PCYS Receives Outstanding ReviewsPayne County Youth Services received 100% Compliance along with Commendations on Peer Review by the Oklahoma Association of Youth Services and the Oklahoma Office of Juvenile Affairs Monitoring. The Emergency Youth Shelter received outstanding results from OKDHS Licensing Division.

Payne County Youth Services, Inc., is pleased to provide this Annual Report to our stakeholders. In this report we have highlighted activities, community partners, members of our Board of Directors and Advisory Board for Sustainability and Public Awareness, Staff, and our programs. We have presented our financial position and highlighted some of our most loyal volunteers and donors. The full impact of programming is difficult to quantify. Even though we have provided outputs and outcomes, how does one truly measure the impact on a child when that child is taken from a place of danger and abuse or neglect, and placed in a comforting, home-like shelter. How does one truly measure the impact on society of the long life, lived well, of one young person who obtained the crisis intervention and counseling they needed and did not take their own life that dark night. How does one measure the hours of time and worry of parents who are helped by parenting classes. Indeed, how does one measure the impact on the donor when that donation of time, talent or treasure was given. Our services are measured by the statistical measures of our industry, and we use this information fully to inform our programs. Yet, our services are more fully measured by the lives lived, the youth who go on to grow and succeed as well as the ones who go on to be faced with challenges. We invite you to help us increase our impact, by serving on a board, donating, volunteering, attending fundraising events and connecting us with your contacts. Lend your talent, time and treasure to this endeavor. Impact a life for now, and impact our world for the future. It is, after all, the future that our youth will determine.

PCYS Program Coordinator Receives Award Angie Freeny, Payne County Youth Services Program Coordinator, was honored as the recipient of the Oklahoma Association of Youth Services Outstanding Youth Worker, Carmel Bland Award, at the Oklahoma Association of Youth Services Annual Meeting Awards Banquet on Friday, June 13, in Durant.

Payne County Youth Services was reaccredited by CARF Inernational for our Mental Health, Substance Abuse and Case Management Programs. PCYS received another 3-Year Certification, and a 99.9% Compliance Rating.

PCYS Board and Staff Honored at OAYS

Payne County Youth Services honored local child advocates for a combined 50 years of service. Awards were presented at the Oklahoma Association of Youth Services Annual Meeting in June 2014. Receiving awards were Andrea Drain-Langston, Deborah Eck, Laci Campbell, David Spivey, Kelly Burley, Shyla Eggers, John Romans, PhD, Representative Cory Williams, and Carrie Winterowd, PhD.

An Evening to Remember was held in February 2014. Entertainment was provided by The John Hamill Jazz Trio. The evening included dinner and a silent auction, along with a call to action by State Representative Lee Denney to protect children and youth. Volunteers from several OSU Fraternities and Sororities helped to set up and serve. Others in the community donated auction items and sponsored tables. PCYS appreciates everyone who assisted in making this event a success.

FY 2014 Community Partners highlights PCYS Staff attended the Cushing PRCA Rodeo in July. Information about the agency was shared with curious adults while staff passed out candy and glowing bracelets or necklaces to youth. Thanks to John Bryant and The Bank of Cushing for their support.

PCYS participated in the Sea of Orange Parade, the 6th year the agency has entered a float. This activity encourages the Stillwater and OSU communities in support of the agency.

Murder Mystery Dinner Theatre – SAVE THE DATECome solve the mystery of My Fatal Valentine. Mark your calendars now for An Evening To Remember, February 7, 2015, at 6 p.m., at the Wes Watkins Center on the OSU Campus in Stillwater, Oklahoma. An evening of great food, theater, a live and silent auction and a few surprises will provide support for critical services to youth and families.

Emergency Shelter – The Youth Emergency Shelter provides a safe place to stay for youth in crisis, protecting children and youth from child abuse, neglect and trauma. Last year 106 young people stayed a total of 3,392 days in the Shelter. Average length of stay was 32 days.

Mental Health and Substance Abuse Counseling – Individual family and group counseling helps clients work through issues and meet goals. The program counseled 254 youth and their families, improving their functioning and quality of life.

Psychoeducational Services – Agency counselors provided services to 140 students, accounting for 1,950 hours. School-based groups provide evidence-based curriculum programming that assist clients to learn and utilize adaptive skills to improve their lives.

Community Education/Development – Provides opportunities and information to the community in order to work collaboratively in support of youth and families, thus creating a more productive and healthy community. These services were presented to over 16,185 people for 501 hours.

Skills for Success/First Offender Program – A program for youth who have violated or are at-risk for law-violation, this program reduces law violations among youth and enhances communication and understanding within families. 130 youth and parents/guardians were served by the program, accounting for 2,600 service hours.

Safe Place – Safe Place ensures young people in crisis can get help 24/7/365. 30 youth accessed Safe Place. Safe Place presentations were provided to 8,050 youth in 14 schools reducing the potential for harm to the child or youth. The knowledge and courage to advocate for their own safety and that of their peers is strengthened by this program. Safe Place sites now total 58 in 7 communities, as well as 22 rolling sites with the OSU BOB’s Bus Transit System, which create a county-wide safety net where youth get help fast.

