The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

The Association and its Board of Directors control and are responsible for the contents of the Herald.

The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verification of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

Materials submitted for publication are to be given to the receptionist in Highland House. All materials submitted must be signed, but signatures will be withheld upon request. Communications to the Herald should be in writing. No material will be accepted for publication in the upcoming issue after the 20th of the month.

BOARD COMMENTS

As you have noticed, our new signs that the association purchased are in and they are looking very nice. We have received a lot of positive feedback about the appearance of the signs from both residents and visitors to our community.

Drawing attention to our private parking signs at the entrance of each court:

• Private parking is for residents only in designated spots.

• Residents with garages have one deeded spot (the garage) plus they may park one car in an unmarked parking spot.

• Residents without garages may park no more than two cars; one in a marked spot, and one in an unmarked spot.

• Residents with more than two cars must park their additional cars on the street or on the clubhouse parking lot.

• In a court, there is no parking permitted along curbs, along sidewalks orencroachingsidewalkstogarages;thesearedesignatedfirelaneareas.

• Parking spots marked “000” or “Guest” are set aside for guest parking only. Residents are not to use these spots.

Northville Police are authorized to tow cars parked in these unauthorized areas without notice.

Don’t forget to vote for the upcoming bylaws amendments. The Bylaws packet delivery began at the end of August. If you haven’t already received your packet, it will be hand delivered to you shortly. New regulations will affect your ability to sell your home by conventional and unconventional meansandwillbedifficultwithouroutdateddocuments.Ifyouhaveanyquestions about receiving the bylaws packet, please contact the clubhouse at 248-349-4006.

HIGHLAND LAKES CONDOMINIUM ASSOCIATIONBOARD OF DIRECTORS MEETING MINUTES - August 16, 2010

The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held at the principal office of the Association in the Township of Northville, State of Michigan, on the 16th day of August , 2010, in accordance with the By-Laws of the Association.

Prior to the regular meeting, the Board of Directors met in closed session to discuss the financials.

President Kathy Baldwin called the August 16th, regular meeting of the Board of Directors to order at 7:30 p.m.

AttendanceThe following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Kathleen Connor, Clem Tulley, and Judy Nakdimen. Also present were Joe Poma, Property Manager, Shannon Crowley, Administrative Assistant, and Ken Wiewiora, Maintenance Superintendent. Approximately 35 Co-Owners were present.

Approval of Minutes - (Published in the August 2010 Herald, Pages 8-9)Minutes of the July 19, 2010, Meeting of the Board of Directors:Board Discussion: None.Board Action: Motion by Tom Byrne, support by Judy Nakdimen, to approve and file the July 19, 2010 Meeting Minutes as presented. All in favor. Motion passed.

Grounds Committee Report – See report on page 17Ray Parzych reported to the Board.Board Discussion: With regards to the plan presented in the report, for landscaping the Highland House sign area, Kathy Baldwin asked about what would placed on the back side of the wall, closest to the clubhouse. Ray answered that the Iris would remain there. Michelle Todorov asked Ray which year’s budget the money for this project would draw from. Tom asked if the funds should come out of the common grounds operating budget, or out of long term. After some discussion it was determined that the appropriate account to fund this project would be long term. Board Action: Motion by Kathleen Connor, support by Michelle Todorov, to accept the Grounds Committee Report dated August 3, 2010, and their recommendation to accept the bid from Plymouth Nursery (diagrams provided to the board), not to exceed $2400, to be completed by the end of September, 2010, and to fund it out of the long term account.All in favor. Motion passed.

Clubhouse Committee Report – See report on page 14Judi Alessandri reported to the Board.Board Discussion: NoneBoard Action: Motion by Michelle Todorov, support by Sandy Nolan, to accept the Clubhouse Committee Report dated August 9, 2010 All in favor. Motion passed.

Finance Committee Report – See report on page 16 (reprint from August Herald) Robert Armstrong reported to the Board.Board Discussion: Michelle Todorov noticed a error in notation on the Finance committee report; Kathleen Connor should have been listed as a board member, not board liaison. She recommended that the minutes be amended to reflect that adjustment.Board Action: Motion by Tom Byrne, support by Sandy Nolan, to accept the Finance Committee’s amended Report dated July 22, 2010. All in favor. Motion passed.

