Governments 500m scheme

Big interest in help for first-timersFIRST-time buyers are being advised to act fast if they want to have much hope of benefiting from the latest Government scheme designed to get many of them onto the housing ladder. Launched by housing minister Grant Shapps, FirstBuy was announced in the March Budget, with 500 million Government backing. It will enable people to buy homes on developments nominated for the scheme with deposits of only five per cent. Another 20 per cent is provided by the Government and selected builders, while the rest of the money is a 75 per cent mortgage. The plan isnt entirely altruistic. FirstBuy is part of the Governments wider economic strategy to boost growth by simultaneously stimulating housing demand, tackling supplyside barriers and supporting local priorities for housing supply. It is seen as an important way to preserve construction jobs until recovery lifts off. The Governments 500m is being shared between 100 builders which will offer the scheme across the country, meaning about 10,500 first-time buyers will take advantage of the scheme in the next couple of years. Interest in the scheme has been intense. Barratt Developments, allocated 25m of FirstBuy funds, already has 12,000 applicants pre-registered for the scheme. Other builders involved include Persimmon, Bovis and Linden Homes, while Barclays, Halifax, Nationwide and Melton Mowbray Building Society are among lenders providing mortgages. Applicants for FirstBuy can earn up to 60,000 a year. Ian Baker, group managing director at Linden Government (through its Homes and Communities Agency) take an equal second charge over the property to secure their interests. These equity loans count as second charges on the property, and have equal footing in contract law. The use of a standardised charge will simplify the conveyancing process, and is intended to make the product more attractive to lenders and help with marketing the schemes to buyers. Each equity loan term is for a maximum 25 years, with repayment required on any resale. The first FirstBuy contracts are expected to be signed in July, with the first homes available from September. The equity loan is offered interest-free for five years. Interest is charged at 1.75 per cent in year six and at inflation plus one per cent thereafter. The buyer will repay the loans when the home is sold. It is intended that the Government and the developer, through their respective equity loans, will share the equity depreciation as well as benefiting from any appreciation in the value of the property during the period of ownership. However, some experts warn that FirstBuy will leave vulnerable first-time buyers in trouble if prices fall significantly. Some forecasters think prices will drop in 2011 and 2012, especially if the Bank of England has to raise interest rates from current historic low levels. According to property website SmartNewHomes.com, the average price of a new home in May reached 229,041 the highest level since October 2008. Applicants for FirstBuy should initially register their interest on builders' own websites, such as lindenhomes.co.uk. Some developers have yet to announce which of their developments have been nominated to operate the scheme.

We have seen substantial levels of interest in FirstBuy across all our regions, with a number of people registering on our website for information. Lenders remain overly cautious and until lending criteria are relaxed, so the onus is on builders to make up the shortfall. In most cases, the maximum price payable for a FirstBuy home is 280,000, although the Department for Communities and Local Government has indicated that 300,000 may be allowed in more expensive areas. The buyers mortgage loan will be secured as a first charge on the property in the usual way and ranks ahead of the equity

loan charge. The buyer will repay the loan when they sell the home and the loan providers take a share of any rise or fall in the homes value. Both the developer and

Rent arrears upWITH rents in the private sector rising strongly, the number of tenants in severe financial difficulty has climbed rapidly in the last quarter, according to new research by chartered surveyors Templeton LPA. In the second quarter of 2011, it says, the number of private sector tenancies in England and Wales which are more than two months in arrears jumped by 8,700. Some 74,500 tenants in England and Wales were in severe arrears a 13 per cent increase compared to the same period in 2010. However, tenancies in severe arrears represent just 2.1 per cent of all properties in the private rental sector in England and Wales, which probably explains why many investors are still looking to buy more properties. The growth in tenant arrears has been mirrored by a nine per cent rise in a year in the number of tenants being evicted through court orders.

MARCHES Local Enterprise Partnership (MLEP) is now open for business after being officially launched at the House of Commons. The organisation, which will seek to grow business in Herefordshire, Shropshire and Telford and Wrekin, has been declared open by Ludlow businessman Dr Geoffrey Davies. Dr Davies, managing director of Ludlow company McConnel, made a plea for the area to be given Enterprise Zone status at the launch. He also stressed the importance of access to finance for small and medium-sized businesses, superfast broadband, improved mobile phone coverage and the need for a fast and frequent direct rail link to London.
