Issue Number 80 STARFLEET: The International Star Trek Fan Association April / May, 1997 Greetings. Over the past two years, I have noticed a lot of new names on the roster of chapters within STARFLEET. This is great news, because it means more people are wishing to join in Gene's dream ... the dream of all people working together and helping others who may need it. We call it "community service" and usually involves helping out in the LOCAL communities. However, there is one very big commu- nity that gets largely overlooked ... that of U.S. Military families living overseas. I know that a lot of people in STARFLEET have never been in the military so have never experienced the tremendous hardships that are a part of the military life. The active duty military personnel are trained for, and expect, this type of life. Their families, on the other hand, are not trained for this life and are the ones that suffer the most. They not only have to live with moving every few years (sometimes to far away locations) and having their active duty husband/ wife or father/mother going on exercises for days or months at a time; but they also have to live with EXTREMELY high inflation rates in the countries they live in (often ranging from 25%-150% each year) with virtually no additional money to help offset these costs. This is where the OVERSEAS COUPON PROJECT comes into play. Lately, I have received numerous requests for information about this program and quite a few are from chapters who did not even know this program existed. This, I suppose, is to be expected with the amount of new chapters being formed, and given the state of communications within STARFLEET during the past two years. So let me tell you a little bit about this very worthwhile project. The Overseas Coupon Project is a pro- gram that was started in 1992 by a few people in Texas as a way to help American military families overseas with their expenses. In the past four years, this program has grown to more than 100 STARFLEET chapters fleetwide, as well as other organizations (Star Trek organizations and civlian organizations). The amount of coupons collected and mailed off is growing as well. In 1995, the program collected and shipped more than $500,000 worth of coupons. These coupons were mailed to over 30 American military bases world-wide. The figures for 1996 is showing promise of surpassing that amount. Why is this program growing at this rate? It is because of its simplicity. The only requirement to participate in this program is a pair of scissors, a stack of coupons and a desire to help others. No special qualifications are needed, simply a desire to help others that would otherwise be hard-pressed to make ends meet. Whether your chapter is a small chapter or a large one, this is a program that you can participate in and feel good that you are helping others who need all the assistance they can. You do not need to belong to a chapter to participate. We have many individual members who are sending coupons to us. Each of them have the same desire to help others as the chapters do. They just send in their coupons themselves instead of going through a chapter. EVERYONE's cou- pons are welcome! Hello everyone from STARFLEET Head-quarters. I hope that you will enjoy your secondon-time Communiqué as delivered by our top-notch Communiqué staff.

Things are proceeding better that wehave expected. Financially, we are in fantasticshape. With the new format of the Communiquésaving us thousands of dollars to the manySTARFLEET members and chapters that havedonated money to STARFLEET, I’m pleased tosay that we are almost all the way back to theblack side of the register. We have been con-tacted by the IRS and I am only waiting for theagent from the New Jersey office to contact us sothat we can ascertain just what any possiblepenalties are. I’m also pleased to report that bythe time this Communiqué has reached yourdoors, every 1995 Scholarship recipient shouldhave received their checks from STARFLEET.

Memberships are flowing into our Com-puter Operations department with regularity. I’mpleased to see the many new and renewingmembers that STARFLEET has, and I also havehigh hopes for the success of the STARFLEETMembership Drive currently going on, as well asshowing former members of STARFLEET whomay still be in touch with current members thatwe are serious about turning the organizationaround.

Elsewhere in this Communiqué is an-other of the issues that the Smith/Freas teamcampaigned for, and that is a new Constitution.Please read over it and offer your suggestions to

us. Remember, this a fine opportunity for yourvoice to be heard and to make lasting impres-sions upon STARFLEET’s future. I urge all of youto participate in this effort. We need your inputto make this the best possible document for ourmembers.

I’d like to take the time as well to thankboth Region 2 and Region 1 for the great timesI had in both Atlanta in March and Gatlinburg, TNin April at the Region 2 and 1 Conferencesrespectively. It was a great feeling to be sowarmly welcomed by everyone, and I look for-ward to similar experiences as the yearprogresses. A special thanks goes to the crewof USS New Horizons, in Watertown, NY (Region7) for their hospitality and for their Easter Dinnerthat myself, Admiral Alex Rosenzweig and Com-modore Sashi German were treated to.

In May I will be attending the annualpicnic of STARFLEET’s Flagship USS Thagard, inJune I’ll be the guest of STARFLEET Region 3during their yearly Summit, and in July I’ll beattending the latest Shore Leave incarnation inBaltimore. I look forward to meeting and talkingwith many STARFLEET members during theseevents.

And let me not forget once again toremind all of you about STARFLEET’s yearlyInternational Conference to be held this August22-24th in Cherry Hill, New Jersey, hosted bySTARFLEET Region 7. The IC97 Planning Com-mittee is working very hard to ensure that allthose who attend will have a great time, and I for

one am looking forward to it. Please support theInternational Conference by coming this Augustto work and play with STARFLEET members fromaround the globe! Each member of the ExecutiveCommittee and their staffs have been doing aphenomenal job in ensuring that all of their jobsare being done with pride and professionalismand Chuck Freas, Tom Monaghan, GordonGoldberg, Dennis Gray, Rob Lerman, Sal Lizard,and all of their staffs deserve your recognitionand your thanks. This administration is truly ateam effort and I’m proud to say that I have thebest team this organization has ever seen, andI’m damn proud of all of them. Admiralty Board: REGIONAL COORDINATORS

Greetings!The Smith-Freas Administration has

once again taken a step that was started in pastadministrations but never fully completed. Weare bringing a Protocol Department to the STAR-FLEET level.

