Appointment and Re-appointment of Honorary College Advisors

On 2 February 2018, the Force Senior Management and the Police College Management met the Honorary College Advisors (Advisors) in an Appointment Ceremony. On this occasion, a total of three new Advisors were appointed and 9 serving Advisors were re-appointed for another two-year term. Among the new Advisors, Dr. FAN Tak-wing is an expert in Psychotherapy & Counselling; Dr. CHENG Tak-ming, Eric, is a retired Chief Superintendent of Police with expertise in Knowledge Management; whereas Mr. WONG Yu-wing, Symon, is a retired Magistrate / Deputy District Court Judge with expertise in legal field.The Police College now has 24 Advisors.

Highlights

To celebrate the 175th Anniversary of the Hong Kong Police Force in 2019, a series of events and activities are underway. In addition to the reputed Force Open Day and Force Charity Concert which had received positive feedback from both Force members and the public in the past, a number celebrative events are in the pipeline:-

(1) The Force Commemorative Stamp:

To project evolution of the Force over the past centuries and decades, a set of stamps with the theme of “Our Police Force 我們的警隊” will be issued in 2019.

(2) The 175th Anniversary Book:

An Anniversary Book is being designed to formally record Force’s achievements over the years and project positive and professional image of the Force. In addition to hard copy, electronic version will be produced with application of new technology for visual enjoyment.

(3) Exhibition at the Old Central Police Station:

The venue ‘Tai Kwun’ has a rich history dated back to 1862 with a great deal of police historical police features. To celebrate the 175th anniversary, the Force will hold an exhibition at this police architectural masterpiece, which is symbolic of its time and showcases the development in law and order.

The course participants found the speeches highly inspiring, the enriched content also strengthened thei r profess ional competences in pol ic ing, leadership and management.

Professor Lawrence SHERMAN, Chair of Police Executive Programme, Institute of Criminology, Cambridge University, led a five-member delegation to Hong Kong for the teaching. The delegation comprised not only academic experts in Applied Criminology and Police Management like Dr. Heather STRANG and Professor Paul ROCK, but also former Commissioner Rank Officers from overseas. Dr. Peter NEYROUD had served as Chief Constable of Thames Valley in UK while Ms Jeanette KERR was the first female Assistant Police Commissioner in Northern Territory Police Force in Australia.

The delegation also paid a courtesy call on Deputy Commissioner (Management) CHIU Wai-yin, during which they exchanged views on various policing issues, especially on police training and education.

Besides the learning of up-to-date academic research on criminology and evidence-based policing, the course included two formal dinners as a Cambridge tradition in which Ms. Meena DATWANI, then Executive Director (Enforcement and Anti-Money

We are delighted and proud to to announce that, Detective Training Centre (DTC) of the Hong Kong Police College has won the ‘2018 Training Top 125 Award’ of the Training Magazine, the leading business publication for learning and development professionals.

The Hong Kong Police Force is the only police service in Asia winning the ‘Training Top 125 Award’ and also the second Law Enforcement Agency (LEA) landing the award in the world since the establishment of the award 18 years ago.

Detective Training Centre won ‘2018 Training Top 125 Award’

In December 2017, the application of technology in the Disaster Victim Identification (DVI), training program and application of 3D & virtual reality technology in the detective training system Detective Boulevard (DB), won two gold awards in ‘2017 Brandon Hall Group Excellence in Technology Award Program’, in category of ‘Best Advance in Unique Learning Technology’.

The ‘Brandon Hall Group Excellence Awards Program’ is the most prestigious awards program which is often called the Academy Awards in US with 23 years history, aiming at recognizing the best global enterprises and governments from all around the world. The Force is the only police service winning the gold awards in this category since its establishment in 2012.

Highlights

On 8 December 2017, Hong Kong Quality Assurance Agency (HKQAA) presented the ISO 9001:2015 Certificate to Police Operational Learning Division (POLD).

Compared to the previous version (ISO 9001: 2008), ISO 9001:2015 places more emphasis on assessing both external and internal risks, exploring opportunities and managing organizational knowledge so as to enable the building up of a strategic framework to respond to the ever changing environment.

The upgrade of the Certificate marks a major milestone to the Division, and POLD will continue to strive for professionalism and quality training.

Since the launch of “Music Touch” in 2016 till November 2017, Hong Kong Police Band (the Band) have visited 33 schools, making a breakthrough in the total number of audience, which exceeds 10,000 after a visit to St. Paul’s Co-educational College in November 2017. In 2017, the Band visited 31 schools totally and their activities attracted 11,670 audiences.

