We’re having an election in November, and we have several local and state candidates on the ballot. Now is the time to make your voices heard and shape the future of our city and state leadership. I encourage every eligible voter to participate; even more so now that I will be working as an election official for the first time this year. Unfortunately, I’ll be working Ocean Lakes High School so I probably won’t see many of you at the polls. Oktoberfest was a blast! We had a great turnout and the weather couldn’t have been nicer. Many thanks and much gratitude to Pat Burns for her work in organizing our flagship event for the past five years as she hands over the torch to Janice Lott. Also, special thanks to Jim Reeve and the rest of the Sandbridge Baja crew for their hard work and help hosting our fall celebration. We have the Fall Sandbridge Cleanup coming up in November, and I hope many of you will come out and help us maintain that Sandbridge pride in our neighborhood. There’s nothing better than meeting up with neighbors, cleaning up the environment and enjoying the great outdoors. To further enhance the experience, Boardwok will be catering our wrap-up party at the end of the cleanup. Many thanks in advance to Kevin Wong and his crew. I appreciate everyone’s participation in our various community activities and I am thankful, grateful and proud to have you all as my neighbors. It’s that time of year again when the air takes on a little bit of crispness and the leaves are starting to fall. School is in full swing, and the holiday season is fast approaching. Busy times are ahead for Sandbridge! Don’t forget about the Halloween party on Bluebill before the kids head out, and watch for those little ones in their spooky and adorable costumes. We’re having an election in November, and we have several local and state candidates on the ballot. Now is the time to make your voices heard and shape the future of our city and state leadership. President Andrew Roper called the meeting to order at 7:00 p. m.

Charles Learned gave the Invocation and led the membership in the Pledge of Allegiance.

Vice President Jonnie Mellen introduced the candidates running for office in the November 7 election. Each candidate was given five minutes to speak. The following candidates attended and spoke at the SBCL:

BUSINESS REPORTS

SECRETARY REPORT: The minutes were approved with no corrections.

TREASURER’S REPORT: Ken Leach presented the Treasure’s Report. Starting balance was $24,573.51. The ending balance is $29,563.87. The full report is in the current newsletter.

COMMITTEE REPORTS

BEAUTIFICATION REPORT: Greta Stallings stated Anne Jones will be donating her dolphin to add to the island as you enter Sandbridge. The dolphin is in a pink bikini representing breast cancer. The Beautification Committee will also be adding a bridge between the new dolphin and the existing dolphin. Greta made a motion for the SBCL to accept the additions to the island and approve $210 for the bridge. The motion carried.

Our Fall Clean-up will be Sunday, November 5. Contact Kevin Wong or James Barton for details.

ENVIRONMENTAL REPORT: President Roper reported for Charlie Kelly that City Staff advised that eradication of Vitex has recently begun. There is 2,400 feet scheduled to be treated.

MEMBERSHIP REPORT: Joan Davis reported that membership is at an all time-high of 1,096 households. Since last meeting, an additional 18 households have joined the Civic League.

NEWS EDITOR REPORT: Jane Stilley reminded everyone that the 15th of each month is the last day to submit items for the newsletter.

ACCESS WAYS REPORT: Robbie Borum gave an update on Beach Access Ways. Phase 7 is scheduled to be completed in December. The full report is included in this newsletter.

SAFETY REPORT: Captain David Squires reported on an incident that occurred in Sandbridge on October 14 between Tuna Lane and Chub Lane. He said it only took nine minutes for officers to arrive on the scene. Captain Squires also invited everyone to Little Island Park for the Friends of Mounted Patrol on Saturday, November 4. He said that a local Sandbridge officer attended the Day School and, instead of coffee with a cop, had juice with a cop.

UNFINISHED BUSINESS

Mike Davis withdrew his motion on Beach Maintenance. Motion was approved and removed from consideration.

NEW BUSINESS

Council Woman Barbara Henley reported on her community meeting about Beach Maintenance. She said there has been good response and it is in the process of being developed.

Heather Malaby requested the following:

Sandbridge Beach Civic League supports the beach access ways that exist to aid tourists and residents in enjoying the beach. The current number of ADA compliant access ways are adequate to meet the needs of the neighborhood.

The current access ways require constant maintenance, now funded in the City of Virginia Beach CIP for 2018. The cost of building any additional access ways, will be instead be used to maintain those currently constructed and/or under final engineering stages.

The 2010 Moffatt & Nichol report suggested that “side yard access ways should be considered for making a universally accessible path.” Improved beach crossings between Sandpiper and Sandfiddler would service the community as a whole.

Therefore, a committee will be established to work with the city and have neighbor input regarding the upkeep of access ways, beach grooming issues, funding of beach crossings and overall beach management. This committee would report directly to the SBCL Board and work directly with city officials to enhance Sandbridge for all.