Herald Committee Report – See report on page 18Beverly Dudley reported to the Board.In addition to the written report, Beverly reported that the Herald committee is in need someone to pick up “Welcome to the Neighborhood” as Marianne Brandt is being relocated to China. Beverly then introduced Janine Rosenburg to present her recommendation for “Co-Owners seeking full time employment” to be added to the Herald.Board Discussion: Kathy Baldwin asked about the follow-up that Janine or the resident would do to keep the listing current. Janine assured the board that she would do her due diligence each month to make sure the information listed stays up to date. Kathleen asked about the plan to introduce the new piece into the Herald including noting that it was a service for Highland Lakes residents only. It was agreed that Joe Poma would provide a disclaimer releasing Highland Lakes of any responsibility concerning the candidates. Michelle Todorov recommended enforcing an age requirement for listings. Board Action: Motion by Kathleen Connor, support by Michelle Todorov, to accept the Herald Committee Report dated August 9, 2010 , including Janine Rosenburg’s recommendation to include a “Job Seekers” page in the Herald for Highland Lakes residents and co-owners (of a minimum age), and that Janine should report back to the board with feedback about the page so that a decision can be made whether it should continue after the trial period. All in favor. Motion passed.

Engineering Committee Report – See report on page 15Tom Werner reported to the Board.In addition to the written report, Tom reported that Larry LeSeure had resigned his position as chair, and Rick Hazen had resigned his position as co-chair. The committee elected Tom Werner as the new chairman and Terry McNally as co-chair.Board Discussion: Kathy Baldwin requested that the minutes be amended to include the election of the new chair and co-chair, and to correct the upcoming meeting date.Board Action: Motion by Clem Tulley, support by Judy Nakdimen, to accept the amended Engineering Committee Report dated August 11, 2010 to include the results of the recent election, and to accept their recommendations for modification an their recommendation to have Ken Wiewiora provide a uniform grid for co-owners.All in favor. Motion passed.

Vision Committee Report – See report on page 19Ilio Alessandri reported to the Board.Board Discussion: Ken Wiewiora made a correction to the minutes, stating that the plantings around the utility boxes were done by AT&T, not DTE and written. Michelle Todorov also made the correction that She and Judy Nakdimen are the board liaisons and that Kathy Baldwin and Sandy Nolan should be listed as board members.Board Action: Motion by Tom Byrne, support by Sandy Nolan, to accept the amended Vision Committee report dated July 27, 2010 . All in favor. Motion passed.

Pool Committee Report – Verbal ReportKathleen Connor reported to the Board. She reported that Joy Gaskin was now the new chairperson, and Cheryl Torovarra is now the new co-chair appointed to the Pool Committee. The pool committee wanted to remind everyone that the Potluck Pool Closing party is scheduled for September 5th at 4:30 p.m. Also, mark your calendars for the Adult Christmas party, which will be held December 4, 2010. Hot dog daze was a success on August 7th. The Pool Committee thanks everyone for their participation. Kathleen also wanted to publicly thank Sally Rigo for her assistance, not only with pool committee events, but also for being to help where ever there is a need. The next meeting is scheduled for Wednesday, August 18th at 7:00 p.m.

Family Social Committee Report – Verbal ReportMichelle Todorov reported to the Board. Pancakes on the patio was a great success. They served 75-80 people. Thank you to everyone who participated (even in the heat!). The next event is the Ice Cream Extravaganza on August 28th. There will be a live band playing from 7:00 p.m.-9:30 p.m. There will also be a late night swim until 10:00 p.m. Thank you to Sally and Judi and all of the faithful volunteers that help make these events the success that they are.

Court Captain Committee – They will resume their meetings beginning the second Tuesday in September (9/14/10)

Co-Owner ForumA. Co-owner asked Ken Wiewiora whether there would be any edging done along the sidewalks as the crab grass seems to be “taking over” the

walkways. Ken answered that it will be done one last time before the end of the season, probably next month.

B. Co-owner stated that she had out-of-town guests visiting last week who noticed and were very impressed with the new signs.

C. Terry McNally wanted to commend both the Pool and the Family Social committees for the events they’ve been hosting. They’ve been tremendous, and so much fun to come and participate and meet so many new people.

D. Donna McNally reported on the success of the Community Garden. There are currently 7 families participating in the garden. Also the money that the board lent to purchase the soil to get started has been completely paid back thanks to the anonymous gift of a generous co-owner who was in favor of the garden. They also received contributions from AT&T, Hiller’s Market, and Al from Wallside Windows, and the individual gardeners. She hopes that next year it will get an earlier start and be an even greater success. Thanks to board and all the participants for their support.

E. Clem Tulley suggested writing an official Thank You letter to Marianne Brandt for all of her service and hard work taking care of “Welcome to the Neighborhood.” Terry McNally asked for clarification about the procedure for new residents to pick up a Welcome Manual. New residents can pick up their Welcome Manual from the clubhouse and fill out the proper forms.

