Current Meter Reading Challenges Accuracy: Since the readings are recorded on paper and reentered
multiple times before billing, this allows data manipulation and transcription errors.
Efficiency: manual preparation of forwarding list (CP-21) including calculation of advanced units followed by data entry at Revenue office is time consuming.
Controls: Audit/follow-up of every meter is difficult in the field
Customer Complaints: High volume of customer complaints and it is time consuming to investigate them in the field
Objectives of Handheld based Meter Reading System
• Improve Billing Accuracy
• Improve controls over meter reading activity
• Reduce data reentry and duplication work
• Efficient Complaint handling

Benefits of HHU
• Meter snap and time stamp ensures meter is visited and read. Reduces office reads and estimated bills.
• Reading errors are reduced through HHU Hi-Low validation check. This allows reading
errors can be removed before bill processing.
• Work duplication is reduced. Data entry and re-entry is eliminated.
• Paper movement and logistics is reduced.
• Reduces duration of billing cycle resulting in cash flow improvements.
• Reduces customer complaints. Meter snap eliminates the need to re-visit meter.