First on the list of priorities of Protocolwill be a manual to assist regions, chapters andthe membership with questions that always seemto arise. A good example of this would be whenyou have several ranking officers present who isintroduced first, last, etc. Not only will themanual give some “guidelines” on the “proper”things that make a STARFLEET event, it willinclude other suggestions on how to avoid or atleast minimize those last minute faux paux thatseem to plague us all. It is our intention to havea working copy of the manual ready for theInternational Conference.

Welcome one and all to another action-packed, fact-filled Operations Report! I think thatit goes without saying that the first four months ofthe new administration have been a tremedoussuccess. Yes, we’ve had our fair share of problemsbut we didn’t let that stop us from achieving ournumber one goal - to provide the membership withquality services. I’m quite sure the others on theExecutive Committee and within the HeadquartersStaff will be more than helpful to bring you up tospeed on our recent successes in their areas.

Starfleet Operations has been hummingalong like a well-oiled machine since day one. Iwould like to take this moment to thank each andevery member of the Starfleet Operations staff fora job not only a job well done, but for a job done wellabove the call of duty. Les, Matt, Dave, Barb, Mark,Alex,Dennis - we couldn’t have done it without youand the entire Fleet owes you a debt of gratitude.I just wanted to be the first one to deliver. Thanksfor the excellent work, y’all!

Despite the tremendous successes ac-complished throughout the Fleet and FleetOps,one of the major misunderstandings coming fromthe chapters still concerns when and where toreport. Well, I’m going to keep repeating this untilyou all get this one right.

Monthly chapter reports (MSRs) are tobesent to Vice Chief Les Rickard by the 5th of eachmonth. You can mail your reports to: StarfleetOperations, c/o Les Rickard, PO Box 22, Lexing-ton, NC27293-0022. However, e-mail reportsshould now be sent to Matt Myers, Assistant ViceChief of Operations, at [email protected]. The impor-tant thing to remember is to send in those reports!If you have any questions or need further assis-tance please feel free to contact Les or myself.

I bet all you chapter CO's out there arewondering why you should bother sending yourmonthly reports to Starfleet Operations when send-ing them to your Regional Coordinator seems goodenough to you. Well, that’s a good question and itdeserves just as good an answer. Not only isreporting to Starfleet Operations a chapter re-quirement it also keeps us notified that your chap-ter is an active chapter. The information that yousend with each report is important to us becauseit gives us the opportunity to update your chapter’sinformation in the Starfleet Chapter Database wherenecessary. And that information saves Starfleetbadly needed funds. With an up-to-dateChapterDatabase, Starfleet won’t be wasting your valuable

membership and chapter charter fees by mailingCommand Status Reports and other correspon-dence to wrong addresses or decommissionedchapters.

Example: Captain Bob of the USS Bigfootmoves to another town and fails toreport to Star-fleet Operations about the chapter’s new address.Fleet HQ sends out the latest Command StatusReport and other correspondence to Captain Bob’sold address. Weeks pass. Captain Bob begins toget upset that he has not received any timelyinformation from Starfleet HQ as promised. Star-fleet HQ begins to wonder why the USS Bigfoot’smail is suddenly being returned as undeliverable.Captain Bob assumes things are starting to unravelat Fleet HQ again. Fleet HQ wonders if the USSBigfoot no longerwishes to continue as an activeStarfleet chapter.

And the misinformation cycle escalates.Captain Bob sends nasty letters to various ECmembers. The EC members reply to Captain Bob’smail, this time to the correct addressas noted onhis stationery, letting him know that information isbeing sent to him (not knowing that the address forthe USS Bigfoot in our database is wrong). How-ever, the true solution to this scenario has beentotally overlooked - the address for the USS Bigfootremains incorrect in the Fleet Chapter Database.This apparent major communications breakdowncould have easily been prevented if Captain Bobremembered to report to StarfleetOperations.

Okay, maybe I could have done betterwith the above example but you all should get it’smeaning. Those reports that you send to us maylook like a waste of time and money to you now but,in fact, it only becomes a waste of time and moneyif you don’t report. Of all the chapter requirements,I rate reporting monthly as the most important.Without your monthly report we won’t know if yourchapter’s address has changed or we wouldn’t beable to assist you with any problems your chapterand it’s members have experienced. So, remem-ber, reporting is not just a requirement, it’s yourmonthly link toStarfleet HQ. Take advantage of thatlink. It can prevent unnecessary problems andfrustration in the long run.

Yes, reporting is important, but so ismaintaining your other chapter requirements. Anactive and healthy chapter requires members. Anactiveand healthy chapter also requires qualifiedleadership. Keeping the chapters and their COsinformed on a regular basis also requires funding.This is why it is necessary for every chapter to haveat least ten members, to have every CO and XO OTS& OCC certified, and to pay the annual chaptercharter fee. Without these requirements it would

be difficult for any chapter to exist as a healthy andactive unit and it would be just as difficult for HQ toprovide quality service to the chapters.

In a related issue, the Six Month ChapterGrace Period is quickly drawing to a close. Thanksto our Addendum policy, we have been able totackle the reporting issue with great success. Sofar we have finally been able to getour ChapterDatabase up-to-date. We’ve also been able toidentify chapters that were either decommissionedor prefered to no longer associate with Starfleetand we’ve been able to assist chapters with vari-ous reporting difficulties. And now the time isdrawing near to address the other chapter re-quirements that have been graciously overlookedby Starfleet Operations over the past few months.I urge all chapters to use the remainder of theGrace Period wisely by renewing your lapsedmemberships, getting your CO andXO OTS & OCCcertified, and paying your chapter charter fee.