Case Management – Case management services assist clients and their families to connect with their community and better implement skills learned in programming. 238 hours of case management were provided to clients across programs.

The Workforce Investment Act Program- WIA served 27 youth in year-round and summer programming, school tutoring, job shadowing, work experience, life skills and other programming. Youth increase skills, obtain employment, continue their education and transition into productive members of the work force.

Runaway & Homeless Services – Youth are protected from the dangers of living on the streets and increase their opportunities to find stable homes.

Victims of Crime (VOCA) Services – 73 clients were served by this program. VOCA services empower and engage clients to process and recover from abuse, neglect and trauma and advocates for victims’ rights and needs.

Healthy Steps - 512 children and their families were served by this program, in which child development specialists provided early intervention and connection to resources.

Transitional Living Program – TLP provides support for youth transitioning into adulthood by protecting youth from the risks of homelessness, teaching life skills, fostering independence and permanent connections and facilitating successful independent living. TLP served 8 clients during 2014.

Payne County Youth Services received a grant from Elite Repeat in the amount of $5,000. Elite Repeat continues it‘s generous monthly support of PCYS in addition to this grant.

Students Today Leaders Forever visited PCYS. The STLF believe in revealing leadership through service in their Pay It Forward Tour.

A prize at Tee It Up for Teens Golf Tournament, Ann Hargis provided a tour of the OSU campus aboard her orange golf cart Clementine.

Hargis provided a tour of areas of the OSU campus that included the Stuart and Linda Price Mother’s Garden by the Atherton, the Formal Gardens, Garth Brooks’ topiary hat and Legacy Walk. Of her support of PCYS, Hargis stated, “It is always rewarding to help spread the word about the meaningful services provided by PCYS.”

Payne County Youth Services was honored to receive a $12,500 grant from the George Kaiser Family Foundation. Presented at the Frontier Rotary Club meeting, Mr. Ken Levit, Executive Director at the GKFF, stated that input from Senator James Halligan and the work of PCYS as, “one of the state’s best”, were the reasons for the grant. PCYS is grateful to the GKFF, Senator Halligan, and the Frontier Rotary Club for their support.

PCYS received an Emergency Solutions Grant through the Department of Commerce. This grant supports the Emergency Youth Shelter and Transitional Living Programs.

FY 2014 Community Partners highlights

PCYS was privileged to be included as a stop along the way of the Tea and Tour, sponsored by Ann Hargis, to benefit the Stillwater Area United Way.

The United Way Day of Caring once again provided an amazing number of volunteers who accomplished many tasks at both our shelter and outpatient/administrative locations. We thank Armstrong World Industries, BancFirst and National Standard. PCYS staff volunteered at Big Brothers/Big Sisters. We are very grateful to the United Way for this assistance. PCYS is a proud UW agency.

SST Software hosted a Potato Drop through the Society of St. Andrews, a national organization focused on eliminating hunger through minimizing waste and gleaning from farms.

National Safe Place Week Celebrated

PCYS celebrated NATIONAL SAFE PLACE WEEK. Safe Place is a nationally acclaimed outreach program that makes help readily available to young people in crisis.

Payne County Youth Services has operated the Safe Place program for Payne County since 1996. Payne County currently has 58 Safe Place sites and 18 OSU buses that carry the Safe Place sign. Should a young person feel they are unsafe, they can access services for themselves by going to a Safe Place site or by calling the Payne County Youth Services Shelter and accessing the Safe Place program. PCYS would like to thank our Safe Place sites for their support and dedication to the Safe Place program and the youth and families of our communities.

FY 2014 Community Education /Development highlights

Program Continues to Make a Big Impact

The Payne County Youth Services Transitional Living Program continued with 4 adults and 2 children placed in apartments. Clients pursue educational and employment goals as well as receive individualized case management, counseling and supportive services. Our first client has completed high school, is living without financial support of the program and attending post-secondary education.

PCYS was represented at a September meeting of the Board of Directors of the Oklahoma Commission on Children and Youth. Janet Fultz, Executive Director at Payne County Youth Services, and Bryan Larison, Executive Director at the Oklahoma Lion’s Boy’s Ranch, were invited to participate on the panel entitled, “Community Based Transition Initiative Pilots in Payne and Jackson Counties”. Fultz and Larison discussed the joint venture between their two agencies that has brought the Payne County Transitional Living Program into existence.

Voices of Today Art, Poetry and Photography Contest was held with 90 participants. The theme for this year’s contest was “The Sky is The Limit”. Participants explore and refine skills and talents, receive positive feedback and express thoughts and ideas in positive, age-appropriate ways.

FY 2014 Program highlights

PCYS sponsored our Adopt-a-Family program, matching 25 families with donors, making holiday wishes come true for some of our most needful clients. Community support for this program continued to grow.

PCYS participated in the Cushing Christmas Parade. PCYS serves Cushing Public Schools and the community.

PCYS sponsered an intern from Leadership Stillwater. Thank you to the Stillwater Chamber of Commerce, where PCYS is a long-time member.
