While described in detail within our Proposal, several items that we feel differentiate us are:

  Our  132  year  experience  as  a  general  contractor  provides  a  valuable  complement  to  our  construction management services, particularly in the areas of design reviews, systems evaluations, constructability reviews and value engineering. 

 

Greg Butterbaugh, our on‐site  Lead Project Superintendent,  is a  resident of State College and his daughter attends your middle  school.  Jeff  Lann, PE, our Project Superintendent  for  the work at your North Site,  is a resident of Bellefonte.  

 

We have worked on eleven K‐12 projects with Crabtree Rohrbaugh in a similar role; all were highly successful and many turned into repeat clients.

Jim has served in the construction industry for 41 years. He has oversight responsibilities for all

of our superintendents on projects in central and southern Pennsylvania. Jim will oversee our

project superintendents and focus on maintaining the schedule, safety and quality of your

project. He has served as a carpenter, carpenter foreman, and project superintendent and is

Sarah worked for Quandel as a co-op student in high school and during the summer, after her freshmen year of college for architecture. Since graduating from the University of Cincinnati, she rejoined Quandel in 2012 and has been involved with several high profile projects. Several of the projects were successful phased renovation projects at occupied facilities. In her role as Assistant Project Manager, Sarah supports our Project Managers in the areas of project documentation, shop drawings, change orders, applications for payment, and resolution of job site problems. She will also interact with the design professionals in resolving issues to assure budget and schedule compliance.

Doug has 39 years of mechanical engineering and design experience and has served as the

principal MEP Design Engineer on numerous projects. He will utilize his MEP expertise in

Your Request for Proposal (RFP), dated May 21, 2014, indicates that the State College Area School District will work with the

selected Construction Manager to determine the final number of Prime Contractors; however, it is anticipated that the work

will be broken into 10 to 20 Primes. Quandel has been performing agency construction management for public school projects

since 1989. This experience spans over 28,000,000 square feet of school facilities. During this timeframe, we have managed

projects with 4 Prime Contractors and also projects involving over 20 prime contractors. Our experience has proven that the

ideal number of prime contracts lies somewhere between 7 to 12 contracts depending on the scope and complexity of the

phasing and coordination required. In order to arrive at the proper number of Prime Contractors, the Project Team (State

College Area School District, Crabtree Rohrbaugh & Associates Architects and Quandel) must evaluate the market conditions

in your area for the various trade work and determine what approach would best satisfy the District's expectations, given the

project scope, phasing and design detail, while minimizing risk.

Based on our preliminary understanding of the scope of your project, our first pass at a draft bid package structure might

include:

Having toured the North and South Sites and discussed the scope with you and Crabtree Rohrbaugh & Associates (CRA), we

are currently thinking that the project should be bid in a segregated manner. Specifically, our concern is that if the entire

project is bid as one, many qualified bidders will be precluded from bidding, since many bid packages will be very large in size

and value.

Without the benefit of discussing this as a team, we think the bidders should be offered options on bid day:

We have worked with CRA on 11 successful K-12 projects, and their philosophy has generally been to limit the number of

prime contracts to reduce what they perceive as unnecessary risk to the District, by having additional trade contracts under

contract directly with the District. There is the possibility of more conflict and denial of responsibility as the number of prime

contracts increases, but if the work is properly scoped and coordinated, the use of multiple prime contracts can be very

successful and of enhanced benefit to your District.

Bid Packaging Strategy

On a current $35 million Middle School project with CRA for Gettysburg Area School

District, our seventh successive assignment with Gettysburg, after assessing the

market and recommending multiple bid packages for sitework, general trades,

masonry, structural steel, windows and entrances, roofing, kitchen equipment,

plumbing, fire protection, mechanical, electrical and technology, they were

concerned with the strategy and convinced the District to limit the number of

primes. Given our research with our surety and risk manager, Construction Risk

Solutions, LLC, we were able to demonstrate that the risk of subcontractor default in the

market was great and that while the General Trades Contractor may ultimately be responsible if their subcontractors default, it

ultimately hurts the project and imperils the District. One of the issues in the industry recently has been the concern about

subcontractor defaults and many marginal firms going out of business.