Remember, the Six Month Chapter GracePeriod ends June 30th. Following the Grace Pe-riod, I will be sending out letters of notification toevery chapter that still fails to meet one or more ofour chapter requirements. These chapters will beplaced on Standby Status until August 31st or untilall requirements are met. A listing of chaptersplaced on standby will also be sent to eachRegional Coordinator. If any chapter still fails tomeet all their chapter requirements by August31st they will be sent notification of their decom-missioning. A listing of decommissioned chapterswill also be sent to each Regional Coordinator.

I really hate having to get tough onchapters for failing to meet chapter requirements.I did not take this position to fulfill some inner needto harrass our valued chapters. However, theserequirements were establishedfor a reason and itis every chapter chairperson’s obligation to Star-fleet to make sure their chapter meets theserequirements. And it’s my job to make sure thatthe chapters and their COs are meeting theirchapter requirements. This is no big Starfleetsecret. All COs should know what is required oftheir chapter and if they don’t they can catch up onthose requirements by reading the Starfleet Mem-ber Handbook. Either way, if your chapter ishaving difficulties meeting your chapter require-ments please get in touch with me as soon aspossible so that I can assist you with resolvingyour problem.

I’ve received applications (both emailand snail-mail) from many highly qualified mem-bers interested in the STARFLEET Language

Bank and the Diplomatic Corps. Because of thepostal delays in the delivery of the previous issueof the Communiqué, I’m going to wait until theend of April to select the Directors of those twooffices. However, I’m pleased to confirm theappointment of Bill Herrmann as Director ofSubspace Communications. Bill informs me thatCheryl Stevens is in the process of organizing aRural Chapter Support Network, and MarianBrooks has been appointed Assistant Coordina-tor for “OPERATION: EAGLE”, the program whichprovides outreach to members of the ArmedServices overseas.

Shuttle OperationsCOMMODORE DENNIS GRAY

Howdy! Let me start off, by saying thatwe have LOTS to talk about this issue. ShOC hashad a rather busy couple of months since my lastarticle. We’ve had number of new shuttleslaunch, and some old ones commission to starshipstatus as well. But I’ll get back to those in just abit. Meantime, I want to go over a few ShOCpolicies with everyone first...

Everyone knows that they must submita VRR to ShOC in order to launch as a shuttle.What everyone does not seem to know, is thatyou must also send your VRR to ShOC when youwish to commission as a space station, or starshipfrom being a shuttle as well. The correct orderthat your paperwork must follow for commission-ing is: your mothership CO, your RC (mothership’sRC as well, if it is different than your own), ShOC,then finally, to Ops.

It is very important to include ShOC inthat chain, as we do most all of the work inapproving a shuttle for commissioning. Wecheck to make sure that DTS has approved yourname, class, and NCC number, we check to makesure that both the CO & XO have taken OCC, wecheck to make sure that you have the required10 members for full chapter status, and verifytheir active status through CompOps, we checkto make sure that as a shuttle, they’ve beenreporting regularly, and are not on probation,etc. We also send the $10.00 fee for commis-sioning to HQ. So you see, we do a lot here to geta shuttle commissioned.

If a VRR goes to Ops before going toShOC, Ops will only have to mail it back to ShOCfor processing first, thus delaying your commis-

sioning. There will be no exceptions to this. Yourco-operation would be greatly appreciated, as itenables us to better serve the shuttles andmembers under our wings.

Secondly - and this has become a bit ofan issue lately - if your chapter wishes to launchas a shuttle, or a shuttle wishes to commission ata regional summit, conference, or event, or atthe International Conference, you MUST startyour paperwork off WELL in advance of saidevent. Ideally, you want to send your VRR offapproximately 6-8 weeks before the event hap-pens that you want to launch or commission at,no later than 4 weeks in advance, at an absoluteminimum. Remember, the US Postal system isnot exactly known for speediness of delivery.

It takes time for your VRR to go via mailfrom you to your mothership’s CO, etc. on downthe line. It also takes some time at ShOC(typically anywhere from a few days, to a week orso) to process your VRR, assuming there are noproblems. If it’s for a shuttle launching, ShOCthen puts together your launch packet, and mailsit out. For commissioning, when ShOC gets donewith it, it gets mailed to Ops, then they must puttogether your commissioning packet and mail itto you. So you see, you need to allow PLENTY oftime for your VRR to make it’s round, andprocess, before your desired launching or com-missioning date.

Now, on to more fun things. Thefollowing shuttles have commissioned since lastwe talked.

The Shuttle Lewis B. Puller is now theSpace Station Lewis B. Puller, SFR-123, an

Alamo-Class Defense Outpost, Region 1, Capt.David McCabe, commanding.

The Shuttle Broadsword is now the USSBroadsword, NCC-73288, an Entente ClassDreadnought, Region 12, Captain Randy Bisigcommanding. The Shuttle Cydonia is now theUSS Cydonia, NCC-74687, an Intrepid Class,Region 12, Captain Kurt Pfeiffer commanding.

The Shuttle Uintah is now the USS WindSpirit, NCC-14110, a Konkordium-ClassDreadnought, Region 17, Captain bill Sowers,commanding.

Starfleet is coming back, my friends.Slowly, surely, we are recovering. It’s a greatthing to see, and an even better thing to be a partof.