Maintenance Superintendent’s Report – See report on page 12Board Discussion: Tom Byrne asked Ken if the number of boats collected this year (11 boats) was typical. Ken answered that it varies from year to year. (some years its as many as 30 boats collected; some years it’s just a couple). Michelle asked about how to purchase the impounded boats. Ken answered that the unclaimed boats will be sold at a very discounted price to Highland Lakes co-owners on a first-come, first-served basis. If you are interested, leave your name and number at the clubhouse and Ken will contact you back and let you know what is available. The boats are currently in the maintenance yard, or photos can be viewed at the clubhouse. A co-owner asked about a stray paddle boat that she saw floating in the middle of the lake. Ken said that he would look into it, and if it is unregistered, it will be impounded as well.Board Action: Motion by Michelle Todorov, support by Judy Nakdimen, to accept the Maintenance Superintendent’s Report dated August 16, 2010. All in favor. Motion passed.

Property Manager’s Report – See report on page 13Board Discussion: None.Board Action: Motion by Sandy Nolan, support by Judy Nakdimen, to accept the Property Manager’s Report dated August 16, 2010. All in favor. Motion passed.

Final Notes:• Michelle Todorov wanted to officially welcome Jesse Roe back to the community.• Sandy Nolan also welcomed to the community Terry and Melinda Martin.

AdjournmentBoard Action: Motion by Tom Byrne, support by Clem Tulley, to adjourn the August 16, 2010 public board meeting. All in favor. Motion passed.

The Board recessed at 8:40 p.m. and reconvened for closed session at 9:00 p.m.

MAINTENANCE REPORT

Please review the proper disposal procedures of trash, compost, and building materials,And Paints, located on all of the trash corrals on the property.

Waste Management – our trash hauler – WILL NOT PICK UP IMPROPERLY BAGGED COMPOST OR TRASH, AND IMPROPERLY PLACED BUILDING MATERIALS.

Let’s all step-up to keep our community clean, & please report trash violators to the clubhouse.

1. Unit / Building repair: At this time we have two units that have leaks that will be reroofed this month. Paint touch up requested work orders have started and will be completed over the next month.

2. Pool: We have experienced another failure with the large pool. This time a motor controller failed; parts are on order. Pool lights the underwater pool lights have been re-wired, and the one burnt-out light fixture is on order.

3. Concrete and Asphalt: Concrete work on Amboy and Aqueduct courts has been completed. Asphalt in both of these courts is in the finishing stages. Seal coating and line painting of parking lots this summer is going well. The Lehigh Lane area courts are all completed. The clubhouse front entrance project is under way, and the Valiant Court area is next for this season.

4. Grounds: Our grounds crew will be working on restoration around the concrete and asphalt projects. OUR NEW SIGNS ARE HERE! The street sign replacement program will be completed over the next two weeks. The contractor will be cleaning up around the signs and doing the restoration. Grounds clean-up around the Mann court seawall has started. We are taking care of back filling all of the sink holes along the wall that were safety hazards.

5. Boat registration stickers: Unregistered boats have been picked up and are stored at the shop. The owners have 30 days to claim their boat for a fee. After the 30 day mark the boats will be available to co-owners for purchase. If interested in buying a boat, please call the clubhouse and leave a message. First come, first served.

MANAGEMENT REPORT

1. As we enter the latter half of the season, you may see a resurgence of some unwanted things around our lakes. Specifically, geese and weeds. The nest destruction program in the early spring gives us about two months of a relatively “goose-free” property, but as they begin to migrate, our contractor resorts to goose harassment. How do you harass a goose? With a dog and a boat, but the same flock that flies away is usually not the same one to appear on the following day. We usually have to step up our work toward the end of the year. The second problem that we have is with underwater weeds that collect around our drainage basins, shallow waters and beach areas. Crystal Lake and Swan Lake usually have to be treated at least once per year. We are well aware of the weed problem around Swan Harbor beach and the dock, but this type of weed or “clasping leaf” is much more difficult to treat than floating algae. We are working on both lakes. Swan Lake will require multiple treatments. I also ask that all residents be careful when walking along the seawalls at night. Although we have not had any recent incidents, sometimes rainwater washes small amounts of topsoil away creating a hole along the seawall that you can get your foot stuck in. Maintenance routinely fills these holes with dirt to correct the problem.

2. By the time the Herald reaches your doorstep, the roof consulting work will most likely be completed. This documentation will be given to every contractor that submits a roofing bid for the property, so that we can create a list of necessary items and determine how long each roof will last. The association received a wake-up call when they were informed that the present roofing system is not expected to last beyond 5 years, meaning that we will have to start re-roofing the property as soon as next summer. Along with the additional budget constraints, the planning stages of the entire project will have to be moved forward.

