HELICOPTER SEARCHING FOR RADIATION IN NATION’S CAPITAL In the skies above Washington, D.C., a low-flying helicopter is searching for evidence of gamma radiation. If a dirty bomb were to go off in the capital or the authorities were forced to hunt for a nuclear weapon in the city, an established baseline of radiation sources throughout the capital would be important. Radioactive material naturally occurs in soil, water and vegetation. Low levels of uranium, thorium and their decay products are found in cities and the countryside. An accurate map of naturally occurring harmless radiation sources throughout the city means it would be easier to locate anomalies like nuclear or radiological weapon. As part of the National Nuclear Security Administration’s security and emergency preparedness procedures, the flights are measuring naturally occurring radiation in the Washington, D.C., area began Dec. 27 and will conclude Jan. 11, 2013. The helicopter will cover approximately 70 square miles, flying in a grid pattern over the areas. The flyovers are conducted during daylight at 150 feet or higher above the ground at a speed of approximately 80 miles per hour. The NNSA says citizens who spy the low-flying helicopter shouldn’t be alarmed. The goal is to establish baseline levels of natural radiation and provide an assessment for local law enforcement in D.C. The Remote Sensing Laboratory (RSL) at Joint Base Andrews is analyzing the data. NNSA was established in 2000 as a semi-autonomous agency within the U.S. Department of Energy tasked with improving national security with nuclear science. While NNSA’s profile may be low, the agency has an enormous responsibility: helping to prevent and respond to nuclear or radiological incidents. The Agency also has a number of missions related to the U.S. nuclear weapons stockpile. It is responsible with ensuring the performance, reliability, safety and security of U.S. nuclear weapons. For the U.S. Navy, NNSA provides safe and effective nuclear propulsion. On a global level, the agency works to reduce danger from weapons of mass destruction and responds to nuclear and radiological emergencies on the homeland and abroad. For example, just over the past few weeks NNSA’s operations combating nuclear smuggling were boosted in South Korea and they completed emergency management preparedness exercises in Taiwan. OBAMA SIGNS PENTAGON BILL MAINTAINING GUANTANAMO AN D MILITARY DETENTION

For the second year in a row, President Barack Obama has signedinto law a Pentagon funding bill that allows for the indefinite militarydetention of anyone, including American citizens, without charges,while barring the shutdown of the Guantanamo Bay prison camp. Thesigning of the National Defense Authorization Act of 2013Wednesday puts paid to the predictions by the administration’sliberal and pseudo-left supporters that Obama, freed of re-electionconcerns, would pursue a more “progressive” political course in hissecond term. As in 2012, this legislation enshrines a sweeping assaulton core constitutional principles and democratic rights. Thelegislation’s provisions underscore the link between the eruption ofAmerican militarism abroad and the lurch toward police-statemeasures at home. It provides $633 billion for Washington’sworldwide military operations, including $88.5 billion for overseas“contingency operations,” the bulk of it going to fund the continuingwar and occupation in Afghanistan. It increases funding for themilitary’s Special Operations Command (USSOCOM) to $10.5billion in preparation for new interventions across the planet. And itincludes provisions demanding the acceleration of preparations forUS wars, including new punishing economic sanctions against Iranand a mandate for the US to make “visible” preparations for waragainst the country. In relation to the US-fomented sectarian civilwar in Syria, the new law demands that the President submit plansfor the implementation of a “no-fly” zone, which would require afull-scale US-NATO military intervention, as in Libya in 2011. Alsoincluded in this year’s act is an amendment that effectively overturnsthe Smith-Mundt Act of 1948. This is Cold War era legislation thatbarred the US government from disseminating propaganda aimed atthe American people.Just as with the 2012 NDAA, Obama had threatened, as recently asNovember, to veto the Pentagon funding act over restrictions thateffectively bar any move to close down the infamous US prison andtorture center at Guantanamo or transfer its inmates to the US fortrial or any other reason. And, just as last year, the US presidentbacked off of this threat, implementing policies drafted by theRepublican right. The shutdown of Guantanamo within one year wasObama’s key promise formally promulgated on his first day in theWhite House. Four years later, 166 detainees remain imprisonedthere, the vast majority of them for a decade without having beenaccused of any crime, much less brought to trial. While as acandidate Obama had