Therefore, our Team decided upon a “middle ground” solution to bidding, to help ensure that the District received the benefit

of higher quality subcontractors working for the Prime Contractors. This middle ground required all subcontractors working

for the primes with a subcontract value in excess of $500,000 to provide dual obligation payment and performance bonds,

naming both the District and Contractor as beneficiaries. This helped ensure that quality subcontractors were being employed

by all bidders.

To establish what will work in the best interest of State College Area School District, Quandel will work with our surety and risk

management professional to assess the market conditions and, in turn, offer suggestions to the Team. Quandel will analyze the

scope of the work, agreed upon phasing and the potential schedule coordination issues to advise the Team on what we deem

the best approach to bid packages for the project. Our experience has consistently shown that mutual agreement on this

critical project success factor is easily achieved with adequate evaluation, deliberation and discussion.

Our successes and involvement in LEED projects and the commissioning process over the past ten years is substantial.

We have successfully completed 40 projects totaling over $1.1 billion dollars that have achieved LEED

Certification, all of which had fundamental and enhanced Commissioning Services. In addition, we have

numerous projects where the client incorporated many of the energy efficient design approaches

and some level of commissioning but opted not to pursue formal LEED Certification. Being

sensitive to the fact that this is State College Area School District's first encounter with LEED

projects, it's important to point out that our greatest success with commissioning is when the

Consultant was hired directly by the Owner early in the design process, and worked

cooperatively with the Owner, Design Professional and Quandel to achieve your objectives for

the program. With 28 certified LEED professionals and 15 Green Advantage professionals, we

possess the qualifications and experience to contribute significantly to the success of your

improvement program.

Our qualified Team of professionals will schedule and coordinate the Preconstruction Team Meetings with the Commissioning

Agent to review and document their input regarding whether the design meets the District's defined objectives. We continue

to monitor the Design Professional's progress to make certain that the Commissioning Agent's comments/concerns are

properly addressed by the Design Professional team prior to bidding the project. In addition, we review the Commissioning

Agent's specifications and report requirements that will be included within the Contract Documents to ensure that they

clearly define responsibilities and don't duplicate efforts such as testing, adjusting and balancing or the final balancing reports.

During construction, the Commissioning Agent has a key role in the submittal review process that must occur in the same

timeframe as the Design Professional's review so as not to delay approvals. We track such reviews as part of our submittal

management process. We require the Commissioning Agent to make periodic site inspections to review and comment on the

work in place for all systems being commissioned. Quandel will schedule and coordinate the equipment start-up and testing

operations with the Contractor, Engineer, District and Commissioning Agent. As the commissioning work continues, we

continually monitor, track and hold people accountable for their respective responsibilities to ensure that the commissioning

of the systems are successful. The facility has a “flush-out” period as part of the LEED requirements for indoor air quality that

must be accounted for in the schedule before District occupancy.

The most substantial benefit of Commissioning lies within the HVAC system, lighting and daylight controls; however, other systems such as the domestic hot water system and renewable energy systems are required to be commissioned for LEED Certification.

Building Shell Commissioning should also be considered as part of the overall program.

The Commissioning Agent can have input into our Value Engineering process to help maintain budget and maximize efficiency of systems.

You should request that the Commissioning Agent also perform the final testing, adjusting and balancing (TAB) work in lieu of this resting with the HVAC's TAB subcontractor.

We have included, hereafter, our Site Logistics Plan for the new $35 million Gettysburg Area School District Middle School,

which is nearing completion. We are serving on this, our seventh consecutive assignment, as their Construction Manager,

including their new 285,000 square foot new High School.