“Music Touch” is a police community activity held to reach out to primary and secondary schools. By sharing music with students, we enhance communication and mutual trust between the youths and the Force.

Apart from these encouraging figures, the Band obtained a lot of positive responses regarding their performance. The music teacher of St. Paul’s Co-educational College said, “the whole performance was stunning and splendid!” She hoped that the school wind band and the Police Band would have more chances to perform on the stage together in future.

As part of the Force’s Knowledge Management (KM) strategy, the Police College rolled out various activities to enable cross-industry and peer-organisational learning and benchmarking.

KM Singapore 2017:

In October 2017, Ms. Anna TSANG, former Deputy Director 2 of Police College-cum-Chief Knowledge Champion, led a Force delegation to attend the Knowledge Management Singapore 2017. The delegates not only conducted the fourth KM dialogue with the Singapore Police Force, but also visited INTERPOL Global Complex for Innovation to learn

about their good practices on KM, police training and big data application.

G-LINK Summit 2017:

On the other side, Mr. Ian CHOW, Head of Research Centre also delivered a talk at the Global Leaders Innovate Next Knowledge (G-LINK) Summit at Bangkok University in October 2017, sharing the Force’s KM journey with international KM practitioners.

KMELB 2017:

In November 2017, Mr. Steven TAIT, Force KM Champion (Lessons Learnt) also attended the Knowledge Management Melbourne 2017 (KMELB2017) in Australia to share the development of KM in the Force with other participants.

Through active involvement in international KM events, the Force gained substantial international exposure and promoted the positive image of the Force worldwide.

Fo l l ow i ng a v i s i t b y t h e Tr a i n i ng Coordination and Liaison Division (TCLD) to the Justice Institute of British Columbia (JIBC) in Canada in February 2017, the JIBC management paid a reciprocal visit to the Police College on 13 October 2017 to extend the conversation with Hong Kong Police College (HKPC) on mutual training collaboration.

In their reciprocal visit, Dr. Michel TARKO, the President and CEO of JIBC, led a five-member delegation to meet with the College Management at College Headquarters. During the meeting, bo th pa r t i e s had an exchange on training strategies and directions, and also explored potential collaboration on training areas such as leadership, vocational training, research and learning technologies, etc. The dialogue was very fruitful, which fostered closer ties between JIBC and HKPC on bilateral training cooperation.

The JIBC was founded in 1978 with six Campuses in British Columbia. JIBC not only trains and grooms all municipal police recruits, but also offers specialized courses, accredited programmes with Certificates, diplomas and degrees for law enforcement agencies.

Activities

On 11 and 12 October 2017, Mr. Kenneth LI, Director of Personnel and Training, led a four-member delegation to visit Zhejiang Police College (ZJPC) and officiated the Opening Ceremony of the 14th Zhejiang Police College National Studies Course. The National Studies Course is a bi-annual mainland development programme for police officers from rank of Police Constable to Superintendent. A total of 470 officers had attended the Course since September 2011.

During the visit, Mr. LI paid a courtesy call to Mr. DING Hong, President of Zhejiang Police College, and they deliberated on various training cooperation plans. Mr. DING also led the delegation on a guided tour to their new Campus at Lin’an District, which was commissioned in September 2016. It is anticipated that the new Campus shall enhance their capacity to provide undergraduate and vocational police training.

SCS visits Police College

Hong Kong Police College organised a Blood Donation Day with the Hong Kong Red Cross at Police College (Aberdeen Campus) on 22 December 2017. A total of 186 officers and civilian staff participated in the event and 128 bags of blood were collected. Some of the participants were new blood donors. Besides, 32 officers registered to donate bone marrow on the spot.

The Hong Kong Red Cross thanked the donors and the Force for their contribution and continuous support to blood donation. The event also provided a good platform for officers to fulfil their commitment and social responsibility.

Mr. Law Chi-kong, Secretary for the Civil Service visited the School of Foundation Training on 8 December 2017 to know more about the professional training of the Force and the learning experience of Administrative Officers (AOs) in the Leadership Enhancement Programme held at the College.

Mr. Law first met with Ms. Edwina LAU, Director of the Police College to better understand the operation and training facilities of Police College. He then watched a demonstration of the handling of emergency incidents and a foot drill practice by police trainees, followed by a tour to the Tactical Training Complex and the barracks of recruits. Afterwards, Mr. Law met with the AOs attending the Leadership Enhancement Programme and observed their participation in a team-building exercise.

