Helping Mississippians Get Jobs

From the LAUS Program Offi ce:

For the June 2020 estimates of household employment and unemployment from the Local

Area Unemployment Statistics (LAUS) program, BLS continued to implement level-shift

outliers in the employment and/or unemployment inputs to the models, based on statistical

evaluation of movements in each area’s inputs. Both the Current Population Survey inputs,

which serve as the primary inputs to the LAUS models, and the nonfarm payroll employ-

ment and unemployment insurance claims covariates were examined for outliers. The re-

sulting implementation of level shifts preserved movements in the published estimates that

the models otherwise would have discounted, without requiring changes to how the models

create estimates at other points in the time series.

To mitigate distortions due to the complex relationships between level shifts in the house-

hold survey and covariate inputs to the state models, BLS retained the same modifi cations to

the LAUS seasonal adjustment and smoothing procedures that had been introduced during

the May 2020 cycle. Specifi cally, level shifts were isolated from the estimation of seasonal

factors, and the Reproducing Kernel Hilbert Space fi lter was not used to smooth the season-

ally adjusted estimates. It is anticipated that these modifi cations will be necessary for as long

as complex outlier treatments are deemed necessary for the model inputs.

The “Frequently asked questions” document at www.bls.gov/cps/employment-situation-

covid19-faq-june-2020.pdf extensively discusses the impact of a misclassifi cation in the

household survey on the national estimates for June 2020. Despite the considerable decline

in its degree relative to prior months, this misclassifi cation continued to be widespread geo-

graphically, with BLS analysis indicating that most states again were aff ected to at least some

extent. However, according to usual practice, the data from the household survey are ac-

cepted as recorded. To maintain data integrity, no ad hoc actions are taken to reclassify sur-

vey responses. Hence, the household survey estimates of employed and unemployed people

that serve as the primary inputs to the state models were aff ected to varying degrees by the

misclassifi cation, which in turn aff ected the offi cial LAUS estimates for June 2020.

Labor Force Highlights for June 2020

Labor force data presented are rounded estimates.

Seasonally Adjusted

The seasonally adjusted unemployment rate for June 2020 at 8.7 percent decreased 1.8 percent-age points over the month. The rate increased 3.3 percentage points when compared to the June 2019 rate of 5.4 percent. The Nation’s seasonally adjusted unemployment rate decreased 2.2 percentage points over the month from 13.3 to 11.1 percent, but was 7.4 percentage points higher than the year ago rate of 3.7 percent.

In June 2020, there were 27,700 more jobs in Mississippi than May 2020, according to the sea-sonally adjusted results from a survey of Mississippi employers. Over the year the number of nonfarm jobs has decreased 56,600. Industry sectors registering the largest monthly employ-ment gains were Leisure & Hospitality; Educational & Health Services; and Trade, Transporta-tion & Utilities.

Seasonally adjusted data removes the effects of events that follow a more or less regular pattern each year such as the infl uences of weather, holidays, the opening and closing of schools, and other recurring seasonal events. These adjustments make it easier to observe the cyclical and other non-seasonal movements in a data series. Amounts are seasonally adjusted at the National and State levels only.

Unadjusted

Mississippi’s not seasonally adjusted unemployment rate for June 2020 was 9.7 percent, decreas-ing seven-tenths of a percentage point. When compared to the June 2019 rate of 6.4 percent, the rate increased 3.3 percentage points. The number of unemployed decreased 8,100 over the month, while the employed total increased 7,300 from the prior month. The Nation’s not seasonally adjusted unemployment rate for June 2020 at 11.2 percent was down 1.8 percentage points over the month, but was 7.4 percentage points above the year ago rate of 3.8 percent.

Mississippi’s not seasonally adjusted nonfarm employment increased 25,100 over the month but was down 53,600 from one year ago. Registering the largest monthly employment gains were the Leisure & Hospitality sector and the Trade, Transportation & Utilties sector.

For the month of June 2020, forty-one counties in Mississippi posted unemployment rates less than or equal to the state’s rate of 9.7 percent. Smith County posted the lowest unemployment rate for the month of June at 6.1 percent followed by Rankin County at 6.3 percent. Jefferson County had the highest unemployment rate for June at 20.3 percent followed by Holmes County at 20.2 percent. Historically, Mississippi’s unemployment rate has increased from May to June as the full impact of students entering the labor force occurs. The over the month decrease in the unemployment rate can be attributed to the gradual recovery from COVID-19.

Description of the Unemployment Rate CalculationGeneral summary of how the unemployment rate is calculated

• Monthly estimates of the labor force, employment, unemployment and the unemployment rate are generated by the Local Area Unemployment Statistics Program, a cooperative program between the Bureau of Labor Statistics and State Employment Security Agencies.

• Statistics on the employment status of the population and related data are compiled by the Bureau of Labor Statistics using data from the Current Population Survey (CPS). The CPS is a monthly survey of households conducted by the US Census Bureau. It is a scientifi cally selected survey designed to represent the civilian noninstitutional population of the United States.