Quandel maintains a standard for a clean, orderly and organized jobsite, which promotes an atmosphere conducive to safety

and quality performance. This standard is the result of proper and organized planning that begins during the preconstruction

process and extends throughout construction. We begin with first understanding the District's project goals and ambitions,

knowledge of what is being constructed, and discussing any potential District and site constraints. From these planning

sessions, a Site Logistics Plan is developed by Quandel. In the development of a Site Logistics Plan, we address the following

items:

Separation of Construction Activities from the surrounding Community Plan for Site Securement Designation of Site Access Locations Location of Material Storage Areas Efficient Site Utilization Emergency Response Area Construction Parking Trailer Locations Safety Barricades Emergency Exits during Construction

Once developed and reviewed by the Project Team, this plan is included as part of the Construction Documents during the

bidding process to ensure that all bidders are aware of the expectations of how the project site will be managed during

construction.

This site management process is very similar to the conditions and constraints associated with your High School improvement

program for several reasons:

One existing elementary school had to be abated and demolished prior to the start of construction on the new Middle School.

The new facility is being constructed immediately adjacent to the existing Middle School and directly across Lefever Street from another occupied Elementary School.

The existing Middle School will also be demolished at the completion of the new Middle School, to accommodate a new, large parking area.

During the course of the project, we had to relocate and reroute Lefever Street to facilitate the new construction. This relocation provided much needed space for construction staging and trailers.

The site is bounded on the south by National Park Service ground, which is part of the Gettysburg Civil War Battlefield. This involved constant precaution to avoid interference with the property.

With all of the phased work required to successfully execute the construction of the new Middle School, constant attention to detail was required for the safety of students, staff, administration and parents at the existing schools, construction traffic, activities on the athletic fields and everyday traffic through the Borough of Gettysburg.

Quandel's approach to Value Engineering is to first gain an understanding of the District's goals and expectations for your

construction program. Once we have this knowledge, we are able to assist in prioritizing expectations. Quandel's view of

Value Engineering is then making recommended adjustments to the allocation of project funds to ensure alignment with the

District's priorities while maintaining budget.

Value Engineering is never referred to as cost cutting, but is the most efficient

use of funds to meet their goals. This process, in our opinion, is more

appropriately referred to as cost options analyses. Often times the goal may be

budget flexibility. In this instance, we provide bid alternates to allow the

opportunity to decrease or increase the project scope, depending on actual bid

results. Another example may be a higher performing mechanical system at an

increased construction cost to offset long-term maintenance and fuel usage

costs. In this instance, a lifecycle cost analysis would provide a payback period

of the District's initial investment. Some additional cost control strategies such as risk assessments, budget validations,

detailed cost estimates and cost options are all utilized as part of our Value Engineering process to ensure your goals are being

met.

R��� A���������� By properly assessing the risks on the project and assigning those risks to the applicable party (Contractor, District, Architect

and Construction Manager), unnecessary cost contingencies are eliminated in the Contractors' bids allowing these project

funds to be utilize elsewhere for the District's benefit. Key risks to evaluate are:

Builders Risk | Analyze which is the best approach for the District or contractors to pay for the builders risk insurance. Work Zones | Develop solid planning separating work zones from school zones, resulting in a safe area for students

and a clear expectation and scope for contractors.

I������ B����� V���������� Immediately, upon being hired, Quandel's estimating staff will perform a preliminary assessment of the project scope and

budget. The benefits of this early validation are:

Allows the District to reevaluate the program and look at options for scope, quality of materials and other options early

in the process. Minimum cost to the District.

D������� C���� E�������� By developing detailed quantity takeoffs and costs estimates, the Project Team is better able to analyze specific elements of

the project resulting in the following:

District can make decisions on specific areas of the project where you may want to change, such as types of flooring,

light fixtures, etc. Entire Team can reevaluate specific areas of the program, should there be a need to reduce the estimated cost and

make informed decisions regarding budget reallocation.

V���� E����������/C��� O������ As your Quandel Team develops detailed estimates, the District will be presented with value engineering ideas or other cost options for consideration. These options will be tracked as either accepted, rejected or to be considered as alternate bids. The value engineering process and cost options allow the District the ability to prioritize its spending choices. This cost management strategy has proven very successful with past school clients and often yields results where the savings are greater than our fees for services.