3. The asphalt and concrete work continues throughout the property; most of them without any problem. Exceptions do exist however, such as Windsor Court, where we ran into everything from improperly mixed line paint to changes in the weather after we painted. Having to ask the residents to repeatedly move their cars was not an easy task either. We appreciate your cooperation during the summertime construction.

4. This year, we had an abundance of tree trimming requests throughout the property. The visual appeal of having willow trees is often offset by trimming dead branches all year long, and cleaning up after a storm. This summer was on the heavy side as far as thunderstorms and wind gusts. We had a lot of fallen trees and branches. When you combine this with trees growing up the sides of the buildings and general maintenance, it really added up. Our requests to Davey Tree Co. are submitted in lots of 5 or 6, so that we can comply with our budget, unless the removal is an immediate necessity. We have been recording your requests, and hopefully these will be taken care of soon. Although a contracted preventative maintenance program has been considered in the past, it was too much when added to our shrub trimming.

5. There is no further update about Silver Spring Drive, although I did see a traffic meter strip across the road right in front of the school (and on election-day). I am not sure if this was to count the cars of people coming to vote, or tell the people that were voting, “You are in our thoughts.”

suggestions concerning further improvements. We have arranged to have a small shelf installed to hold the radio and are checking into the other issues.

2. Pads for Library Chairs. Some of the members will shop for new pads for the 12 chairs at the Library tables sometime in the next two weeks.

3. Library. Books are in need of shelving. Will set up a work session soon.

4. Membership. The Clubhouse Committee would welcome new members, especially residents with design training or experience.

2. Reviewed individual account categories in the proposed 2010-2011 budget that did not change from the 2009-2010 budget. Opened for discussion, and with no objections, these accounts were passed.

3. Reviewed June financial statements. No significant problems or questions.

4. Unit 550 was sold. It will appear on the books until it is cleared in August 2010. The Unit sold for about $71,000; The net will be about $67,000.

5. Next meeting will cover those accounts with changes from the 2009-2010 budget. Committee members are requested to review these accounts prior to the meeting.

6. Joe Poma mentioned purchasing a stumping machine (stump remover) for future consideration. It would run about $3,000 but pay for itself because of all the stump removal projects in the community.

2. Flower bed maintenance: Discussed the process of maintaining, weeding and watering each flower bed. Discussed replacing the dead shrubs that were removed in the spring on the west side of the 8 Mile Rd. entrance.

3. Decision on landscaping plan for Highland House sign area: The committee compared several landscape plans. A motion was made and carried to use Plymouth Nursery’s plan, not to exceed $2400 and to be done by the end of September.

RECOMMENDATIONS TO THE BOARD: To accept the Highland House sign landscaping bid from Plymouth Nursery, not to exceed $2400 and to be done by the end of September 2010

SUBJECTS DISCUSSED:

A. Update on street signage: Signage installation is almost complete as of this date. There are old signs still to be removed .The committee members, in general, were very pleased with the signs and related good reviews from residents. Committee members are working closely with Ken Wiewiora to ensure the signs are properly installed .The impact of the new signage is very impressive. In response to questions, the towing signs at the bottom of entrance signs were required by the Police Dept. so that if a car is to be towed, we are in compliance with Police directives.

It was also noted that the plantings by AT&T around utility boxes have also made a very positive impact.

B. Discussion regarding a color palette for siding, trim and roofs was tabled.

C. Discussion regarding the Grounds Committee’s plans for the landscaping of the clubhouse sign. The Vision Committee will be working with the Grounds Committee to discuss the option of waiting to plant around the clubhouse sign until a new sign is designed. It is the hope of the Vision Committee to submit a design for a new sign in the very near future with the intent to install a new sign and landscaping within the next year. Agreement with the Grounds Committee and approval of the Board of Directors will be required.

D. Open Discussion: Committee members discussed how allowing residents a choice of 3 mailboxes when they need to change the mailbox would give a little diversity but have consistency and improve the aesthetic curb appeal of our units. Consistency with house numbers would also improve curb appeal. The committee will work on picking choices for the Board to approve.

Some residents have requested to paint their porches. This is not permitted.

A reminder that if doors need painting, a work order can be given to the Maintenance Dept and they will paint your front door.

Kathy Baldwin reported that the recommendations from the Vision Committee regarding front porches and patios was discussed at the Board meeting. Joe Poma, Manager, has a system in place to address these problems and feels that it is working. We were encouraged to report to him if a porch or patio is in need of attention.