ShOC also wishes to apologize to formerShOC Vice Chief Peggie Kennedy, for mis-spell-ing her name in my last article. I wish to assureher that it was entirely un-intentional, and thatShOC now stands corrected. Do you think she’llforgive me? :)

Finally, as I sign off, I wish to stressagain, that we would like all shuttles to pleasereport, or file VRR’s with the appropriate ShOCoffice. We understand that this is a new concept,and is somewhat confusing still. Dan has re-ceived very little in the way of VRR’s since lastissue, and I have been swamped. Real life oftenkeeps me very busy, so this, with handling mostof the ShOC workload, has slowed things down abit.

The committee and I appreciate theRCs, Awards Directors of the Regions and themembers helping to ease our burden of work. Itdoes, however, create its own predicament.When only one or two regions make submissions,then those regions walk away with all of theAwards and members in the other regions wantto know why someone in their Region that haddone particularly outstanding work had not beenrecognized and again feel the old “well the

Membership renewals and applicationscontinue to pour in at an ever increasing rate, themembership decline has slowed and we arebeginning to edge back up in numbers again. Weare definitely on the road to recovery.

There are three questions that arecommon to most of the mail that we get atCompOps, so I wanted to take some time toanswer them here. However, before I do, I wantto let everyone know that by the time you havethis Communiqué there will no longer be abacklog of membership packets! We are on trackto have the backlog completed by the end ofApril, which means that everyone who was lack-ing a membership kit should have one by mid-May. If you are still missing your packet at theend of May, please contact Liz Woolf at theaddress on page 2 of the Communiqué.

With that said, on to question 1: What’sthe story with the Fleet Database? During thechange of administrations, as often happens,the structure of the database was changed in an

effort to make it more manageable. During thetransition, many ship assignments were lost,however, this was the only thing affected. We areworking with the Regional Coordinators to ensurethat crew/ship assignments are corrected andhope to have that completed very soon. RegionalCoordinators were sent copies of their regionalrosters earlier this year and are now working withthe chapter Commanding Officers to help restorethis information. We are requesting that chaptersgo through their Region Coordinators for copiesor fixes to their rosters. If you have any ques-tions, please feel free to address them to ourlocal Microsoft Access expert, FCapt. Jesse Smith.

The next popular question is Starfleetpopulation. We currently have close to 4000members and the number is beginning to rise.FCapt. Mandi Herman and her crew are process-ing over 500 applications and renewals a month.To help Mandi with processing please make surethat you and your fellow members include anapplication or a note with the application informa-tion with your check. We’ve received a few checkswith nothing attached and have had to deduce

the membership information from what’s printedon the check. This can lead to incorrect address,primary memberships, and many other things,so please be sure to include an application.

Last is the issue of preassigned mem-bership packets. We are currently discussingthis within CompOps and hope to have thisprogram back on-line in the near future. Pleasebe patient, this is going to take a bit of planningon our part to avoid some of the problems thatCompOps staffs have had in the past. We hadhoped to have this on-line again by May, how-ever membership processing had to haveeveryone’s undivided focus until the back logwas completed. We’ll let you know when wereready to start this back up again, along with allthe details of how to get the packets.

With summer comes moving season. Ifyou plan on moving, please be sure to updateyour address with CompOps. While the Commu-nications staff will happily forward your change ofaddress to us, it can cause a delay in updatingyour records and we want to make sure that yourCommuniqué arrives safely at your new home.

Greetings from the new InternationalCharities Department! I am Lt. Patricia J. “P.J.”Trotter off the USS Star Empire located in thegreat state of Oklahoma. I am the InternationalCharities Department Coordinator. My assistantis Ensign Thomas Spiker, Chief of Communica-tions, USS Oklahoma. STARFLEET establishedthe International Charities Department as aninformation center for all STARFLEET charitiesand charitable activities. As the InternationalCharities Coordinator, my job is to assist chap-ters in finding charitable causes in their areas.

I have set the following goals for theInternational Charities Department:

1. To collect and record all data onhours and moneys donated to charities by STAR-FLEET and STARFLEET’s chapters.

2. To inform charitable organizationsof the resources available to them through STAR-FLEET.

3. To inform STARFLEET chapters ofthe volunteer activities available to them fromvarious charitable organizations.

We need to establish this information tomaintain our 501c(7) non-profit status, and toset up and maintain a database of charities

During my recent attempts to contactthe Director of the Overseas Coupon ProjectBecky Thane, it was brought to my attention thatthe OCP is not currently an “official” projectwithin STARFLEET. While many STARFLEET Chap-ters do support this worthy project, it is anindependent charitable corporation, incorpo-rated within the state of Texas. The official wordon all of this came directly from Becky Thaneherself. After reading Becky’s post to me aboutthis, I spoke with Fleet Admiral Mike Smith aboutit. He was unaware of this. I then spoke withAdmiral Chuck Freas about it. He informed methat he had been told this from Becky severalmonths earlier. Yes, we can all slap him aroundnow for not telling anyone before this. If youwould like more information regarding the incor-poration of the OCP, you may contact Becky ormyself (with a request for the information and along self-addressed, stamped envelope). I willbe more than happy to send you what informa-tion I have.

It was in this same post that Beckyrecommended Carl Lewis to act as the LiaisonOfficer between the Overseas Coupon Project

and STARFLEET. This was discussed with bothMike and Chuck. After much debate, we agreedto ask Carl to take on this awesome task. This willallow us to maintain the top quality of supportfrom the Chapters of STARFLEET to the OCP. Itis with great pride and pleasure that I announceto you, the members of STARFLEET, that CaptainCarl Lewis has agreed to do just that. Please, joinme in welcoming Carl as he takes on his new jobfor STARFLEET. I’m certain that he will do anoutstanding job and look forward to working withhim to maintain the outstanding sponsorshipwhich STARFLEET has shown to the OverseasCoupon Project over the years.