Since 2006, Civil Service Bureau has been nominating AOs to join the annual Leadership Enhancement Programme organised by Police College. The two-day residential training programme aims to strengthen their mindset, self-confidence, team spirit and leadership skills. Around 200 AOs have participated in the programme so far.

What is better than merely donating money for charity? That is to get actively involved in it by attracting donation and having fun at the same time!

On 27 October 2017, the Police College and St Baldrick’s Foundation jointly organised a head-shaving event to raise fund for the Children’s Cancer Foundation for the third year. 26 officers, with ranks ranging from Probationary Inspector trainee to Chief Superintendent, took part in the charity activity. Seven of the participants were women, breaking the record of woman participants in similar local activities. A total of $328,000 was raised on that day.

At the start of the event, a cancer survivor, Miss Kiki YIP, shared her experience in fighting against cancer during childhood and her wish to become a dessert chef. Afterwards, the head shaving proceeded with the voluntary assistance of three College barbers. The event was full of fun and joy when the audience gave cheers to the shavees and showed their support by making instant donations.

As part of the Police College Formation Action Plan for trainees to know more about the society, every PI Intake will take the lead in arranging a Community Engagement Program in which they coordinate with a self-selected organization to support a worthy cause. In this connection, PI Intake 615-617, together with RPC Intake 1/2017, hosted a fun run and a Campus tour for about 50 Youth RunOurCity (ROC) runners at the Hong Kong Police College (HKPC) on 14 October 2017.

To kick off the event , Superintendent Mr Andrew GILHOOLY spoke in his welcoming remarks that HKPC shared a common objective with Youth ROC in equipping youths with a “can-do” mindset, which included confidence, determination and perseverance. He hoped that this important mindset could be further developed among the youths through similar social engagements.

College Shave raises $330,000 for cancer children

run to Deep Water Bay and back. The group then visited the RPC Barracks and attended a foot drill demonstration. The half-day program ended with a sharing session in which trainees had a close conversation with the youths in a relaxed atmosphere, sharing their training life as a police recruit. Many ROC runners felt grateful in the event since it provided them with a valuable opportunity to enhance their understanding towards the Force and its members.

Integrity is the cornerstone of the Force’s professional image and helps secure public confidence and support. The School of Foundation Training (SFT) held an ‘Integrity Management Slogan Competition’ last year to enhance the overall integrity atmosphere in the Campus.

The competition attracted 153 staff and recruits to enter for the competition.

Riding on the success of the “Detective Boulevard 1.0”, which is a single immersive and interactive visualization system delivering 3D views of crime scenes in the Virtual Reality (“VR”) to trainees for the crime scene management training, Detective Training Centre (DTC) endeavors to further develop this technology-driven training programme with a view to heightening its training capabilities and quality.

As a result of concerted efforts, the “Detective Boulevard 2.0” (DB 2.0) has been successfully launched in October 2017. One of the significant enhancements is the newly introduced VR headset and handheld joystick set, which enhances the training quality by offering a better visual quality and providing interactive functions, which allow participant to examine and take photos of the exhibits, as well as to affix the exhibit tags. Coupled with the upgraded computer system and the newly renovated training suite, now, DB 2.0 can simultaneously accommodate six trainees to undergo the training in a team, which best simulates the structure and strength of a real investigation team. been received from the trainees. According to the E-survey conducted with 161 trainees in December 2017, over 90% of them considered the training method effective and interesting. DB 2.0 also aroused their learning eagerness and enhanced their awareness of crime scenes appreciation and handling.

With all the above, DB 2.0 continues to be an novel training model bringing advanced technology to the detective training arena that pioneers in the local law enforcement agency context.

Directorate Development Programme

“Detective Boulevard 2.0”

Since 2016, Hong Kong Pol ice College has been organizing the Directorate Development Programme (DDP) for Assistant Commissioner of Police and Chief Super in tendents , as an in tegra ted cont inuum of professional training for senior officers. DDP comprises two phases of training: a two-day seminar, plus five half-day sessions organized within a period of 12 months.

Blended in with discussions on a wide range of topics covering strategic leadership and resources management, distinguished community executives and leaders from public and private sectors were invited to speak on various subjects. The speakers include Professor Edward CHAN Kwan-yiu, Chairman of the Board, HKU SPACE

and Mr. Nicholas SALLNOW-SMITH, Chairman of the Lion Rock Institute who shared on political and social developments in Hong Kong and crisis management respectively. Mr. YEUNG Chee-kong, Associate Vice-President (Engagement), Hong Kong Baptist University and Mr. Joe WONG Chi-cho, Director of Information Services, discussed with the participants on public relations and communications. The four speakers exchanged experience through dialogues and shared their unique views on their respective expertise. In January 2018, Mr. Jasper TSANG Yok-sing, former President of the Legislative Council gave a sharing on his experience in LegCo.