• Households selected are interviewed to obtain information about the employment status of each member of the household 16 years of age and older. The inquiry relates to employment activity or status during the calendar week, Sunday through Saturday, which includes the 12th day of the month. This week is known as the reference week.

• The survey is designed so that each person who is over the age of 16 and who is not in an institution such as prison or mental hospital or on active duty with the Armed Forces is only counted and classifi ed in one group; employed, unemployed or not in the labor force.

• The Bureau of Labor Statistics defi nes an individual employed if they did any work at all for pay or profi t during the survey week; this includes all part-time and temporary work as well as full time year round employment. Unemployed individuals are those who do not have a job, have actively looked for work during the past four weeks and are currently available for work. The sum of employed and unemployed produces the Civilian Labor Force.

• Each month about 60,000 households are eligible to be interviewed nationally.

• Households in the survey are rotated out of the survey in a manner to ensure that 75% of the households are consistent from one month to the next and 50% of the households are consistent from the same month of the prior year.

• The results of the CPS survey are “residence” based; meaning the physical location of a person’s residence rather than the location of the establishment where they are employed.

• Other statistics generated by the Mississippi Department of Employment Security’s Labor Market Information Department are “establishment” based, meaning the location of the establishment where they are employed.

• Each month the MDES LMI Department processes information from the CPS, County continued claims (Unemployment Insurance claims that are paid), and a monthly survey of employment. These factors are used to estimate the employment, unemployment, labor force and resulting unemployment rate. A Statistical Model using historical trends and current amounts produces estimated amounts, which are reviewed and approved by the Bureau of Labor Statistics before publication. These methods are consistent for all states.

Glossary of Terms

All Benefi t Programs — includes regular UI program and federal programs, such as UCFE, UCX, FAC and EUC.

Civilian Labor Force — that proportion of the civilian noninstitutional population that is employed or actively seek-ing employment. The labor force is the sum of the number of employed and unemployed.

Civilian Noninstitutional Population — included are per-sons 16 years of age and older residing in the 50 states and the District of Columbia who are not inmates of institutions (for example, penal and mental facilities, homes for the aged), and who are not on active duty in the Armed Forces.

Continued Claim — a request for benefi t payment or a notice fi led to obtain credit for a waiting period week.

Employed — all persons who during the reference week, (a) did any work at all as paid employees, worked in their own business, profession, or on their own farm or worked 15 hours or more as unpaid workers in an enterprise operated by a member of the family, and (b) all those who were not work-ing but who had jobs or businesses from which they were temporarily absent because of vacation, illness, bad weather, childcare problems, maternity or paternity leave, labor man-agement dispute, job training or other family or personal reasons, whether or not they were paid for the time off or were seeking other jobs. Persons are counted only once even if they hold multiple jobs.

First Payment — a payment issued to a claimant for his compensable week of unemployment in a benefi t year.

Final Payment — the last benefi t payment a claimant re-ceives in a benefi t year.

Initial Claim — a request for determination of entitlement for unemployment insurance benefi ts when a break in job attachment has occurred.

Metropolitan Statistical Areas (MSAs) — the general concept of an MSA is one of a large population nucleus, together with adjacent communities that have a high degree of economic and social integration with that nucleus. These are defi ned by the Offi ce of Management and Budget as a standard for Federal agencies in the preparation and publica-tion of statistics relating to metropolitan areas.

Not Seasonally Adjusted — this term is used to describe data series not subject to the seasonal adjustment process. In other words, the effects of regular, or seasonal, patterns have not been removed from these series.

Reference Week — the calendar week, Sunday through Saturday, this includes the 12th day of the month.

Regular UI Program — the state unemployment insurance program which provides unemployment benefi ts to eligible workers who are unemployed through no fault of their own. Does not include any federal programs.

Seasonally Adjusted — monthly data that is adjusted (at the National level) to minimize the changes in any time se-ries which result from normal annual occurrences such as holidays, vacations, harvests, and the opening and closing of schools. Because these seasonal events follow a more or less regular pattern each year, their infl uence on statistical trends can be eliminated by adjusting the statistics from month to month. Amounts are seasonally adjusted at the National and State levels only.

Unemployed — all persons who had no employment dur-ing the reference week, were available for work, except for temporary illness, and had made specifi c efforts to fi nd em-ployment during the 4-week period ending with the reference week. Persons who were waiting to be recalled to a job from which they had been laid off need not have been looking for work to be classifi ed as unemployed. Persons that are clas-sifi ed as unemployed have not necessarily fi led or would be eligible for unemployment benefi ts.

Unemployment Rate — the unemployment rate represents the number of unemployed as a percent of the civilian labor force.

Workforce Development Areas (WDAs) - these are state designated areas in which an appointed Work Force Invest-ment Board is charged with designing and managing a system that provides convenient access to services and program in-formation for employers, jobseekers, and others in need of assistance. Multiple agencies and groups partner together to provide the services. Each board is employer led and demand driven. The state is divided into four such areas.
