HEALTHY AT CHURCH: A Strategic Return Plan for First Baptist Pikeville

(The following plan is tentative and subject to changes based on local, state, and/or federal recommendations) Our Guiding Principles - Genesis 1:26: Then God said, “Let us make man in our image, after our likeness.” Matthew 22:37-40: And he said to him, “You shall love the Lord your God with all your heart and with all your soul and with all your mind. This is the great and first commandment. And a second is like it: You shall love your neighbor as yourself. On these two commandments depend all the Law and the Prophets.” Romans 13:1Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. First Baptist Pikeville’s goal is to treat every person with dignity and care because all are made in the image of God. In the midst of this pandemic, we must find the proper balance of living out the great commandment by loving God entirely while at the same time loving our neighbors as ourselves. This requires an intentional and strategic plan. We believe it is vitally important for individuals and families to continue to be actively engaged in the life of the church. This requires creativity and new practices. As we stabilize and move toward re-entry into public engagement, individuals and families should consider the level of engagement that they are comfortable. We recognize some individuals and families will have concerns over their personal health or they will want to make considerations for vulnerable family members. First Baptist Pikeville will seek to offer multiple and diverse options for every person to stay active and connected in the church. Each person and family is encouraged to decide what is best for them during this time, and use your best judgement. No explanation will ever be requested for any person or family’s decision during this pandemic, and they will have the complete support of the pastoral leadership. We will err on the side of grace and caution together, while also living by faith and not fear.

Current Guidelines in Place for First Baptist Pikeville -

• Sunday 10:45AM Worship Service Livestream on Facebook Live and Church Website. Service also available on Mountaintop TV and 98.1 Music City USA at 11am.

• Sunday School classes are encouraged (but not required) to meet using Zoom or other digital conference technologies. Many adult and student classes are meeting weekly using these formats. All groups are keeping in contact with one another.

• FBC Student Ministry produces weekly Bible studies and other content, as well as meeting through Zoom on Monday nights for devotions and games.

• FBC Children’s Ministry resources are provided on the church website. A weekly children’s sermon is broadcast to begin Sunday morning worship. A children’s devotional is published on the church website each week.

• Wednesday 6:30PM Facebook Live Bible Study and Prayer Meeting.

• Ministry Staff members are primarily working from home. When they are in the office for necessary tasks, physical distancing measures are observed.

• Support Staff members work on a rotating schedule and work from home if possible.

• All staff and volunteers have been asked to wear masks when interacting on campus.

• Sterilization and sanitation of the entire church facilities has occurred and will continue.

Phase 1 Guidelines for First Baptist Pikeville –

• Phase 1 has been announced as already beginning for houses of worship (as of May 10, 2020). First Baptist Pikeville will not enter Phase 1 until June 7, 2020.

• According to the federal and state guidelines, Phase 1 will be in effect for a minimum of 14-days.

• Physical distancing measures shall remain in place at all times.

• In-person Sunday worship services shall resume with minimized attendance capacity in each service. No more than 150 individuals per service. Multiple services will be available, including but not limited to, 9:30am and 11:00am

• Online, television and radio services shall continue for individuals not ready to return.

• The majority of the building will be closed. Only the sanctuary and welcome center will be accessible. The two single restrooms in the Worship Center will be open.

• After each service, areas of the building open to use will undergo a sanitization of all surfaces. Volunteers will be recruited to assist in these measures.

• Masks will be required for staff not on stage, volunteers, and those in attendance.

• Childcare will not be provided.

• Printed materials will not be distributed but will be available online in advance. Offering plates will not be passed, but collection boxes will be at doors along with online giving.

• Vulnerable individuals and those who are sick should continue to shelter in place.

• Wednesday night prayer meeting will remain online only.

• All other campus activities are suspended or moved online only.

• Business meetings shall be conducted in person and online during Phase 1, with physical distancing measures in place. A Zoom option will be available for those who do not wish to attend in person. Their vote shall be counted as if in attendance.

• In-person Sunday morning worship services shall continue with modified attendance capacity in each service. This number shall be determined once guidelines for Kentucky have been announced. The number and time of services shall be adjusted as needed.

• Online, television and radio services shall continue for individuals not ready to return.

• The majority of the building will continue to remain closed. Larger areas such as the fellowship hall and student wing shall be utilized as needed.

• After each service, the areas of the building in use will undergo a sanitization of all surfaces. Volunteers will be recruited to assist in these measures.

• Masks will be encouraged, but not required.

• Childcare will not be provided.

