Dear Sirs

Enclosed please find all the documentation requested by yourselves for consideration in granting Hillcrest Body Corporate

Erf. 3143 permission for the Security Palisade fence erected on our boundary.

In our submission I have also included two letter’s which are self explanatory. These letters accompanied our original

application sent to your Aesthetics Committee.

We, as trustees of Hillcrest would like to point out the following:

1. Palisade Fence (Eastern Boundary): The electrification of the Eastern section of our palisade was discussed and finalised at

a meeting of Trustees held on the 14 March 2012.

The Contractor Gordon Buckle - price R24 811.00 installed the electric fence on the 26th March 2012.

Reason for installation: The 1.85m fence was proving to be "No deterrent" for would be burglars and vagrants as we had

approximately 6 incidents of people climbing over the existing fence. All Sound Security and the police were aware of this

problem and in fact suggested we install an electric extension to the fence. At no time did the contractor suggest that we had to

get Municipal permission for this installation. If we were aware it was necessary to obtain permission we would immediately

have done so, before commencing on the project.

All Body Corporate Members of Hillcrest supported the Trustees decision to erect the palisade security fence and

electrification of the Eastern section.

1. The height of the fence in excess of 1.85m was due to the topography of the site.

2. The Southern and Western boundary fence with Pledge Nature Reserve needed to be higher than 1.8m due to the fact that:-

(a) Slope of the ground as per attached photos.

(b) Trees and shrubs on Pledge Nature Reserve property allowed easy access to our property. A slightly higher fence acts as a

greater deterrent. (See photos).

(c) Palisade fence Eastern Boundary is detailed in (1).

In conclusion,

I would respectively like to point out the following:

the Hillcrest Sectional title Estate comprises of 23 Units. Of the 23 Units 15 are occupied by residents over the age of 70. The

remaining units are occupied by single woman or couples with young children. It is incumbent upon the Trustees, to do

everything in their power , to ensure that the security of all owners and tenants is given priority at all times. Over the past four

years we have had numerous break-ins and thefts due to undesirables gaining access to our property. We have consulted with

the Police, Allsound Security and Neighbourhood watch and all have indicated that securing our property in the way we have

was necessary and not optional.

A decision was taken by the Trustees to act on the recommendations given to us by all concerned parties and the police.

An amount in excess of R350000.00 was spent on the Palisade fence. All our neighbours including Pledge Nature Reserve

Management, Committee Chairman, Richard Wilkinson and Mr G. Pullin, owner of a property on our Northern Boundary

were notified in writing and all expressed their unreserved support and approval of the Palisade fence including the height

thereof.

We have also provided the Planning Committee with photos of all sections of the palisade fence including as best we can of

the various ground slopes, trees and shrubs. All of which had an impact on our decision relating to the height of the fence. As

can be seen, by the care we have taken in respect of the environment and our adjoining neighbours. The majority of the fence

on the League Street boundary is camouflaged by shrubs and plants (See photos attached). It is not possible to camouflage the

gate area but can endeavour to improve the area alongside unit 1.

The Western and Southern Boundary fence

bordering on Pledge Nature Reserve is shielded from public view and well camouflaged by shrubs and foliage and trees.

We as Trustees of Hillcrest are fully aware of the importance of abiding by all Municipal by-laws and regulations governing

our property. We have over the past 30 years enjoyed a very close and co-operative relationship with the Municipality of

Knysna and sincerely hope this relationship will continue in the future. As Chairman of Hillcrest Trustees I would like to

assure the Council that we were totally unaware that we had to apply to the Municipality for permission to erect a Security

fence. At no stage did any contractors inform us of the necessity to do so.

We respectively request that you consider our application favourably and accept our motivation regarding the fence height.

The cost of the erection of this fence impacted severely on our financial resources. We are positive that our actions have

resulted in a far more secure complex for all owners and tenants, without impacting negatively on the ambiance of the area in

any way.

Attached are some photos of palisades in League Street that have electric fencing on top of the palisades and some have both

razor wire and electrical wire. The Dog unit in Waterfront Drive way over exceeds the same height restriction the we are

requiring leniency on. (See Photos Attached.)

We are aware Knysna is a Tourist attraction. League Street is however a cul-de-sac road, and as such the upper section is

essentially only used for residence. Tourist’s rarely use this road.