Greetings from the Chief Cheerleader!Since I’ve technically been in office for

three years but this is thefirst time anything I’vewritten has seen print, allow me a moment tointroduce myself.

I am Fleet Captain Ron Fell, Starfleet’sDirector of Recruiting. I have been in Fleet since1992 and have served as the CO of the USSLeConte out of Gatlinburg, Tennessee in R/1since 1993. I was appointed to the office ofDirector during the last administration and wasreappointed by the current Fleet Admiral. Enoughof the boring personal stuff.

I am here to help you with your recruit-ing efforts. We need to rebuild Starfleet’s erodedmembership base. We need to let old membersknow about the new Starfleet and we need toreach out to potential new members in a newway.

I don’t claim to have all the answers,but I know someone who does. That someone isYOU. Each and every one of you probably has areally good recruiting idea or two and I’d like tohear about them. If your ship had a fantasticrecruiting drive that resulted in a bunch of newmember sign ups, wouldn’t you like to share thatinformation with other ships? And if somebodyelse had a great idea about how to increase thenumbers on your roster, wouldn’t you like tohear it? That’s why the Recruiting Departmentishere.

We do the usual dull things like sendingout applications and information to people whowrite or e-mail for it.

But I’m anxious to get started on theexciting part of the job, the Recruiting Handbook.Now, I’vegot a bunch of ideas of my own that I’vewritten down. I’ll be sharing some of those in thisspace in the months to come. But I’m reallyhoping to get input from every ship in everyregion of Starfleet in order to make theHandbooka really comprehensive guide to great recruitingideas. And I also want disasters. If you didsomething that sounded like a world-beater onpaper and then turned out to be a debacle of epicproportions, I’d like toknow about that, too. Thatway maybe we can steer some other ship think-ing along the same lines into safer sailing space.

To do this efficiently, I need recruitingofficers. I have asked the RC's of each region toappoint a Recruiting Officer at the regional level.Several regions have done so, most recentlyRegion 17 and Region 6. Region1 will likely havefilled the position by the time this reaches printand several other regions are searching forqualified candidates. Only one RC has flatlyrefused to cooperate. Guess you can’t haveeverything, huh?

I’m also looking for recruiting officerson each individual ship. These are the folks we’llreally be depending on to make things work.They’ll report their ideas to the regional officer,who will, in turn, report to me on a regular basis.Unless you live in that region that ain’t gonnaplayball. Then you’ll just have to drop me a linedirectly.

All you need to be qualified for either ofthese positions is enthusiasm. We need peoplewho are “up” on Starfleet to sell it to theuninitiated public and to resell it to those whomight have fallen away because of past experi-ences.

If you are a CO, please find me anenthusiastic Starfleet cheerleader on your ship.If you are “Joe Member” and think you could dothe job, let your CO know. Then contact your RCand see who is handling the regional office, putthe two together and we’re ready to rock and roll.Unless you live in that region... If you hit a snag,contact me directly. If you’re excited enoughabout Starfleet to want to serve it in this way, I’llfind a place for you.

My staff and I are busy working uprecruiting materials. So far, we don’t have muchto work with other than the membership applica-tion, an information sheet and a cover letter.And, of course, our wonderful Starfleet web site,which I use extensively. We’re working on someother things and hope to have them ready toreport on soon.

In closing, let me introduce the rest ofmy HQ staff. To my right (your left as you’rereading this) is Capt. Dominique Oakley, myExecutive Assistant. She’s the one who readsand sorts and files and sometimes screams andyells and just generally keeps the place running.Next in line is Capt. Jonathan delArco, present at SeasideCon on the weekend of September 14th-15th, appeared on “Star Trek: The NextGeneration” playing an adolescent Borgdesignated Third of Five and later renamed“Hugh” by the Enterprise-D crew. Appear-ing in just three TNG (“I, Borg,” and “De-scent, Parts I and II”), the character ofHugh has had a tremendous impact on theBorg. Hugh’s sense of individuality perme-ated into his collective, resulting in a lossof group purpose.

Of the three episodes, Jonathan liked“I, Borg” better, saying that the other episodesdealt with too much at once, that there were toomany mixed things. He also stated that he washappy he had changed the Borg- but also thathis changes may not matter with the then-upcoming portrayal of the Borg in “Star Trek:First Contact.” Of that, Jonathan also noted thathe had not been asked to appear in it.

He recently appeared in the 1/2-hoursitcom “Pacific Blue,” where he played a bikethief. Jokingly, he stated that in that episode hewould form a collective of bike thieves, much ashe formed a different collective of the Borg!Currently, he is also writing a then-unpurchasedtheater piece, and was scheduled to appear inthree “Twilight Zone” episodes airing in January.Like his character of Hugh, Jonathan’s journey isjust beginning, and he is sure to make just as bigan impact in the entertainment field.

NASA has announced that Lt. Cmdr. Susan Still ,an Augusta native, will be piloting Shuttle Columbia fora 16-day flight scheduled to begin March 27, 1997.Other crew members aboard will be: Jim Halsell,commander; Janice Voss, payload commander; MikeGernhardt, mission specialist; Don Thomas, missionspecialist; Roger Crouch, payload specialist; and GregLinteris, payload specialist.

Lt. Cmdr. Still was born in Augusta, Ga. on October24, 1961. She graduated from Walnut Hill High Schoolin Natick, Mass. in 1979. She earned a bachelor ofscience degree in aeronautical engineering from Embry-Riddle University in 1982 and her master of sciencedegree in aerospace engineering from Georgia Insti-tute of Technology in 1985.