• Printed materials will not be distributed but will be available online in advance. Offering plates will not be passed, but collection boxes will be at doors along with online giving.

FAQ’s About Healthy At Church – What should I do if I am not ready to attend in person yet?

Members will be sent a congregational survey by email before Phase 1. This survey will ask about comfort and expectations for attending in-person worship services. We will be continuing to stream services online, on television and on the radio throughout all phases. We will also continue publishing all church information and materials online. Individuals who are not yet comfortable attending in person at any stage should absolutely continue sheltering in place and will be fully supported by church leadership.

What should I expect when in-person services resume?

Most aspects of our lives have been drastically altered over the course of just a few months. This unfortunately also includes how we are able to gather as the body of Christ. While we are able to accommodate many of the recommended guidelines without noticeable differences, there are some things that are going to feel very different. Our sanctuary space was not designed for physical distancing, but in fact quite the opposite. Seating will be spaced out for individuals and families with at least six feet separation and every other pew remaining empty. Staff and volunteers will be wearing gloves and masks. Those on stage will wear masks as they come and go. There will not be opportunities for congregating or fellowship. It will be very different than anything we have ever experienced. And yet, we know that we will still be worshipping Jesus together for the first time in many weeks.

Are we going to be doing any congregational singing?

Congregational singing has been one of the more challenging issues during this time. There seems to be the real possibility of a heightened risk of spreading the virus through singing. At the same time, we know that congregational singing is an indispensable component of gathering together as a church family (Ephesians 5:19). Currently, the plan for Phase 1 is to include singing as part of the in-person gatherings. Masks will be worn for safety, we will remain seated for the songs, and we will be adjusting the service so more songs will be used to end the service than we have done in the past. We plan on using more solos and media to enhance the use of songs, but nothing can really replace congregational singing. As guidelines allow, more congregational singing will receive first priority in what we add to the services.

What about Baptisms and the Lord’s Supper?

We believe that Baptism and the Lord’s Supper are the two ordinances Jesus instructed us to observe regularly. We also believe that loving one another and protecting each other is critically important during this unprecedented time in our world. Therefore, Baptisms and

the Lord’s Supper will be observed with modifications that protect the health of everyone involved. Baptisms may be recorded in advance with family and friends exercising physical distancing. We will also consider outdoor baptisms recorded in swimming pools or flowing bodies of water. All will be performed using protective measures through the early phases. The Lord’s Supper will be observed as frequently as possible, but also with modifications. Individual, prepackaged wafer and juice kits will be used in the early phases and distributed with protective equipment for safety. Once we move into later phases and return to normal distribution of the elements, prepackaged kits will still be available upon request.

How will we collect the weekly offerings?

Currently, members are giving generously online through our website, mailing through the postal service to the church, or dropping off at the church office. Along with these options, offering boxes will be placed at entrances during Phase 1. Once we return to a regular offertory time during services, the collection boxes will remain in place for individuals who prefer using them. Online giving will also continue to be encouraged .

What protective measures will be utilized at First Baptist Pikeville?

- All our staff and volunteers will have a smile and positive attitude. - We will practice appropriate physical distancing. - Masks will be utilized in accordance with guidelines recommended by state and local

officials. - Hand sanitizer stations will be available and new stations will be added. - Volunteers will be asked about their health status before they serve. While we do not

plan to check temperatures on site, we will ask for absolute honesty from our volunteers and request a volunteer to remain at home if they feel any symptoms.

- All surfaces will be cleaned and cleaned again. Cleaning will occur after each service. - Gloves and masks will be required for staff and volunteers not on the stage. - Individuals who are at risk or feeling sick will be encouraged to worship at home

through online, television, or radio service options. - Personal contact will be discouraged early phases. Greeters will utilize smiles and

waves in place of handshakes and hugs. What will happen with youth, children and preschool ministries during this time?

Currently, Pastor Shane and Mrs. Whitney are utilizing online platforms to minister to students and children. Family ministries will continue online through Phases 1 and 2. During Phase 3, ministries will be added on a case-by-case basis. Students of every age may always stay with their parents during any service. Physical distancing and protective measures will be implemented for every ministry. When possible, we will consult with Pikeville Independent Schools regarding best practices moving forward in ministries to youth and children.

I miss my Sunday School class. When can we start meeting in person again?

Many classes are currently meeting via online video conference tools such as Zoom, Microsoft Meeting, and FaceTime. All classes are encouraged to meet in these ways during Phases 1 and 2. Prayerful consideration will be given to how and when we start in-person classes in Phase 3. Classes will be added back a few at a time each week during Phase 3. A staggered schedule may still be utilized for physical distancing and cleaning purposes. Accommodations will be available upon request.

