Highlights

Commission opens in-depth investigation into public support measures in favour of Latvian Reverta

(formerly Parex) and Citadele banka

The European Commission has opened an in-depth investigation to assess whether the additional state support

measures granted by Latvia to AS Parex banka (rebranded "Reverta") and AS Citadele banka in the context of

their restructuring were in line with EU state aid rules. The Commission also has doubts that the

implementation of the approved restructuring plan respects the commitments given by Latvia, aimed at

restoring the banks' viability and at limiting distortions of competition. The opening of an in-depth investigation

gives interested third parties an opportunity to submit comments. It does not prejudge the outcome of the

investigation.

Internal Market and Services Commissioner Michel Barnier said: “Today, the European Parliament has adopted

3 key texts to complete the legislative work underpinning the banking union. Thanks to the assiduous work of

the co-legislators, we have turned the idea of a Banking Union into reality in less than two years. The EU has

lived up to its commitments: the banking union completes the economic and monetary union and ensures

taxpayers will no longer foot the bill when banks face difficulties.

Invitation to comment on simplified procedure cases The summaries of aid measures notified under the Notice on a Simplified Procedure for the treatment of certain types of State aid have been prepared by the Member States under their responsibility. The Commission can therefore not be held responsible for any incorrect or misleading

information contained therein. Observations raising competition issues relating to the notified measure must reach the Commission no later than 10 working days following the date of the publication of a summary of notification. The submission shall include a non confidential version of the

On 31 March 2014, the Commission adopted the EU Guidelines on State aid to Airport and Airlines (1). These

guidelines entered into force on 4 April 2014. In particular, according to Section 8.6 of these guidelines the

Commission will assess the compatibility of any possible operating State aid measure in below mentioned

pending formal investigations published in the OJ C 113 of 15.04.2014 pursuant to the compatibility criteria set

out in Section 5 of the same guidelines.

Parliament lifts bank bailout burden from taxpayers’ shoulders

Three measures to ensure that banks shoulder the risks of failure rather than relying on taxpayers to bail them

out were approved by Parliament on Tuesday. Two deal with restructuring and winding down troubled banks,

and the third ensures that banks, not taxpayers, guarantee deposits under €100,000 in the event of a run on a

bank. These measures complement the single bank supervision system, already in place, and take the EU far

down the road towards banking union.

Fourth quarter of 2013

Seasonally adjusted government deficit down to 2.6% of GDP in the euro area

Deficit decreases to 3.1% of GDP in the EU28

In the fourth quarter of 2013, the seasonally adjusted general government deficit to GDP ratio stood at 2.6% in

the euro area (EA18), down from 3.1% in the third quarter of 2013. In the EU283 the deficit to GDP ratio also

decreased from 3.5% of GDP in the third quarter of 2013 to 3.1% of GDP in the fourth quarter of 2013.

Euro area and EU28 government deficit at 3.0% and 3.3% of GDP respectively

Government debt at 92.6% and 87.1%

In 2013, the government deficit of both the euro area (EA18) and the EU28 decreased in absolute terms

compared with 2012, while the government debt rose in both zones. In the euro area the government deficit to

GDP ratio decreased from 3.7% in 2012 to 3.0% in 2013, and in the EU28 from 3.9% to 3.3%. In the euro area

the government debt to GDP ratio increased from 90.7% at the end of 2012 to 92.6% at the end of 2013, and

in the EU28 from 85.2% to 87.1%.

Euro area annual inflation was 0.5% in March 2014, down from 0.7% in February. A year earlier the rate was

1.7%. Monthly inflation was 0.9% in March 2014. European Union annual inflation was 0.6% in March 2014,

down from 0.8% in February.