She has several honors listed on her record:Distinguished Naval Graduate of Aviation Officer Can-didate School; Distinguished Graduate of the UnitedStates Naval Test pilot School, Class 103; and the NavyCommendation Medal, the Navy Achievement Medaland the National Defense Service Medal.

NASA lists her personal interests as triathlons,martial arts and piano-playing.

Lt. Cmdr. Still was selected by NASA in December1994 and reported to the Johnson Space Center inMarch 1995. She has since completed a year oftraining and evaluation.

The main purpose for flight STS-83 will be toperform the operations necessary to fulfill the require-ments of the first Microgravity Science Laboratory(MSL-1). The MSL-1 is a complement of experimentsthat focus on microgravity materials processing tech-nology and other science and research requiring thelow-gravity environment of Earth orbit.

In honor of the upcoming mission by flight STS-83, a CSRA resident has started a good luck card to besigned by local residents for Lt. Cmdr. Still and hercrewmates. Mr. Carnell Eubanks, a member of a localStar Trek group, the USS Star League, designed a cardwhich will consist of many sheets. The front cover is abeautifully colored computer-generated graphic of ashuttle in front of the planet earth. STS-83 missioninformation is also listed. The second page notes:

Good luck to the crew of the Space ShuttleColumbia! Mission STS-83. On behalf of the city ofAugusta, the Central Savannah River Area and the crewof the USS Star League, we wish to extend to you best

Succeeding pages have a shuttle graphic, spacesfor names to be signed and a note of congratulationsat the top of each sheet. Copies of this card are beingdistributed to various businesses for the collection ofsignatures of anyone who would like to sign it. The cardwill then be sent to Lt. Cmdr. Still and her crew.

A good luck card has been circulating around theAugusta area now for several weeks. Per a previousarticle (AUGUSTA FOCUS, Nov. 14 issue, page five), thecard was begun by Mr. Carnell Eubanks in support of Lt.Cmdr. Susan Still and her shuttle crewmates in honor oftheir upcoming flight in March 1997. To date, over1,100 signatures have been collected so far, includingthat of Senator Charles Walker. The biggest gain tookplace this past weekend during the premiere weekendof Star Trek VIII: First Contact at Regal Cinemas. TheUSS Star League, a local Star Trek group, had set upa table to promote the movie, their chapter, a triviacontest and the good luck card. The response gener-ated has been enthusiastic. Four other local busi-nesses have agreed to display a copy of the card:

- The Baldino’s on Gordon Highway.- Osbon Foundation.

- Department of Family and Children Ser-vices (DFCS).

- Office of Dr. Joseph M. Still Jr., 1220George C. Wilson Drive. Dr. Still is Lt. Cmdr.Still’s father.

The USS Star League is the local chapter ofSTARFLEET, the Star Trek International Fan Associa-tion. Besides being involved in local charities, highwaycleanups, adopt-a-whale, and other worthy causes,the members also enjoy the fun of Star Trek: watchingvideos, making costumes, etc. The next monthlymeeting will be held in January 1997. Here is the latest word about the Good Luck cardas of Dec. 19th, 1996. Dr. Still’s office has been inclose contact with Lt. Cmdr. Still. Ms. Still has workedit out so that the card may be presented to her and herfellow astronauts by her father personally. Then herfather will be able to display the card at a special privateparty he is holding for 200 of his family and friends.

The Stills also love the idea I proposed of havingthe card go afterwards to the Augusta-Richmond CountyMuseum! Ms. Still has also offered to obtain someadditional items from NASA such as shuttle crew photo,etc. to go along with the display. I have suggested toCapt. Barbara Lariscy, CO of my local Star Trek group,the USS Star League of R/1, that we might ask the crewto OK a raffle or auction to raise funds for a plaque ofsome sort, in coordination and agreement with themuseum, to go with the display. Something that willmake sure to note that our member, Archivist LTjgCarnell Eubanks, is the originator of this unique idea ofthe Good Luck card for the collection of signatures andto note the involvement of the USS Star League. Wehave copies of the card displayed around town.

As of this date, we have just over 1,400 signa-tures.

LOCAL INDIAN ARROWHEAD TO ADD TO EXHIBITHONORING SUSAN STILL

The Augusta-Richmond County Museum has co-ordinated with NASA and Lt. Cmdr. Susan Stillto add a local flint Indian arrowhead to Lt.Cmdr. Still’s baggage when she flies on shuttlemission STS-83 in April. Mr. Frank Spears, theMuseum’s Exhibit Program Committee chair-person, noted that the arrowhead had beendelivered recently to Ms. Still. After being flown intospace and back, the arrowhead will then be added,along with the Good Luck Card, to a special exhibithonoring Ms. Still for her achievement of becoming theCSRA’s first Augusta-born astronaut.

Months of efforts on the part of the local USS StarLeague has resulted in the collection of over 2,000signatures on the Good Luck Card, including that ofPresident Bill Clinton when he visited Augusta StateUniversity on Wednesday, February 5th. The lastadditions to the card included the signatures of StarTrek stars George Takei (Captain Sulu) and MarinaSirtis (Counselor Troi) from the Greenville, S.C. conven-tion held on Feb. 15.

Plans are being prepared to present the card toDr. Joseph M. Still Jr., father of Lt. Cmdr. Still, in March.Dr. Still will then, per NASA, be the official presenter ofthe card to the astronauts of Shuttle Columbia beforetheir scheduled April 3rd flight. Arrangements will bemade in May for a special presentation of the GoodLuck Card by both Lt. Cmdr. Still and Dr. Still to theAugusta-Richmond County Museum.