When will our choir begin practicing and singing in services again?

Because of the limited size of our choir loft and rehearsal room, it is not possible for members of the choir to safely practice physical distancing. Therefore, choir practices have been suspended until Phase 3. Once guidelines are released, we will relaunch our choir ministry with practices resuming at their normal time. Accommodations will be made for anyone who wishes to attend but requests physical distancing measures. Once practices resume, a date will be set for the choir to begin singing in services again.

What about FAITH visitation and other outreach ministries?

FAITH visitation will not resume until it is deemed safe and “culturally acceptable” to visit homes freely. The unfortunate reality that we are facing is that it may be some time until there is a sense of safety and comfort in entering the home of someone who isn’t a close relative or friend. It is possible that visiting a person’s home in a FAITH visitation format could hurt our witness and ability to minister to guests. We are working to develop ways to do outreach through creative ideas such as email, personal notes, phone calls, and videos. Once it is deemed safe to resume FAITH and will not be a stumbling block to any person, we will consider when and how to relaunch it.

What are our plans for Vacation Bible School?

Vacation Bible School is one of the most important outreach ministries done by our church. It is highlight of the summer for many children, and often it is the only opportunity we will have to share the gospel with a number of families. The message of the gospel presented in VBS must still be presented during a pandemic, but it must be done in a safe way. Right now, we have postponed VBS and will not be holding it during the third week of June as we have traditionally. We remain hopeful that a VBS could possibly be conducted in our building later in the summer or even in the fall. If not, we are considering other options. One is a neighborhood VBS we take into backyards and playgrounds in smaller groups. Another is an evening VBS in the Fall that would function similar to a Revival week for kids. We have also discussed the possibility of an online VBS with take-home materials delivered to the doorsteps of children. However, we are committed to having VBS one way or another.

What about Crossings Camp for Youth and Children?

Crossings has already announced they have cancelled all camps through the month of June. While our youth and children are signed up for July, we anticipate that July camps may soon be cancelled as well. Crossings is partnering with churches to ensure that if we cannot do camp, all deposits are refunded or applied to next year’s camp. They are working toward fall “Weekend Camps” that we will consider. We are also considering the option of a “Virtual Camp” that we conduct using social media and other online formats.

Will we be able to go on mission trips in the future?

We are committed to fulfilling the great commission and taking the gospel to the nations. Our church supports thousands of missionaries through our prayers and the cooperative program, and we will always continue to do so. Currently, the International Mission Board is recommending that short term trips should be postponed indefinitely. They have a task force monitoring the situation and will make recommendations to churches as we continue through this crisis. First Baptist has paused all pursuit of mission trip partnerships for the immediate future, but prayerfully anticipate the day when we can renew those pursuits.

Can we have Business Meetings and Committee Meetings?

Our deacons have already been meeting using Zoom and will continue through Phase 1 and Phase 2. Zoom meetings will be used for other standing committees when it is necessary for them to meet. Once we move into Phase 3, meetings will resume in person with physical distancing measures in place. Our April business meeting was postponed, and all business will be covered in the June meeting. We currently plan on meeting in person for our June meeting. Physical distancing measures will be in place, and members may opt to attend via Zoom as well. For those attending via zoom, their votes will be treated as if they are in person.

Conclusion - We are committed to fulfilling our mission as a church to make disciples who make disciples. We remain prayerful and optimistic that the Lord will guide us through this and bring about a great reviving of His church. Considering the circumstances, it is amazing to see the unity, love and care that has kept our church together, even when physically separated. We are exercising patience as we move through this pandemic, praying for the day when we can return to our normal routines. God is faithful, and He will carry us through this. In addition, places of worship will be expected to meet the requirements below in order to reopen and remain open: Social Distancing Requirements • Places of worship should, to the greatest extent practicable, continue to conduct alternative services, including tele-services, radio broadcasts, and drive-in services. • Places of worship conducting drive-in services should ensure their congregants remain in their vehicles and not socialize through their vehicle windows, except at a distance of more than six (6) feet. Attendees should turn off their vehicles to avoid idling and protect everyone’s health. • Places of worship conducting in-person services should limit attendance to no more than 33% of the building occupancy capacity, including clergy and staff-employees, while maintaining social distance between household units of at least six (6) feet. This means that there must be six (6) feet between individuals on a row and individuals between rows, such that a six-foot radius is maintained around all household units. A place of worship that cannot maintain this space must further reduce its occupancy capacity until it is achieved. • Places of worship should ensure, to the greatest extent practicable, that clergy, staffemployees, volunteers and congregants wear coverings (e.g., cloth mask or bandana) over their mouths and noses while attending services. • Places of worship should wait to reopen youth services (including, but not limited to, Sunday schools) until childcare services have reopened on June 15, 2020. Once they reopen, youth services should follow the requirements posted for childcare services. • Places of worship should avoid congregational or choir singing during services, as doing creates a higher risk of spreading infectious particles. Houses of worship should consider alternatives to congregational singing, including by playing pre-recorded or live instrumental music (e.g. pianos and guitars - no wind instruments) during services. • Places of worship should consider taking congregants’ temperatures and asking about signs of illness before admitting them into the place of worship. If they do take temperatures, they should consider using a non-contact thermometer or thermal imager. If a place of worship must use a standard oral/aural thermometer, consider having the congregant take their own temperature and relay the information to maintain social