criticized his predecessor, George W. Bush, forroutinely issuing “signing statements” that declared his objections tobills that he signed into law, rather than vetoing them, he didprecisely that in relation to the 2013 NDAA. Obama’s signingstatement stressed that he was enacting the bill because of hisdetermination to “ensure that the United States will continue to havethe strongest military in the world” overrode any of his objections. Asto the character of these objections, all of them centered on aspectsof the legislation perceived as infringements on the unfetteredexecutive power of the president as “commander-in-chief.”Among the specific objections was the legislation’s “unwarrantedrestrictions on the executive branch’s authority to transfer detaineesto a foreign country,” which could potentially hinder theadministration’s continuing use of “rendition” to abduct and secretlyimprison alleged terrorist suspects in foreign jails for protractedinterrogation. Obama also voiced opposition to a section of the lawthat provides whistle-blower protections for employees of outsidemilitary contractors who provide information revealing Pentagonabuses, mismanagement and corruption. Reiterating hisadministration’s extreme defense of state secrecy, Obama wrote that

he would ensure that no such revelations would compromise“information that is properly privileged or otherwise confidential.”Significantly, absent from this year’s signing statement was ahypocritical clause inserted last year expressing reservations aboutthe NDAA’s sweeping provisions for military detention withoutcharges or trial.“My Administration will not authorize the indefinite militarydetention without trial of American citizens,” Obama wrote last year.“Indeed, I believe that doing so would break with our most importanttraditions and values as a Nation.” In signing the 2012 NDAA, healso claimed he had “worked tirelessly to reform or remove” theprovisions he opposed. This year, he remained silent on anycommitment to these “traditions and values” and on the entire subjectof future military detention. There was also no claim that he hadfought tirelessly or otherwise to have offending provisions removed.Clearly, the language inserted last year in an attempt to mollifyliberal and “left” supporters in advance of the 2012 presidentialelection was seen as no longer necessary.If anything, this year’s legislation has clarified even further the scaleof the assault on democratic rights that has been signed into law. Ina closed-door meeting of Senate and House conferees, an amendmentunanimously passed by the Senate providing limited protections toUS citizens and permanent residents against indefinite militarydetention was stripped from the legislation without explanation. Theamendment applied only to such citizens and residents abductedwithin the US, not to those grabbed overseas. It also left open thatsuch detentions would be permissible given the possibility of a trialbefore a drum-head military tribunal and provides that an Act ofCongress would be sufficient to abrogate the Constitution and theage-old right of habeas corpus, allowing the US military to arrest andeffectively “disappear” US citizens within the US itself. Nonetheless,even this amendment was ultimately ruled as overly restrictive on theuse of military detention. The vague and expansive language of thelaw enacted by Obama now permits the military to secretly grabvirtually anyone deemed by the president to be an “enemy of thestate” and throw them into Guantanamo or any other military prisonto be held indefinitely without charges or trial.It allows indefinite military detention to be employed against anyone,including US citizens, on the basis of unproven and secret chargesthat they have provided support to al Qaeda, the Taliban or“associated forces,” committed a “belligerent act” or given “aid” to“enemy forces.” With none of these terms defined, indefinitedetention could be justified in cases ranging from antiwar protestersto journalists whose writings are deemed unduly sympathetic toWashington’s many enemies. Workers on strike could be accused ofcommitting a “belligerent act,” as could someone viewed as overlycritical of the US government.What is involved here is not, as Obama’s liberal critics would haveit, merely political cowardice or a “failure to lead.” As president,Obama has “led” in the direction demanded by America’s rulingfinancial aristocracy and the military-intelligence complex. He hascontinued and deepened the crimes of the Bush administration,creating an apparatus of state assassinations as a virtual fourth branchof the US government.It is not an accident that the president enacts legislation enshriningmilitary detention without charges in law as his administration andthe Congress prepare to make the working class pay for the economiccrisis through savage cuts to social programs and a historic reductionin living standards. The ruling class anticipates social upheavals andis preparing accordingly.