Leidel Court had their annual summer backyard party Friday evening, June 25th on the shores of Swan Harbor Lake. As usual, everyone brought their favorite dish or dessert to share. Art Baynes, our famous chef, did a great job of preparing the hamburgers, hot dogs, and brat wurst again this year. This year’s summer Highland Days Hoedown

was well attended by the community.

Approximately 80 children of all ages came out onJuly 17th to enjoy the

petting farm, the clowns and the games, both in the field and in the

pool. Everyone who joined us for lunch raved about the pulled pork sandwiches.

An ImportAnt UpdAteabout the Roofing & Chimney PRojeCt:

This will be the first of several updates that will be included in the Herald in an effort to keep the residents informed of upcoming roof and chimney replacements at Highland Lakes.

Starting as early as next year, Highland Lakes will embark on a 6 year long total property roof, vent, fascia, gutter and chimney replacement program. The firebox and chimneys at Highland Lakes are one integral system that is UL rated and able to fit into our broad property insurance scheme. Current industry standards, municipal codes, UL ratings and insurance guidelines do not permit Highland Lakes to install a new chimney on an old firebox, unless it is the same manufacturer of the product. Your fireplace and chimney assembly was manufactured by Heatilator, Inc. and uses a 9” diameter chimney that was phased out years ago. Although we are still able to purchase and install the chimney caps, the chimney portion from the roof down to the firebox is no longer available and cannot be certified if fabricated.

For this reason, any replacement of any portion of the fireplace assembly requires it to be replaced in its entirety, top to bottom. Options are being considered at this point, as far as new systems that will be available to you, but when we do so, there will be a removal of your current firebox, chimney and possibly a significant amount of drywall work to restore it. Our contractors are giving us details that will be available early next year, as we work toward choosing appropriate options.

Since work may begin as early as next summer, I would at least hold off on any significant construction around your current mantle (marble, high-quality woodwork, etc.), because this will most likely be disturbed in the construction process. It is far too early to answer all questions about the process, but I will do my best. Any action taken in replacing the fireplace system will ensure that we have a roof replacement that is working in harmony with other systems that will last just as long as this major project.

This month we’re highlighting the Grounds Committee while we are still enjoying the

fruits of their labor.

Yes, the beautiful flower beds at our entrances and in front of Highland House are planned, planted and tended by these folks. The larger project, replacement of shrubbery, will be contracted out to a landscaping

company which, after a bids process, will be recommended to the Board of Directors by this committee. Along with our lakes, the spacious commons areas are an important factor in the general beauty of our community. Although we have an excellent maintenance crew, The Grounds Committee is responsible for the finishing touches. The committee deals with work orders and grounds requests such as removal and possible replacement of a dead tree or shrub. The committee will also facilitate removal of old shrubbery in front of your unit if you wish to provide an approved replacement. This committee supervises the annual shrub trimming program for unit fronts. Remember - if you wish to do your own trimming, you must submit a “Do Not Trim” form to the committee annually. If you’ve got the urge to do this trimming or other gardening projects, the committee maintains a tool room in the clubhouse. Among the tools available for check-out, are shovels, rakes, a lawn mower, hedge trimmer and weed whacker. There is also a barrel of grass seed if you’d like to patch bare spots in your lawn. Finally, we’d like to recognize the efforts of several individuals who, though not members of the committee, have taken on their own beautification projects. Gloria Loudy plants and maintains a flower bed on Crystal Lake and Marti Tupper does the same in the pool courtyard. A number of people are involved in the establishment and care of a “Serenity Garden” near Silver Springs Lake.

Lyric courtTeresa PaolucciTerry grew up in Allen Park and moved from Novi to Highland Lakes. She attended OCC for a while and had a very responsible job running the small publication firm “Autotrader.” She thought she was living alone but 2 of her children moved back home again. One of her daughters is finishing her bachelor’s degree in nursing at Michigan State University. The other daughter is finishing cosmetology school, and her son is returning to Michigan State University preparing to be a pharmacist. Terry enjoys the company of her children and also likes walking her dog, Buddy. She practices yoga regularly and is fantastic at cooking the organic way. She likes Highland Lake because of the spaciousness and the green areas and loves taking walks into Northville.

Hayes courtKristi and Jason MorrisonJason and Kristi have lived in several states in the US. Jason is originally from Montana and Kristi from Illinois. Jason went to college in Missouri and Kristi in Florida. Jason’s job with the government brought the Morrisons to Michigan. They have a 1-year old son and a 3-year old daughter. Jason and Kristi like playing golf and spending time with the family. Since Kristi’s family lives close in Illinois, they visit often. They enjoy taking walks around Highland Lakes and like the friendly atmosphere here.