Value Engineering Methodology

A specific example regarding Quandel's success in Value Engineering is from the New Middle School we are managing for Gettysburg Area School District. Quandel proposed vale engineering suggestions totaling $2,190,224 for this project. Of these potential suggestions, items totaling $977,129 in savings were accepted by the Project Team and incorporated into the overall project design. Quandel has highlighted some specific examples to demonstrate the savings achieved through our efforts.

VE Item No. 1 to raise portions of the project site by two to four feet eliminated the need to haul approximately 43,000 cubic yards of excess soil off the project site at an estimated savings of $301,525.

VE Item No. 10 eliminated small group instruction areas from the corridors without decreasing the District's teaching effectiveness at an estimated savings of $406,033.

Quandel and the Project Team's implementation of value engineering measures, similar to those noted above, resulted in project bids coming in $1,471,332 (4.4%) under the final construction document estimate providing Gettysburg Area School District the opportunity to select alternate bids such as upgrading to aluminum windows and terrazzo floors in the Academic Wing of the school.

Quandel will implement proven cost control strategies that will help to ensure the program's financial success. Change Order Management begins with the implementation of the following change order minimization strategies during preconstruction and continues through the construction process.

PRECONSTRUCTION CHANGE MANAGEMENT

D����� D������� C��������������� R������ Your Quandel Project Superintendent, Greg Butterbaugh, and Project Manager, Karl Kauffman, have the leadership role in reviewing the plans and specifications for clarity and coordination with the goal of eliminating future field related issues impacting time and budget during preconstruction. We will work closely with Crabtree Rohrbaugh on remedying any deficiencies through added details, clearer specification language, and tighter coordination among disciplines and bidding documents. Design document reviews will take place at 30, 60, and 90 percent document stages. The District will receive the benefit of a field professional reviewing the construction documents to find mistakes before they are discovered during construction. We have executed this process numerous times with Crabtree Rohrbaugh on other school projects.

B�� P�������� / S���� D���������� Quandel will present a bid package strategy based on current and local market conditions. Together, the District, the Architect and Quandel will develop an optimum bid package structure. Once the bid package structure has been finalized, each contractors' scope of work will be defined and developed. In defining this scope of work, Quandel will review the interrelationship between each prime contractor and indicate where each contractors' scope of work starts and stops in a clear and concise manner. This eliminates the ambiguities and scope gaps resulting in a minimization of any potential scope related change orders.

C����������� P������ / S��������� S������� Quandel's professional team will evaluate the total scope of the project to develop a strategy for completing the work in a timely, cost effective and safe manner to maintain a safe, educationally functional school. Quandel's approach gives the bidders a potential road map for completing the work in a manner that functions well for the District. Quandel will review the building program to fully understand expectations and requirements to maintain school operations and relay that information to the bidders. This clarification helps the bidders to refine costs and understand the Project Team's expectations.

C����������� C����� M���������

C���������� M��������� � C����� O���� R������ Quandel will manage the project contingency fund on behalf of the District. All items are captured and tracked as they arise for potential change order (PCO) issues. Our approach in managing changes is as follows:

We will evaluate each change BEFORE submission to the District and the Architect for review and determination.

Change issues are listed in the Change Order Log, included hereafter, as either owner requested, field condition, design related or other, allowing us to sort by these categories.

Quandel will negotiate with contractors to achieve a fair and reasonable cost for any additional work, reflective of actual conditions.

When the Review Team concurs that the PCO is valid and reasonable, Quandel will prepare a change proposal letter for signature by the District, authorizing the work to proceed. All formal change orders will be submitted to the Board of Education for ratification.

District is assured of tracking all of the costs associated with project.

A specific example regarding Quandel's success in managing change orders is from the New Middle School we are managing for Gettysburg Area School District. Some specific highlights on this project are as follows:

Confidence in Quandel's change order management allowed the District to reduce their construction contingency from 3% to 2% saving $325,000. This saving was then utilized to accept a bid alternate for terrazzo floors.

Attached is the current change order log for the project. Current approved change orders total 0.39% of the construction costs.