DDP aims to provide a platform for Force leaders to contemplate and confront challenges currently faced by the Force amid a fast-changing political and socio-economic landscape. Highly qualified speakers are invited to share their views and, through discussion, inspire our Force leaders to think ahead and beyond.

The People

The Police College is committed to serving as a future shaped and people empowered Centre of Excellence in the field of professional police training and talent development. To achieve this, a new training initiative on “Professional Development Programme (PDP) for Training Managers” was launched in September 2017. It is hoped that all Training Heads in Police College will be more professionalized to perform the training role after completing this Programme.

• Ms. Edwina LAU, Director of Hong Kong Police College (centre), is grateful to Honorary Research Fellows for conducting studies to refine policing practices

As the Honorary Research Fellowship Scheme (HRFS) of the Force has borne fruitful results in optimising police work, all the six Honorary Senior Research Fellows and Honorary Research Fellows of the scheme have been re-appointed for two years. Ms. Edwina LAU, Director of Hong Kong Police College, presented Certificates of Appointment to the scholars and signed new

Memorandum of Understanding with them on 10 October 2017, setting directions for future research collaboration.

Re-appointed as Honorary Senior Research Fellows are Professor YIP Siu-fai and Professor Karen LAIDLER, both of The University of Hong Kong. Dr. AU Wing-tung and Dr. ZHONG Hua of The Chinese University of Hong Kong, Dr. CHENG Shu-kei of the Hong Kong Polytechnic University and Dr. WONG Wai-ching of The University of Hong Kong have been re-appointed as Honorary Research Fellows.

Since the inception of the scheme by the Police College in April 2015, the six local scholars had completed seven studies on different policing areas and produced nine academic reports that helped the Force to refine relevant policing practices.

On the other hand, seven officers have joined the Knowledge Management (KM) family as Knowledge Associates starting from 10 October 2017. This is a new initiative in a bid to identify and appoint Force members with substantial experience and

expert knowledge in specific areas of policing. They are mainly responsible for giving advice on Force training and development, transferring their expertise via KM and training activit ies as well as providing assistance in research projects.

It covers a wide range of learning and development (L&D) topics, such as synopsis of Professional Training Cycle, Innovative Facilitation Skills, QAM and ISO, Professional Accreditation, Examination and Assessment, and outreach visits to renowned training institutes.

In October and November 2017, participants of this PDP visited two local leading t ra in ing centres, Hong Kong Jockey Club and CLP Power Academy to learn more about their training strategies. Nevertheless, t h e p r o g r a m m e a l s o offered opportunities for Police College to network with L&D practitioners from different sectors.

New Deputy Director 2 of Hong Kong Police College

Dr. CHIU Sau-mee took up the post as Deputy Director 2 of Hong Kong Police College in February 2018. Dr. CHIU brings into the College family with her experience in various streams of police work including Commercial Crime Bureau, Discipline Division and around one and a half year of secondment at Financial Services and the Treasury Bureau. She first joined Police College in September 2014 as the Head of School of Specialised Learning (ranked as Senior Superintendent level).

Frozen Moments

On 10 November 2017, Mr. TANG Man-wa, Police Constable now attached to Tai Po Patrol Sub-Unit 3, attempted to break the Force record of running 2.4 km in 7’23” when he was under Foundation Training. Unfortunately, his attempt was unsuccessful with a marginal miss of 0.04 seconds. Mr. TANG is a famous Hong Kong runner and is the ‘Hong Kong No. 1’ in Japan Fukuoka Marathon in January 2017.

• Mr. TANG Man-wa, Police Constable performes a remarkable score 7’27” in 2017. He will embrace the value of “Pursuing Excellence and Beyond” in his future.

•Mr. Oscar KWOK, Director of Management Services attends Hong Kong

On 29 November 2017, Mr. Ronny CHAN, Deputy Director 1 of Hong Kong Police College led 21 staff members of Hong Kong Police College (HKPC) Staff Club to play in a friendly soccer match with Hong Kong Movie Star Sports Association Charities Limited, headed by the famous singer, Mr. Alan TAM. The soccer match was held at Kowloon Bay Football Pitch. The College Management expressed special thanks to Dr. Arthur LUI, Honorary Vice-President of Police College (Aberdeen) Staff Club who helped in lining up the two teams.
