may result in up to 30min delays during peak traffic periods during the day.

• No traffic stoppages are permitted on Friday evenings between 10pm and midnight. First nighttime stoppage to occur between 1am and 4am Saturday morning.

• No traffic stoppages are permitted during long weekends, including the day before or after (SLAT will still be in effect).