distancing and sanitize the thermometer after each use. • Places of worship should not allow individuals with elevated temperatures (100.5 degrees Fahrenheit or above) or signs of illness (coughing, shortness of breath, sneezing) to attend in-person services. Houses of worship should direct those having symptoms of COVID-19, as well as people who have had close contact with a person who has symptoms like dry cough, chest tightness, and/or fever, to refrain from participating in any aspect of inperson services. Places of worship should encourage symptomatic persons to stay at home or seek immediate medical care or want to be tested. • Places of worship should use greeters to direct congregants to available masks and bulletins. Greeters should be masked, maintain social distancing, and consider wearing gloves. • Places of worship should display markers and signage in the sanctuary/meeting space to guide social distancing. • Places of worship should communicate with the congregation often and with clarity and transparency. Prepare the congregation for worship and for the changes that are occurring in procedures due to the national health crisis. • Places of worship making restrooms available must ensure restrooms are only used by one person at a time and all portions that are regularly touched (e.g., door, sink, and toilet handles) are appropriately disinfected after each use. • Places of worship conducting in-person services must, to the greatest extent practicable, provide hand sanitizer, handwashing facilities, tissues, and waste baskets in convenient locations. • Places of worship should not provide communal food or beverages to clergy, staffemployees, volunteers, or congregants. • Places of worship should restrict access to common areas, to the greatest extent practicable, in order to maximize social distancing and reduce congregating. These common areas include, but are not limited to, foyers, lobbies, vending areas, community and multi-purpose rooms, and event spaces. • Because of the requirement to socially distance at least six (6) feet apart, places of worship should refrain from the practice of handshaking, handholding, or hugging. • Places of worship should encourage those at higher risk for severe illness per CDC guidelines not to attend in-person services. These guidelines are available at: https://www.cdc.gov/coronavirus/2019-ncov/faq.html#Higher-Risk. Instead, places of worship should, to the greatest extent practicable, provide services that are not inperson, including tele-services, drive-in services, and/or radio services for those individuals. If a house of worship is unable to provide alternative services, they should,

Personal Protective Equipment Requirements • Places of worship should ensure, to the greatest extent practicable, that clergy, staffemployees, volunteers and congregants wear face coverings (e.g., cloth mask or bandana) over their mouths and noses while attending services. Cleaning and Disinfecting Requirements • Places of worship must ensure facilities are properly cleaned and ventilated. • Places of worship must ensure cleaning and sanitation of frequently touched surfaces with appropriate disinfectants. Appropriate disinfectants include EPA registered household disinfectants, diluted household bleach solution, and alcohol solutions containing at least 60% alcohol. Places of worship must establish a cleaning and disinfecting process that follows CDC guidelines when any individual is identified, suspected, or confirmed as COVID-19 positive. • Places of worship, as appropriate, must ensure they do not use cleaning procedures that could re-aerosolize infectious particles. This includes, but is not limited to, avoiding practices such as dry sweeping or use of high-pressure streams of air, water, or cleaning chemicals. Training and Safety Requirements • Places of worship should ensure appropriate signage is posted throughout their facilities to inform clergy, staff-employees, and congregants about good hygiene and new practices. • Places of worship should ensure clergy, staff-employees, volunteers, and congregants are instructed to avoid touching their faces, including their eyes, noses, and mouths, particularly until after they have thoroughly washed their hands upon completing work and/or removing PPE, to the greatest extent practicable. • Places of worship should ensure clergy, staff-employees, volunteers, and congregants are informed that they may identify and communicate potential improvements and/or concerns in order to reduce potential risk of exposure.