President Roper stated a committee will be formed to look at the above proposal. If you are interested in being on the committee contact Andrew Roper.

Andrew also reported the SBCL Board has decided to form a Technology Committee to modernize our Civic League in many ways including:

- Electronic Voting- Virtual Meetings- Online Newsletters- Online Directories

Committee members should have a technology background and history or experience working with virtual environments.

Thanks to Andrea Colvin and Emilie Palmer for the presentation of refreshments during our Civic League meeting. Also thanks to Dave and Fran Dennis of the Sandbridge Seaside Market for the goodies and to Elizabeth and Johnny Parker for the donation of paper products.

Pat Burns has resigned as Chair of the Oktoberfest. She was thanked for her many years of service to the SBCL. The reigns have been turned over to Janice Lott.

Oktoberfest 2017By Pat Burns

It couldn’t have gotten any better for this year’s Oktoberfest at the Baja on October 1. What a wonderful evening! The weather was perfect. And what a great crowd! We had a total number of 270 RSVP members with 228 attending. The food was delicious, the beer was delightful and the band, as always, was festive and fun.

A great big THANK YOU to all my Oktoberfest volunteers and the Baja staff for all their help and hard work. Great team work! I could not have done it without you all. I am passing the baton to Janice Lott who will be doing Oktoberfest next year. I know we will all help her. Prost!

COP CAPERSAT THE DAY SCHOOL

Coffee with a cop? How about juice with a cop! The students from Sandbridge Chapel Day School had an awesome visit with our friend Officer Chris Bryant. Waffles, juice and doughnut holes were on the menu along with lots of smiles, giggles and delightful conversation. Following snack time, the kids accompanied Officer Bryant and got an up-close and personal look at the tools that police use to keep us safe. The children enjoyed their morning with Officer Bryant, and everyone hopes he will come back and visit again soon!

Meet the SBCL NewsletterJUNIOR EDITOR

Bane Barton has agreed to be our Junior Editor of the newsletter. Bane is eleven years old and is a fifth grader at Red Mill Elementary. Bane says he became interested in photography because he likes to capture memorable moments. Bane took the pictures of the September 23 Fall Community Yard Sale while selling lemonade on the back of a truck to benefit hurricane victims. Talk about multi-tasking!

Information on Sandbridge SSD and TIF Funds

Sandbridge Special Service DistrictBy: Luis Asercion, Senior Management & Budget Analyst,

City of Virginia Beach

City Council, along with the approval of Sandbridge property owners established a special service district (SSD) effective January 1, 1995 as a means of funding the replenishment of Sandbridge beach. All SSD revenue shall only be used to pay for the expenses and charges for providing and maintaining facilities and services for beach and shoreline management and restoration within the special service district. The surcharge was initially 6-cents, increased to 12-cents in FY 1999 and reduced to 6-cents in FY 2007, where it remains today. Financing of the SSD is shown below.

As a result of the SSD, Sandbridge property owners within the district pay an additional amount in their real estate tax. The surcharge accounts for 14.1% of SSD funding. For the lodging taxes, 6.5% of the 9.5% charged in Sandbridge remains in Sandbridge. The 9.5% lodging tax in Sandbridge is 1.5% more as compared to the rest of the city.

Sandbridge Tax Increment Financing Fund

On December 1, 1998 City Council established a Tax Increment Financing (TIF) District, with the same boundaries of the Sandbridge SSD as a means to provide additional funding for the Sandbridge area project. The

TIF serves as a back-up for the SSD, to augment whatever the SSD cannot supply for the sand work. The major difference between a TIF and an SSD is that the tax rate in the TIF is the same as the citywide rate. Sandbridge is the only neighborhood in the city with a TIF. To compute the TIF revenue available for Sandbridge, the city established the FY 1998 assessment of the TIF district as the base year. The amount of revenue for the TIF is a result of subtracting the base year assessment from the total assessment, and the difference, or increment, is multiplied by the general real estate tax rate. For FY 2018, the TIF revenue is projected to be $10,226,817. The General Fund receives real estate tax revenue based on the base year amount, and the surplus amount remaining after any funds needed to supplement the SSD are subtracted.

Revenue from the Sandbridge SSD and TIF has provided sufficient funding for the replenishment and maintenance of the beach at Sandbridge. City Council has a goal of having adequate funding for two beach replenishments for Sandbridge, one for routine and one for emergency sand replenishments. The existence of the Sandbridge SSD and TIF has been instrumental in reaching that goal.

Presently, the amount available for Sandbridge Sand Replenishment totals $50.2 million as shown in the table below. This is a result of the June 30, 2017 fund balances in the Sandbridge SSD and TIF (still subject to final audit) and the available balances in the Sandbridge capital projects.