The Good Luck Card, a local projectbegun by resident Carnell Eubanks, has a finaltotal of 4,156 signatures. The most recent high-light took place this past weekend on Saturday,March 8, when the 4,156-signature Good LuckCard was presented by the USS Star League toDr. Joseph M. Still Jr., father of Lt. Cmdr. Still.Later this month, the card will be presented tothe shuttle astronauts before their launch.

Invitations to Regions 3, 6 and 12requested attending guests wear 1930’s-40’s“Dixon Hill” or black tie attire for the evening.Among the 95 accepting were Commander Star-fleet Michael D. Smith; Vice Commander, ChuckFreas; Chief of ShOC, Dennis Gray; Region 12 RC,Michael Malotte; Region 6 RC, David Kloempken,and other distinguished guests.

It looked like prom night! The ladies informal gowns, all looking fine, and the gentlemenin tuxedos or suits. The only correct word isWOW!!

Guests entered the gala via theholodeck arch, courtesy of Capt. TonyMcSpadden, USS Cochrane. A professional pho-tographer was on hand to capture the evening,with each couple to receive a copy of theirphotograph as a gift from the Ranger.

STARFLEET HELPS USS RANGERCELEBRATE 7th ANNIVERSARY

Each table was gorgeous, with center-pieces made of lilies and ivy bowls with candlesfloating on rose water. A revolving mirror ball onthe dance floor highlighted suspended ceilingdecorations of silver balls dancing in the air. Ateach plate were boutonnieres for the gentlemenand corsages for the ladies.

A “cigarette girl” sold candy ciga-rettes and accepted donations adding an-other $85 to the Fleet’s general fund.

Tables were assigned to promote con-versation, an original tradition of the Ranger.After a few words of introduction from “Rangerlate” hostess and CO Marian L. Murphy-Tompkins,the microphone was turned over to F.Admr. MikeSmith, who promoted Gregg Trotter, Vice Chief ofthe Communique and Brittany Sloan, News Edi-tor, Communique, to the rank of Captain. Youshould have seen the looks on their faces.

Guests were treated to musical perfor-mances by the “Maquire Sisters”, a lovely bar-bershop quartet, singing “Unforgettable,”

and Michelle Thomas, of the USS Ranger,who sang “Stormy Weather.” To Michelle’schagrin, the hostess then announced itwas Michelle’s birthday and all were leadin “Happy Birthday” by Starfleet’s song-bird, VAdm. Eric Gay.

The crew of the USS Ranger presentedStarfleet a $500.00 check to completely fund theJames Doohan/Montgomery Scott EngineeringScholarship. This is ONE scholarship that willcontinue to be funded, so says the crew of theRanger!!!

Dinner was served, the food was excel-lent, the service impeccable and prompt. Manythanks go to Roy Espy and the entire staff of theMeridian Banquet Centre. All Starfleet functionsshould be so fortunate.

The next significant moment came whenMike Smith staggered onto the dance floor andcollapsed, DEAD. Oh, horrors! The headlines willread “Fleet Admiral dies at Ranger party!”Wait! Dixon Hill is present.

Dixon Hill and his friend from Scot-land Yard, Allen Leddon, questioned allsuspects, including “Nickie the Nose” untilMPs lead Marian Murphy-Tompkins awayfor the “murder” of the holodeck incarna-tion of Smith. Enormous fun was had withsnappy ad libs, particularly from Mike’sbeautiful escort, Carissa Walker. All whoparticipated deserve an Oscar for their “acting”abilities.

The evening dance festivities were leadoff by Marian and Eric Gay, doing a well-executedTANGO!!! (Eric tried to have the Tango executedprior to dancing it, but was not successful).Dancing began with music attended from DJ DanMurphy, USS Concord, ranging from Big Bands ofthe 1940’s to the Zefram Cochran line dance bythe Shuttle Canaveral’ crew.

Along the way two new shuttles werelaunched, welcome Shuttles Cicero and Canaveral.

I am Major General Scott A.Akers, Commandant of theSTARFLEET Marine Corps, I havebeen a member of STARFLEET forgoing on 9 years now, and a member ofthe STARFLEET Marines for all but 6months of that. I am both honored andprivileged to be asked by Fleet AdmiralSmith to lead the Marines during histerm. Next let me introduce the Corps.Many of you are new members, and arewondering what the STARFLEETMarine Corps is all about. The Corpswas first created as a part ofSTARFLEET in 1983 and provides forSTARFLEET members a certainmilitary air not available in the otherdepartments and arms of STARFLEET.The Corps offers its own manualsincluding the newest version of themarine manual series, the Marine ForceManual, written by our own ColonelMatt Kelley, This manual is an entirelynew work, that not only improves onthe old manuals, but goes farther andfurther in developing the Corps. Wehave our own school, the STARFLEETMarine Academy open to all members

of STARFLEET. This brings us to avery important point, we are not realMarines, nor do many of us want to be,we are Star Trek fans who just enjoytheir hobby a little differently thenothers, just like some fans can befascinated with the engineering aspectswhile others enjoy the medical field.