Quandel has effectively negotiated change requests on the District's behalf saving additional funds for the District. These three specific proposals demonstrate the savings achieved through our efforts.1. Proposed Change No. 28 to add power and data circuits | These dedicated circuits were added by the engineers

per the District's request to TV monitors in common areas at a cost of $17,027, but after a review by the Quandel and review of the proposed design, we recommended a design change to expand existing circuits saving the District $10,396 through our efforts.

2. Proposed Change Order No. 57A to extend an irrigation line | Original costs were submitted in the amount of $12,565 but Quandel was able to get released on a time and material basis to avoid any re-work resulting in final costs in the amount of $2,341 saving the District $10,224 through our efforts.

3. Proposed Change Order No. 66 for utility and grading revisions associated with an athletic field expansion | Original costs were submitted in the amount of $68,135 but after a thorough scope review and elimination of items already included in contract, Quandel was able to achieve a savings of $59,609 for the District.

Management of contingency funds, consistent with the examples shown, above will afford the District the ability to transfer an additional $300,000 in contingency fund to improvements at their stadium.

When afforded the opportunity to work with the design team early in the project, Quandel produces positive bid day results and our clients' projects typically closeout with less than 1% in project change orders. Our recent change order history clearly demonstrates Quandel's success and allows our clients to add value changes to their construction project or return monies to educational programs.

Quandel welcomes the District's interest in contacting past clients to inquire about the results and hear of the successes that they experienced on their projects.

Quandel began managing the construction of K-12 projects in 1989. We were the first firm to perform this service within

Manager for their new Intermediate School. The 3 ,000 square foot facility houses 1,800 students 10

in grades 4, 5 and 6. The facility was developed as a “school within a school” concept with three

600-student schools connected to a common core facility.

Quandel Construction Group was chosen to be Gettysburg Area School District’s Construction

Manager to oversee the construction of their new Middle School, which will contain 34 classrooms,

an auditorium, gymnasium, auxiliary gymnasium, locker rooms, cafeteria with food court, kitchen,

media center, Tech Ed room and lab, Family Consumer Sciences, band, orchestra and choral rooms

as well as an Administration Area. The total new two-story, 188,500 square foot Middle School will

be built adjacent to the existing middle school. The project value is approximately $33,000,000.

Construction is anticipated to be complete in December 2014. This is Quandel's eighth consecutive

assignment for this District.

Northeastern School District selected Quandel to manage the

construction of their new Middle School project, which was built to

house approximately 1,063 students in Grades 7 and 8. The new

165,000 square foot middle school features a new gymnasium,

auditorium, kitchen and media center as well as 54 classrooms.

Quandel also managed the construction on the District’s new

Shallow Brook Intermediate School, which is 90,000 SF and

accommodates 650 students in Grades 4 through 6.

Quandel also finished the upgrades to the District’s stadium, which

consisted of a press box addition and additional bleachers and the

construction of a connecting corridor from the High School to the

old Middle School.

Quandel was selected as Construction Manager for the new West Middle School, which was

constructed to accommodate grades sixth through eight and now has the capacity to house 1,000

students. Additionally, soccer, baseball and softball fields surround the new middle school as well

as a stadium with all-weather track and grandstands plus five tennis courts.

The 2-story school was constructed with a brick facade, insulated glass windows, a 30-year EPDM

roof and geothermal wells.

West Middle School was the eighth project Quandel was hired to manage for the Wilson School

District, representing over $120 million in construction value.

Quandel provided construction management services for the Wyalusing Area School District’s new

Wyalusing Valley Elementary School in Wyalusing, PA.

The District’s new, state-of-the-art 127,000 square foot Elementary School, which houses Grades K

through 6, is located behind the Junior/ Senior High School on the Max Gannon Campus. The

students came from four existing elementary schools in the District.

The Wyalusing Valley Elementary School features a very inviting entrance and lobby area with an

abundance of natural light, has 42 regular and special needs classrooms, four computer labs, a

choral room, and orchestra/band room, an art room, a gymnasium, a library and a technology

teaching room. The school cafeteria doubles as an auditorium and has a very large stage built into it.