Information  on  Sandbridge  SSD  and  TIF  Funds    

Sandbridge  Special  Service  District  By:  Luis Asercion, Senior Management & Budget Analyst, City of Virginia Beach  

 City  Council,  along  with  the  approval  of  Sandbridge  property  owners  established  a  special  service  district  (SSD)  effective  January  1,  1995  as  a  means  of  funding  the  replenishment  of  Sandbridge  beach.  All  SSD  revenue  shall  only  be  used  to  pay  for  the  expenses  and  charges  for  providing  and  maintaining  facilities  and  services  for  beach  and  shoreline  management  and  restoration  within  the  special  service  district.  The  surcharge  was  initially  6-­‐cents,  increased  to  12-­‐cents  in  FY  1999  and  reduced  to  6-­‐cents  in  FY  2007,  where  it  remains  today.  Financing  of  the  SSD  is  shown  below.      

   

               As  a  result  of  the  SSD,  Sandbridge  property  owners  within  the  district  pay  an  additional  amount  in  their  real  estate  tax.  The  surcharge  accounts  for  14.1%  of  SSD  funding.  For  the  lodging  taxes,  6.5%  of  the  9.5%  charged  in  Sandbridge  remains  in  Sandbridge.  The  9.5%  lodging  tax  in  Sandbridge  is  1.5%  more  as  compared  to  the  rest  of  the  city.      

Sandbridge  Tax  Increment  Financing  Fund      On  December  1,  1998  City  Council  established  a  Tax  Increment  Financing  (TIF)  District,  with  the  same  boundaries  of  the  Sandbridge  SSD  as  a  means  to  provide  additional  funding  for  the  Sandbridge  area  project.  The  TIF  serves  as  a  back-­‐up  for  the  SSD,  to  augment  whatever  the  SSD  cannot  supply  for  the  sand  work.  The  major  difference  between  a  TIF  and  an  SSD  is  that  the  tax  rate  in  the  TIF  is  the  same  as  the  citywide  rate.  Sandbridge  is  the  only  neighborhood  in  the  city  with  a  TIF.  To  compute  the  TIF  revenue  available  for  Sandbridge,  the  city  established  the  FY  1998  assessment  of  the  TIF  district  as  the  base  year.  The  amount  of  revenue  for  the  TIF  is  a  result  of  subtracting  the  base  year  assessment  from  the  total  assessment,  and  the  difference,  or  increment,  is  multiplied  by  the  general  real  estate  tax  rate.  For  FY  2018,  the  TIF  revenue  is  projected  to  be  $10,226,817.    The  General  Fund  receives  real  estate  tax  revenue  based  on  the  base  year  amount,  and  the  surplus  amount  remaining  after  any  funds  needed  to  supplement  the  SSD  are  subtracted.    Revenue  from  the  Sandbridge  SSD  and  TIF  has  provided  sufficient  funding  for  the  replenishment  and  maintenance  of  the  beach  at  Sandbridge.  City  Council  has  a  goal  of  having  adequate  funding  for  two  beach  replenishments  for  Sandbridge,  one  for  routine  and  one  for

We began our month with Oktoberfest at the Baja. As usual, Pat Burns was dressed in her Deutsch attire. Kudos Pat, for your many years of service! With the over 200 in attendance, it was great to see Chandler Dennis and Donna Nash with all their smiles and laughter. It was wunderbar!

Let’s be sending our best to all our friends who have either had surgery or mishaps recently: Pat Burns, Betty Lehr and Rita Rousseu. Longtime owners Joe and Rose Phelen were in a major car accident. Rose ended up in Norfolk General for four weeks. All our best and speedy recovery to all. Will Pat be up and dancing to Hot Cakes on New Year’s Eve? Bet she will!

Barry and Staci Kirschner celebrated with family and friends their son Rex’s bar mitzvah. It was a splendid occasion, as it was held on the beach. Those improved beach access ways really came in handy for several guests who would not normally have been able to travel over the sand.

Long, longtime residents Bob and Linda Anderson are packing up and moving out. Their long-term goal will be to reside in Costa

Rica and join their family. Now we have a place to visit!

I need to add a “thank you” for the Fourth of July fireworks display. Neighbors Christine and Guy Eberhart allowed everyone working on the fireworks to use their home, backyard and boat. There was quite a crew they took care of, including our fire marshals, police, fire, and rescue squads. Also, I forgot to mention the lot used each year is loaned by the Knight family. We have such a great neighborhood with all the generous hospitality to make our events memorable.

October brings pumpkins and goblins, dried husks of corn and bales of hay onto our lawns, as we ready ourselves for the much-anticipated All Hallows’ Eve celebration in Sandbridge Shores.

Don’t forget our Tree Decorating will be Sunday, November 26 at 11:00 a.m. The official lighting will be during our Santa Party on Sunday, December 3 at 5:00 p.m. Mark your calendars and come out and celebrate!