There are no extra dues for joiningthe Marines, all it takes is a decision.For the various chapter CO’s whosecrew members might want to beMarines, they normally are put into aMarine Strike Group, under commandof the senior Marine onboard, butMarines have been assigned to assistSecurity, Shuttle operations, evenMedical. In the end it is the chapter thathas the final say on internal chaptermatters. My staff exists only to serve

and assist the Marines in the fleets, ergono one has command authority overanyody on your ship except you. Onthe Regional level, there are twoofficers, the Regional Division Chief,who is a Liaison between the Corps andthe Regional Coordinator, this person isselected by the RC and reports to thesame. The other officer is the BrigadeCommander, whose responsibility is tosee that the Groups and Marines in theregion are kept informed and supplied,the BCOs are selected by the Comman-dant and report to the same. If the sameperson fills both roles, they report firstand foremost to the Regional Coordina-tor.

Finally, I am proud to announce theformation of our Campaign program.All Marines are encouraged to partici-pate in our standing service projectToys for Tots, but in addition the CorpsHeadquarters will be sponsoring anadditional yearly campaign, that partici-pants both Fleet and Marine can earn aCampaign Ribbon and/or a certificatefor their work. The campaign will be adifferent one each year. This yearscampaign will be Marines for Youth.Every Marine unit and individual

Marine is encouraged to sponsor and/orwork with some youth organization. Asan adult leader in both Scouting andDeMolay, I know how desperately adultinvolvement is needed with theseorganizations. And as children are thebasis of our future, what better tributecan we give to Gene Roddenberry thento insure that that future is bright foryet one more child. Any organizationthat needs help, Adopt-A-School,Scouting, Campfire, DeMolay, YMCA,Rainbows, Job’s Daughters, BigBrother/Sisters, Boys & Girls Clubs,and any others will qualify the indi-vidual Marine or unit for this award.

I leave with this saying : “It is not theamount of my bank balance when I passon, or the size of my house, or even thekind of car I drive, that will be remem-bered. But what will be rememberedfor all time, was that I made the differ-ence in the life of a child.”

In the center of the room is an attractive,dark-haired young woman with a flashingsmile. She is directing activities with the pa-nache of a symphony conductor and command-ing the attention of all the assembled company.Someone comes to her with a question. “Seethe CO. He’s over there.” Another person,another problem. “I can take care of that. Giveme a minute.” Someone else. “I’m not sure,but I’ll find out and get back to you.” Again,the smile beneath snapping blue eyes. Yourfirst impression is summed up in one word:ENERGY!

You’ve just encountered the youngest cap-tain in Starfleet. She is Dominique Oakley,Chief of Operations for the USS LeConte outof Gatlinburg, Tennessee in Region One. Sheis also the Executive Assistant to the Directorof Recruiting, Starfleet, a position held by herlong-time CO, FCapt. Ron Fell. Right nowshe is directing traffic at the third extremelysuccessful Region One Summit, an event shehelped create and shape. And, should you ask,she’s just a few months past her sixteenth birth-day.

This dynamo entered service with Starfleetthree years ago at the urging of her mother, Cmdr.Linda Oakley. Her service record now runs fourfull pages in length. And that’s just the Starfleetside of an incredibly busy life that also includesGirl Scouting (she’s a Silver Award recipient withten years service), AYSO soccer and an outstand-ing academic record from Caton’s Chapel Elemen-tary School and Gatlinburg-Pittman High School.

Dee, as she is frequently called, has found ful-fillment in Starfleet. “I’m happy in Starfleet be-cause, from the very beginning, Fleet people havealways treated me as a peer and have always ac-cepted me and my ideas and opinions at face value.Nobody looks at me as ‘just a kid’. In StarfleetI’ve found two of the things that are very impor-tant to me; fun-loving friends and respect.”

A mark of that respect came recently fromher CO, her RC, Adm. Linda Smith, and FAdm.Michael Smith when they jointly agreed to herpromotion to the rank of Captain. “It caused a littlecontroversy and brought some of the whiners outof the woodwork when it hit the lists, but I’ll matchher record against any ‘adult’ Commander inStarfleet”, says FCapt. Fell. “We’ve gotten a lot

of messages of support from all over the Fleet.Most people are saying things like ‘This is thefuture of Starfleet. Be proud of it’. Believeme, I am.”

A glance at her record leaves little doubtof her qualifications. Starting with an exten-sive list of previously earned promotions andduty rotations, the record moves throughStarfleet Academy courses (graduate with dis-tinction from Vulcan Academy of Science) andinto an awards and citation list that includes aRegional DSA, a Ship DSA, a Squadron DSA,four Unit Citations, seven Certificates of Rec-ognition and an Achievement Award. Thenfollows a page of attendance and participationstatistics including meetings, parades, conven-tions and travel to other ship’s events. Thedocument wraps up with a page long synopsisof day to day, week to week and month tomonth activities adding up to a staggering in-vestment of time and energy.

The “Mom-who-started-it-all”, LindaOakley, comments, “I’m very proud of Dee.I’ve always supported her in everything she’s

done. She has worked very hard and deserves therecognition.” This from a woman who has runneck-and-neck up the promotion ladder with herdaughter and whose own service record is just aslengthy. “She’s next up”, states her CO.

Capt. Oakley plans to move right on to col-lege after high school. Although she has had astrong science background, more recently she hasbeen involved in the performing arts and has donesome professional acting as well as performingwith various school groups. She plans to direct inthe future and wants to attend a school with a solidarts curriculum to help her further her goal. SaysOakley, “I’ll probably apply for the Patrick StewartScholarship when the time comes.”

For the present, she’s pleased with the trackher Starfleet career is taking and is honored, andperhaps just a little awed, by her new rank. And ifyou look behind that flashing smile and those spar-kling blue eyes, you might see a glint of excite-ment at being just a little controversial. As herCO states with a hint of amusement, “It’s put herin the center of attention. Right where she likes tobe.”
